The bequest for the Church Peace Union—the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)—was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church Peace Union devote its funds to the deserving poor "after the arbitration of international disputes is established and war abolished, as it certainly will be some day." This could happen, he noted, "sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later." The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen.

The sixteenth annual repot of the International Bank for Reconstruction and Development, covering the fiscal year July 1, 1960, to June 30, 1961, was presented to the Board of Governors on September 19, 1961. The report noted that in the year under review the activities of the International Bank had been part of a broadening stream of financial and technical assistance to the less developed countries. Aid had been provided by: 1) the International Development Association (IDA), an affiliate of the Bank which was designed to aid economic growth by means of credits bearing less heavily on the balance of payments of underdeveloped countries than conventional loans; 2) the Inter-American Development Bank, which attempted to increase the flow of development funds and to coordinate efforts to assist economic development; 3) the UN Special Fund, which had financed pre-investment surveys, in some cases with the International Bank acting as executing agent; and 4) the Development Assistance Group (DAG), which consisted of ten governments that carried on continued consultations—several of these governments had taken steps to facilitate their extension of aid to the less developed countries. The report noted that the Bank had continued to cooperate with the capital markets and with private institutional investors in raising capital for economic development.

The sixth annual meeting of the Board of Governors of the International Bank for Reconstruction and Development took place in Washington, D. C, September 10 to 14, 1951, concurrently with the meeting of the Board of the International Monetary Fund. In presenting the Bank's Sixth Annual Report to the Board, the President (Black) reviewed briefly the Bank's activities for the year ended June 30, 1951. He pointed out that in all phases of its operations, the year was the largest in the Bank's history and demonstrated its considerable and growing strength. He expressed the opinion that the Bank, unless there was further deterioration in the international situation, could meet all the capital needs of economic development in its member states, to the extent that these needs should be met on a long-term loan basis. In view of this, he questioned the validity of continuing suggestions to vastly increase funds for this purpose. By that he did not exclude the provision of other instruments for providing capital for economic growth and stated that the Bank was studying a proposal for the establishment of an international finance corporation to complement' the Bank by providing equity investments and loans for private enterprise without governmental guarantee. The Bank's report on this proposal was to be presented to the United Nations Economic and Social Council in the spring of 1952.
