The economic-legal analysis of the state and trends of the development of technologies of artificial intelligence (AI) has been carried out. The influence of AI on the development of society, economic effect, meth­ods and the field of application, the state of developments in the world and Ukraine are analyzed. In the next decade, AI will become the main market trend and the best business tool. The contribution of intellectual technologies to global GDP is estimated at 15.7 trillion. dollars In the next 5-10 years, China will be the leader in the success­ful operation and adaptation of AI technologies. According to analysts, the most bene­fit from AI technologies will be in the areas of financial services, retail and medicine.The scientific and inventive activity in the sphere of AI, the role of protection of in­tellectual property (patent and copyright), and the maintenance of the balance of com­peting interests are researched. Recently, the number of inventions based on AI has sharply increased. The leaders in the number of such inventions are American compa­nies IBM and Microsoft. This growth is due to the fact that in recent years AI has evolved from the theoretical concept into a real product that gains the world market. Since the advent of AI in the 50's of the last century, inventors and researchers have applied for almost 340 thousand inventions based on AI (as of the end of 2016) and published more than 1.6 million scientific articles. The transport sector, including au­tonomous vehicles, is one of the sectors with the highest rates of growth in the appli­cation of AI. China has become a global leader in increasing the number of patents in the AI sphere over the past five years.By the number of companies working in the sphere of AI, Ukraine is among the three leaders among the countries of Eastern Europe. There are 57 AI companies in Ukraine and it has 11 investorsGeneralized practice of state regulation of activity in the sphere of AI in industri­alized countries and EU countries. More and more countries are developing national AI strategies. Thus, 17 countries, including Canada, China, Denmark, France, India, South Korea and Taiwan, have already announced their AI strategies. Some of them invest billions of dollars in this area. China, for example, has invested more than $ 10 billion in this technological trend, followed by South Korea — $ 2 billion and France — $ 1.5 billion. Governmental structures from different countries are con­cerned about the need to develop relevant national strategies, programs and regula­tion of AI legislative level. Identified existing problems and suggested ways to solve them. Problems constraining the development of AI in Ukraine: the absence of a strategy for the development of AI, the domestic infrastructure for its work and the weakness of the business about existing fundamental scientific developments in the field of AI, insufficient for the implementation of AI level of digitalization of compa­nies, the lack of a high level of data work, and is also a misunderstanding of the im­plementation guidance in the AI company. ; В статье представлен экономико-правовой анализ состояния и тенденций развития технологий искусственного интеллекта (ИИ). Проанализировано влияние ИИ на развитие общества, экономический эф­фект, методы и области применения, состояние разработок в мире и Украине. Ис­следована научная и изобретательская активность в сфере ИИ, роль охраны ин­теллектуальной собственности (патентного и авторского права), обеспечение баланса конкурирующих интересов. Обобщена практика государственного регули­рования деятельности в сфере ИИ в промышленно развитых странах и странах ЕС. This book presents new trends to optimize e-Government in various contexts. It aims to highlight new methods and approaches that unveil the potential of data for public services. The book also illustrates how public services can be mathematically modeled with many case studies. Then, algorithms are proposed to optimize their functioning and to better contribute to the general interest, such as education, health care, safety, security, or culture. The book also focuses on protecting citizens' personal data and obtaining their explicit consent. The book is suitable for students and academics aiming to build up their background on the usage of data and algorithms through various techniques, including artificial intelligence. The mobilization of Western foreign fighters to join the Islamic State of Iraq and Syria (ISIS) has left governments in many countries searching for the most appropriate response. Calgary, Alberta in Western Canada has not been immune to this issue. On top of deploying 'hard' approaches (law enforcement and intelligence), Calgary has also embraced the 'softer' measures of early intervention and radicalization prevention. The latter category of programs is often labelled 'countering violent extremism' (CVE). This thesis examines one such CVE program – ReDirect – launched in September 2015 by the Calgary Police Service. ReDirect was chosen as a case study because it is the first dedicated municipal level, community policing, radicalization prevention program in Canada. The objective of this research project is to fill the gap in literature on Canadian municipal-level CVE programming. The study's findings are largely based on fourteen interviews with people with in-depth knowledge of the program, which were conducted primarily during fieldwork in Calgary, Alberta in spring 2016. The study finds that Canada's framing of CVE as a national security issue results in an "intervention gap" on the radicalization continuum. Due to a combination of legislative, judicial, operational, strategic and political hurdles, none of the federal agencies working on CVE – the Canadian Security Intelligence Service, the Royal Canadian Mounted Police and Public Safety Canada – are able to intervene in early stages of radicalization. Municipal-level programs such as ReDirect provide one way to fill this critical gap. Calgary Police's adoption of lessons learned from similar programs, its previous successes in community policing and the community's buy-in suggest that ReDirect may work in reducing radicalization. However, the program also faces limitations. Given the localized nature of ReDirect, the primary determinant of whether a person can access its services is not their need but their postal code. Applying Nesser's typology of a terror cell reveals that ReDirect will likely only work on a sub-set of individuals vulnerable to violent extremism. Of the four types suggested by Nesser (entrepreneurs, protégés, misfits and drifters), ReDirect would only succeed with the latter two. While ReDirect is the first program of its kind in Canada, its framework may not serve as an appropriate model for other jurisdictions to follow. ReDirect's signature feature – the central role of police as a convenor of government and civil society groups – works in Calgary because of several unique characteristics and may not necessarily prove suitable for other municipalities looking to create a similar program. ; M-IR

The paper concentrates also on issues such as definition and scope of a strategic intelligence analysis. The author draws the attention to the experience of Belgian police services in the field strategic intelligence analysis.

