The paper elaborates on national provisions regulating the conduct of safety and administrative investigations for marine casualties and incidents in the Republic of Croatia. On 5 November 2015, the Government of the Republic of Croatia adopted the Regulation on the Methods and Conditions for Conducting Safety Investigation of Marine Casualties and Incidents, which transposes in the legal order of the Republic of Croatia Directive 2009/18/EC of the European Parliament and of the Council of 23 April 2009 establishing the fundamental principles governing the investigation of accidents in the maritime transport sector and amending Council Directive 1999/35/EC and Directive 2002/59/EC of the European Parliament and of the Council. The conducting of administrative investigation in the Republic of Croatia is regulated by the Ordinance on the Methods, Requirements and Powers for Conducting Administrative Investigation of Marine Casualties enacted in 2016. Unlike safety investigation, administrative investigation is conducted to collect evidence and data for detecting the perpetrator of a maritime accident and to ascertain his/her misdemeanour and criminal responsibility. The authors present the outcomes of safety and administrative investigation procedures to effectively establish the circumstances and causes of such casualties and incidents for the purpose of improving maritime safety and reducing the risk of future casualties involving passenger ships and preventing pollution from ships. ; U radu se analiziraju nacionalne odredbe kojima se regulira provođenje sigurnosnih i upravnih istraga u slučaju nastanka pomorskih nesreća i nezgoda u Republici Hrvatskoj. Vlada Republike Hrvatske donijela je 5. studenoga 2015. godine Uredbu o načinu i uvjetima za obavljanje sigurnosnih istraga pomorskih nesreća i nezgoda, koja u pravni poredak Republike Hrvatske prenosi Direktivu 2009/18/EZ Europskog parlamenta i Vijeća od 23. travnja 2009. o određivanju temeljnih načela o istraživanju nesreća u području pomorskog prometa i izmjeni Direktive Vijeća 1999/35/EZ i Direktive 2002/59/EZ Europskog parlamenta i Vijeća. Provođenje upravne istrage u Republici Hrvatskoj regulirano je Pravilnikom o načinu, uvjetima i ovlastima za obavljanje upravne istrage pomorskih nesreća koji je donesen 2016. godine. Za razliku od sigurnosnih istraga, upravna istraga provodi se radi prikupljanja dokaza i podataka za otkrivanje počinitelja pomorske nesreće te utvrđivanja njegove prekršajne i kaznene odgovornosti. Autori predstavljaju ishode sigurnosnih i upravnih istraga koje se provode kako bi se učinkovito utvrdile okolnosti i uzroci nastanka takvih nezgoda i nesreća, a sve radi bolje sigurnosti pomorske plovidbe i smanjenja rizika od budućih nezgoda koje uključuju putničke brodove, kao i sprječavanja onečišćenja s takve vrste brodova.

[spa[Desde hace décadas las islas, en razón de sus particularidades sociales y ambientales, han sido objeto de interés antropológico y turístico. Este artículo, más que interesarse por la identidad isleña, analiza cómo los habitantes de la comarca indígena de Guna Yala (costa atlántica de Panamá) han construido su territorialidad en relación con el mar, estableciendo un control colectivo sobre sus recursos y marcando normas de explotación de determinadas áreas y especies. En el marco de este análisis se presentan los recientes conflictos de esta sociedad indígena con un grupo creciente de navegantes que quebrantan las normas comarcales practicando actividades lucrativas en las aguas territoriales gunas. Además de caracterizar a los veleristas que llegan a la región y documentar sus estrategias para vivir en la región, el texto intenta explicar la respuesta de las autoridades gunas ante el incumplimiento de sus leyes. El caso guna muestra hasta qué punto el turismo puede plantear problemas territoriales a los pueblos indígenas, sobretodo en aquellos espacios donde la legislación nacional no reconoce derechos específicos ni brinda recursos para defenderlos. [eng] For decades, as result of the social and environmental traits that characterize them, the islands have been object of great anthropological and touristic interest. This article, more than focusing on the island's identity, analyses how the inhabitants of the indigenous reserve of Gunayala (Atlantic coast of Panama) have built their territoriality in relation to the sea, establishing an effective control over its resources and exploitation regulations for certain areas and species. Within the framework of this analysis we highlight the recent conflicts of this indigenous society with an increasing number of cruisers that break the reserve's regulations by practicing leisure activities in the Guna territorial waters. As well as describing the sailors that arrive in the region and documenting their survival strategies, the paper aims to explain the response of the Guna authorities to the non-compliance with their laws. This case shows the extent to which tourism can present territorial problems for the indigenous peoples, especially in those spaces where the national legislation does not recognize their specific rights nor does it offer the necessary resources to defend them.

