This publication celebrates and analyses the legacy of the report "The North-South: A Programme for Survival", also known as "Brandt Report", 40 years after its release. "Populism and a New Age of Fragility" links the topics addressed by the Brandt Report to contemporary problems such as the populist challenge to policy making. Specifically, the publication looks at the policy consequences of populism in core fields of the Brandt report: peace and conflict, migration, and development. The result is a diverse range of articles showing the continued relevance of the Brandt Report, as well as the specific challenges and potential solutions of international cooperation in an age of populism.

The potential of collective incentives for agri-environmental policy is investigated through the lens of behavioral economics. The first chapter compares results from lab and lab-in-field experiments on two types of subsidy schemes within the framework of a threshold public good game. The second chapter presents a case study analysis of data from a collective agri-environmental scheme (cAES) that essentially constitutes an applied version of the threshold public good with the conditional subsidy framework. The third chapter comprises a more detailed econometric analysis of the cAES data at the individual farm level. The fourth chapter discusses the role of collective farmer organizations in the implementation of cAES. The fifth chapter proposes a participatory workshop design to identify behavioral interventions, such as nudges, for agri-environmental policy. ; Le potentiel des incitations collectives pour la politique agro-environnementale est étudié à travers le prisme de l'économie comportementale. Le premier chapitre compare les résultats d'expériences en laboratoire et en lab-in-field sur deux types de dispositifs de subvention dans le cadre d'un jeu de bien public avec seuil. Le deuxième chapitre présente une étude de cas sur une mesure agro-environnementale et climatique (MAEC) collective qui constitue essentiellement une version appliquée du bien public avec seuil. Le troisième chapitre comprend une analyse économétrique plus détaillée des données de la MAEC au niveau de chaque exploitation. Le quatrième chapitre traite le rôle des associations d'agriculteurs dans la mise en œuvre de la MAEC. Le cinquième chapitre propose une conception d'atelier participatif afin d'identifier le rôle des interventions comportementales, telles que les nudges, pour la politique agro-environnementale.

Devlet, suç işlendikten sonra tedbir görevini veya cezası kesinleştikten sonra infaz görevini ceza infaz kurumları aracılığıyla yerine getirmektedir. Ceza infaz kurumları cezaların infaz edildiği yerlerdir ve kamu düzeninin sağlanmasında önemli bir konuma sahiptir. Ceza infaz kurumlarında infaz hizmetlerinin sağlanmasından, Adalet Bakanlığı'na bağlı Ceza ve Tevkifevleri Genel Müdürlüğü sorumludur. Cezaların infazının gerçekleşmesinde ve dış güvenliğin sağlanmasında, hükümlü ve tutukluların sevk ve nakillerini gerçekleştiren jandarma birimleri de yardımcı olmaktadır. Bu çalışmada Türkiye'de ceza infaz sistemi, tarihi gelişimi, ceza infaz kurumlarının yapısı, işleyişi, infaz sürecindeki kurumsal yapılanması, Avrupa Birliği ilerleme raporu ekseninde son yıllarda Türkiye'de yapılan ceza infaz kurumlarının çağın gereklerine uygun şekilde yapılan faaliyetlerine ve atıl durumda olan insan gücünün nasıl değerlendirildiği konularına yer verilmiştir. Ayrıca Türkiye'de ceza infaz sisteminde karşılaşılan problemler ve bunlara ilişkin çözüm önerilerine değinilmiştir. ; State, owing to being the head of the security organization, is authorized to provide public order and protect it. The state carries out the duty of precaution after committed a crime and the execution after the punishment is finalized by means of the penitentiary institutions. Penitentiaries, playing an important role in maintaining public order, are institutions where penalties are executed. The General Directorate of Prisons and Detention Houses under the Ministry of Justice is responsible for providing execution services. At this point, gendarmerie units, performing the referrals and movements of convicts and detainees, also assist in the execution of penalties and in ensuring external security. In this study, the penal system in Turkey, its historical development, structure of penal institutions, functioning, organizational structuring in the process of execution, the European Union progress report axis in recent years in accordance with the activities carried out to the requirements of the era of the penal institutions in Turkey, and how the assessment of manpower idle, were evaluated. In addition, problems encountered in the penitentiary system in Turkey are dealt with in this study and propose solutions to address them.

During the last decades, daily urban and rural displacements in Cameroonian towns have suffered from an increase of motorcycle taxis in traffic flow. Those taxis are now considered the major mode of urban transport. This current predominance of two-wheelers in the urban landscape generates an explosive growth of pollution, road traffic accidents and public spending. The most direct and profound impact of this mutation is the increase of motorcycle accidents. Motorcycles are consequently the cause of violent conflicts among road users on the public highway. Our research has two goals: the first one is improving people's awareness of what is at stake concerning the motorcycle system and his negative effect in urban mobility, and the second one is giving food for thought in order to improve relations between motorcycle taxis and the other road users. We also want to help find solutions to manage and integrate motorcycles and their commercial use in the city. To do so, we will focus on urban, instructive, sociological and political approaches and on appropriate urban planning. ; Au cours des dernières décennies, la mobilité dans les villes camerounaises a été marquée par la croissance considérable du trafic des motos-taxis, qui constituent désormais le mode de déplacement dominant. La sédimentation actuelle des deux-roues dans la circulation génère des nuisances, des problèmes et des coûts pour la collectivité et les usagers. La conséquence la plus directe provoquée par cette mutation de la mobilité est l'augmentation croissante des accidents.
