Ukraines vast needs in infrastructure coupled with a constrained fiscal space require concerted efforts in strengthening public investment management. Investments in infrastructure are important for fostering economic growth. Translating public investments into assets crucially depends on how efficiently all types of public investments are management. The structure to handle PPPs is currently inadequate to access the global PPP market. Since a PPP system needs to be built on the foundations of a workable PIM system, the prospects for Ukraine attracting international standard investments from the global PPP market may appear to be out of reach for the time being. Recent reforming legislation aimed at fixing some of the issues highlighted in the 2012 PIM Assessment is encouraging but much will depend on the effectiveness of the implementation and the capacity of the institutional actors to understand and absorb them. This Assessment must by its very nature capture the situation at the time of the Assessment rather than an expectation of future potential.

This study attempts to estimate tax compliance costs and assess views of taxpayers on aspects of the tax system in Ethiopia. The study uses evidence mainly from a survey of both formal and informal businesses in Addis Ababa and four major cities (Adama, Hawassa, Mekele, and Bahir Dar) in the four largest regional states. The survey covered 1003 formal businesses and 499 informal businesses. Survey questionnaires were informed by the results of four focus group discussions conducted in Addis Ababa and Adama. The findings of the study are expected to offer tax policy makers and tax administrators an opportunity to pinpoint specific problems to help reduce the cost of complying with tax policies and procedures, thus improving the revenue performance and also the efficiency and business-friendliness of the tax system. The report is organized in four sections. The first part presents an overview of the Ethiopian tax system and recent reform initiatives; second section discusses the research objectives and the methods employed. Section three presents results of the survey while section four presents conclusions and recommendations.

The paper finds a moderate evolution in public debt ratios since debt relief among heavily indebted poor countries (HIPC) and multilateral debt relief initiative (MDRI) recipient countries in Sub-Saharan Africa, with certain exceptions. For eight countries the authors find rapid rates of debt accumulation, which can return them to pre-HIPC debt levels in only a few years. Short-term domestic debt has, despite early fears, in general not filled the borrowing space created by debt relief. However, external debt accumulation on commercial terms in some cases presages repayment spikes, which may combine with short-term domestic obligations to amplify refinancing risk and cause abrupt reductions in public spending, with damaging consequences for development. Finally, despite reduced debt, African economies continue to be commodity dependent and prone to shocks. As global interest rates and commodity prices revert to historically more customary levels, these countries should remain prudent: avoid tax-base erosion, prevent large recurrent spending hikes, and invest wisely in growth, by executing projects effectively to enhance infrastructure. These fiscal fundamentals will be as important for debt sustainability as how much is borrowed and on which terms.

The year 2015 is pivotal in international development. In the lead-up to 2000, the global community came together at various conferences to agree on, for the first time in known history, shared development goals. The eight Millennium Development Goals (MDGs) set 18 targets that were aimed at significantly reducing disease, illiteracy, gender inequality, hunger, and poverty, and improving access to water and sanitation by 2015. Leading up to this point where the era of the MDGs concludes, progress has been monitored and discussions started well ahead of this momentous year to define and meet the more ambitious Sustainable Development Goals (SDGs), building on and bringing to fruition what has been started under the MDG agenda. Much progress has been made toward achieving the MDGs. The world reached the poverty reduction target five years ahead of schedule, and progress has been reported in a number of other areas. However, considerable challenges remain: even while declaring success on MDG1, roughly a billion people remained in poverty. A large number of MDG targets will not be met by the end of 2015, and progress remains uneven among the different countries. Moreover, new challenges to progress are emerging deriving from natural and manmade calamities. To deliver on the twin goals and the post-2015 agenda, the Bank Group would benefit from a clearly articulated role, approach, and expected contribution to the SDGs, both externally for enhancing partnerships and internally to facilitate prioritization and synergies. As this paper has shown, the World Bank Group works actively in many areas relevant to the SDGs, actually many more than covered here, but various evaluations have pointed to the importance of multi-sector integrated approaches that challenge countries and their partners to find new ways of working. The challenges that the SDGs aim to address, and the SDGs themselves, are complex, and solutions will have to be tailored to context, bring together multiple actors, and benefit from dynamic, constantly adjusted planning and execution that is informed by ongoing monitoring and evaluation.

Lesotho is one of the poorest and most unequal countries in the world. It is a small, mostly mountainous, and largely rural country of about 2 million people, completely surrounded by South Africa. The persistence of poverty and rising inequality are striking for an economy that grew at annual rates of 4 percent per capita over the past decade. Redefining the role of the state will be critical for meeting the twin goals through boosting inclusive growth and avoiding macroeconomic and social risks. In this context, this Systematic Country Diagnostic (SCD) is intended to assess development challenges and identify priorities for rapid progress in achieving the objectives of: (i) eliminating extreme poverty on a sustainable basis and (ii) ensuring shared prosperity by improving the welfare of Lesotho's poorer citizens. The report analyzes the opportunities and challenges in meeting these objectives, focusing on growth, inclusiveness, and sustainability. The SCD concludes by prioritizing the key challenges. Lesotho has an opportunity to eradicate extreme poverty and boost shared prosperity in coming years. It will require shifting to a growth model led by an export-oriented private sector, fortified by higher skilled, more productive, and more entrepreneurial individuals, households, and firms. Lesotho cannot realize this new growth model without redefining the role of the state. For this new model to develop, strong political consensus is necessary to push the difficult reforms needed.