The content of this paper refers to the modelling of the geographic environment impact on the off-road vehicles movement in raster format. The common influences of relief slope, micro-relief forms, soils, vegetation, hydrology, built-up areas, meteorological factors, etc. on the vehicle speed deceleration are calculated. To determine the impact of various geographic environment types on the vehicle movement, many field tests and laboratory analysis were provided using military and rescue vehicles. Modelling principle of cross-country vehicle mobility in raster format is based on the idea that each geographic factor "F" located at given elementary terrain area and affecting vehicle speed has its own value of deceleration coefficient Ci. The value of this coefficient expresses the fact of how many times (or percent) a certain geographic factor will decelerate the vehicle speed. The final vehicle deceleration is calculated using synthesis of corresponding raster cells in elementary terrain area in which the influences of geographic factors on vehicle speed are constant. The ArcGIS software suite was used for building the cross-country movement (CCM) database and constructing the CCM map. The database, which has been developed for selected vehicles by the Military Geographical Service of the Czech Armed Forces, should serve as a military geographical support tool during the military and civil operations to improve vehicle navigation. ; Obsah tohoto příspěvku se týká modelování vlivu geografického prostředí na pohyb terénních vozidel v rastrovém formátu. Jsou vypočítány společné vlivy reliéfního svahu, mikroreliéfních forem, půd, vegetace, hydrologie, zastavěných ploch, meteorologických faktorû apod. na zpomalení rychlosti vozidla. K určení dopadu různých geografických typů prostředí na pohyb vozidel bylo provedeno mnoho terénních zkoušek a laboratorní analýzy pomocí vojenských a záchranných vozidel. Princip modelování mobility mobilních vozidel v rastru je založen na myšlence, že každý geografický faktor "F", který se nachází v dané oblasti a ovlivňuje rychlost vozidla, má svou vlastní hodnotu zpomalovacího koeficientu Ci. Hodnota tohoto koeficientu vyjadřuje, kolikrát (nebo procentuálně) určitý geografický faktor zpomaluje rychlost vozidla. Konečné zpomalení vozidla se vypočte pomocí syntézy odpovídajících rastrových buněk v základní ploše terénu, ve které jsou vlivy geografických faktorů na rychlost vozidla konstantní. Softwarová sada ArcGIS byla použita pro vytváření databáze průchodnosti - cross-country movement (CCM) a pro sestavení mapy CCM. Автор дает краткую характеристику газеты «Le Moniteur universel», являвшейся рупором наполеоновского правительства, оценку полноты и достоверности французской версии документа, высказывает предположение о причинах его публикации. ; The article analyzes the information value of the newspaper «Le Moniteur universel» on Russian-Swedish treaty of friendship, commerce and navigation, as well as the comparative analysis of the French and Russian versions of this agreement. International relations of the past are closely related to the present. They do not become outdated, do not lose their value, while continuing to influence on the political and economic contacts between the two countries. Currently, there is an increasing interest in the history of European politics in Russia, it has been studied extensively by both domestic and foreign scholars. In this regard, there is a neсessity to attract new sources. Expansion of information is possible due to francophone periodicals, in particular thanks to the newspaper «Le Moniteur universel». This is one of those sources, which gives a possibility to glance at Russia and its foreign policy through the eyes of Europeans. The advantage of this periodical is the fact that its materials have not been studied and analyzed by majority of Russian researchers. The newspaper «Le Moniteur universel» paid special attention to the signing of a treaty of friendship, commerce and navigation between Russia and Sweden in March 1801. For the first time the central governmental French newspaper published such a big article about Russia, the whole column in the "foreign state" section was devoted to it. Previously that section covered the political situation in 3 or 4 countries on the principle of the greatest interest or concern of the ruling elite in France on events in one country or another. The Treaty includes a preamble, 36 articles, a joint declaration, Russian and Swedish samples, naval papers that had to regulate the conditions (terms) of mutual control. Comparison of documents in French and Russian languages shows that the French side does not publish the full version, there are no additional samples of naval papers on Russian and Swedish languages, as referred in Article 29. The purpose of this agreement was the regulation of trade relations between Russia and Sweden. The treaty was aimed at providing friendship, peace and harmony between the two countries. It fixed the creation of a free trade zone, unimpeded movement of citizens of the contracting states, regulated the movement of ships. Most probably, the attention of the French ruling circles to the Russian-Swedish trade treaty was connected with a growing maritime conflict between France and England in the northern seas, and with clarifying the international situation in this region of Europe.
