Indonesia has plentiful potential ecotourism in numerous areas which has not been explored yet by the Authorities such as the Ministry of Tourism. Each region has the authority to regulate its own territory by making policies based on the Law on Regional Government. The Regional Government of Pacitan Regency has established three Regional Regulations that are relevant to investment development efforts in the tourism sector. Each Regional Regulation certainly has a political goal to be achieved. This legal research was conducted to analyze the form of legal politics related to investment development in the tourism industry based on the policies of the Regional Government of Pacitan Regency that have been implemented. This type of legal research used empirical juridical analysis of qualitative data obtained through field studies and literature studies to find out the implementation of regional regulations related to tourism in Pacitan Regency. The conclusion of this research is that the Regional Government of Pacitan Regency opens the widest possible investment development efforts in the field of tourism through the establishment of Regional Regulation policies.Keywords: Investment; Political Policy; Tourism; Underdeveloped Region

India bears the highest burden of global dog-mediated human rabies deaths. Despite this, rabies is not notifiable in India and continues to be underprioritised in public health discussions. This review examines the historical treatment of rabies in British India, a disease which has received relatively less attention in the literature on Indian medical history. Human and animal rabies was widespread in British India, and treatment of bite victims imposed a major financial burden on the colonial Government of India. It subsequently became a driver of Pasteurism in India and globally and a key component of British colonial scientific enterprise. Efforts to combat rabies led to the establishment of a wide network of research institutes in India and important breakthroughs in development of rabies vaccines. As a result of these efforts, rabies no longer posed a significant threat to the British, and it declined in administrative and public health priorities in India towards the end of colonial rule—a decline that has yet to be reversed in modern-day India. The review also highlights features of the administrative, scientific and societal approaches to dealing with this disease in British India that persist to this day.

In debates of climate action, low carbon development has been widely advocated as an opportunity arising from climate change. This paper problematizes low carbon development, arguing that there are undesirable, unintended or perverse effects that give rise to distinct and serious security concerns. The literature on climate security has addressed the effects of climate threats on conflict but there is a notable paucity of research analysing the security implications of responses to climate change in the form of low carbon development. The paper presents critical analysis of the ways low carbon development yields new security concerns as well as entrenching existing ones. Five dimensions of security are examined: spatially uneven effects of low carbon development; violent imaginaries of the global south and the production of 'ungoverned spaces'; non-violent yet harmful instances of conflict; marginalization and dispossession; depoliticized, techno-managerial effects of resilience. The paper shows that climate (in)security manifests in variegated ways between different populations and spatial scales. Consequently, how, when for whom low carbon development becomes a threat or opportunity is socially constructed and deeply political.

In this study the author has the objective to determine the effect of management accounting system and budget particiaption on managerial performance on the staff of the Local Government Sidenreng Rappang either partially or simultaneously. The hypothesis of this study is: Suspected of management accounting system and budget particiaption have a significant impact on the performance of managerial staff of the Local Government Sidenreng Rappang either partially or simultaneously. The data required in this study is primary data in the form of respondents' assessment of Management Accounting Systems, Budget Particiaption and Managerial Performance in Local Government Offices Sidenreng Rappang. Data collection methods used in this study is the questionnaire as well as a literature review on the books related to the subject matter covered. Data analysis techniques used by Multiple Linear Regression Test, t test, F test, Coefficient of Determination Test. The results of the data analysis in this study it can be concluded that the management accounting system and budget particiaption have a significant influence on the performance of managerial staff of the Local Government Sidenreng Rappang either partially or simultaneously.

Blockchain has received considerable attention recently, due to its promises of verifiable, permanent, and decentralized data handling. In 2017-2020, blockchain (and associated technologies such as smart contracts) has progressed beyond cryptocurrencies, and has been hailed as a disruptive technology for a score of industries. This study adds to the growing body of research on blockchain adoption and blockchain-driven innovation in various fields, including transport, finance, and education. However, the impact of distributed ledger technologies (DLT) on the management of science has not been systematically studied so far. This paper aims to fill the gap by studying the experience of adoption of blockchain-based solutions in academia in 2017-2020. The research is based upon a critical review of projects, relevant literature, and qualitative research: interviews (N = 24) and focus groups (N = 4) with startup founders, scholars, university executives, librarians, and IT experts from the European Union (EU), the United States of America (USA), Russia, and Belarus. Key challenges and barriers to blockchain adoption in academia are delineated: usability and security issues, legal concerns, conflict of values, and a critique of political dimensions of blockchain governance.

