Existing scholarship shows that a history of military rule increases the risk of democratic breakdown. However, scholars overlook the fact that military rule takes two distinct forms: collegial and personalist military rule. I argue that the two types of military rule provide different structural settings for post-authoritarian contexts. Collegial military rule hands over more cohesive and hierarchical militaries to their subsequent democracies than personalist military rule. These militaries remain organized, politicized, and powerful in emerging democracies, which increases the risk of military intervention and coups. I hypothesize that collegial military rule poses a greater threat to the survival of the ensuing democracies than personalist military rule. Empirical analysis reveals that democracies after collegial military rule are more likely to collapse than other democracies, including those emerging from personalist military rule. This shows that the previous finding on the detrimental effect of military rule is largely driven by collegial military rule.

Collaborative governance holds promise for generating learning and innovative solutions to complex resource management challenges. However, attending to the cross-scale dynamics of many environmental problems requires local or regional-scale networks to engage with state or national level government agencies, which are often hierarchical in structure. California's Integrated Regional Water Management process has sought to encourage local water agencies to collaborate at a regional level in order to build a collective understanding of water management problems and define their own priorities and actions. At the same time, to demonstrate public accountability, the state government has required regions to comply with complex requirements to develop plans and apply for project funds, which may constrain learning and innovation.This dissertation examines the extent to which learning is occurring in the midst of these tensions. It focuses particular attention on how regional-level capacity for managing a network can help to mediate between hierarchical and collaborative governance forms to enable learning. Analysis of a sample of 19 out of the 48 water planning regions in California revealed that centralized network structures were associated with higher levels of investment in network management activities. Learning was assessed in two case study regions in the Central Valley with respect to three IRWM program goals embedded in IRWM requirements: building a regional vision for water management, promoting environmental stewardship, and addressing the needs of disadvantaged communities. This analysis indicated that a committed and trusted lead agency with staff dedicated to managing a collaborative process played a crucial role in generating learning around these themes. This lead agency helped to bridge the hierarchical and collaborative divide in three ways: by brokering across regional and state-level interests, developing processes that transform external requirements into learning opportunities, and supporting the development of informal dynamics in addition to ensuring formal rule compliance. This research improves our understanding of how networks function in the context of hybrid governance arrangements with collaborative and hierarchical features. It also delineates critical elements of adaptive governance structures that can support learning to manage multi-scalar environmental problems.

Team-based work (TBW) plays a crucial role in the success and quality of public services. In the context of the Spanish public sector, our study evaluates if a low level of hierarchical distance (HD) in public organizations condition the public employees' commitment (EC) as well as TBW, assessed in terms of participation and consensus among team members. Simultaneously, we evaluated to what extent EC help to enhance TBW. Employing a sample of 213 government organizations from the south of Spain through a model of structural equations, we were able to answer the above questions. Our results revealed that team-based work functions more successfully within public organizations where there exists little verticality in their structures, norms, values and rules – in simplest terms, where there is minimal organizational HD. Such results also suggest that although regulations exist in the Spanish public sector, should public organizations attempt to be less vertical and more horizontal, they would perhaps have public servants that were more committed to their organizations. As a result, servants view the organization as their own and remain loyal. Finally, from an academic perspective, this study could be one of few to research and evaluate the hierarchical role and employees' commitment to the functioning of public employees based on participation and consensus in their work teams.

This is a book which invites us to reconsider what we thought we knew and understood about a Europe's rise. It examines the historical origin of Europe's capitalism in the growing call for internationality that can explain the uneven and combined histories of European and non-European regions. This view asks us to use the lens of relational and hierarchical perspectives, which contain various types of interconnected narratives between European and non-European regions in Europe's exceptional rise, instead of accepting the self-generating development of the West.

Teachers are frontline actors in actualising educational innovations. In some contexts, teachers' professional agency is undervalued. This study investigated teachers' agency and its related workplace affordances in Hong Kong, which features a centralised-decentralisation education governance system, and a hierarchical work culture. The study was based on 21 semi-structured interviews with teachers, and employed a deductive thematic analysis. Agency enactment was categorised into 1) pedagogical agency within classrooms, and 2) relational agency in the professional community. The factors contributing to workplace affordances were grouped as pertaining to 1) the collegial community, 2) school leadership, 3) access to resources, and 4) availability of time, space, and job stability. Agency-supportive leadership and a favourable collegial environment significantly facilitated teachers' agentic actions. Teachers did not explicitly resist but implemented emotionally meaningless order in a 'work-to-rule' manner. PurposeThe aim of this paper is to investigate the linkages between intergenerational income mobility and crime for 27 OECD countries, considering different types of crime, family ties, enforcement, in terms of punishment rate and perceived quality of the legal system, redistributive outcomes and government expenditure.Design/methodology/approachUsing the Global Database of Intergenerational Mobility (GDIM), the empirical analysis is conducted by coupling the principal components analysis with the hierarchical clustering. The variance tests verify the robustness of the clusters.FindingsIncome mobility is higher in those countries where there is high public investment devoted to education and high perception of rule of law to buffer the adverse effects of crime on income mobility. The redistributive policies must be oriented to better the wealth distribution and not only income equality opportunity to decrease crime and to increase income mobility. A plausible existence of "hidden" income mobility emerges from the linkages between income mobility and frauds.Social implicationsMore redistributive policies for education, income and wealth equality should be applied in those countries with low income mobility and high violent crime rates; higher punishment rates should be applied to reduce the rates of thefts and frauds in high income mobility countries.Originality/valueThe main contribution is the identification of what type of crime leads to downward income mobility, as well as the role of perceived quality of the legal system, government and family ties in the association between income mobility and crime, suggesting also the potential existence of "hidden" income mobility.Peer reviewThe peer review history for this article is available at: https://publons.com/publon/10.1108/IJSE-07-2023-0520

