International audience ; Delimitating the territory for a project often based on the argument of proximity encourages a unified volunteer engagement of the people living in the area. In this way, it is a system of reference on representations and values, epistemological options and praxeological orientations. Applied to territorial development, it maps out the range of perceptions of reality for scientists, politicians, development professionals and citizens in the territory. It structures the actions of the community by cognitively enriching the territorial development and its engineering, the first step towards pragmatic regulation of public action. However, the management of the interdependences and the growing technicality of territorial policies imply selecting the actors on the basis of competency, with abilities related to "knowledge of the territory". Thus, territory and proximity knowledge are linked to establish a domination based on the creation of a professionalization space for political careers of which the development agents, pivoting actors in territorial engineering, will appear at the top. For some of them, a logic of professionalization based on monopolizing knowledge and representations of territorial development joins the logic of monopolization of the representation of local society by the elected officials. Also, do professionals in the field of politics, either elected or non-elected, agree on the emphasis of proximity as a basis of their actions, badly hiding a vertical division of political work in which the manager of the territory is the elected one? This logic is reinforced by the agencification of public action that gives more to managerial knowledge than is due. In this way, proximity, non-political character and good practices support the locally elected official's personal legitimacy of his/her abilities to help the population beyond the partisan cleavage. It is consequently the institutionalization of local democracy under the form of a public space that is muffled since local democracy is supposed to be quenched when elected officials and citizens confront each other. This logic of proximity can hinder the opening of territorial development to the dilettantes' knowledge and participative democracy that involves the creation of a defined local public space defined as a place for debates and development of political opinions that question the legitimacy of power, representations and mobilized knowledge. In other words, reflexive knowledge by creating a territorial development public space compete with the mediatorial function of the elected official who holds the monopoly of the expression and translation of public opinion in order to produce public action. ; La création des territoires de projet est souvent justifiée par l'argument de proximité valorisant le volontarisme de l'action locale concertée. Dans cette perspective, elle constitue un référentiel articulant représentations et valeurs, options épistémologiques et orientations praxéologiques. International audience ; The taking into account of the information variable in the systems of governance is not yet a reality in Senegal, as attested by the inexistence of a national policy of economic intelligence, even less of its local declination designated under the concept of territorial intelligence. In the changing geoeconomic context, this situation is totally out of phase with the trend observed in countries such as Morocco where Economic Intelligence, alongside economic diplomacy, is associated with the kingdom's overall development strategy. Doesn't the territorial reform undertaken since 2013, with the application of Act 3 of decentralization, and all that it implies in terms of empowerment of municipalities, constitute an opportunity for territories to cultivate the status of "learning territory" which calls for a reconsideration of the notion of wealth? The latter should no longer be estimated on the basis of material resources linked to physical space. So-called constructed resources (knowledge, skills, organisation) are in fact a new variable to be considered. The setting up of a territorial intelligence system then becomes a capital stake for the competitiveness of the territories. La hipótesis general plantea una fórmula básica entre la Gente y las Políticas Públicas para co-construir otro desarrollo: Territorios Posibles, Utopías Reales u otros conceptos, pero comprometiéndonos con la decisión de transformar nuestro mundo con las "patas de la mesa" de la Inteligencia Territorial latinoamericana: gente, científicos, políticos y empresarios. La fórmula se organiza teóricamente mediante cuatro hipótesis, se aplica con un método, Territorii, y se sostiene en resultados de un buen número de investigaciones ejecutadas desde 1984 y de otra en desarrollo desde 2014: el Proyecto PIO UNLP-CONICET "Gestión Integral del Territorio". En el PIO dos Agendas Científicas operacionalizadas con Mesas de Trabajo permanentes vienen produciendo resultados concretos en materia de "Urbanizaciones Informales" y "Territorio-Industria-Ambiente" co-construyendo Poder y Políticas Públicas desde la Gente y la Ciencia con la participación de un actor que habla su propio idioma: el Ambiente. El artículo argumenta la necesidad de información territorial sobre la que poder generar conocimiento, opinión y actitud por parte no solo de los tomadores de decisiones en materia de planificación territorial, o de políticas con impacto territorial, sino también de la propia población, contribuyendo de esta forma a una nueva gobernanza y planificación estratégica colaborativa, democrática, que permita lograr avances en la gobernabilidad de los territorios. Para ello los observatorios territoriales se consideran elementos de especial valor. El texto presenta algunas recomendaciones sobre elementos y condicionantes a tener en cuenta para su constitución y puesta en marcha. ; The article argues the need for spatial information on which to be able to build knowledge, opinion and attitude on the part of not only the decision makers in territorial planning, or of policies with territorial impact but also of the people themselves, thus contributing to a new collaborative and democratic governance and strategic planning allowing to make progress in territory governance. Contribution au titre de Membre du Conseil Scientifique des Rencontres Nationales sur 'L'intelligence Collective' organisées par le réseau des Ecolles des Mines ; Vision of the territory lived and the urban context is upset. Any kind of local actors, from citizens to business men through political, are facing to the jamming of territories and space references, which results from mobility, immateriality. Invisible and virtual space takes an increasing weight and, on the same time, territorial dynamics supposes a double communication: bottom up and signal down. It became obvious for the actors in charge on the management of physical and virtual space, that the control of this complexity requires lots of information of quality on the territory. Our aim into this article is to show, explain main characteristics of what we call 'territorial intelligence' that it can face contemporary challenge. ; La vision statique du territoire a vécu et le brouillage des territoires et des références spatiales qui en résulte pose problème à tout acteur local dans la mesure où il fonctionnait sur la délimitation territoriale de ses compétences. L'espace invisible prend un poids croissant et la dynamique territoriale contemporaine suppose une communication double : bottom up et signal down. La complexité qui résulte de l'intrication de l'espace physique et virtuel nécessite la captation puis l'utilisation d'une quantité plus grande d'information de qualité sur le territoire. Nous présentons dans cet article les caractéristiques de l'intelligence territoriale en tant que théorie et démarche ascendante d'intelligence collective.
