Even though the intelligence label creates a considerable market share, intelligence-indicator building control systems are under-researched in terms of the expectations of customers. This thesis analyzes customer satisfaction for intelligent building control systems by assessing expected and perceived service levels that reveals service quality. In order to achieve this, two web-based surveys inquiring both the importance and the performance levels of control systems were conducted. The collected data were then analyzed by a customer gap analysis depending on an importance-performance analysis. Among the seven control systems investigated, building automation system is found to be the most important intelligent control system integrated to a building. Yet, it is also found to be one of the underperforming control systems investigated. Thus, the largest customer gap indicating the lowest service quality is defined for building automation system towards which managerial effort and concentration should be directed urgently for proper improvement purposes. Heating, ventilating and air conditioning system shows the second largest customer gap that constitutes the second highest priority. Although, vertical transportation system is found to be one of the most under-performing control systems, since it is also found to be the least important intelligent control system, it has the lowest customer gap, which indicates low-priority. The findings of the thesis could be of help to develop effective strategies for the management policies of construction and building automation companies. ; Son zamanlarda, kontrol sistemleri giderek artan sayıda binada kullanılmaya başlanmıştır; öyle ki bu sebeple bu tip binalar daha sonra "akıllı" olarak etiketlenmiştir. Bu tez akıllı bina kontrol sistemleri açısından müşteri memnuniyetini hizmet kalitesini belirleyen beklenen ve algılanan hizmet düzeyi üzerinden analiz etmektedir. Bu sebeple, kontrol sistemlerinin hem önem hem de başarım seviyelerini araştıran iki internet tabanlı anket yapılmıştır. Elde edilen veri bir önem-başarım analizi olan müşteri odaklı fark analizi ile incelenmiştir. Araştırılan yedi kontrol sistemi arasında, bina otomasyon sistemi bir akıllı binada bulunan en önemli kontrol sistemi olarak belirlenmiştir. Ancak, ayrıca en düşük başarım düzeyine sahip sistem de bina otomasyon sistemidir. Bu sebeple en düşük servis kalitesine işaret eden en büyük müşteri odaklı fark bu kontrol sistemine aittir ve geliştirilmesi amacıyla yönetimsel çabanın ve odağın acilen buraya kaydırılması gerekmektedir. Isıtma, soğutma ve havalandırma sistemi en büyük ikinci müşteri odaklı farkı dolayısıyla en yüksek ikinci önceliği teşkil etmektedir. Asansör sistemi en düşük başarım gösteren sistemlerden biri olmasına rağmen aynı zamanda en düşük öneme sahip akıllı bina kontrol sistemi olarak da belirlendiği için en düşük müşteri odaklı farka yani en düşük önceliğe sahiptir. Bu tezin bulguları yapım ve otomasyon şirketlerinin yönetim politikaları açısından etkin stratejiler geliştirebilmesine yardımcı olabilir.