This note lays out the rationale for including land administration quality index in the standard 'registering property' indicator by doing business and discusses initial evidence from the global sample, showing that many countries, including some that have performed well on Doing Business's traditional ranking, have a long way to go to establish a system of land administration that is reliable and transparent, achieves sufficient coverage, and minimizes disputes. The cases in this brochure document that by smartly deploying new technology, countries can make progress in this direction irrespective of their initial income level. Continued monitoring and learning from experience at all levels had an important role in facilitating such progress. Doing Business will contribute to this agenda by elevating the profile of land governance, tracking countries' performance with respect to land administration quality index, and fostering global exchange and learning from good performers.

Since the peak of the economic crisis, poverty reduction in Armenia has made limited progress, with poverty rates moving from 34.1 percent in 2009 to 32 percent in 2013. This slow pace has been mirrored by the limited progress of the labor market (LM), particularly in terms of job-creation. In 2013, about 36 percent of people worked in the agricultural sector, and about half of all workers earned wages through informal jobs. These conditions highlight the need to have a robust social protection (SP) system that not only offers adequate protection to people living in poverty but can also serve as a tool to increase the quality of human capital, which in turn can help improve their economic opportunities. The government of Armenia (GoA) has shown a clear interest in building its infrastructure to deliver SP services through integrated social service centers as a means to better harness its investment in SP. Its vision is to ultimately implement an integrated social policy that personalizes interventions and tries to address multiple constraints that people face when trying to escape poverty— not only through the provision of cash benefits. The objective of this policy note is twofold. First, it provides a diagnostic of the SP system in order to identify the key issues that could be addressed to enhance its effectiveness and efficiency to achieve greater poverty reduction. Second, the note outlines a set of options—policies and reforms—for the GoA to consider as it continues to strengthen its poverty-reduction strategy. It is important to note that the focus of the report is on social assistance (SA) and LM policies for vulnerable groups. Other key aspects of SP—such as pensions, labor regulations, or the functioning of the LM as a whole—are not addressed in this report, and they have been the subject of extensive analysis elsewhere.

Water supply and sewage (WSS) operations in Ludhiana resemble that of many Indian cities; service levels are poor when compared to benchmarks; cost recovery is low; the municipal corporation subsidises operating deficits; the Government finances capital expenditure; assets are created through a State owned entity; internal capacity, systems and procedures are weak. The State Government has taken a decision to make key municipal corporations (including Ludhiana) responsible for future asset creation and also expects them to share capital expenditure. To improve the quality of service, the city needs immediate capital investments and change in management practices. Key institutional actions to achieve this are a) WSS operations focusing on higher cost recovery, b) increased contribution from the municipal corporation to WSS capital expenditure financing as opposed to O & M financing and c) modern governance structure for WSS operations.

A new coalition government was formed in September 2012 following the collapse of the previous government at the end of August 2012. The Kyrgyz economy experienced a significant decline during the first half of 2012 caused by disrupted operations at the Kumtor gold mine. A decline in gold exports combined with a higher level of imports has increased the current account deficit. Expansionary fiscal policy during the first half of the year along with revenue weakness during the remainder of the year will widen the fiscal deficit to 6.1 percent of gross domestic product (GDP) in 2012 from 4.8 percent of GDP a year ago. The medium-term growth outlook is favorable although there are significant downside risks. There are also exogenous shocks that will need to be mitigated, including rising food prices, spillover effects from the Euro zone sovereign debt crisis, and a weak global economy.

Bridging the Atlantic is a descriptive study of Brazil's involvement with counterparts in Sub-Saharan Africa through knowledge exchange, trade, and investments. The objective of the study is to understand these relations better with the intent to forge concrete and mutually beneficial partnerships between Brazil and Sub-Saharan Africa. Brazil and Sub-Saharan Africa are natural partners, with at one point a shared geography and later a shared history. Since the turn of the twentieth century, Africa has become one of the major fronts of Brazil's international agenda. Africa is rapidly changing and Brazil has expressed growing interest in supporting and taking part in African development. The study includes a narrative of the shared history between Brazil and Africa, as well as a description of Brazilian foreign direct investment and trade with Africa. It ends with recommendations made by the World Bank to strengthen the cooperation between Brazil and Sub-Saharan Africa.

