China's non-government Higher Education sector has experienced 40 years of growth but has faced a range of problems in recent years. There is an urgent need to think carefully about future directions and approaches that non-government universities might take. Internationalization is changing the world of education and has become important strategically for Higher Education institutions across the world. This research explores what internationalization might mean and provides an understanding of internationalization in the context of Chinese non-government universities. Under the internationalization framework in Western academic literature, this study investigates the practice from a case study university in China. Data were collected through semistructured interviews along with document analysis. Participants indicated that internationalization is learning, integrating initiatives for mutual benefit and can be an accelerator for overall development of universities. Furthermore, the government and society need to work together to create a more equitable government policy that positively encourages China's non-government Higher Education institutions to bolster internationalization.Keywords: China, non-government institutions, internationalization ; Wang, M.; Conner, L.; Rogers, B. In this study, we use a recently developed Bootstrap ARDL model to examine the influence of longevity (life expectancy after giving birth) and alcohol consumption on economic progression (GDP) in both China and India during the years between 1992 and 2015. Empirical results have shown an extended link across economic development, longevity, and alcohol use in both China and India. The Granger causality test, derived from the Bootstrap ARDL model, demonstrates a unidirectional relationship between economic growth and longevity in China. However, a bidirectional causality exists between longevity and alcohol use in India. Results have important implications for Indian and Chinese governments' public health policies, focused on alcohol consumption reduction specifically, and population health generally.

AbstractThis review aims to inform the evaluation of Chinese farmer training programmes through comparison with studies assessing public training programmes in the USA and Europe. The results of comparative analysis from 62 studies in the USA, Europe and Mainland China suggest that evaluation studies of the farmer training programme should measure the effectiveness of farmer training on agricultural income. Considering the cost and availability of data, cross‐section estimation may be an effective way to evaluate the effectiveness of farmer training programmes in China, but on the basis of controlling the initial demographic characteristics of samples. In particular, political status (whether a party member of Communist Party of China or not), position (whether village cadre or not) and region of residence are considered to be important determinants that impact the effectiveness of farmer training programmes in China. This review sets out directions for the future study of Chinese training programmes, with particular emphasis given to the need for research into the causal effects of different training courses, the dynamic effects arising from variation in the duration of training, and the medium‐run or long‐run effects of training programmes.

The aim of this study is to investigate public perceived risk on various issues in present‐day China. Two surveys were conducted in urban China in 1996 and 1998. In the first survey, risk perceptions of different occupational groups are compared. Gender differences within each occupational group are also analyzed. In the second survey, participants with diverse employment status were recruited. The overall risk rankings of both surveys indicate great concern with risks that threaten national stability and economic development, and less concern with high‐technology risk such as threat from a nuclear power plant. It is also found that employees from high‐profit firms are more concerned about macroscopic catastrophic risks, whereas laid‐off workers and employees from money‐losing enterprises are more concerned about daily life or self‐concerned risks. The importance of actual exposure to risk, mass media coverage, culture, and psychometric dimensions are discussed.

We construct a Fourier flexible functional form which can globally approximate the unknown true function, taking into account both technical inefficiency and allocative inefficiency components to avoid possible specification error. Empirical results suggest that technical inefficiency alone raises a bank's cost about 12 per cent on average, that allocative inefficiency alone raises an average bank's cost 15.8 per cent, and that the cost rises due to allocative inefficiency decrease over time. Translog evidence on economic efficiency suggests a much higher cost savings when achieving both technical and allocative efficiency than does the Fourier flexible function.

We employ a wide range of parametric and non–parametric cost frontiers' efficiency estimation methods to estimate economic efficiency and economies of scale, using the same panel data of 22 Taiwanese commercial banks over the period 1982–97. According to our empirical implementation, the two methodologies yield similar average efficiency estimates, yet they come to very dissimilar results pertaining to the efficiency rankings, the stability of measured efficiency over time, the consistency between frontier efficiency and conventional performance measures, and the estimates of scale economies. Thus, the choice of an estimation approach can result in very different conclusions and policy implications regarding cost efficiencies and cost economies. These findings suggest that making policy decisions and evaluations relies on multiple techniques and specifications.
