Mit dem Beschäftigungszuschuss (BEZ) nach § 16e SGB II wurde im Jahr 2007 erstmals in der aktiven Arbeitsmarktpolitik ein Instrument für Langzeitarbeitslose eingeführt, das die unbefristete Förderung einer sozialversicherungspflichtigen Beschäftigung vorsieht. Daher kommt der Teilnehmerauswahl hier noch mehr als bei anderen arbeitsmarktpolitischen Instrumenten eine besondere Bedeutung zu. Das IAB hat gemeinsam mit Kooperationspartnern im Auftrag des BMAS untersucht, welche Personen bis Ende 2008 für die Förderung mit dem BEZ ausgewählt wurden.
"Mit der Einführung des Sozialgesetzbuches II im Jahr 2005 haben öffentlich geförderte Zusatzjobs ('Ein-Euro-Jobs') mit teils mehr als 700.000 Förderungen pro Jahr eine herausragende Bedeutung gewonnen. Insbesondere Hilfebedürftige zwischen 15 und 24 Jahren werden überproportional häufig in Zusatzjobs vermittelt. Das Ziel besteht in ihrer Heranführung an den Arbeits- und Ausbildungsmarkt. Ob Zusatzjobs die Ausbildungs- und Erwerbschancen von hilfebedürftigen Jugendlichen tatsächlich erhöhen und zu einer Beendigung des Leistungsbezugs führen, wird anhand von administrativen Personendaten geschätzt. Mit 'Prospensity Score Matching' werden dabei Kontrollpersonen bestimmt, die nicht an Zusatzjobs teilnehmen, sich bezüglich persönlicher Eigenschaften von jungen Zusatzjobteilnehmern aber nur wenig unterscheiden. Unser Vergleich zwischen Teilnehmern und Kontrollpersonen weist insgesamt eher keine oder gar negative Teilnahmeeffekte nach. Allerdings erhöht sich für spezifische Personengruppen, wie z.B. ostdeutsche Männer ohne Berufsabschluss, die Chance auf Arbeit oder betriebliche Ausbildung." (Autorenreferat)
Bedürftige Jugendliche und junge Erwachsene unter 25 Jahren sind eine besondere Zielgruppe der Arbeitsmarktpolitik. Das Sozialgesetzbuch (SGB) II sieht vor, dass sie möglichst schnell in Arbeit, Ausbildung oder Arbeitsgelegenheiten vermittelt werden. Ein Instrument zur Aktivierung sind Eignungsfeststellungs- und Trainingsmaßnahmen, mit denen junge Erwachsene in besonderem Maße gefördert werden und durch die eine Eingliederung in Erwerbsarbeit beschleunigt werden könnte. Diese Studie untersucht mit Hilfe von Propensity Score Matching, inwieweit Trainingsmaßnahmen dies für unterschiedliche Gruppen von Jugendlichen bewirken. Dabei wird zwischen den Wirkungen betrieblicher und nicht-betrieblicher Maßnahmen unterschieden. Wir betrachten Teilnehmer, die kurz nach der Einführung der Grundsicherung für Arbeitsuchende, von Februar bis April 2005 eine Trainingsmaßnahme begonnen haben, und eine adäquate Vergleichsgruppe von bedürftigen Personen, die in diesem Zeitraum nicht daran teilgenommen haben. Die Ergebnisse zeigen, dass eher betriebliche Trainingsmaßnahmen dazu beitragen, dass junge Erwachsene eine reguläre Beschäftigung aufnehmen. Dabei profitieren Teilnehmer, die bereits vorher Berufserfahrung gesammelt haben etwas mehr von der Förderung.