GFDRR was established in September 2006 as a global partnership of the World Bank, UN agencies and bilateral donors, located in World Bank headquarters in Washington, DC. Its missions are (a) to mainstream disaster reduction and climate change adaptation (CCA) in country development strategies, and (b) to foster and strengthen global and regional cooperation among various stakeholders under the International Strategy for Disaster Reduction (ISDR) system. GFDRR supports the implementation of the UN 2005-2015 Hyogo Framework for Action (HFA). This international agreement in relation to disaster risk reduction (DRR) arose from a 168-nation UN conference held in Kyoto, Japan, in 2005. The key player for coordinating the implementation of HFA is the UNISDR bureau with headquarters in Geneva and eight regional offices worldwide. Another UN agency with operational responsibility for UN disaster related work is the UNDP-BCPR. These two UN agencies and GFDRR have complementary goals, creating potential for collaboration among the three organizations, but also calling for care in monitoring the risk of overlapping work among them and other DRR actors. UNISDR was a founding partner of GFDRR and UNDP-BCPR became a permanent observer to GFDRR in 2008.

This policy paper is motivated by the Government's 'Pakistan: framework for Economic Growth (FEG) 2011' which places weak corporate governance at the top of the 'software' constraints to growth. The efforts to reform the State-Owned Enterprises (SOEs) have stalled in Pakistan for almost five years with significant negative implications not only in terms of fiscal losses, but also deteriorated and cost-ineffective service delivery. The paper suggests a number of urgent policy measures designed to improve the efficiency and effectiveness of SOEs. These include basic governance reforms, revamped commercialization processes and enhanced market regulations. The paper also provides some perspectives on international experience on SOE reforms combined with some suggestions on how the Government can move forward.

Colombia has the seventh highest Gini coefficient of income inequality in the world. The Santos Administration is aware of this challenge and has taken important steps to reduce disparities. The Government is also aspiring to join the OECD, which exhibits much lower income disparities, mainly as a result of effective policies of fiscal redistribution. In Colombia, meanwhile, direct taxes, indirect taxes, and monetary transfers hardly dent the high Gini coefficient. To reduce income inequality, Colombian policy makers could consider introducing a more progressive tax-transfer system. This paper ranks alternative inequality-reducing fiscal policy options based on their effectiveness. It argues that there are potentially important redistributive potential gains available from tax reforms if combined with good spending decisions. It presents an illustrative reform package that would be sufficient for Colombia to reach levels of inequality similar to Chile or Costa Rica in a fiscally neutral manner. Nonetheless, further analysis is needed to explore all available policy options and identify those that are best suited for Colombia.

Afghanistan's economy is growing strongly. The growth drivers in recent years have been above-average agricultural production, strong growth in construction and transportation, and security spending enabled by large aid flows, especially in FY2009/10. Real Gross Domestic Product (GDP) growth reached 8.4 percent in FY2010/11. Afghanistan's fiscal position is strengthening. In the last three years revenues grew by an average of 34 percent p.a., thanks to improvements in customs and tax administration. Larger increases are expected once mining operations and with the introduction of a value-added tax in FY2014/15. However, government expenditures will also increase in the coming years due to higher security spending, the roll out of pay-and-grading reforms for the civil service, rising recurrent obligations from large donor-supported projects (including those financed outside of the core budget) and the fiscal costs of the Kabul Bank bail-out. The first phase of the handover of security responsibilities to Afghan national security forces in six locations has been completed.

These economic updates analyze the trends and constraints in Cameroon's economic development. Each issue, produced bi-annually, provides an update of recent economic developments as well as a special focus on a selected topical issue. The economic updates aim to share knowledge and stimulate debate among those interested in improving the economic management of Cameroon and unleashing its enormous potential. The notes thereby offer another voice on economic issues in Cameroon, and an additional platform for engagement, learning and change. The latest information confirms the expected recovery in economic activity in Cameroon. The upturn in the global economy and measures taken by the authorities to stimulate domestic production, real gross domestic product (GDP) growth in 2010 is estimated to have reached 3.2 percent (compared to 2 percent in 2009). As expected, most of this recovery was driven by the tertiary sector, which accounted for more than half of the estimated growth. The sector benefitted from a pick-up in timber-related transport and continued strong activities in mobile telephony stemming from a greater use of fiber optic, promotional campaigns during the Soccer World Cup, and the roll-out of new products. The recovery in the primary sector, with an estimated growth rate of about 4 percent in 2010, was led by a strong expansion in the timber sector, as well as in food crops. The non-oil secondary sector, meanwhile, is also estimated to have grown by about 4 percent, driven by a continued pick-up in construction activities and a rebound in food processing. Cameroon is a relatively small and mature oil producer, where oil production is declining. Depleting reserves, aging equipment, and more recently postponements of some development projects and investments because of the financial crisis explain this profile. The contribution of this sector to GDP growth has been mostly negative in recent years and oil production is estimated to have contracted by a further 12 percent in 2010 (to 23.2 million barrels).
