To deter the possible maltreatment of minorities, Western mediators are applying the rhetoric of group rights in their efforts to resolve ethnic conflicts in postcommunist Europe. Taking the new Slovak Republic & its Magyar national minority as a case in point, the apparent willingness to engage in legal mediation, rather than physical battles, when ethnic disagreements arise suggests that these Westernized settlements may indeed help avoid the use of force. On the other hand, there is a growing discrepancy between the arbiters' recommendations & the letter of international law, since the latter remains faithful to the classical liberal focus in individual & state -- not group -- rights. 53 References. Im Mittelpunkt der Untersuchung steht die Periode zwischen der Vertagung des sowjetischen Interventionsbeschlusses von Ende Juli 1968 nach dem letzten bilateralen Treffens in Cierna und der Intervention in der CSSR am 20. August 1968. Der Verfasser setzt sich zunächst mit zwei Denkmodellen auseinander, die die Erneuerung des Interventionsbeschlusses nach nur wenigen Tagen zu erklären suchen. Im Vordergrund dieser Modelle steht zum einen die innere Dynamik bürokratischer Politik, aufgrund derer es erst Mitte August zu einer tragfähigen Basis für den Interventionsbeschluß kam, zum anderen die innere Dynamik der sich ständig verschärfenden Krisensituation in der CSSR. Alternativ hierzu und gestützt auf neue sowjetische Quellen legt der Verfasser eine Erklärung vor, derzufolge die zunehmende Undurchsichtigkeit der tschechoslowakischen Führung für die sowjetische Seite, die mangelnde Umsetzung der von tschechoslowakischer Seite gemachten Zusagen und ein hieraus resultierender Vertrauensverlust zum Interventionsbeschluß führten.
