The aim of this article was to assess the efficiency of the utilization of public funds for climate neutrality. It was concluded that the data gathered in public statistics are not adapted to current challenges and hinder the direct measurement of climate policy objective implementation progress. Due to that, an innovative approach to public intervention efficiency analysis was proposed for the sake of decreasing CO2 emission in 27 European Union (EU) countries, based on Data Envelopment Analysis (DEA) method and soft modeling. Statistical data are derived from the Eurostat database and pertain to the years 2005–2019. It was demonstrated that activity efficiency of the particular EU countries on climate neutrality varied and that together with the increase in public funds spent on environmental protection, the growth of effects in the field of reaching climate neutrality objectives was not observed. The greatest positive impact on achieving climate neutrality objectives was revealed for activities connected with building renewable sources of energy (RES) and there was no correlation detected for expenditures connected with transport infrastructure, which means that public funds used for their construction did not influence climate neutrality. It was established that, in the analyzed period, the decisions on allocating public funds were not taken on the basis of the expected amount of reduction in relation to the volume of outlays. In order to track the reasons for detected inefficiency, 52 projects were analyzed within the case study, which covered 3738 investments in the replacement of heating sources in one region of Poland. It was revealed that the efficiency of those investments varies; however, due to the full availability of data of the acquired results and outlays devoted to them, a synthetic index of efficiency measurement was established that presents the amount of CO2 reduction for EUR 1. When comparing the analyses carried out on macro and micro scales, it was observed that on the scale of the EU, there is a lack of uniform measurements or benchmarks of projects in the field of CO2 emissions reduction. Meanwhile, from the whole EU's perspective, it should be reasonable to undertake projects with the highest economic efficiency, irrespective of political and geographical aspects. The results obtained should be utilized by decision-makers to elaborate reference methodologies and good practices in order to successfully implement climate objectives and especially the Energy Performance of Buildings Directive (EPBD). What should be established are universal, on the EU scale, measurements and rules for gathering and counting data as well as benchmarks for the particular project types.

Background: COPD is among the leading causes of chronic morbidity and mortality in the European Union with an estimated annual economic burden of €25.1 billion. Various care pathways for COPD exist across Europe leading to different responses to similar problems. Determining these differences and the similarities may improve health and the functioning of health services. Objective: The aim of this study was to compare COPD patients' care pathway in five European Union countries including England, Ireland, the Netherlands, Greece, and Germany and to explore health care professionals' (HCPs) perceptions about the current pathways. Methods: HCPs were interviewed in two stages using a qualitative, semistructured email interview and a face-to-face semistructured interview. Results: Lack of communication among different health care providers managing COPD and comorbidities was a common feature of the studied care pathways. General practitioners/family doctors are responsible for liaising between different teams/services, except in Greece where this is done through pulmonologists. Ireland and the UK are the only countries with services for patients at home to shorten unnecessary hospital stay. HCPs emphasized lack of communication, limited resources, and poor patient engagement as issues in the current pathways. Furthermore, no specified role exists for pharmacists and informal carers. Conclusion: Service and professional integration between care settings using a unified system targeting COPD and comorbidities is a priority. Better communication between health care providers, establishing a clear role for informal carers, and enhancing patients' engagement could optimize current care pathways resulting in a better integrated system. Design Cross-sectional survey. Participants The representatives of the 28 EU Member State governments to the EU Physical Activity Focal Point Network. Outcome measures National recommendations on: (A) minimum frequency, duration, intensity and lengths of bouts of physical activity, (B) preventing inactivity or sedentary behaviour and (C) further recommendations for additional health benefits, obesity prevention and specific types of activity. Results An official document could be located for 23 of the 28 EU Member States, while four are currently developing recommendations. For children and adolescents, most countries follow the 2010 WHO Global Recommendations for Physical Activity, but there are notable differences in the delimitation of age groups. 14 countries also followed WHO in their recommendations for adults, and 11 countries have additional advice on avoiding inactivity and sitting among adults. 18 Member States have recommendations for older adults, 12 of which follow WHO. Thirteen countries also address at least one special population (eg, pregnant women, people with disabilities and people with chronic diseases), but the level of detail varies substantially between countries. Conclusions The large majority of EU Member States either has physical activity recommendations in place or is in the process of developing them. There is a general tendency to use the WHO Global Recommendations as a basis, with the greatest variation observable for children and adolescents. Comparing results with a previous round of data collection shows that the number of EU countries with physical activity recommendations is increasing and that both special groups and sedentary behaviour have become more important in recent years.

This paper draws an empirical reassessment of the finance-growth nexus by performing a panel data econometric analysis for all 28 European Union countries over 27 years from 1990 to 2016. Since the mid-1980s, the financial system has experienced a strong liberalisation and deregulation by preventing its beneficial effects on the real economy. This phenomenon, typically called financialisation, points to a negative view of finance and contradicts the well-entrenched hypothesis on the finance-growth nexus. We estimate both linear and non-linear growth models by incorporating seven proxies of finance (money supply, domestic credit, financial value added, short-term interest rate, long-term interest rate, stock market volume traded and stock market capitalisation) and five control variables (the lagged growth rate of the real per capita gross domestic product, the inflation rate, the general government consumption, the degree of trade openness and the education level of the population). Our results show that finance has impaired economic growth in the EU countries, both in the precrisis period and in the crisis and post-crisis periods. The enormous growth of domestic credit and of the financial value added have been restraining the economic growth of the EU countries since 1990 and particularly up until the Great Recession. This implies the need to reduce the prominence of finance, i.e. socalled definancialisation, in the coming years in order to avoid the potential new ?secular stagnation? in the current age of financialisation.