This thesis aims at proposing a semantic framework that integrates a meta-model and reasoning tools allowing any ubiquitous system designer to easily implement mechanisms to manage privacy policies. The proposed framework includes a generic middleware architecture that provides components to define, manage and monitor the implementation of privacy policies. Our approach is an hybrid one based on Model-Driven Engineering and a reasoning based on ontologies and inference rules operating on the assumption of the closed world. The proposed meta-model is characterized by a high level of abstraction and expressiveness to define privacy policies management regardless of the domain application and can be adapted to different contexts. It defines, also, a conceptual framework for generic decidable modelling rules to make consistent control decisions on user privacy. These model rules are implemented using the SmartRules language that could implement an adaptive control. The latter is based on a non-monotonic reasoning and representation of instances of concepts according to the unique name assumption. We have validated the proposed semantic framework through a typical scenario that implements support ambient intelligence privacy-aware services for elderly. ; L'objectif de ce travail de thèse est de proposer un canevas sémantique intégrant un méta-modèle et des outils de raisonnement permettant à tout concepteur de système ubiquitaire de mettre en oeuvre facilement des mécanismes de gestion des politiques de la vie privée. Service-oriented paradigms have dramatically changed the way of providing applications and doing businesses. Both SOA and the Cloud have enabled the creation of new paradigms based on dynamic collaborations. For final users, services offer a simplified access to functionalities and data. For organizations, the delegation of some business processes and the integration of external processes into the business logic have represented an opportunity to generate competitive advantages by saving costs, increasing the visibility in the market and exploiting the expertise of their partners by offering added-value products and services to their clients.Despite the attractive advantages of the service-based technologies, the loss of control on the exchanged resources is a well reported drawback which decelerate their wide adoption. Basically, within an organization some business rules are associated to its resources in order to keep some properties over them and ensure that they are correctly used. Those rules reflect the conditions aiming to prevent possible organizational damages at any level, such as, conditions preventing the loss of reputation or guaranteeing compliance with some legal normative. However, when the resource moves out beyond the walls of the organization there is no guarantee that resource was used by respecting those rules. The consequences of such loss of control on the usage are not trivial since the way in which the shared resources are used by the external partner can affect the organization causing monetary fines, loss of customers or lawsuits. The impacts of such damages justify the need to having methods aiming to control the use on the resources shared during an external service provision. In this scenario, the challenge is to guarantee that the external partner behaves as expected when the resource is in his domain and when the business logic of each organization need to be preserved.This thesis proposes that the service provision be governed by a service contract, which differs from traditional SLAs in several ways: - It extends the expressiveness of the SLA guarantees, traditionally based on security and performance, with contractual business terms representing the expected use of resources. - It is based on a formal semantics which avoids misinterpretations of the contractual terms thanks to a common understanding of their meaning. - The compliance with the business terms is inferred from the available knowledge collected during the contract execution.Our controllability method is supported by two building blocks: a modeling component aiming the creation of policies, and a process component which operates with policies. In the former, two complementary models are proposed. The first one is a generic semantic formalization of a service contract, which includes the definition of a controllability vocabulary. The second one is a specific model for the definition of controllability policies, which uses the semantic model to give a clear meaning to the formalization of the business terms representing the expected use of resources. In the process component, a log recording the available knowledge about the behavior of the contractual parties is used to verify the compliance with the policy, to assess the quality of the provided service, and to audit the contractual parties. The proposed method is validated through the creation of machine-readable contracts in OWL which contain controllability policies written as XML rules.Our proposed method, and more concretely the knowledge-based reasoning, opens new