In modern Russian succession law, factual grounds (incapacity for work, maintenance and community of life with the testator, etc.) have a decisive influence on the construction of the legal and necessary hereditary order. Thus, the Russian legislator protected incapable persons who were, after the death of the provider, supported by the testator during his lifetime. By enacting such inheritance regulations, the legislator has remained faithful to the Russian legal tradition and the idea of subsistence (which is the basis of legal inheritance in Russian law), and successfully ensured the continuity of family law protection for incapacitated individuals. This paper focuses on the inheritance mechanism aimed at ensuring the continuity of family law protection to persons who are incapable to work, and who were supported by the testator during his/her lifetime. In light of current inheritance legislation of the Russian Federation and the views presented in the Russian legal literature and jurisprudence, the author points out that the continuity of family law protection of incapacitated persons who were supported by the testator may be effectively ensured through the institute of universal succession.

Penyengat Island in Riau Islands Province was appointed by the Ministry of Tourism as one of the leading halal tourism destinations. The development of halal tourism on Penyengat Island requires strategies that can increase Muslim tourist arrivals. This article aims to analyze alternative strategies for the development of halal tourism in Penyengat Island so that the number of tourist visits can increase and the application of the concept of halal tourism in Penyengat Island can be implemented, so as to obtain the recommended strategy. This research uses a qualitative descriptive approach through literature study with the use of journals that are in accordance with the research topic. The alternative policy evaluation uses evaluation criteria in the form of technical feasibility, economic feasibility, political feasibility and administrative feasibility. There are three alternative policies that can be implemented for the development of halal tourism on Penyengat Island, namely branding and marketing; easy access and visa; and the provision of Muslim tourist-friendly facilities. The policy recommendation is the provision of friendly facilities for Muslim tourists that can creat comfortable for Muslim tourists.

This article discusses the growing trend to employ private parties as informants, private detectives and providers of digital technology (e.g., automated risk assessments) to predict and investigate welfare fraud. In this article, we argue that this type of outsourcing is problematic for multiple reasons. First, private actors and governments often have an ill-defined contractual relationship which creates legal uncertainty and promotes the use of unconventional evidence-gathering instruments. This issue also raises concerns regarding the accountability of public bodies and the transparency and fairness of administrative procedure. Second, the private enforcement of anti-fraud regulations is susceptible of endangering the adequate pursuit of the public interest due to the misalignment of public and private interests. Third, the outsourcing of enforcement tasks to private technology companies and their opaque automated systems can be detrimental to the right to due process, the right to non-discrimination, and the privacy of welfare recipients. This article contributes to the literature with a novel critical account of how private actors are reshaping the welfare state.

This article aims to explain the phenomena of incredibly broad consensus among the Scottish political elites around European integration. All relevant political forces (present in the 2016-2021 term in the Scottish Parliament) have unequivocally supported further membership. European integration and the EU are specifically defined in public debate to carry out certain functions from the perspective of the Scottish political elite. These interpretations in this text are divided into three categories, serving three basic functions: facilitation of the process of increasing the competences of Scottish institutions (through independence or decentralisation), support for social development based on left-wing values and strengthening the distinctiveness of Scotland's national identity. They were distinguished through in-depth analysis of scientifi c literature, documents of public institutions and political parties and statements of Scottish politicians. Author concludes that the distinction between the three basic functions of European integration from the perspective of the Scottish political elite is justified, although it is not always possible to draw a precise line between them. It is also easy to see that there are interrelationships between the different elements of these functions.