At the start of the year 2005 the Social Code II came into force in Germany. The reform introduced a unified means-tested benefit, the unemployment benefit II, for employable people who live in needy households. Prior to this reform they could have either received unemployment assistance benefit or (with little or no employment history) social benefit. A major goal of the reform is the integration of needy but employable people into the labour market. We regard two policies that aim at achieving this goal: (short-term) training programmes and the assignment to private placement services. The study relies on a large administrative data set of unemployment benefit II recipients. With probit models we investigate the individual determinants of the probability of entering from the unemployment stock at the end of January 2005 into each of these programmes in February 2005. We address the question whether people with particular problems of getting a job, like aged people or people without formal qualifications, are targeted by these policies. According to the new law all employable members of needy families should be activated. This includes partners of former unemployment insurance benefit recipients who did not participate in the labour market and are most likely hard-to-place. Our results do not suggest that the programmes generally target unemployed people who are particularly hard-to-place. This may be partly explained by the institutional set-up of the programmes. All programmes target young adults.
The reintegration of young welfare recipients into the labour market is a major policy objective in many European countries. In this context, monitoring and sanctions are commonly used policy tools. We analyse the impact of strict sanctions for young welfare recipients whose institutional setting features sanctions for non‐compliance with job‐search requirements that effectively cancel benefits for a period of 3 months after detection. We consider effects on job‐search outcomes and on dropping out of the labour force, using administrative data on a large inflow sample. We estimate multivariate duration models taking selection on unobservables into account. Our results indicate an increased job entry rate at the expense of an increased withdrawal from the labour force and lower entry wages. Combining quantitative with qualitative evidence reveals that the latter side‐effects of sanctions can have dramatic consequences for the quality of life of the youths involved.
Matching-type estimators using the propensity score are the major workhorse in active labour market policy evaluation. This work investigates if machine learning algorithms for estimating the propensity score lead to more credible estimation of average treatment effects on the treated using a radius matching framework. Considering two popular methods, the results are ambiguous: We find that using LASSO based logit models to estimate the propensity score delivers more credible results than conventional methods in small and medium sized high dimensional datasets. However, the usage of Random Forests to estimate the propensity score may lead to a deterioration of the performance in situations with a low treatment share. The application reveals a positive effect of the training programme on days in employment for long-term unemployed. While the choice of the 'first stage' is highly relevant for settings with low number of observations and few treated, machine learning and conventional estimation becomes more similar in larger samples and higher treatment shares. ; Propensity Score Matching-Schätzer sind ein zentrales Tool, um Wirkungen aktiver Arbeitsmarktpolitik mit Individualdaten zu analysieren. Diese Studie untersucht, inwieweit Machine-Learning Algorithmen zur Schätzung des Propensity Score zu einer verbesserten Schätzung von durchschnittlichen Maßnahmeteilnahmeeffekten für die Teilnehmenden führt, wenn Radius-Matching verwendet wird. Es werden zwei gängige Methoden verwendet und die Analyse kommt zu keinem eindeutigen Ergebnis: Die Anwendung des LASSO auf der Basis von Logit-Modellen zur Schätzung des Propensity Score liefert überzeugendere Befunde als konventionelle Schätzmethoden, wenn kleine oder mittelgroße Datensätze verwendet werden. Wenn hingegen Random Forests zur Schätzung des Propensity Score verwendet werden, kann unter Verwendung von Stichproben mit einem geringen Anteil von Teilnehmenden das Gegenteil der Fall sein. Den Schätzergebnisse zufolge, führen die untersuchten Schulungsmaßnahmen dazu, dass die Tage in Beschäftigung nach Förderbeginn für die langzeitarbeitslosen Schulungsteilnehmenden höher ausfallen als ohne diese Förderung. Während bei Stichproben mit einer geringen Anzahl von Beobachtungen und einem kleinen Anteil von Maßnahmeteilnehmenden die Wahl des Schätzers für den Propensity Score für die Ergebnisse hoch relevant ist, sind die Resultate von Machine-Learning- und konventionellen Schätzungen bei einer hohen Anzahl von Beobachtungen und einem relativen hohen Anteil von Maßnahmeteilnehmenden ähnlicher.