perspectives about the implementation of more sophisticated techniques of artificial intelligence applied to web services, improving existing research domains such as the semantic web services and intelligent web services. On the other hand, this thesis leaves some aspects untreated, notably, the negotiation of the contractual policy. ; Les paradigmes orientées service ont considérablement changé la façon de concevoir les applications et l'organisation des entreprises. Quant aux organisations, la délégation de certains processus métier représente une opportunité de générer des avantages concurrentiels en réduisant les coûts, en augmentant la visibilité sur le marché et en exploitant l'expertise de leurs partenaires en offrant à ses clients des produits et des services avec de la valeur ajoutée.Malgré les attraits des technologies basées sur les services, la perte de contrôle sur les ressources échangées est un inconvénient bien connu qui freine leur large adoption. Essentiellement, au sein des organisations différents types des règles sont associés aux ressources afin de garantir qu'elles soient correctement utilisées. Telles règles sont associées à n'importe quelle condition visant à prévenir d'éventuels dommages organisationnels, dont nous pouvons citer les conditions assurant la prévention de la perte de réputation ou la garantie de la conformité avec une norme juridique. Cependant, à partir du moment où la ressource sort du périmètre de l'organisation, il n'y a plus aucun moyen de savoir si la ressource est utilisée en respectant les règles établies. Les conséquences d'une telle perte de contrôle sur l'utilisation ne sont pas négligeables puisque la façon dont les ressources partagées sont utilisées peut affecter l'organisation en entraînant des pénalités, la perte de clients ou des poursuites. Les impacts de ces dommages justifient la nécessité d'avoir des méthodes visant à contrôler l'utilisation des ressources partagées lors d'une prestation de services. Dans ce scénario, le défi est de garantir que le partenaire externe se comporte comme prévu lorsque la ressource est dans son domaine et et que les intérêts de chaque organisation doivent être préservés.Cette thèse propose que la prestation de services soit régie par un contrat de service. Ce contrat diffère de SLA traditionnels de plusieurs façons: - Il augmente l'expressivité des garanties de service SLA, traditionnellement basées sur la sécurité et la performance, avec des termes contractuels représentant les exigences opérationnelles sur l'utilisation prévue des ressources. - Il est basé sur une sémantique formelle qui évite des erreurs d'interprétation des clauses contractuelles grâce à une compréhension commune de leur signification. - La conformité avec les exigences de l'entreprise en matière d'usage des ressources est déduite de la connaissance disponible recueillie au cours de l'exécution du contrat.Notre méthode de contrôlabilité est basée sur deux éléments. Le premier a trait à la modélisation des politiques, et la second consiste en un processus qui opère avec ces politiques. En ce qui concerne la modélisation, deux modèles complémentaires sont proposés. Un premier pour formaliser la sémantique d'un contrat de service, y compris un vocabulaire de contrôlabilité. Un second pour définir les politiques de contrôlabilité, utilisant le modèle sémantique pour donner une signification claire au comportement attendu des parties. Au cours du processus, un journal qui contient la connaissance disponible sur le comportement des parties contractuelles est utilisé pour vérifier la conformité et évaluer le comportement des partenaires. Les contrats sont créés en OWL pour être lisibles par la machine dans OWL et les règles des politiques sont écrites en XML.Cette méthode, et le raisonnement basé sur la connaissance, offre de nouvelles perspectives quant aux techniques d'Intelligence Artificielle appliquée aux services web. D'autre part, cette thèse ouvre des perspectives de travaux futurs, tels que la négociation de la politique contractuelle pour les contrats multipartites.

Abstract
The classical customer journey with its touchpoints is transformed into a lifelong, interactive customer relationship within an IoT-based product-service ecosystem. The customer journey happens in multiple, partially automatic loops that make it significantly less predictable for manufacturers and retailers. For many product categories, the IoT is not going to take off until providers and retailers succeed in getting at what their customers really want. For one thing, they need to better understand individual usage behavior, and for another, there is a need to better personalize products and services, creating emotional and situation-specific customer experiences. Expanding the ability of digital products to communicate with each other, to record and analyze usage behavior and to implement concrete product improvements will be decisive. If customer centricity is reinvented in the IoT space, customers will see a real value and smart products will replace classical products in the next five to ten years.

