While high expectations regarding the alleviation of poverty accompanied the advent of the new political dispensation in South Africa in 1994, little progress has been made. This article details the dynamics of what is commonly termed the "poverty-environment relationship" in South Africa and focuses the reader's attention on the continued existence and effects of this phenomenon. The analysis points the way to various new approaches to fighting poverty which still occurs disproportionately among the black population of South Africa, and especially black women, while giving necessary consideration to the environment. The article focuses on factors that structure poor people's access to environmental resources and their ability to make effective use of them.

This article uses an entitlements approach to analyse the divergent impacts of the 1930s great depression on the diverse population groups of Singapore and its Malay Peninsula hinterland. Contrary to a revisionist argument in the literature that the depression had comparatively little effect on South‐east Asia, Singapore was considerably affected. This arose more from the externality of migration of unemployed hinterland workers to the city than from a shift in the terms of trade against Singapore producers. Only the 'safety valve' of mass emigration, promoted by colonial policy, enabled Singapore to escape the depression with a sharp, if relatively brief, drop in welfare and serious distress for its inhabitants.

PurposeThe purpose of this research is to examine how attention control moderates the relationship between perceptions of others' entitlement behavior and employee attitudinal, behavioral, and health outcomes.Design/methodology/approachIn study 1, data were collected from 309 employees of a municipality. In the second study, the independent and dependent variables were collected two months apart (and matched) from 584 individuals working in a range of occupations and organizations.FindingsPerceived entitlement behavior was associated with increased tension and depressed mood at work and decreased satisfaction and citizenship for employees low in attention control.Research limitations/implicationsThe exclusive use of data collected via a survey methodology is a limitation. However, tests of multicollinearity offered no evidence of method inflation. Future research should expand the scope of conceptualization to consider both individual difference (i.e. mood, affect) and contextual (i.e. justice, equity) factors when considering the effects of the perceptions of others' entitlement behavior and attention control on work outcomes.Practical implicationsBy having the ability to better regulate attention, the negative effects of the entitled behavior of others are minimized. Attention control can be learned or improved, and employers should attempt to develop this ability. Managers may also find it useful to find out why some employees act entitled while others do not.Originality/valueThis is the first study to examine the interrelationship between the perceptions of others' entitlement behavior and attention control in actual work settings. Hence, gaps in multiple bodies of literature (i.e. stress and wellbeing, organizational behavior, psychology, cognitive science) are addressed.

By applying a widely accepted method for famine operationalization, the 2005 food crisis in Niger is categorized as a famine. This presents a unique opportunity to assess Amartya Sen's two most important famine contributions: (1) the entitlement framework for famine analysis; and (2) the hypothesis of a positive effect of democracy on famine protection. The fact that the Niger famine was caused by unfavorable terms of trade rather than a collapse in food production supports the focus of the entitlement framework on access to food; nevertheless, the belated and inadequate response to the crisis from the democratically elected Nigerien government appears to undermine the link between a pluralistic political system and effective famine protection.

The 1995 guidance HSG(95)8 "NHS Responsibilities for Meeting Continuing Health Care Needs" required health authorities to develop local policies and eligibility criteria for a range of continuing care services. The role of criteria in defining health need, and the potential effect on open‐ended rights to NHS care, need to be considered in light of the prior erosion of rights associated with changes in continuing care provision. This paper examines whether the development of eligibility criteria has led to a loss of entitlements to NHS care. Analysis of empirical evidence from a study of the policies and criteria of six health authorities found that criteria for fully funded care were generally well defined and restricted access to those with very intense and specialist needs, thereby constituting a loss of rights. In contrast, the criteria for community‐based services left eligibility dependent on professional discretion but often failed to clarify the relationship between individual need and levels of service provision. The research found that resource limits are likely to remain a factor in the allocation of services and this will affect the status of the criteria as potential entitlements.

The ultimate purpose of dissemination of and compliance with international humanitarian law (IHL) is to mitigate the effects of armed conflict and provide the best possible protection for its victims. At the same time, IHL fosters wider acceptance of the ideals of humanity and peace between peoples. The relationship between IHL, the struggle for peace and the prohibition of the use of force is becoming ever clearer as the realization grows that lasting peace, development and peaceful international co-operation can be achieved only on the basis of compliance with international law and respect for human life and dignity.

A service failure and its negative effects can involve multiple customers at the same time, which suggests the need to understand the psychological mechanisms that underlie differential perceptions of group service failures (GSFs) versus individual service failures (ISFs) as well as their related outcomes. With an attributional framework, this article reports on two experiments that varied in their blame-attribution ambiguity. The results reveal that customers experience greater anger and show higher negative word-of-mouth and complaint intentions after a GSF versus an ISF. These differential effects are mediated by blame attributions, such that GSFs cause customers to blame the service provider more than ISFs. Customer entitlement also moderates the effect of the failure context (GSF vs. ISF) on blame attribution, contingent on perceptions of whether the service provider or customer violated an existing rule. Thus, we find that customers respond differently to service failures depending on the context. Managerial implications include separating customers from each other when GSFs are likely to take place, using techniques to redirect customer's blame attributions to sources other than the service provider after a GSF and using customer scripts to minimize the occurrence of customer-induced service failures.

Ongoing, spirited debates from around the globe over statues, street names, symbols, and textbooks call for a greater understanding of the political effects of different historical representations. In this paper, we theorize that inclusive (exclusive) historical representations can increase (decrease) marginalized group members' perceived centrality to the nation, entitlement to speak on its behalf, and likelihood of becoming leaders. In an online experiment in India (

), we randomly assign participants exercises sourced from official state textbooks containing either an exclusive, inclusive, or a neutral representation of history. We subsequently assess the supply of and demand for Muslim leadership using both an original, incentivized game and additional survey and behavioral measures. We find that inclusive historical narratives increase Muslim participants' perceived centrality and entitlement, desire to lead, and demand for real-world Muslim leaders. Battles over history can carry consequences for the leadership ambitions of marginalized individuals, for themselves and their communities.
