The paper analyses the determinants of ratification of international treaties concerning arms control. It theorizes that the ratification of an arms control treaty serves as a signal of a country's intention to avoid arms races and wars. I argue that fast growing countries have a special incentive to send that signal in order to avoid aggression from declining powers. Also, democracies are hypothesised to support the underlying humanitarian norms of arms control treaties and therefore ratify arms control agreements more often. The theory is tested by panel ordered logit regression of the number of treaties ratified by a country and with panel logit estimation of treaty ratification. The data cover 186 countries over the period of 1975-2010. Results support the theory and suggest that especially treaties where compliance can be considered as cheap are ratified more often.

Wie müsste man sich den Nahen und Mittleren Osten vorstellen, sollte es zu einem politischen Tauwetter zwischen Iran und Saudi-Arabien kommen? Könnte die Türkei in naher Zukunft die Nato verlassen? Und welche Folgen hätte es, wenn sicherheitsrelevante EU-Datenbanken erfolgreich gehackt würden, wenn Südkorea sich nuklear bewaffnen sollte oder eine Frau aus den USA an die Spitze der Vereinten Nationen träte? Natürlich sind diese Situationen, wie sie die jüngste Foresight-Studie der SWP entwickelt, nur hypothetischer Natur. Warum sich damit befassen? Blickt man auf die internationale Politik der letzten Jahre, so wimmelt es vor unerwarteten Ereignissen. Der Brexit, die Wahl Donald Trumps zum US Präsidenten und Russlands Annexion der Krim sind dabei nur die markantesten Fälle. Wissenschaft und Politik sind deshalb gut beraten, sich methodisch und konzeptionell auf Überraschungen einzustellen. Die Foresight-Studie will dazu einen Beitrag leisten. Zwar können und wollen wir die Zukunft nicht vorhersagen. Mit Hilfe systematischer Vorausschau können wir uns aber besser auf ungeplante Situationen vorbereiten. Dies bedeutet zum einen, den Blick für denkbare, wenn auch wenig wahrscheinlich anmutende Entwicklungen zu schärfen, die sich gravierend auf deutsche und europäische Außen- und Sicherheitspolitik auswirken würden. Zum anderen gehört dazu, sich mit früheren Zukunftserwartungen auseinanderzusetzen - wie es in der Studie ebenfalls geschieht. Was ist eigentlich aus der Batterie-Revolution geworden, die die Energieversorgung sicherstellen sollte? Und ist der Verhandlungsprozess zum britischen EU-Austritt so gelaufen, wie es die Expertinnen und Experten erwartet hatten? Auch aus einer solchen Rückschau lassen sich Lehren ziehen, mit denen die Vorausschau künftig verbessert werden kann. (Autorenreferat)
In the last decades the interaction between labour standards and international trade has assumed new importance. We use an incentive based-approach to assess the efficiency of trade policy instruments and private schemes for the promotion of international labour standards in Southern Firms. We show that trade policy instruments may implement minimum standards. On the other hand, we find that private schemes may overcome minimum standards if and only if there is an exclusive contract between the Multinational Enterprise (MNE) and the Southern firm, due to free riding effect. ; Ces dernières années, la relation entre normes du travail et commerce international s'est intensifiée. Nous utilisons une approche basée sur les incitations pour évaluer l'efficacité des instruments de politiques commerciales et des mécanismes privés pour la promotion des normes internationales du travail dans les firmes du Sud. Nous montrons que les instruments de politiques commerciales peuvent appliquer les normes minimales. Cependant, nous trouvons que les mecanismes privés peuvent dépasser les normes minimales si et seulement si, il existe un contrat exclusif entre l'entreprise multinationale et le sous-traitant, due à l'effet de passager clandestin.

During the 1990s international policy highlighted the psychological effect of war on populations and promoted psychosocial programmes to facilitate psychological healing. The rapid rise of concern for war trauma is influenced by the contemporary Anglo-American therapeutic ethos, which analyses political, economic and social issues in terms of cycles of emotional dysfunctions. The article critically examines the development of an international therapeutic paradigm. The article contends that international therapeutic governance pathologizes war-affected populations as psychologically dysfunctional and lacking the capacity for self-government without extensive external empowerment. Yet international therapeutic governance may actually inhibit post-war recovery even as its model of therapeutic justice and development seeks that populations lower their expectations of the peace and curb their aspirations.