Richard M. Bissell, Jr., the most important CIA spymaster in history, singlehandedly led America's intelligence service from the age of Mata Hari into the space age. Under his guidance the U-2 spy-plane, the SR-71 "Blackbird," and the Corona spy satellite were developed, and the agency rose to the pinnacle of its power. Bissell was also, however, the architect of the infamous Bay of Pigs operation that failed to overthrow Castro in 1961 and led to the decline of the CIA. In this article we inscribe the events of the Tragic Week of 1919 in a transnational perspective, considering the ways in which U.S. diplomacy and intelligence services analyzed and interpreted it and linked it to a set of contemporary events and processes. Thus, we articulated the interpretation of Tragic Week as the result of a Great Fear of Argentine and South American elites with a consideration on a larger scale of the ways in which the fear of revolution impacted the behaviors and interpretations of relevant U.S. political actors. We based our study on a set of U.S. diplomatic and intelligence reports that we relied on in the National Archives and Record Administration (NARA) and the U.S. Library of Congress' Woodrow Wilson President's Fund. ; En este artículo inscribimos los sucesos de la Semana Trágica de 1919 en una perspectiva trasnacional, al considerar los modos en que la diplomacia y los servicios de inteligencia norteamericanos la analizaron e interpretaron y vincularla con un conjunto de eventos y procesos coetáneos. Russia's economy needs to transition to an "innovation economy". While Russia is characterized by a very low level of financing of the sphere of research and development. For the organizational innovation sector is important to improveme the legislation on industrial policy. Russian exporters have the possibility of massive imports of foreign technology. However, in the civil industry, these opportunities are extremely small. Hence there is a growing interest from the large and medium-sized companies on "unfair competition." The"Civil code of the Russian Federation" presents limitations in this aspect. It is important that for a business "purpose" can justify "the means". Greater efforts should be made to strength industrial development by following the path of imitation of the world's best products and modernization. In the course of the research carried out by the authors of the article, it was determined that Belarus has recently been intensively acquiring new stable signs of not only a totalitarian state, but also an authoritarian one. In a state with such a political regime, undesirable values and target orientations are suppressed by political methods by one person in power. The recent metamorphoses of the components of the political system in the Republic of Belarus and their possible consequences are explained by the authors as follows. From a formal point of view, Belarus is a presidential-parliamentary republic. However, an analysis of the degree of influence of different branches of power on political life in the Republic indicates a different situation. In particular, today an unlimited super-presidential system of government is actually operating in this country, which is the basis for the assertion of the sole power of President A. Lukashenko. So, having come to power as a classic, essentially populist politician, A. Lukashenko, at the present time, largely relying on the state-police apparatus, widely uses repressions against his political opponents. The authors of the article summarize that, taking into account the current political situation in Belarus, the modern political regime in this country can be confidently characterized as authoritarian-populist. This is confirmed by the latest events both on the territory of the Republic and abroad. At the same time, the nature of the events taking place indicates their direct connection with the activities of the Belarusian special services. Namely, the direct influence of the State Security Committee of the Republic of Belarus (KGB RB) on all spheres of activity in the country and the attempts of this special service to control the activities of the Belarusian opposition abroad are traced. The studies carried out by the authors showed that after the collapse of the Soviet Union, in comparison with other special services of the post-Soviet space, the KGB of the Republic of Belarus avoided radical democratic changes and remained in the form of a small copy of the KGB of the USSR. A feature of this special service and other law enforcement agencies is that today their leaders are appointed directly by the President of the Republic. It is also necessary to take into account the fact that most of these leaders at one time received military education in the Russian Federation. At the same time, based on the assessment of domestic