The European Union (EU) is now a major participant in international environmental diplomacy, but does this involvement mean that it is an actor in its own right as opposed to a set of member states? Advanced here are four characteristics of "actorness" against which to evaluate the EU. Arguing that the EU's external policy in this area constitutes a special case, how competence & recognition determine EU participation in environmental diplomacy is analyzed. This approach serves as a guide to understanding how the EU will be represented in particular circumstances & how it will negotiate. It is concluded that, despite early difficulties, the EU has been a surprisingly effective international environmental actor, even aspiring to leadership. It remains, however, a unique, complex, & changeable entity, the peculiarities of which students of international environmental politics cannot ignore. 1 Figure, 47 References. This book provides a wide-ranging survey of the current treatment of environmental issues in international relations. This book begins by looking at the relevance of the different theoretical approaches current in international relations to the study of the environment. It analyzses a wide range of approaches from the debate between neo-realism and liberal institutionalism to the significant connections between gender and global environmental change. The book goes on to consider a range of key international processes, discussing the monitoring and implementation of environmental agreements, the place of ideology in negotiations and the role of international organisations.

Examining a range of policy areas in which the European Union (EU) acts externally – notably trade, development, climate change and foreign and security policy – this article considers the notion that the years since the mid-2000s have witnessed a decline in EU actorness/effectiveness. In evaluating EU performance, the article employs the interrelated concepts of presence, denoting EU status and influence; opportunity, denoting the external context of EU action; and capability, referring to EU policy processes and instruments, with particular reference to the impact of the 2009 Lisbon Treaty. It is contended that achievement of the increased capability envisaged by the Lisbon Treaty, together with resolution of the Eurozone crisis, with its deleterious effect upon the Union's presence, would not fully compensate for the loss of opportunity provided by the changing international structure.
