"The concept of humanitarian arms control emerged in the late 20th century and represents a change in the structure of arms control. Decisive initiators are transnational NGO campaigns and small and medium-sized states which are guided by core principles of justice as the basis for their action. This report identifies the indicators of the structural change, explains the reasons behind it, and describes the problems which arise when humanitarian arms control collides with state security interests." 'Das Anti-Personenminenverbot von 1997, das Kleinwaffenaktionsprogramm von 2001 und die Streubombenkonvention von 2008 weisen auf einen Formenwandel in der Rüstungskontrolle hin. Alle drei Regime fokussieren stärker die menschliche Sicherheit und vertreten sicherheits- wie entwicklungspolitische Ziele. Die entscheidenden Initiatoren waren Nichtregierungsorganisationen, transnationale Kampagnen und Klein- und Mittelmächte, die, vereint durch überkulturelle Gerechtigkeitsvorstellungen, zu Normunternehmern wurden. Sie förderten neue Verhandlungsformen und konfrontierten die bestehende politische Verhandlungskultur mit einem diplomatischen Miteinander. Die Autorin ermittelt die Indikatoren des Formenwandels, stellt die Gründe dar und benennt die Probleme, wenn globale Ziele der humanitären Rüstungskontrolle mit nationalstaatlichen Sicherheitsinteressen kollidieren. Sie verweist auf die Herausforderungen, die nach wie vor zu bewältigen sind, etwa die fehlenden globalen Normen zur Begrenzung des staatlichen Waffenhandels in Kriegs- und Krisengebiete, und fordert eindringlich, weitere Normentwicklung in der humanitären Rüstungskontrolle zu unterstützen.' Although confronting racist speech online can reduce future discriminatory behavior, people may be reluctant to confront because they perceive that it will be ineffective in changing racist attitudes. We test one theoretically grounded strategy for increasing white social media users' willingness to confront online racism: reframing the confrontation goal from attitude change to norm-setting. We examine whether re-framing the confrontation goal in this way is effective under conditions where confrontation is least likely: (a) when the potential confronter is highly cynical about the efficacy of political discussions and (b) when the confrontation target is relationally distant. In a two-wave panel survey experiment collected during the 2020 US presidential election, participants reported greater likelihood of confronting a target when the goal was to set norms regarding racist speech, when they were less cynical of discussions, and when the target was relationally closer to them (e.g. family members as opposed to strangers).

The fusion of technological, geopolitical, and ideological ambitions is straining internet governance discourses, cyber norms diplomacy, technical standard-setting, and the global connectivity infrastructure. The German government has made support for global, open, and secure digital connectivity a centerpiece of its foreign policy. However, it has yet to make the shaping of a corresponding international technology agenda a strategic policy priority. To shape a global technology order that reflects Germany's interests as a high-tech industrial economy and democratic society, the government should focus on realizing synergies with EU international digital policy, strengthening coordination with like-minded partners, and engaging with the Global South on an inclusive and democratic ­global digital agenda.
