Contrary to the managerial perspective that characterizes the university and its production as a profit-generating enterprise, we propose to protect the exceptional and asymmetric autonomy that, historically, has characterized the university. Traditionally, universities have allowed to be determined by the legality that governs the processes of knowledge production. Where the social, political or economic usefulness does not count as an operator which determines its outcome. Recognizing the specificity of knowledge production is a fundamental analytical requirement for its proper management. The guiding question for research policies in universities is not how to maximize the usefulness of knowledge, but how to ensure the autonomy of its production processes. ; Contra el punto de vista que caracteriza la universidad y el conocimiento que ella produce como emprendimientos generadores de utilidades, se propone defender la autonomía que ha caracterizado históricamente la investigación en la universidad. Tradicionalmente, la universidad ha sabido dejarse determinar por la legalidad que gobierna los procesos de producción de conocimiento, donde la utilidad social, política o económica no cuenta como operador determinante de sus resultados. Reconocer la especificidad de los procesos de producción de conocimiento es un requerimiento analítico básico para su gestión adecuada. La pregunta rectora para la gestión del conocimiento en la universidad no es cómo maximizar su utilidad, sino cómo asegurar la autonomía de los procesos que lo producen.

This article considers the formation and implementation of a policy in relation to intellectual property in the activities of a higher education institution. Nowadays the creation, protection and commercialization of intellectual property objects are especially relevant for universities. The comprehensive solution of such issues stipulates the need for the development, adoption and implementation of university policies in relation to intellectual property objects as local regulatory acts. This study aims at analyzing intellectual property management policies in higher education institutions. The authors of the article have highlighted the key aspects of an intellectual property object as an object of management. To prove the relationship between intellectual property law and regulation that allows a university to own and freely dispose of its intangible assets, the article dwells on the best practices of European and US universities in terms of issuing local legal acts. The authors have concluded that it is inexpedient to copy the US university policy in Russia due to different approaches to intellectual property. They have developed the concept of strategic management of intellectual property based on the national legislation on the protection and disposal of intellectual property and local regulations of higher education institutions.

Background: A number of ways to conduct research are designed to maximise the likelihood that evidence from research is quickly transferred into practice. This includes action research and partnership research between researchers and policy makers. Such approaches focus research effort on questions of highest relevance to practice and policy so as to create ownership of the results. However, such approaches on their own do not necessarily visualise or illuminate possible pathways of action or create a sense of personal connection to these possible actions.
Aims and objectives: Our intent is to foster high-level engagement with possible project findings by policymakers and researchers involved in partnership research. We describe a simple, creative, innovative device: production of co-authored mock (i.e., fake) in-house abstracts of peer reviewed papers as an aid in this process This occurs in advance of knowing real results of the study. The fake abstracts process described here occurs within a research-policy maker-practitioner partnership studying the scaling-up of childhood statewide obesity prevention programs and the electronic monitoring system being used to track progress.
Key conclusions: The fake abstracts are a tool for identifying priority interests among a large data set. They act as a trigger to uncovering different interpretations of findings among the team. They foster discussion and mental rehearsal of actions based on different scenarios. And they help the team coordinate participation in the analysis and writing-up of the real findings. They also represent a hypothetical variety of research endpoints which also assist with maintaining project momentum during long phases of analysis.

Thirty years ago, Spain initiated the process of democratic transition. During that period there were a lot ofimportant changes in the educational system, university level included. This article presents the educational policy developed in Spain between 1975 and 2005. It tries ofhighlight sorne ofthe objectives achieved and sorne ofthe challenges to confront. ; Hace ya treinta años que España inició su transición a la democracia. Los cambios que en este periodo se han producido en el sistema educativo han sido muchos y muy importantes en todos los niveles, incluido el de la educación universitaria. Este artículo analiza la política educativa desarrollada en España entre 1975 y 2005, destacando algunos de los logros conseguidos y algunos de los problemas o retos que aún quedan por afrontar.

Der Begriff der "sozialen Dimension" rückt auch in hochschulpolitischen Dokumenten immer stärker ins Zentrum. Als Ziel wird formuliert, bislang unterrepräsentierten gesellschaftlichen Gruppen vermehrt den Hochschulzugang sowie einen erfolgreichen Studienabschluss zu ermöglichen. Doch was verstehen hochschulpolitische Strategiepapiere unter "Chancengleichheit"? Welche Fördermaßnahmen werden tatsächlich (um-)gesetzt? Wer wird in der Praxis der Zielgruppe zugerechnet? Der vorliegende Beitrag sucht im Kontext des Forschungsprojekts "Chill die Basis: Förderung von nicht-traditionellen Studierenden" am Hochschulstandort Tirol nach Antworten auf diese Fragen. Dabei wird in der Gegenüberstellung von nationalen Vorgaben/Anforderungen und der konkreten lokal-institutionellen Umsetzung/Praxis sichtbar, dass die Akteurinnen und Akteure dem Druck unterliegen, Wirksames hervorzubringen, indessen der präskriptive Rahmen wenig handlungsanleitend ist. Das Fazit der AutorInnen fällt ernüchternd aus: Was als Unterstützung für Benachteiligte begann, endet in einer Verschleierung spezifischer Benachteiligungsformen und der Unterordnung unter den Imperativ des größten Nutzens für alle Studierenden. (DIPF/Orig.) ; The focus of documents on university policy is shifting more and more to the concept of the "social dimension". The objective is to provide previously underrepresented groups in society with greater access to tertiary education and enable them to complete their studies successfully. Yet what do university policy strategy papers understand "equal opportunity" to be? What support initiatives are actually being implemented? Who is seen as belonging to the target group for all practical purposes? This article attempts to answer these questions in the context of the university funded project "Chill die Basis: Förderung von nicht-traditionellen Studierenden" (Just Chill: Supporting Non-traditional Students) at universities located in the federal state of Tyrol. From the comparison of national standards/requirements and the specific local and institutional implementation/practice, it is apparent that course developers are subject to pressure to deliver something effective, yet the prescriptive framework is hardly conducive to action. The conclusion of the authors is sobering: what began as support for disadvantaged groups leads to a covering up of specific forms of discrimination and the subordination of initiatives so as to achieve the greatest benefit for all students.
