The Indian Ocean looms large in the calculations of the big powers largely because of its strategic location. If the non-aligned nations are to succeed in making the area a zone of peace, they have first of all to extricate themselves from their creeping dependence on the big powers. This can only be achieved through developing littoral solidarity in the economic, political and security spheres, including the building up of naval capabilities.
