With data from a national telephone survey, the current study examines the comparative and synergistic influence of the internet on international knowledge. Independent and interactive media effects are considered in terms of four medium-specific measures of international news attention. Internet news attention had the most positive effect on international knowledge of any of the news measures. In terms of the other three news attention measures, the effects of newspapers and cable TV were positive, while that of network TV was non-significant. In addition, the interaction of internet news attention and network TV news attention positively predicted international knowledge. In contrast, the interaction of newspaper news attention and network TV news attention negatively predicted international knowledge. These findings indicate the positive comparative and synergistic influence that the internet can have on international knowledge development in the United States.
This book discusses the impact of artificial intelligence (AI) on international relations theories. As a phenomenon, AI is everywhere in the real world and growing. In this article, Latin American migrations are relocated on a time-scale of world-wide flows and linked to the major phases of globalisation in Latin America. The author begins by examining the significance that is attached to the notion of globalisation and shows how migrations in the Latin American context have always been associated with the political and economic history of the sub-continent, which is permanently scarred by social inequalities and vulnerability. But in proposing a view of the globalisation process as seen through the prism of international migrations, this paper also seeks to place certain traditional ways of looking at migration in perspective by evoking the historical wealth of flows world-wide and the importance alike of the "actors of migration" and their aspirations. Thus the article discusses the evolution of approaches, the emergence of new migratory types (and more generally of types of mobility) and the renewal of the paradigms of migratory analysis as they have survived in the field of social sciences in the last twenty years. ; Les migrations latino-américaines sont ici replacées dans le temps long des flux mondiaux et reliées aux grandes étapes de mondialisation en Amérique latine. L'auteur interroge tout d'abord le sens à donner à la notion de mondialisation et montre comment, dans le contexte latino-américain, les migrations ont toujours été associées à l'histoire politique et économique du sous-continent qui ne cesse d'être marqué par les inégalités et la vulnérabilité sociales. Le mot «neutre» vient du latin ne-uter, qui veut dire: ni l'un ni l'autre. La neutralité est une notion essentiellement négative: elle qualifie avant tout l'abstention de celui qui demeure à l'écart d'un conflit, qui ne se prononce pas ouvertement pour l'une ou l'autre partie.En droit international, la neutralité est le contraire de la belligérance: c'est la position qu'adopte, vis-à-vis de deux puissances en guerre, un Etat qui ne prend point de part à la lutte. Le statut de neutralité, régi par des règles juridiques et notamment par les Conventions de La Haye, comporte des droits et des devoirs. Indiquons sommairement qu'il implique l'abstention de toute participation offcielle, directe ou indirecte aux hostilités. C'est donc tout d'abord une conception d'ordre essentiellement militaire.

Thought about the problems of economic growth has evolved in the space of two hundred years from the static models of Adam Smith and David Ricardo to the eclecticism of modern development economists. The current eclectic economic philosophy is increasingly reflected in operating policies of institutions concerned with international development. One result is the framing of a new set of issues which are best expressed in terms of the adaptability of development assistance mechanisms to meet varied and frequently changing needs. Thus the present discussion, after a look at experience since World War II, will examine issues which may be viewed as guideposts to development assistance flexibility: increased multilateralism in the transfer of resources; harmonization of the terms of resource transfer with debt service capabilities; the channeling of growth toward optimal goals, including the stimulation of capacity to earn foreign exchange; and the encouragement of balanced investment involving the private as well as the public sector.

AbstractIn recent years there have been repeated calls for the establishment of so-called "safe areas" to protect civilians from the effects of hostilities in a number of contexts. The present article presents the international law framework relevant to the establishment and operation of such areas: the provisions of international humanitarian law on protected zones; the rules regulating resort to armed force, Security Council authorization and mandates for the establishment of such areas by multinational forces in the absence of agreement between belligerents; and the refugee and international human rights issues raised by such zones. Using the example of the "protection of civilians sites" in South Sudan, the article then highlights some of the operational challenges raised by safe areas. It concludes with some reflections on how to enhance the likelihood that belligerents will establish such protected zones in the future.