Both classical and critical studies of warfare often comment on the relationship between war and excess. However, even in richly theoretical work, this connection is unanalyzed. This article focuses on the link between excess and war, and seeks to deepen our understanding of why excess reappears so frequently in the study of armed conflict and security studies. Specifically, the article turns to the work of Georges Bataille, an overlooked figure in the critical tradition, who extensively theorized linkages between excess and war. In Bataille's thought, excess is a key term for explicating the design, mobilization, and transformation of war. Moreover, Bataille sees the exposure to excess as playing a key part in social attachments to violence and armed conflict. The article unpacks how Bataille theorizes excess and applies his insights to the context of precision warfare. Using the case of the accident in the era of precision war, it reveals how Bataille anticipates many of the dynamics that structure late warfare through his understanding of excess. The article concludes by describing how Bataille's vision of excess would challenge critical war and security studies literatures in relation to the problems of war experience, relationships to death, and scholarship.

This article presents an approach to teaching how social media impacts the public-sector workplace. Social media creates new challenges for both public administration practitioners and teachers. Yet, the topic does not yet have wide-scale discussion in the public administration education literature. After a review of four approaches to public administration (managerial, legal, political, and ethical), we developed a fictional social media case that was administered in an email survey to a sample of 50 graduates of a Master of Public Administration (MPA) program (37 responded and completed the survey). The case involves a local government employee whose employer wants to terminate because of the employee's use of social media following a city council meeting. The results of our survey provide insight into how administrators would deal with the situation presented in the case and leads to the development of a series of questions for faculty using the case in their classroom. Our teaching case should provoke serious classroom discussions. Our study reveals the importance of the teaching and discussion of social media in public administration courses along with identifying continuing areas of future research.

In this research note, we test an assumption that is often made in the literature on local retrospective voting—that peoples' perceptions of local conditions are well-grounded in reality. To do so, we examine the relationship between objective measures of local conditions and aggregated survey measures of perceptions of those conditions. We focus on three different conditions that have been shown to influence vote choice and approval at the local level—the state of the local economy, the quality of local public schools, and levels of local crime—and find strong evidence that perceptions of these conditions reflect actual local conditions. This important and previously unreported finding helps bolster the connections some scholars have found between objective indicators and election outcomes at the local level, as those indicators are tied to mass perceptions of related local conditions, which are connected to evaluations of incumbents. Overall, our results indicate that local electorates are well-positioned to hold local officials responsible. Given the general conception of the local electorate as disengaged, the strength and consistency of our findings are somewhat unexpected.

Investigations on cinematic representations of higher education have sought to provide a deeper understanding of popular culture images and how they intersect with real-life academia. Moreover, such projects have examined how such mass communication texts may influence popular opinion surrounding colleges and universities. The existing literature on specific depictions of college professors in American films has explored a number of themes from various perspectives. Many scholars claim that such cinematic representations of higher education and faculty are negative and reinforce cultural stereotypes. Yet, little has been written about how filmmakers create such images. This article examines cinematic college professors from the viewpoint of the filmmaker by completing a case study of a recently produced college professor film and members of its creative team. Interviews with the screenwriter/director, production designer, and costume designer of a pseudonymously titled film investigates how the work of these film professionals was influenced by a number of factors, including their own experiences in higher education, their personal conceptions of college professors, previously viewed college-themed films, and existing stereotypes about professors.

The main aim of this study is to gain insights into project management professionals' perception of how project success can be achieved. The Q-methodology was followed in this research. Based on an extensive literature review and validation through expert judgment, a framework consisting of 33 factors increasing the likelihood of success was developed. A total of 34 practitioners in three different sectors (real estate, urban development, and infrastructure) in the Netherlands were asked to rank the statements contributing to the success of their projects. Four different perspectives of how project success can be achieved were distinguished in this study: "seeking the best match", "being adaptive and open", "keeping the team focused", and "preparing for opportunities". The perception of different practitioners of how success can be obtained may stem from factors of project context rather than sector and complexity. This highlights further research opportunities in taking a contingent approach when investigating project performance. The study helps to grasp the subjectivity of practitioners' viewpoints regarding the potential ways to enhance project performance by understanding the similarity and differences of these viewpoints.
