This increase in prices is due to a combination of factors such as household debt, urban entrepreneurialism and the marketing of the city, evictions, investment by speculative capital, changes in tenancy and an increase in rental housing for tourists. This chapter utilizes a literature survey of municipal policies towards immigrants in 24 European cities & Tel Aviv to develop a theoretical framework for comparing local policy reactions to migrants in terms of host-stranger relations. Five basic types of local policy response are proposed in four policy domains to generate a typology for classification of actual & potential policies towards migrants that is tested using the examples of Rome, Tel Aviv, Amsterdam, & Birmingham. These examples highlight the possibilities & difficulties of comparing local policies & support the use of the proposed framework for identification & comparison of policy trajectories & policy domains & issue areas. 3 Tables, 48 References. The local governments of EU member countries are attracted to the possibility of receiving EU funding. However, as the governance structures of EU funds are complex and dynamic, municipalities are increasingly drawing on the knowledge and resources of 'EU experts' who mediate and provide project support. This article contributes to our understanding of how EU cohesion policy is translated through EU projects, with a specific focus on the processes of preparing and applying for project funding. Drawing on education policy, this study analyses a tool which has been developed to facilitate and increase the number of EU projects in the Swedish region of Scania. The analysis shows that regional mediation – and the ambition to reframe local policies into EU projects – entails substantive as well as organizational changes in two aspects. First, the policy content shifts from the realm of education policy to the realms of collaborative development policy, social cohesion and innovation, and second, the translation entails an organizational shift from permanent public education administration to temporary project organizations. These processes are conceptualized as the re-compartmentalization of local policies.

Since the 1990s, the theme of participation has come to the fore in international debates regarding at least three critical issues: the relationship between representative democracy and deliberative democracy and the possibility of citizens' empowerment through their involvement in policy making; the role of communication and of digital media in promoting new forms of participation; the feeling of disaffection toward politics and of democratic deficit. What we observe is a proliferation of experiences of both bottom-up and top-down enhanced forms of civic engagement. Our article focuses on " public engagement ." We analyze the civic collaboration policy promoted by the Municipality of Bologna (Italy) in the frame of "collaborative governance" of the commons, based on civic involvement and governance transparency. Civic collaboration is characterized by a mixed communication ecology. We focus on the inclusiveness of this form of public engagement with local policies and on the role of digital media in supporting citizen's engagement. Civic collaboration emerges as a new, interesting frontier in top-down enhanced participation in local policies. We are currently witnessing some promising changes in the boundaries of participation, in civic practices and competencies. In conclusion, we argue that the concreteness of the projects of civic collaboration can enhance citizens' trust in the municipal administration, but we wonder whether it is likely to become a substitute for fuller citizen participation in local governance and whether it could also foster a removal of the controversial dimension of the political.

To establish and operate reliable Solid Waste Management (SWM) systems, efficient technologies, stable organizational structures, skilled personnel, sound operational management and appropriate financing concepts are required. In order to sustain such systems, the implementation of suited legal framework conditions and economical instruments are considered as key success factors. Proper financial management allows to determine the real costs of SWM and to design local policies that provide the needed mechanisms to conduct Solid Waste Management on community level and to formulate rules and user fees that are not only acceptable by residents and users but likewise secure participation of stakeholders and transparency for the public [1, 3]. As in other developing countries, financing SWM remains a severe issue also in the Philippines. Cost recovery is an important requirement for sustainable waste management, but it does not always correspond with political priorities, the willingness of the population or the capacities of the administration to implement it. Fees to cover SWM costs are either not asked for, or existing fee mechanism are not effectively implemented or being utilized by the authorities in charge. However, policies that address cost recovery will directly affect the capacity and willingness of service recipients to pay as well as the maximum level of refinancing that can be achieved. The lower the level of cost recovery, the higher the resulting risk of poor services rendered or ultimately service interruptions. Hence, sustainable financing of SWM by local means is imperative. In Bayawan City, Philippines the local government recognized the opportunities arising with establishing a new SWM system as required by national waste legislation [5]. During SWM planning various issues surfaced that were taken up by the local authorities to design 'taylor-made' new local policies that integrate cost recovery mechanism through user fees and revenues for material recovery. Main positive effects of cost recovery resulted from introduction of a prepaid sticker system that requests to pre-pay a fee for collection of residual waste and bio-waste. Besides, the introduction of an environmental fee claimed with the regular water bill propelled cost recovery from initial 3% to more than 15% of annual SWM budget after only 3 years operation of the new system whereas income for the latter is mainly used for cleaning of septic tanks and processing of recovered sludge at the newly established municipal waste management center. Results of this case underline that enhancing SWM systems is possible also in developing countries with innovative technologies and approaches that integrate local conditions and provide suited mechanism to enhance motivation and ownership of local decision-makers and users likewise [2-4].

This report is part of the Community Energy Efficiency Project, in an area of applied research entitled Increasing Energy Efficiency in BC's Built Environment. This project works at the neighborhood scale and above to generate insight that will provide guidance to increase community energy efficiency in BC, particularly in regards to the area of planning for the built environment. Objective: The aim of this project is to conduct a critical, comprehensive review of international best practices in climate mitigation associated with building of community energy efficiency initiatives and determine their potential applicability to BC urban and rural settings. Cumulative impact policies (CIPs) are widely used in UK local government to help regulate alcohol markets in localities characterised by high density of outlets and high rates of alcohol related harms. CIPs have been advocated as a means of protecting health by controlling or limiting alcohol availability. We use a comparative qualitative case study approach (n=5 English local government authorities, 48 participants) to assess how CIPs vary across different localities, what they are intended to achieve, and the implications for local-level alcohol availability. We found that the case study CIPs varied greatly in terms of aims, health focus and scale of implementation. However, they shared some common functions around influencing the types and managerial practices of alcohol outlets in specific neighbourhoods without reducing outlet density. The assumption that this will lead to alcohol harm-reduction needs to be quantitatively tested.

The United States enterprise-based collective bargaining regime creates substantial limitations for organizing workers where supply chains are increasingly disaggregated in ways that reduce worker power. Federal labor law generally preempts state and local policies that directly address private sector bargaining. State and local governments, however, are not preempted from setting general labor standards. We look at four cases of recent experiments at the local level with sectoral standards. Our cases show that sectoral standards have the potential to expand new forms of social bargaining at the state and local level through public policy in areas of the country where worker organizations are already strong. They can do so in ways that promote worker organization and build institutional power, especially when combined with robust worker organizing. In doing so they show both the potential power, and limitations, of federalism in US workplace.
