Since January this year, the World Trade Organization (WTO) has been administering the General Agreement of Trade in Services (GATS) multilateral negotiations concerning the liberalization of audiovisual goods and services. Due to the sector's sensitivity, the European Commission's (EC) former Directorate-General X (DGX) (Information, Communication, Culture, Audiovisual Media) launched a consultation phase concerning GATS. This research note considers the competing policy positions concerning markets and culture between the USA and Europe that emerged during this period.

In January 2000, the World Trade Organization began to administer a new round for the multilateral negotiations concerning the liberalization of goods and services in the audiovisual sector. Due to the sensitivity of this sector, the European Commission's Directorate-General X (for information, communication, culture, audiovisual media) launched a consultation on audiovisual services for the forthcoming round of negotiations. This focused on the General Agreement on Trade in Services, which is the relevant instrument for the sector. This article will consider how this consultation process was conducted. It will discuss the policy positions that the competing political and trade actors developed. Further, it will outline the different conceptions of markets and culture that have been drawn from the United States and Europe. Finally, it will anticipate how this exercise may impact the GATS 2000 round.

Seit Januar diesen Jahres versucht die Welthandelsorganisation (WTO) im Rahmen des WTO-Dienstleistungsabkommens GATS (General Agreement of Trade and Services) die multilateralen Verhandlungen mit dem Ziel der Liberalisierung audiovisueller Güter und Dienstleistungen erfolgreich zu moderieren. Aufgrund der Sensibilität des Wirtschaftssektors hat das bisherige Generaldirektorat X (DGX - Information, Kommunikation, Kultur, audiovisuelle Medien) der Europäischen Kommission einen Beratungsprozess zum Thema GATS in Gang gesetzt. Der Beitrag befasst sich mit den konkurrierenden politischen Positionen der USA und Europas in bezug auf Märkte und kulturelle Faktoren, die in den Verhandlungen offen zu Tage traten.(UNübers.)
