Impact of the European small and medium enterprises policy principles on the development of institutionalframework in Lithuania has been analyzed in the paper. Exploring the topic changing criteria of small and mediumenterprises in European Union has been taken into account, as well as changes of the institutions, andstages of their development. Problems of public finance support for creating business advisory service systemhave been discussed in the paper. Instruments of direct (PHARE program) and indirect (membership negotiations)of European Union have been characterized. Author concludes that despite the increasing support forsmall and medium enterprises in the amount and innovating forms, it is not sufficient for coping with marketpressure both within Community and externally.

Explorations of the seen and unseen social changes within the academy underpin the Counter// Narratives' project, where in 2019-2020 the life history narratives of first generation academics from Angola, India, South Africa and Syria were engaged with by visual artists from the collective Analogue Eye: Video Art Africa, many of whom are themselves first generation university-educated. In each of these contexts, a critical mass of those from groups and knowledge systems misrecognised and oppressed have negotiated radical changes in the figures and institutions of authority in their countries. Authorship is central to such power and to agency. This paper deliberates such questions and politics of authorship alongside those entanglements of author-ing inherent to the interpretative processes of storytelling, artistic research and interpretation within The 'Counter // Narratives' Project itself - which sought to explore how counter-stories may see a way through the myopia of the social delegitimation of the western-oriented academy, provide challenge to reproductions of internalised oppression, and openings to engagement with more just notions of authority. Against the dominant hero narratives of social mobility and exceptionalism, and the looming spectres of colonial universities' mythologies of quality, the artists grappled with the ethico-historical responsibility of bearing witness, but also creating generative and equitious imaginaries through their creative arts research practice. Drawing on reflective interviews with the artists, participants and ourselves as the research-curatorial team, in this video we offer a synopsis of the paper for this conference. Within it, we highlight insights into the layers of narration negotiated, including the relations between those layers and the visual discourses and micro-textuality of the final videos. Excerpts and stills from the video artworks, and extracts from correspondence, transcripts and audience reception responses are referenced by the research-curatorial team, to provide a rich and complex dialogue about the im-possibilities of representing and visualising emancipatory imaginaries.

The new theoretical concept of the processes of creating knowledge based society and the knowledge economy in the European Union, as well as sustainable development processes is described in the article. The main idea of this concept is that the creation and development processes of the knowledge-based society and knowledge economy may be attributed to the category of global transformation and sustainable development processes, therefore, all general phenomena and characteristics of global transformations and sustainable development in general, are absolutely typical for the creation and development of the knowledge based society and knowledge economy.The processes of the creating of knowledge based society and knowledge economy and modernization are analyzed in the general context of the processes of sustainable development. The main principles of creating the knowledge based society and knowledge economy and modernization are described. Creating and modernization of the knowledge based society and knowledge economy are very complicated processes, oriented to the formation of the new quality of society and qualitatively new lifestyle. Moreover, these processes may be described as "twice" as complicated, because they win distinction by orientations to the pursuit of new quality in two aspects: - the knowledge based society and knowledge economy, compared to "traditional" society and economy, are in all cases described as qualitatively new,- creating and development of the knowledge based society and knowledge economy takes place under the conditions of the global changes, which means that qualitative changes take place in all global space, the essence of those changes is the creation and spread of the knowledge-based society and knowledge economy.A special attention is given to the conclusion that in the environment of the knowledge based society creation and generating knowledge economy and development, the provisions for sustainable development should be attained. This paper considers how e-participation can strengthen confidence in democratic institutions and playersin Lithuania, and concentrates on the overall development of electronic democracy and electronic participation(e-participation) tools used by the Lithuanian members of Parliament (MPs) and political parties. Firstly, a briefoverview of the previous studies about e-participation initiatives of the politicians' worldwide is provided. Secondly,follows the description of the methodology. Thirdly, the authors discuss democracy development trendsin the information society and then present main findings of the survey completed in August 2007 – January2009 on the websites of the Lithuanian MPs and political parties. Finally, the conclusions of Lithuanian casestudy and the recommendations to Lithuanian representative power are given.
The article analyses changes of EU structural policy in the new programming period of 2007 – 2013. In thebeginning of the article the evaluation of EU structural policy is made, which allows to formulate the main principlesof structural policy. Subsequent reconstruction of financial instruments of structural policy is analysed, and attentionis paid to the fact that from 2007 only two structural funds formally remain. Combined with financial instruments forstructural policy there are three funds in total. Also in the article an analysis of new objectives of structural policyis made. Legal bases for European territorialcooperationgrouping is also analyzed. Finally, the article affirms thatstructural policy develops to cohesion policy.
The article examines the size and growth of governments in the United States. The three different measures areused to define the size of government: the number or government units, their expenditures, and the number ofpeople they employ. The number of different government units changes over time. The number of townships hasbeen shrinking while the number of municipalities has been growing, an indication of increasing urbanization andthe incorporation of previously unincorporated areas. The number of special districts shoes rapid growth, a reflectionof the continuous creation of intergovernmental arrangements to perform various functions in metropolitanareas. As a result, and reversing a prolonged decline that resulted from the consolidation of school districts, thetotal number of government units is growing again.While the total number of governments has been growing slowly in recent decades, their expenditures havebeen growing rapidly. Total spending by all levels of government in the United States in 1996 was $2.993 trillion.This does not include "off-budget spending," that is, outstanding federal loans, guaranteed loans, and borrowing byfederally sponsored enterprises. In less than 40 years, measured in constant dollars, expenditures have more thanquadrupled, almost tripled on a per capita basis, and grown by more than half as a fraction of gross domesticproduct (GDP), to 32.2 percent.
The paper deals with the role of economic policy and the role of the state in economy on the backgroundof historic experience. It is particularly focused on the changing role of the state in the globalization processand the impact of recent globalization trends on economic and political decision-making.
