On 1 February 2021, under the command of General Min Aung Hlaing, Myanmar's military initiated a coup, apparently drawing to a close Myanmar's ten-year experiment with democratic rule. State Counsellor Aung San Suu Kyi and President Win Myint were arrested along with other elected officials. Mass protests against the coup ensued, led by Gen Z youths who shaped a values-based democratic revolutionary movement that in character is anti-military regime, anti-China influence, anti-authoritarian, anti-racist, and anti-sexist. Women and minorities have been at the forefront, organizing protests, shaping campaigns, and engaging sectors of society that in the past had been relegated to the periphery of national politics. The protests were broadcast to local and international audiences through social media. Simultaneously, a civil disobedience movement (CDM) arose in the shape of a massive strike mostly led by civil servants. CDM is non-violent and acephalous, a broad 'society against the state' movement too large and diffuse for the military to target and dismantle. Semi-autonomous administrative zones in the name of Pa-a-pha or civil administrative organizations emerged out of spontaneously organized neighbourhood watches at the ward and village levels, effectively forming a parallel governance system to the military state. Anti-coup protests moved decisively away from calls for the release of Aung San Suu Kyi and other elected political leaders, or for a return to democracy under the 2008 constitution. Instead, it evolved towards greater inclusivity of all Myanmar peoples in pursuit of a more robust federal democracy. A group of fifteen elected parliamentarians, representing the ideals of Gen Z youths, formed a shadow government called the Committee Representing the Pyidaungsu Hluttaw (CRPH) on 5 February 2021. On 1 March the CRPH declared the military governing body, the State Administrative Council (SAC), a 'terrorist group', and on 31 March, it declared the military's 2008 constitution abolished. Gen Z's protests have accomplished what has been elusive to prior generations of anti-regime movements and uprisings. They have severed the Bamar Buddhist nationalist narrative that has gripped state society relations and the military's ideological control over the political landscape, substituting for it an inclusive democratic ideology.

This edited collection examines seminal changes and major policy challenges in metropolitan governance in Asia and the Pacific Rim that are being faced by governments (national and sub-national) and their polities. The book builds upon the work of the largest stream at the Urban Affairs Association's (UAA) Annual Conference (Urban Issues in Asia and the Pacific Rim) - specifically, the chapters arose from presentations at the 2016 UAA Annual Conference in San Diego and ensuing discussions and debates. The book is framed by three over-arching narratives: • the increased importance (economic, political and cultural) of the Asian region within strategic discussions of planetary urbanism and the problematisation of the concept of the Asian region as an element of these discussions • the challenges engendered by the rapid pace of development (again, economic, political and cultural) and the endorsement, tacit or otherwise, of developmentalism in many of the polities under consideration • the increased salience of metropolitan and urban areas, vis-à-vis other levels of governance (national; local; supra-national), particularly how it is seen as key in addressing these challenges.

Louisville's consolidation with Jefferson County was the first large-scale merger to take place in the United States in more than 30 years. The authors examine this merger as a major institutional innovation that was supposed to enhance economic development. Proponents of consolidation claimed that institutional change would "shake up" the system and create an economic boom. The authors use actual results to determine whether this much-heralded experience warrants claims that it can be a role model, point of reference, or best practice. In doing this, they compare data from premerged and postmerged Louisville over a full 8-year period. Of central concern are whether "shake up" worked, how elites manage results as unsatisfying outcomes become apparent, and what that behavior portends for responsible governance. The authors conclude with a number of principles and policies regarding institutional change.

103 107 32 2 ; S ; Purpose This paper aims to present a comparison between three types of manufacturing techniques, namely, screen-printed, inkjet and gravure, using different types of inks, for the implementation of concentric ring electrodes which permit estimation of Laplacian potential on the body surface. Design/methodology/approach Flexible concentric ring electrodes not only present lower skin electrode contact impedance and lower baseline wander than rigid electrodes but are also less sensitive to interference and motion artefacts. The above three techniques allow printing of conductive inks on flexible substrates, and with this work, the authors aim to study which is the best technique and ink to obtain the best electrode response. Findings From the results obtained regarding ink thickness, resistivity, electrode resistance and other performance parameters derived from electrocardiographic signal recording tests, it can be said that concentric electrodes using the screen-printing and inkjet techniques are suitable for non-invasive bioelectric signal acquisition. Originality/value The development of new types of inks and substrates for the electronics industry and the adaptation of new manufacturing techniques allow for an improvement in the development of electrodes and sensors.