and Western political scientists of the current political situation in Russia, the authors of the article came to the conclusion that its state is also constantly undergoing destructive changes. Thus, the fact that the leadership of the Russian Federation has recently been sharply raising the question of the need to expand the spheres of influence of the Federal Security Service (FSS) outside the country is alarming. Consequently, the Kremlin's desire to control the political situation in its neighbors, including in Belarus, is constantly increasing. According to the authors of the article, at the moment, by all external signs, the integration of the armed forces of the Republic of Belarus into the so-called Belarusian-Russian grouping has already taken place. At the same time, cooperation between the KGB RB and the FSS received interstate legislative support and covered almost all spheres of political life in the Republic. Thus, representatives of the FSS of the Russian Federation are officially present in all state bodies of the Republic of Belarus. Thus, given the nature of cooperation between the law enforcement agencies of the Republic of Belarus and the Russian Federation, as well as the hybrid war of Russia against Ukraine, the authors argue reasonably that Belarus poses a certain military threat to our country. An assessment of the current political situation in the Republic of Belarus and its similarity with the Russian Federation, as well as a deep analysis of the peculiarities of the activities of the special services of this country, made it possible for the authors of the article to develop some practical recommendations in the interests of subjects of competitive intelligence. According to the authors, the recommendations presented suggest that the subjects of competitive intelligence should adhere to certain security measures in the course of their professional activities in the territory of the Republic of Belarus in the context of an aggravated political situation in this country (subject to the influence of the FSB of the Russian Federation on the activities of the KGB of the Republic of Belarus). The authors assume that the proposed recommendations will increase the efficiency of the performance of important government tasks by the subjects of competitive intelligence. ; У ході проведеного дослідження авторами статті доведено, що сучасний політичний режим в Республіці Білорусь можна впевнено визначити як авторитарно-популістський. Це підтверджують останні події, які відбуваються як на території Республіки, так і за її межами. Характер цих подій опосередковано вказує на їх прямий зв'язок з діяльністю білоруських спецслужб. Зокрема простежується вплив Комітету державної безпеки Республіки Білорусь (КДБ РБ) на сфери політичного життя в країні. Зафіксовано неодноразові випадки, коли КДБ РБ намагається впливати на білоруську опозицію за кордоном. Дослідження показали, що КДБ РБ після розпаду Радянського Союзу на відміну від інших спецслужб на пострадянському просторі уникнув суттєвих демократичних змін, зокрема залишився, так би мовити, маленькою копією КДБ СРСР. Особливістю КДБ РБ та інших силових відомств є те, що їх керівники призначаються безпосередньо Президентом Білорусі, при цьому більшість з них отримали військову освіту в Російській федерації (РФ). За порівнянням політичного режиму в Білорусі із ситуацією в РФ авторами визначено, що Кремль в сучасних умовах поставив питання щодо необхідності розширити сфери впливу Федеральної служби безпеки (ФСБ) за межі країни. Про це свідчить постійно зростаюче з боку керівництва РФ бажання контролювати політичну ситуацію у «сусідів», зокрема в Білорусі. За основними зовнішніми ознаками на сьогоденні вже відбулася інтеграція збройних сил РБ в так зване білорусько-російське військове угруповання. Порядок співпраці КДБ РБ з ФСБ РФ закріплено чинним законодавством цих країн. Під контролем вказаних спецслужб опинилися всі державні структури, політичні та громадські організації в Республіці. Зокрема представники ФСБ РФ мають право у службових справах офіційно перебувати в усіх державних органах Білорусі. Отже, з огляду на продовження гібридної війни РФ проти України, а також враховуючи характер співпраці між силовими структурами цих країн, можна з впевненістю стверджувати, що сучасний політичний режим в Білорусі становить певну загрозу національній безпеці України та її складовим. Оцінка сучасної політичної обстановки в РБ у порівнянні з РФ, а також глибинний аналіз особливостей діяльності спеціальних служб цих країн, надали можливість авторам статті розробити рекомендації щодо забезпечення безпеки діяльності суб'єктів конкурентної розвідки з огляду на характер співробітництва між ФСБ РФ та КДБ РБ. Очікується, що ці рекомендації сприятимуть суб'єктам конкурентної розвідки якісно та ефективно виконувати важливі державні завдання.

