L'introduction de ce numéro spécial propose de mettre en relation deux approches de l'analyse de la transnationalisation des politiques publiques : les travaux portant sur la diffusion et les transferts, d'un côté, et ceux traitant de la convergence, de l'autre. Il plaide pour une démarche comparative - qualifiée de comparaison transnationale - n'isolant pas les différents niveaux d'action publique et centrée sur les acteurs en interaction afin de comprendre les processus de traduction, entendus comme opération cognitive de re-création d'un modèle et comme produit de négociations entre différents acteurs.

Cet article propose d'analyser la façon dont les administrations françaises impliquées en matière de coopération policière et judiciaire pénale ont modifié leurs organisations, savoirs, savoir-faire et croyances fondamentales en lien avec le processus d'intégration européenne. Pour ce faire, il s'appuie sur les outils proposés par Andrew Jordan (2003) croisant sociologie organisationnelle et approche néoinstitutionnaliste. L'article met en évidence les adaptations organisationnelles et les nouveaux savoir-faire des administrations (ce que nous appelons des apprentissages de premier degré). Il souligne les concurrences interministérielles qui rendent difficile la fabrication de positions offensives dans les négociations européennes. Enfin, il examine les décalages qui existent entre modes opératoires des administrations nationales et logiques décisionnelles européennes, mettant en évidence la faiblesse d'apprentissages de deuxième degré.

Abstract. Over the past twenty years in France, the politique de la ville (a public policy initiative targeting impoverished urban areas) has constituted one of the main sources of renewal of the discourse concerning social participation. This article looks at whether it has led to a genuine democratisation of policy making. The following four questions are discussed: Have participatory procedures improved the efficiency of public policy? Have they fostered the strengthening of the social bond? Has setting up new procedures improved deliberation between political and nonpolitical actors? And has this new policy generated a renewal of local elites and modified the decision‐making process? The authors conclude that these different attempts have had only a very limited impact.

Dans un domaine où les États membres ont jusqu'ici été prééminents, le recours aux Comités d'experts par la DG « Justice, liberté, sécurité » est marqué par un souci de positionnement institutionnel : ces groupes apparaissent comme une ressource facilitant l'investissement dans de nouveaux champs d'intervention ou l'acceptation de propositions par le Conseil. Cet usage stratégique est visible dans les profils d'experts valorisés. Cependant, le fonctionnement de ces groupes révèle aussi les faiblesses de la Commission, qui contourne difficilement les États et n'a pas toujours les moyens de contrôler la production des comités.

Résumé Cet article étudie la question du transfert des recettes d'action publique américaines en s'intéressant à l'influence sur les politiques de sécurité françaises d'une stratégie policière newyorkaise : la tolérance zéro. Il montre, à partir d'une analyse détaillée des principaux quotidiens nationaux, son indéniable succès dans les cercles médiatiques, experts et politiques, qui la mobilisent comme un slogan en la détournant progressivement de son acception originelle. En revanche, il met en évidence l'absence de transfert de cette recette dans les politiques de sécurité françaises, aussi bien locales que nationales, du fait de règles institutionnelles et de cultures professionnelles trop différenciées. L'exemple de la tolérance zéro est ainsi une belle illustration du décalage qui peut exister en matière de transfert de politiques entre symbole et substance.
