In seinem Reconstruction and Development Program (RDP) definiert der ANC unter anderem seine Vorstellung von Kultur und ethnischer Identität. Unter Kultur wird danach Kunst, Sprache, nationale Identität verstanden; ignoriert wird aber die Kultur als Lebensstil einer ethnischen Gruppe. Kulturelle Vielfalt wird auf dem individuellen und nationalen, nicht aber auf dem kommunalen Niveau anerkannt. Da das RDP als politisches Instrument mit bestimmten Zielsetzungen gesehen werden muß, ist diese Ambivalenz des ANC im Hinblick auf ethnische und kulturelle Vielfalt kritisch einzuschätzen, und die möglichen Implikationen einer RDP-Umsetzung geben Anlaß zu vielfältiger Diskussion. Der politische Wandel in Südafrika wirft die Frage auf, wie in einem Einheitsstaat (ohne territorialen Separatismus) die unterschiedlichen Sprachen, Kulturen und ethnischen Gruppen bewahrt werden können. Nach einem allgemeinen historischen Rückblick wird dieser Aspekt in der Weise diskutiert, daß der aktuellen Lage in Südafrika die Situation in Belgien mit den dortigen politischen Strukturen sowie die allgemeine Regelung des Minderheitenschutzes in Europa gegenübergestellt wird. Aus dem Vergleich mit Europa werden dann Schlußfolgerungen für Südafrika gezogen. (DÜI-Hlb)

Die Untersuchung der politischen Führungsqualitäten und Führerschaft eines Staatsmannes beinhaltet mehr als nur eine Analyse der von ihm verfolgten Politik oder seines politischen Stils. Fünf Eigenschaften dienen der vorliegenden Studie als Untersuchungsgegenstand: Die Rahmenbedingungen, die seine Bewegungsfreiheit bestimmen (Verantwortlichkeiten, Opposition, politische Kultur, Zeitgeist); persönliche Charakteristika (politische Überzeugungen, Führungsstil, Motivation, Stress-Resistenz, Erfahrung etc.); die Struktur seiner Wählerschaft; Beziehungen zwischen der politischen Führung und den Wählern; und schließlich sein Führungsverhalten, die Art, wie er seine politischen Vorstellungen durchzusetzen versucht. ABSTRACTThis paper constructs and uses a recursive dynamic general equilibrium model for South Africa to examine the economywide consequences of a continued deterioration in performance of state‐owned enterprises and rise in foreign interest rates. A decline in state‐owned enterprisesproductivity has substantial negative ramifications on the rest of the economy. Government would increase its domestic borrowing and therefore hamper private investment, leading to a decrease in gross domestic product and rising unemployment, particularly the unskilled. The model shows that the effects get worse in the long run compared to the short run and when foreign interest rates increase. Preparedness and awareness of these economywide consequences point to the importance of addressing the problems of competitiveness in the state‐owned entities.

In many respects, Europe and Africa (particularly Southern Africa) represent two opposing examples in the study of intra-regional migration and social cohesion. The European Union (EU) has been a global pioneer in allowing freedom of movement and portability of social rights across member states. A centerpiece of the EU integration process has been the progressive establishment of a common market, in which goods, services, capital, and people can move freely. With regard to the la er, the concept of free movement originally only targeted the economically active population (in other words, the free movement of workers) but was gradually extended by Treaty amendments to all citizens of the EU. This extension was further strengthened by the Treaty of Maastricht in 1992, which introduced the concept of citizenship in the European Union thereby establishing the fundamental and personal right to move and reside freely within the EU.

Abstract
The article compares social upgrading trends in four global value chains (apparel, automobiles, electronics and it services) and six developing and emerging economies (Bangladesh, Brazil, China, India, South Africa and Vietnam). It applies a framework, which combines analyses of industry-specific governance modes with recent theoretical approaches from the field of industrial relations. The empirical results show that prospects for social upgrading within similar segments of a particular value chain considerably depend on the national context. The article thus highlights the importance of integrating the role of national institutions into global value chain analysis in order to better explain variegated upgrading dynamics across different countries and industries.
