A very recent development, 'conceptual history' promises a closer relationship between historical and comtemporary theory. The major cleavage has been between individualists, who look for universal foundations, and communitarians, who begin with persons embedded in contingent social relationships and practices. Claims of the social indicators movement of the 1960s were exaggerated and overoptimistic. Theoretical and measurement difficulties were seriously underestimated and are still not resolved. Where social indicators can contribute, however, would seem to be in 2 areas. One area of policy application is the use of indicators as a toll of policy evaluation. The second way forward would seem to lie in the intensive development of well-grounded and theoretically relevant indicators within particular fields or areas. (SJK)
