AbstractThis article looks at why states build roads, and in what circumstances roads become a priority for rural people. To distinguish between situations of spatial autonomy and isolation, a concept of territorializing regime is elaborated. This is employed to discuss road‐building undertaken by the state in the Peruvian Andes and to examine practices of mobility in Andean indigenous/rural society. While a location 'off the beaten track' could be a source of autonomy in the past, the author outlines reasons why people in post‐conflict, neo‐liberal Peru now dedicate much time and energy to road‐building, even though this may potentially lead to loss of land, community control and greater impoverishment.

Citizenship had become conflated with 'race' in late nineteenth century Latin America partly on account of the new language of biological science. This article focuses on the contest between rights of belonging and rights of citizenship as played out in a provincial town in Andean Peru during the late nineteenth century. In particular, it explores how by drawing on a discourse of hygiene/disease a provincial elite was able to restrict access to public space in the town and thus deny 'Indians' the possibility of participating as citizens in urban political life.

This article considers the ways in which provincial elites in the Peruvian Andes of the nineteenth and early twentieth centuries addressed the task of dismantling colonial institutions and relations. It draws on material from a municipal archive to trace how the land-for-labour 'pact of reciprocity' linking the town of Tarma both to the central state and to the indigenous hinterland was re-worked and eventually brought to an end. The contexts in which a postcolonial discourse of the Indian emerged are explored, and are understood as linked to struggles between local government and central state over the deployment of indigenous labour.

This paper takes lived experience of students who feel they have been sexually harassed to show how sexual harassment is similarly experienced and construed, then how this subjectivity contributes to fear of action to stop the harassment. The stories also demonstrate that, even if action is taken to stop the harassment, the consequences can still be negative and fear inducing. The paper also aims to challenge theories of sexual harassment, arguing that much theory does not adequately explain the complex dynamics of the phenomenon.
