This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions.
The report is the result of a policy dialogue with more than 200 stakeholders at different levels in Argentina. It assesses water governance in Argentina, identifies several key challenges to effective, efficient and inclusive water policies, and provides a set of policy recommendations to enhance water governance as a means to address relevant societal challenges, both within the scope of water management and beyond.

Estonia's economy continues to perform well, and growing incomes support well-being. However, the expansion has peaked, and growth is set to soften due to weak international demand. Prudent fiscal policy has resulted in low debt, but spending pressures related to meeting infrastructure needs and ageing are mounting. Old age poverty is high and the proposal to allow early withdrawal of pension funds threatens macroeconomic stability and pension adequacy. The gender wage gap is among the highest in the OECD, and inequalities in income and health are considerable, reflecting gaps in the social safety net. The oil-shale sector is highly energy-intensive and is the main culprit behind Estonia's high greenhouse gas emissions, but reducing dependence on the sector is challenging, as it is an important employer and meets 70% of Estonia's energy needs.

Austrian citizens enjoy high living standards, well-being and social cohesion. Until the ongoing global slowdown, robust employment growth in the private sector kept domestic demand and investment remarkably robust. More people moved into work and inward migration has been strong. At the same time, new challenges related to social cohesion challenges have emerged, as increased skill differences in the population and diverging productivity performance across firms have generated a higher range of outcomes for job quality and market wages than in the past. Myriad entrepreneurial firms across all regions should better adapt to new megatrends of ageing, globalisation and digitalisation.
How can members of the DAC effectively tackle critical environmental challenges and threats - such as climate change, pollution, and loss of soil fertility and biodiversity - in activities supporting the 2030 Agenda in developing countries? Most already have environmental safeguards in place to screen out negative environmental practice, but they need far more robust policies, capacities and approaches for mainstreaming environment across all their development co-operation activities. This report examines five critical areas for mainstreaming: strong policy commitment and leadership; robust systems, processes and tools; capacity and continuous skill development; shared knowledge, learning and engagement; well-supported country systems.

Wellbeing in Norway is high; GDP per capita is among the top-ranking countries and the country scores well in measures of inclusiveness. Several challenges must be addressed, however, if this good standing is to be sustained. The economy is vulnerable to trade risks. Also, though property markets and related credit appear to be heading for a soft landing, risks remain. Norway has substantial opportunities for more effective public spending remain, and exploiting these will become more important as fiscal space narrows. Productivity growth remains low, requiring attention to business policy.
In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 39 countries and regions that participated in the 1st cycle of the Survey of Adult Skills (PIAAC), it places special emphasis on the results from the 3rd round of this cycle, with 6 new countries collecting data in 2018-19. This report describes adults' proficiency in information-processing skills and examines how proficiency is related to education, labour-market and social outcomes.

The eighth edition of the OECD's Tax Administration Series, this report provides internationally comparative data on aspects of tax systems and their administration in 58 advanced and emerging economies. The publication presents the results of the 2018 International Survey on Revenue Administration (ISORA), a multi-organisation international survey to collect national-level information and data on tax administration governed by four partner organisations: CIAT, the IMF, IOTA and the OECD. For the 2018 survey round, the Asian Development Bank (ADB) agreed to participate along with the four partner organisations.
