À l'annonce par le New Labour de la création d'une mairie pour la capitale, les couloirs du pouvoir bruissent déjà de rumeurs concernant les candidatures éventuelles. Au sein des grandes formations politiques, c'est essentiellement à l'abri des regards extérieurs que les candidats sont choisis. C'est pourtant un candidat indépendant qui devient le premier maire de la capitale élu au suffrage direct par les Londoniens. Or, pour le Parti conservateur, le poste de maire peut lui permettre d'amorcer son retour vers le pouvoir après la défaite cinglante de mai 1997. Quant au Parti travailliste, l'élection du premier maire de Londres révèle sa tendance à vouloir tout gérer depuis son hyper centre en parfaite contradiction avec sa volonté clairement affichée de décentraliser.