At the same time, based on the assessment of domestic and Western political scientists of the current political situation in Russia, the authors of the article came to the conclusion that its state is also constantly undergoing destructive changes. Thus, the fact that the leadership of the Russian Federation has recently been sharply raising the question of the need to expand the spheres of influence of the Federal Security Service (FSS) outside the country is alarming. Consequently, the Kremlin's desire to control the political situation in its neighbors, including in Belarus, is constantly increasing. According to the authors of the article, at the moment, by all external signs, the integration of the armed forces of the Republic of Belarus into the so-called Belarusian-Russian grouping has already taken place. At the same time, cooperation between the KGB RB and the FSS received interstate legislative support and covered almost all spheres of political life in the Republic. Thus, representatives of the FSS of the Russian Federation are officially present in all state bodies of the Republic of Belarus. Thus, given the nature of cooperation between the law enforcement agencies of the Republic of Belarus and the Russian Federation, as well as the hybrid war of Russia against Ukraine, the authors argue reasonably that Belarus poses a certain military threat to our country. An assessment of the current political situation in the Republic of Belarus and its similarity with the Russian Federation, as well as a deep analysis of the peculiarities of the activities of the special services of this country, made it possible for the authors of the article to develop some practical recommendations in the interests of subjects of competitive intelligence. According to the authors, the recommendations presented suggest that the subjects of competitive intelligence should adhere to certain security measures in the course of their professional activities in the territory of the Republic of Belarus in the context of an aggravated political situation in this country (subject to the influence of the FSB of the Russian Federation on the activities of the KGB of the Republic of Belarus). The authors assume that the proposed recommendations will increase the efficiency of the performance of important government tasks by the subjects of competitive intelligence. ; У ході проведеного дослідження авторами статті доведено, що сучасний політичний режим в Республіці Білорусь можна впевнено визначити як авторитарно-популістський. Це підтверджують останні події, які відбуваються як на території Республіки, так і за її межами. Характер цих подій опосередковано вказує на їх прямий зв'язок з діяльністю білоруських спецслужб. Зокрема простежується вплив Комітету державної безпеки Республіки Білорусь (КДБ РБ) на сфери політичного життя в країні. Зафіксовано неодноразові випадки, коли КДБ РБ намагається впливати на білоруську опозицію за кордоном. Дослідження показали, що КДБ РБ після розпаду Радянського Союзу на відміну від інших спецслужб на пострадянському просторі уникнув суттєвих демократичних змін, зокрема залишився, так би мовити, маленькою копією КДБ СРСР. Особливістю КДБ РБ та інших силових відомств є те, що їх керівники призначаються безпосередньо Президентом Білорусі, при цьому більшість з них отримали військову освіту в Російській федерації (РФ). За порівнянням політичного режиму в Білорусі із ситуацією в РФ авторами визначено, що Кремль в сучасних умовах поставив питання щодо необхідності розширити сфери впливу Федеральної служби безпеки (ФСБ) за межі країни. Про це свідчить постійно зростаюче з боку керівництва РФ бажання контролювати політичну ситуацію у «сусідів», зокрема в Білорусі. За основними зовнішніми ознаками на сьогоденні вже відбулася інтеграція збройних сил РБ в так зване білорусько-російське військове угруповання. Порядок співпраці КДБ РБ з ФСБ РФ закріплено чинним законодавством цих країн. Під контролем вказаних спецслужб опинилися всі державні структури, політичні та громадські організації в Республіці. Зокрема представники ФСБ РФ мають право у службових справах офіційно перебувати в усіх державних органах Білорусі. Отже, з огляду на продовження гібридної війни РФ проти України, а також враховуючи характер співпраці між силовими структурами цих країн, можна з впевненістю стверджувати, що сучасний політичний режим в Білорусі становить певну загрозу національній безпеці України та її складовим. Оцінка сучасної політичної обстановки в РБ у порівнянні з РФ, а також глибинний аналіз особливостей діяльності спеціальних служб цих країн, надали можливість авторам статті розробити рекомендації щодо забезпечення безпеки діяльності суб'єктів конкурентної розвідки з огляду на характер співробітництва між ФСБ РФ та КДБ РБ. Очікується, що ці рекомендації сприятимуть суб'єктам конкурентної розвідки якісно та ефективно виконувати важливі державні завдання.

Excellent public services build on excellent civil servants who are both emotionally intelligent and engaged in their work. This article proposes a conceptual framework for a better understanding of the relationship between public employees and their complex workplaces. We focus on the engagement of civil servants, the role of managers' and employees' emotional intelligence, and on employees' public service motivation (PSM) to provide better services to citizens. We develop three major propositions: (a) the positive effect of employees' emotional intelligence on their engagement, (b) the moderating effect of managers' emotional intelligence on the relationship between their employees' emotional intelligence and engagement, and (c) the moderating effect of employees' PSM on the relationship between public servants' emotional intelligence and their engagement. Our conceptual framework may set the stage for future research on civil servants' engagement and emotional intelligence and their aggregate impact on the quality of government actions and services.