PurposeThe purpose of this paper is to analyse the implementation and effectiveness of an intensified activation scheme for very disadvantaged welfare recipients in Germany, used as a targeting device for a very generous wage subsidy (JobPerspective).Design/methodology/approachUsing administrative data and a difference‐in‐difference approach, the authors analyse the implementation of the activation scheme and its impact on various labour market outcomes. To ensure that target and comparison group are comparable over time, the authors control for various individual, household and regional characteristics.FindingsThe activation of the target group of disadvantaged welfare recipients is modestly intensified directly after the scheme's introduction. This does not improve the prospects of the target group to work in regular jobs, but – as a first step – in subsidized jobs. Considering a later period, evidence was found for broader activation efforts together with some gains in the regular employment for disadvantaged welfare recipients. Overall, the results suggest that the implementation of activation for disadvantaged welfare recipients, as well as employment gains, need time.Originality/valueThis study analyses whether and how a scheme of intensified activation that leaves its design to local actors, without providing additional funding, makes job centres implement such a policy.
This article provides a result-oriented view on the current status of German active labor market policy evaluation. The literature shows that nearly all groups of instruments positively affect the labor market prospects of at least particular groups of participants. However, regarding the selection of program participants there is considerable room for improvement. Generally, assignment to private providers of placement services does not appear to be more effective than placement activities by the Federal Employment Agency. Only specific groups of unemployed benefit from such an assignment. Evaluation results are slightly more optimistic on placement vouchers. In contrast, wage subsidies, training within firms, and start-up subsidies improve the subsequent employment prospects of participants substantially. But for these latter instruments there is a substantial risk of deadweight loss, substitution and crowding-out effects. After an initial locking-in effect, vocational training and classroom training raise the employment rates of participants. According to the evaluation literature direct job creation schemes may improve the labor market prospects of hard-to-place individuals, but they can be quite harmful for the employment prospects other groups of unemployed.
Eine der wichtigsten Aufgaben der aktiven Arbeitsmarktpolitik ist es, die Integration Arbeitsloser in das Erwerbsleben zu unterstützen. Um das Instrumentarium dafür sachgerecht auszugestalten, müssen Qualität und Wirkung der einzelnen Bausteine bekannt sein. Das IAB hat im Januar 2011 gemeinsam mit dem BMAS die bisher vorliegenden wissenschaftlichen Befunde zu den Instrumenten der Arbeitsmarktpolitik systematisch aufgearbeitet und im 'Sachstandsbericht der Evaluation der Instrumente' zusammengefasst. Dieser IAB-Kurzbericht stellt die - nach Instrumentengruppen gegliederten - zentralen Befunde des Sachstandsberichts und die daraus folgenden Empfehlungen vor. Er gibt damit einen kompakten Überblick über die Ergebnisse von Evaluationsprojekten in Deutschland.
Der Beitrag gibt einen ergebnisorientierten Überblick über den Stand der Evaluation der aktiven Arbeitsmarktpolitik in Deutschland. Die Befunde weisen darauf hin, dass keine der bisherigen Instrumentengruppen überflüssig ist. Die meisten Maßnahmen können die Beschäftigungschancen zumindest bestimmter Personengruppen verbessern. Verbesserungspotenzial besteht vor allem bei der Zielgenauigkeit der Teilnehmerauswahl. Im Einzelnen lässt sich festhalten: An Dritte überwiesene Personen waren später kaum häufiger beschäftigt als jene, die durch die Arbeitsagentur betreut wurden. Bestimmte Gruppen von Arbeitslosen konnten aber von der Überweisung profitieren. Etwas besser sind die Ergebnisse beim Vermittlungsgutschein. Eingliederungszuschüsse, betriebliche Trainingsmaßnahmen und die Gründungsförderung haben besonders positive Effekte auf die Beschäftigungschancen der Geförderten. Grundsätzlich besteht allerdings bei allen Maßnahmen, die mit einer Beschäftigungsaufnahme einhergehen, ein Risiko von Mitnahme-, Substitutionsund Verdrängungseffekten. Berufliche Weiterbildung und nicht-betriebliche Trainingsmaßnahmen erhöhen ebenfalls die Chancen auf eine reguläre Beschäftigung, allerdings häufig erst mit Zeitverzögerung. Beschäftigungsmaßnahmen verbessern die Integrationschancen bei arbeitsmarktfernen Gruppen. Für Personen, die dem Arbeitsmarkt näher stehen, können sie schädlich sein.