Observers have noted that New Zealanders are less inequality averse and less in favour of redistribution than one would expect given actual levels of income and wealth inequality in the country. Attempted explanations have been unsatisfying, partly because of a lack of an explicit comparative focus. This paper uses four waves of the World Value Survey (2000-2020) and compares New Zealand views with those of respondents in 18 other high-income OECD states. New Zealanders across the board are indeed outliers, but this is explained by the extensive experience of intergenerational educational mobility of successive NZ cohorts. New Zealanders also believe that their society is characterised by a large degree of equality of opportunity and this overrides any concern that they might have about inequality of outcomes. While there may also be other ideational and institutional factors to consider, a series of hierarchical binomial logit regressions confirm that experiences and perceptions of upward mobility must be part of any explanation of New Zealand idiosyncrasies.

This article presents a novel critical account of a key concept in democratic theory, "rule," via an unorthodox interpretation of Hannah Arendt's work. Many theorists treat democracy as one type of regime; others, stressing the importance of unruliness to democratic politics, challenge the reduction of democracy to a form of rule. Although this debate remains caught within conventional oppositions between order, closure, and continuity; and interruption, openness, and novelty, Arendt shows this whole matrix of oppositions to be an artifact of the dominance of a hierarchical understanding of rule. Her unusual critique of rule and her distinctive account of the meaning of "beginning" draw attention to an important dimension of political activity that lies off these axes of opposition, shedding new light on democratic agency and the forces that obstruct it.

ABSTRACTAggregate planning (AP) is a necessary activity for manufacturing and services alike. A shift toward high‐volume batch and continuous flow processes within American manufacturing has given rise to increasing numbers of crew‐loaded facilities. A majority of AP approaches incorporate continuous decision variables and require frequent adjustments to both production and work‐force settings. Despite the availability and diversity of these approaches, few significant applications have been reported. This paper presents the detailed development of a discrete AP switching rule that can be applied to a variety of cost environments. Inventory costs are estimated using an interval approach rather than traditional point estimates. The model allows incorporation of overtime options and is interactive in nature. Decision variables from the model can be disaggregated and linked directly to lower‐level planning activities. Actual results of model implementation are reported. An overview of the model's incorporation into the larger context of hierarchical production planning is found in [21].

In this article, we introduce ARES (Antibiotic Resistance Evolution Simulator) a software device that simulates P-system model scenarios with five types of nested computing membranes oriented to emulate a hierarchy of eco-biological compartments, i.e. a) peripheral ecosystem; b) local environment; c) reservoir of supplies; d) animal host; and e) host's associated bacterial organisms (microbiome). Computational objects emulating molecular entities such as plasmids, antibiotic resistance genes, antimicrobials, and/or other substances can be introduced into this framework and may interact and evolve together with the membranes, according to a set of pre-established rules and specifications. "This introductory book on Thai politics and the rule of law explains why chronically unstable Thailand struggles to mediate and adjudicate its political disputes. It focuses on the continuities between the pre-1932 and post-1932 periods. Since the shift to constitutional monarchy in 1932, the power of the monarch and military has endured; the legislature, electorate and, until recently, judiciary have been comparatively powerless; and constitutions and laws have been comparatively unimportant. Historical continuities are also evident in the persistence of hierarchical thinking and ethno-nationalism, both of which have inhibited open debates about governance, and in the emergence of a distinctively Thai legal culture. Thailand's governance was re-cast ambitiously in the 1890s, 1932 and 1997. Since 1997, governing Thailand and developing Thailand's economy have become harder. So political disputes have become more acute and the absence of a national consensus on dispute settlement mechanisms more obvious. Until governance is again re-cast, Thailand's political instability and cycle of coups will continue. This volume offers contemporary insights and historical context to the general reader, newcomers to Thailand, and students of Thai history, politics and law."--