Abstract
Urbanization is a truly global trend, affecting populations in developed and emerging regions across all continents. To keep up with the rapid influx of new city dwellers, city leaders are turning to technology. One of the key challenges in many cities is providing safe drinking water. Other major issues in many cities across the developing world are traffic, parking, waste management, lighting, security, education and health care.
The Internet of Things increasingly offers new ways to make our lives as citizens smarter, more efficient and more informed. For example, city governments can charge appropriate fees, deliver tailored services and manage public infrastructure while considering interdependencies. In order to successfully seize the opportunities associated with the current shifts and to anticipate what's coming, city leaders need to recognize and address the interrelationship of all city challenges and their impact across all constituent groups in seeking solutions.

Customers often experience intense emotions during service encounters. Their perceptions of how well contact employees demonstrate emotional competence in emotionally charged service encounters can affect their service evaluations and loyalty intentions. Previous studies examining employees' potential to behave in emotionally competent ways (i.e., employee emotional intelligence [EEI]) have used self- or supervisor-reported scales to predict customer outcomes, presenting EEI as stable and independent of the context. However, service firms should be more concerned with the actual display of emotionally competent behaviors by employees (employee emotional competence [EEC]), because employee behaviors vary across encounters. Moreover, a customer perspective of EEC is useful, as customer perceptions of employee performance are crucial predictors of satisfaction and loyalty. Therefore, this study proposes a conceptualization and operationalization of EEC in a service encounter context. On the basis of a comprehensive literature review and in-depth interviews, the authors develop a scale to capture customer-perceived EEC, defined as an employee's competence in perceiving, understanding, and regulating customer emotions during a discrete service encounter. The scale achieves good reliability and validity. Researchers can use it to explore the role of EEC in service contexts, and managers can employ the scale to diagnose EEC and improve the customers' service encounter experiences.

The peculiarities of realization of the national and departmental requirements concerning the preparation of the officers of the State Border Guard Service of Ukraine are investigated. It is established that in order to ensure the proper qualification level of the leading level it is advisable to combine the bachelor's or master's degree of higher education with the acquisition of tactical, operational-tactical and operational-strategic level of higher military education. The acquisition of each subsequent level of education must be preceded by a period of practical work in the units and border guards. These periods of professional activity require educational support in the form of advanced training. It is determined that the content of the training of officers of the tactical, operational-tactical and operational-strategic level of the State Border Service of Ukraine should take into account the tasks and powers of the Service, which relate to the organization of the state border protection on land and on water bodies; organization of border control and access across the state border of Ukraine and to the temporarily occupied territory and from it persons, vehicles and cargo; securing Ukraine's sovereign rights in its exclusive (maritime) economic zone; organization of intelligence, information-analytical and operational-search activities; participation in the fight against organized crime and combating illegal migration at the state border; participation in counter-terrorism activities; coordination of the activities of military formations and relevant law enforcement agencies related to the protection of the state border of Ukraine, as well as the activities of state bodies exercising different types of control when crossing the state border of Ukraine; conducting border-representative work and other specific functions specific to the State Border Service of Ukraine only. In this regard, the content of the training of border guards differs significantly from the training of officers of the cooperating structures, such as the Armed Forces of Ukraine and the National Guard of Ukraine, and should be carried out at the departmental higher military educational institution of the State Border Service of Ukraine. ; Досліджено особливості реалізації загальнодержавних і відомчих вимог щодо підготовки офіцерського складу Державної прикордонної служби України. Встановлено, що для забезпечення належного кваліфікаційного рівня керівної ланки доцільним є поєднання здобуття бакалаврського або магістерського рівня вищої освіти із здобуттям тактичного, оперативно-тактичного та оперативно-стратегічного рівня вищої військової освіти. Визначено, що зміст підготовки офіцерів тактичного, оперативно-тактичного та оперативно-стратегічного рівня Державної прикордонної служби України повинен враховувати завдання і повноваження Служби, які стосуються організації охорони державного кордону на суші і на водоймах; організації прикордонного контролю і пропуску через державний кордон України та до тимчасово окупованої території і з неї осіб, транспортних засобів та вантажів; забезпечення суверенних прав України в її виключній (морській) економічній зоні; організації розвідувальної, інформаційно-аналітичної та оперативно-розшукової діяльності; участі у боротьбі з організованою злочинністю та протидії незаконній міграції на державному кордоні; участі у заходах, спрямованих на боротьбу з тероризмом; координації діяльності військових формувань та відповідних правоохоронних органів, пов'язаної із захистом державного кордону України, а також діяльності державних органів, що здійснюють різні види контролю при перетинанні державного кордону України; ведення прикордонно-представницької роботи та іншими специфічними функціями, притаманними лише Державній прикордонній службі України. У зв'язку із цим зміст підготовки офіцерів-прикордонників суттєво відрізняється від змісту підготовки офіцерів взаємодіючих структур, наприклад Збройних Сил України та Національної Гвардії України, і повинен здійснюватись у відомчому вищому військовому навчальному закладі Державної прикордонної служби України.

Abstract
Branded apps represent a new possibility for enhancing brand image and service satisfaction. Compared with other forms of advertising, branded apps are welcomed as useful. Consumers are often more engaged with such apps, and therefore their users tend to process brand-related information more deeply and for a longer time than during passive consumption of other media. Research confirmed that app interaction consistently improved brand attitude, purchase intention and involvement in the respective product category. Remarkably, not only the brand itself, but the general interest for the whole category, was positively affected. Even though the results are promising, there are some "real world" issues that might limit the branded app's success. First, it is becoming increasingly challenging for companies to ensure a new app is noticed when there are several hundred thousand others available. Second, to actually be used by consumers on a regular basis, the apps need to provide real benefits.
