This essential new history of the Irish state synthesises existing research with new findings, and adopts fresh perspectives based on neglected European and American debates. It examines the evolution of Irish diplomacy from six consulate officers in the 1920s to sixty ambassadors in the 2010s, and provides an overview of a century of Ireland's diplomatic history that has previously only been examined in a piecemeal fashion. The author's original research findings are focussed particularly on Ireland's struggle for independence in a global context, and his original analysis gives an account of how the economic performance of the Irish state formed a perpetual context for its role in international relations even when this was not a priority of its diplomats. Equal attention is paid to the history of international Irish trade, the operations of bilateral Irish relations, and multilateral diplomacy. It highlights how the Irish state came to find its role in international relations mostly by means of the UN and EU, and analyses this trend in the light of international relations theory and European history. --

Libya is back on the international scene. Even the European Union (EU) & the United States (US) have shown their interest in the country after a long period of isolation. Qadhafi's policies have proved to be pragmatic & opportunistic, with the aim of achieving maximum credit & cleaning up its image abroad. Qadhafi's foreign (& even domestic) policy has always been under continuous adjustment to the changing international scenario. Despite strong criticisms from abroad & serious setbacks, the Libyan regime has succeeded in its search for survival, Qadhafi being the last Arab leader alive of a generation who took power several decades ago. After years of international sanctions. Libya is now slowly re-emerging from the cold. This development is the result of some adjustments in Qadhafi's policies, but, above all, it is the consequence of variations in the attitudes of the great powers towards Libya. Im Spannungsfeld nationaler Interessen sollte die IEA die Energiesicherheit der westlichen Industrieländer sicherstellen. Durch die Ölkrise von 1973 avancierte die Sicherheit der Energieversorgung zu einem zentralen politischen Thema in den westlichen Industrieländern. Um die Energiesicherheit zu erhöhen und die Politik der Ölverbraucherländer gegenüber der OPEC zu koordinieren, gründeten diese im November 1974 eine neue internationale Organisation: Die Internationale Energie-Agentur (IEA) mit Sitz in Paris. In der Folgezeit verhandelten die Industrieländer in der IEA Maßnahmen, um die Abhängigkeit von den arabischen Ölförderländern zu reduzieren. Henning Türk zeigt auf, wie die westlichen Industrieländer versuchten, gemeinsame Strategien zur Bewältigung der energiepolitischen Herausforderungen zu entwickeln. Im Vordergrund standen die Diversifizierung der Energieträger und Bezugsländer sowie die Einsparung von Energie. Dabei prallten unterschiedliche nationale Erwartungen und Ziele sowie internationale Gestaltungsansprüche aufeinander, weshalb einige Vorhaben scheiterten. Mit dem Absinken des Ölpreises Mitte der 1980er Jahre geriet die IEA in eine Existenzkrise. Um diese zu überwinden, griff sie marktliberale Ansätze auf und propagierte eine Liberalisierung der Energiemärkte.

Es geht um die Bedeutung und Funktion eines Defensivkonzeptes in der internationalen Friedenssicherungspolitik. Die Analyse bezieht sich auf vorhandene Literatur. Ausgehend von Macht- und Hegemonialverhältnissen im internationalen politischen System, beschreibt der Autor die Bedingungen für ein Defensivkonzept. Sie bestehen in der vollständigen Abrüstung von Offensivwaffen und der Errichtung eines innerhalb der Landesgrenzen einsetzbaren Abwehrsystems, das der ständigen Kontrolle durch die zu schützende Bevölkerung unterliegt und nicht als Alternative bzw.- Teil einer Offensivstrategie wie nuklearer Abschreckung gesehen wird. The idea of an international monetary System comprised of a number of countries (monetary zones) linked together by an exchange rate mechanism controlled by the I.M.F. - the system's center - is the basis of the vast majority of the analyses and reform schemes respecting the System.
This idea does not correspond to international economic and monetary reality which is organized around one or several international currencies (or key currencies) with regard to which the Central Bank(s) exercise(s) the de facto role of the System's monetary authority. This fact raises two theoretical questions : How is a Central Bank led to exercise such a role ? How, in fact, does the System function ?
It is significant that the textbooks rarely treat the first question other than from an historical perspective. It would nevertheless appear that the explanation for the development of Euromarkefs employs a number of analytical tools that allow for a theoretical framework for the evolution of the I.M.S. based on the idea of competition among financial institutions and banks.
On the one hand, this theory anticipates the long-term integration process of markets characterized by the erosion of regional markets and the growth of a new dominant market and therefore by the coexistence of regional authorities and a central authority sharing monetary power. On the other, it advocates the mix of unification and macroeconomic management policies that these authorities must adhere to in order to optimize the process.
In the second part of the text the operation of a monetary zone such as the dollar standard of the last thirty years is examined. The organization of that zone provides an example of the distribution of monetary power as between the Federal Reserve System and the central banks of other countries. A consideration of the operation of an International Monetary System having two key currencies completes the study.

