International legal scholars tend to think of their work as the interpretation of rules: the application of a law 'out there' to concrete situations. This book takes a different approach to that scholarship: it views doctrine as a socio-linguistic practice. In other words, this book views legal scholars not as law-appliers, but as constructing knowledge within a particular academic discipline. By means of three close-ups of the discourse on cyberwar and international law, this book shows how international legal knowledge is constructed in ways usually overlooked: by means of footnotes, for example, or conference presentations. In so doing, this book aims to present a new way of seeing international legal scholarship: one that pays attention to the mundane parts of international legal texts and provides a different understanding of how international law as we know it comes about

In kaum einem Lebensbereich haben sich die Bemühungen um die Bändigung der Gewalt durch das Recht als so mühsam erwiesen wie in den internationalen Beziehungen. Eine Geschichte der internationalen Beziehungen kann nicht als eine Geschichte fortschreitender Verminderung von Gewalttätigkeiten geschrieben werden, sondern nur - so die These des Autors - als eine Geschichte des Formenwandels der Gewalt. Die Gewalt selbst erscheint bis heute jedenfalls als ein überzeitliches Phänomen sowohl innerhalb als auch zwischen den menschlichen Gemeinschaften. Gewalt in der Beziehung zwischen den Staaten, und damit der Gewaltbegriff im Völkerrecht, steht im Zentrum des vorliegenden Beitrags. Untersucht wird der Wandel der Formen und Rechtfertigung von Gewalt in den internationalen Beziehungen, insbesondere die in der UNO-Charta kodifizierte Begrenzung legaler Gewaltanwendung und die "Achillesferse" des Völkerrechts, der Streit darüber, wann ein Präventivkrieg als legitimer und nach Völkerrecht legaler Akt der Selbstverteidigung gelten kann und wann er in eine unerlaubte Aggression umschlägt. At the end of 1978 the Government of the Federal Republic of Germany showed its appreciation of the ICRC and of the work of the International Tracing Service at Arolsen by the award of the Grand Cross of the Order of Merit to the former directors of the International Tracing Service, namely, Mr. N. Burckhardt, who was director from 1955 to 1970, and Mr. A. de Cocatrix, director from 1970 to 1977.

Red Cross interest in the promotion of peace is well known. It is reflected once again in one of the resolutions adopted by the XX International Conference of the Red Cross in Vienna and in the Round Table meeting which took place in The Hague last year, at which a number of notabilities in the Red Cross movement expressed their views on the contribution which the Red Cross could make to peace and international understanding.

Der Beitrag diskutiert die internationale Zusammenarbeit und das Wechselspiel der Frauenbewegungen aus einer doppelten Perspektive: in einem ersten Schritt beschäftigen sich die Autoren mit den wechselseitigen Impulsen und Diffusionsprozessen nationaler Frauenbewegungen, welche sowohl die Entwicklung der Theoriebildung als auch diejenige der (Selbsthilfe-)Projekte in den vergangenen dreißig Jahren vorantrieben. Die Aufmerksamkeit konzentriert sich hierbei paradigmatisch auf die mobilisierenden Effekte dieses internationalen Austauschs für die Neue Frauenbewegung in der Bundesrepublik Deutschland. Am Beispiel der Auseinandersetzungen mit Männergewalt gegen Frauen sowie der Frauenarbeit wird verdeutlicht, wie die Frauenbewegung entscheidende Impulse und Dynamisierungen aus der internationalen feministischen Vernetzung erhielten. The bequest for the Church Peace Union—the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)—was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church Peace Union devote its funds to the deserving poor "after the arbitration of international disputes is established and war abolished, as it certainly will be some day." This could happen, he noted, "sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later." The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen.