The main purpose of this study is to understand the effect of the government's political orientation on the countries' tax burden, testing if the left-right political binomial has a positive or negative effect on this variable. To do so, we collected information of the last three decades of the European Union countries using the OECD and ParlGov databases. The results showed that on average, for the European Union countries, right-wing parties tend to obtain lower levels of tax burden when compared to left-wing parties. One of the main reasons that justify this statement is the fact that non-socialist parties usually have lower levels of public expenditure leading them to lower necessity of tax revenue and consequently to lower levels of tax burden. Yet, the same results indicate that the parties located to the right side of the political spectrum tend to collect more direct than indirect taxes, preferring to tax the income of the people and companies instead of their consumption. This study can be useful for the companies and individual taxpayers, once it allows them to predict if their tax burden will increase or decrease, just by analyzing their government political orientation, creating the possibility of better tax planning. ; O principal objetivo deste estudo é entender o efeito da orientação política dos governos na carga fiscal dos respetivos países. Para isto testou-se se o binómio político esquerda-direita tem um efeito positivo ou negativo na variável anteriormente referida. Foi reunida informação relacionada com o tema, com período correspondente às últimas três décadas, e relativa aos países que compõem a União Europeia, recorrendo às bases de dados da OCDE e ParlGov. Os resultados mostraram que, em média, para os países da União Europeia, os governos dominados por partidos de direita tendem a obter menores níveis de carga fiscal quando comparados a governos de esquerda. Uma das principais razões que pode justificar esta afirmação é o facto de os partidos de direita por norma incorrem em menores níveis de despesa pública, o que conduz a uma menor necessidade de maiores níveis de receita fiscal. Este mesmo estudo indica também que os partidos de direita tendem a preferir uma maior coleta de impostos diretos do que indiretos, preferindo taxar o lucro das pessoas e empresas em vez do consumo das mesmas. Considera-se que este estudo poderá ser bastante útil para os sujeitos passivos individuais e coletivos, uma vez que permite que seja feita uma previsão do aumento/redução da carga fiscal a que estão sujeitos, apenas através da análise da orientação política do governo eleito.

At the end of the 20th century and beginning of the 21st century the tendencies of development of the financial system and problems arising in this sector are more and more often becoming the object of scientific research as successfully functioning financial sector in every country is an important precondition for the growth of economy. Upon analyzing the development of the financial system and the influencing factors the problem of influence of the formed financial structure on economic processes cannot be dissociated from it. 20 pages, 1 figure, 2 tables ; In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union's small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. A Landing Obligation (LO) is being introduced in European waters with the reform of the Common Fisheries Policy (CFP) (Article 15, EU regulation 1380/2013) to limit/reduce discarding. However, management recommendations are required to support its implementation. The reality and challenges to enforce the LO in SSF are analyzed in this chapter, gathering information from different small-scale fisheries and fishers from the Atlantic Ocean and Mediterranean Sea who were asked about their perceptions toward the LO. The objectives of this chapter are to (a) identify the reasons for discarding and (b) investigate the multiple ecological, economic, social, and institutional drivers which act as a barrier toward the implementation of the LO in SSF. In this paper, an analysis of the Europe 2020 strategy indicators has been carried out. The strategy defined three priorities for European countries: Smart, Inclusive and Sustainable growth. These goals (developing an economy based on knowledge and innovation, fostering high employment levels, and promoting a more resource-efficient and greener economy) were measured by eight headline indicators, related to employment, research and innovation, renewables and energy, education and poverty. For each indicator, a target has been set, and the eight indicators are subject to regular statistical monitoring and reporting. Europe 2020 is perhaps not a complete set of indicators for measuring the progress of societies and the quality of life of their citizens, but it is a very important recognition of European institutions that GDP alone is not enough and that it must necessarily be integrated with measures that take into account equity and sustainability. The paper analyses the trends of the Europe 2020 indicators, considering the target reached or not, synthesizing the results using an Alkire-Foster method and clustering the 27 European countries, in order to highlight convergence processes among the Member States (MSs) in the ten years taken into account by the Strategy. After almost10 years, the EU has not reached most of the targets set in 2010, and many MSs are well behind schedule.

In this study sectoral specialization of European Union countries and regions in the current period of crisis is analyzed. As a result, groups of countries shall emerge based on which the real developmental archetypes of European space will be shaped. The distinction does not lie on the traditional axis (of favored) North (less favored) South, but mainly, on the under configuration axis (of favored) West (less favored) East. As a result, the regions of Europe that specialize in dynamic sectors of economic activity shall be located. These regions demonstrate comparative advantages, which give rise to export capacities as well. Moreover the intertemporal analysis of indicators shall exhibit the great contribution of sectoral composition in relation to the general socioeconomic basis along with the structural characteristics of countries and regions, which are fundamental for the developmental process.