Da nach Ansicht des Autor gegenwärtig keine stabilisierende internationale Währungspolitik zu erkennen ist, sollten die Politik und die institutionelle Struktur des Internationalen Währungsfonds (IWF) grundlegend verändert und dessen Rolle bei der Regulierung der Weltfinanzen neu bestimmt werden. Aus einem Instrument der Schuldenbeitreibung im Interesse der Gläubiger, das der IWF heute im wesentlichen ist, sollte langfristig ein Instrument der währungspolitischen Stabilisierung im Interesse aller Mitgliedsländer gemacht werden. Dazu bedarf es jedoch eines neuen internationalen währungspolitischen Arrangements, z.B. einer Übereinkunft über "Zielzonen" für die Hauptwährungen. Ferner gilt es, die ordnungspolitische Disziplinierung der Länder des Südens durch eine Strukturanpassungskonditionalität zu überwinden, wenn der IWF seiner Aufgabe als uneigennütziger "Krisenmanager" gerecht werden soll. Die wichtigste Voraussetzung dafür ist eine Vereinfachung der Kreditkonditionalität sowie eine größere Unabhängigkeit des IWF bei der "automatischen" Aufbringung von Finanzmitteln, z.B. über die Bereitstellung von Sonderziehungsrechten (SZR), die Einführung einer Kapitaltransaktionssteuer oder andere innovative Finanzierungsformen. Those seeking information on the United Nations' work in systematizing the rules of public international law may find it useful to examine the latest edition of The Work of the International Law Commission (4th ed., United Nations, 1988). According to this publication, (the primary source for this column), interest in the development and codification of the rules on international law may be traced back to the late 18th century and the English philosopher Jeremy Bentham, author of Principles of International Law. From this time forward there were numerous attempts at the codification of international law, but intergovernmental regulation of general legal questions originated with the Congress of Vienna (1814–1815). Thereafter, international legal rules on various subjects were developed by different diplomatic conferences. These included such subjects as the laws of war on land and sea, pacific settlement of international disputes and the regulation of postal services and telecommunications. The Hague Peace Conferences of 1899 and 1907 stimulated the movement for codification. Efforts to promote the codification and development of international law were further advanced with the 1924 (September 22) resolution of the fifth session of the League of Nations Assembly which envisaged the establishment of a standing Committee of Experts for the Progressive Codification of International Law. After having consulted member governments and the Council, the League Assembly decided in 1927 to convene a Codification Conference which took place at The Hague in the Spring of 1930. Unfortunately, the international instruments resulting from the work of the conference were only in the one field of nationality. One further step, however, was the adoption by the League Assembly on September 25, 1931 of a major resolution on codification of international law emphasizing the need to strengthen the influence of governments at each stage in the codification process.

The European Union has become the respondent of several international trade disputes. This book examines the right to compensation for damage resulting from retaliatory measures imposed under the system of the World Trade Organization in disputes triggered by the EU. Anne Thies evaluates the implications of the EU's membership in the WTO for its domestic system of rights and judicial protection.
