This article presents the results of a theoretical-legal analysis of uncertainty of the legal reality and legal consciousness as special subjects of (new) status, and ordinary citizens. Meaning of "uncertainty of the legal reality" is refined on the basis of a number of attitudes of social philosophy, including: one form of Government, social uncertainty, dependence on the manifestations of activity subject of social communication-person (citizen); social givens, which does not allow to focus on the sustainable social rules and practices, therefore, the decision always involves risk and accompanies stress for actors. Some of the justified theoretical generalizations include: uncertainty of the legal reality, in principle, not to be overcome, since the State of awareness is a deterministic public entity status (creator of law regarded); the legal reality is possible only to minimize the uncertainty. This task assumes that you have a solid scientific basis, which as the organic segment, comprises deeply and comprehensively developed doctrine of Pravosoznanii based on the integral understanding of the right type.

A meeting on Marine Biomedical Research, sponsored by the National Institute of Environmental Health Sciences (NIEHS), National Institutes of Health and the Smithsonian Institution Museum of Natural History, was attended by approximately 125 scientists, directors and representatives from many of the country's marine biological laboratories, and government agencies whose interests and responsibilites are in the marine biology and health areas. The purpose of the meeting was to explore the undeveloped research opportunities in the area of marine biology for the advancement of our understanding of human health problems and to provide information on the current status of marine biology laboratories. The meeting was devoted to presentations and discussions in four general areas: (1)Marine Species as Models for Human Disease; (2)Environmental Carcinogenesis and Mutagenesis; (3)Human Health and the Marine Environment--infectious agents and naturally occurring and foreign toxins; and (4)Drugs from the seas. Representatives from twelve of the country's approximatley 40 marine laboratories discussed their organization, developmental history, scientific programs, facilities, and present status of their support. The presentations served as a background and stimulated very lively analytical and constructive discussions of the undeveloped research and education potential residing in the marine environment and biological laboratories for a better understanding of many human health problems; some scientific areas that should be developed to realize this potential; and the needs and problems of marine laboratories that require attention and support if they are to survive and realize their possibilities.

THE CONTOURS OF A THEORY OF STATUS POLITICS ARE SKETCHED. POLITICAL PARTICIPATION IS 1ST CONSIDERED IN TERMS OF THE PLAY & COUNTERPLAY OF 3 GROUPS OF FACTORS: (1) PSYCHOLOGICAL FACTORS THAT DETERMINE THE AMBITION TO PARTICIPATE, (2) INDIVIDUAL POLITICAL RESOURCES, & (3) INSTITUTIONAL FACTORS. SECONDLY, A THEORY OF POLITICAL STRIVING IS CONSTRUCTED. EMPHASIS IS PUT ON THE RELATIONS BETWEEN POLITICAL AMBITION & THE OPPORTUNITY STRUCTURE OF THE POLITY. POLITICAL POSITIONS ARE DISCUSSED IN TERMS OF DEMAND & SUPPLY, & INDIVIDUAL POLITICAL RESOURCES ARE INTERPRETED AS A NECESSARY CONDITION OF THE INCUMBENCY OF POLITICAL POSITIONS. A MODEL CONTAINING 6 RELATIONS IS PRESENTED. 3RD IS THE INTRODUCTION OF INCENTIVES. THE THEORY OF POLITICAL STRIVING ASSUMES POLITICAL AMBITION TO VARY ACCORDING TO CHANGES IN THE LEVEL OF RESOURCES & THE SUPPLY OF POLITICAL POSITIONS, BUT THE THEORY OF POLITICAL INCENTIVES ADDS THE ELEMENT OF SATISFACTIONS CONNECTED WITH POLITICAL PARTICIPATION. INCENTIVES ARE VIEWED AS EMOTIONAL NEEDS, SUCH AS STATUS, WHICH ARE SATISFIED BY MEANS OF POLITICAL PARTICIPATION. THE POSSIBILITY OF EXTENDING THE MODEL OF POLITICAL STRIVING IN THE DIRECTION OF STATUS IS ANALYZED. STATUS & PROGRAM ARE ASSUMED TO BE POLAR TYPES OF INCENTIVES. THE 3 VARIABLES OF THE MODEL ARE (A) POLITICAL AMBITION BASED ON EMOTIONAL NEED OF SOCIAL PRESTIGE, (B) POLITICAL RESOURCES THAT ARE PARTICULARLY SUITED FOR SUCCESSFUL PARTICIPATION IN STATUS POLITICS, & (C) STATUS POSITIONS IN THE OPPORTUNITY STRUCTURE. THE SUPPLY OF POLITICAL POSITIONS HAS CONSIDERABLY INCREASED IN HOLLAND IN RECENT YEARS.
