Background and Purpose: The field of innovation represents for small and medium enterprises (SMEs) a fundamental challenge. If the number of innovative SMEs is to rise, it is necessary to identify key factors determining their innovation activity and eliminate the innovation barriers. The main purpose of the paper is to present the results of primary research focused on identification (evaluation) of key factors and barriers determining innovation activities in Slovak SMEs. The division of SMEs into three groups of enterprises: innovation leaders, modest innovators and non-innovators enables to identify the differences in managers' perception of the main factors and barriers determining innovation activities in various types of SMEs and to formulate policy implications for Slovak SMEs. Design/Methodology/Approach: Results of the empirical research were processed using MS Excel and the statistical analysis of the data in R3.2.4. statistical system was done. For statistical tests we assumed significance level (α = 0.1). Results: Evaluating the importance of the key factors a majority of enterprises (64.71%) indicated financial resources as the most important factor for the innovations. There is no statistically significant difference in individual (analysed) factors between innovation leaders, non-innovators and innovation followers (modest innovators). The results gained from Fisher exact test (p-value = 0.11) indicated a small difference in evaluating the significance of individual barriers between innovation leaders, non-innovators and modest innovators. Majority of enterprises also see as the main barriers to develop innovation activities bureaucracy and corruption and inappropriate state support of innovation activities. Conclusion: The main implications (conclusion) coming from the research are basic recommendations for state policy makers as well as SME's managers to foster innovation activities in enterprises. They refer to the areas of financial resources, high-quality human resources, cooperation and participation of SMEs in different networks and clusters, systematic institutional support to SMEs, well-created vision and clearly formulated aims, and willingness of enterprises to innovate. Recommendations are summarised following the results of factor's and barrier's evaluation. ; Ozadje in namen: Področje inovacij predstavlja temeljni izziv za mala in srednje velika podjetja (MSP). Da bi lahko povečali število inovativnih MSP, moramo opredeliti ključne dejavnike, ki določajo njihovo inovacijsko dejavnost in odpravijo inovacijske ovire. Glavni namen prispevka je predstaviti rezultate raziskave, osredotočene na identifikacijo in oceno ključnih dejavnikov in ovir inovacijske dejavnosti v MSP. Ta podjetja smo klasificirali v tri skupine: inovacijski voditelji, skromni inovatorji in neinovatorji, kar omogoča prepoznati razlike v mnenjih menedžerjev o glavnih de­javnikih in ovirah, ki vplivajo na inovacijske dejavnosti v različnih vrstah malih in srednje velikih podjetij, in oblikovati smernice posledice za slovaška MSP. Zasnova / metodologija / pristop: Zbrane empirične podatke smo obdelali z MS Excel in s statističnim paketom R3.2.4. Pri statističnih testih smo privzeli raven pomembnost (α = 0,1). Rezultati: Večina podjetij (64,71%) je kot najpomembnejši dejavnik inovativnosti navedla finančna sredstva. Med (analiziranimi) posameznimi dejavniki med inovativnimi voditelji, skromnimi inovatorji in neinovatorji nismo ugotovili statistično značilnih razlik. Rezultati, pridobljeni s Fisherjevim testom (p-vrednost = 0.11), kažejo majhno razliko pri vrednotenju pomena posameznih ovir med vodilnimi inovatorji, neinovatorji in skromnimi inovatorji. Večina podjetij meni, da so nadaljnje glavne ovire pri birokracija in korupcija na področju inovacijskih dejavnosti ter neustrezna državna podpora inovacijskim dejavnostim. Zaključek: Iz raziskave izhajajo osnovna priporočila za snovalce državnih politik, pa tudi za mala in srednja pod­jetja, da spodbujajo inovacijske dejavnosti v podjetjih. Nanašajo se na področje finančnih virov, visokokakovostnih človeških virov, sodelovanje in udeležbo MSP v različnih omrežjih in grozdih, sistematično institucionalna podpora MSP, dobro oblikovano vizija in jasno oblikovane cilje in pripravljenost podjetij na inovacije.

Background and Purpose: Currently, the idea of households - prosumers is broadly discussed in public governments, mainly in connection with both the energy security issues and the environmental issues. Therefore, the main goal of this paper is to present new agent model of household - prosumer and to compare two scenarios – "off grid household" and "on grid household". The additional goal is to evaluate the impact of public support of solar electricity on the economic efficiency of household – prosumer projects (systems). Design/Methodology/Approach: The model is structured as a micro-level agent model, representing one household – prosumer. The model has the following general characteristics: one household with own electricity generation (photovoltaic panels), battery and in case of "on grid household" also connection to the grid. The main goal of the agent is to cover electricity consumption in household with minimal costs. The agent model of prosumer is tested and validated, using the empirical data. Results: The highest level of subsidy has significant impact on the economic indicators of selected scenarios. It causes lower investment costs at the beginning of the project and consequently shorter payback period (3-4 years earlier), positive cumulative cash flow, net present value and IRR in earlier period (approximately 5-10 years earlier, depending on the scenario). Conclusion: We can recommend to the government to continue with current system of subsidies, since it contributes to better economic indicators of particular solar electricity projects. On the other hand, the level of subsidy should be at least the same as in current year 2017, for the purposes of representing the significant part of the investment costs. Low level of subsidy has negligible impact on the economic indicators of households – prosumers projects. The developed agent model is suitable for the evaluation of economic impact of public support on households – prosumers. ; Ozadje in namen: Pri razpravah v različnih državnih službah se pogosto pojavi o ideja gospodinjstvih – proizvajalcih in obenem porabnikih energije, predvsem v povezavi z vprašanji energetske varnosti in okoljskimi vprašanji. Zato je glavni cilj tega prispevka predstaviti nov model (programskega) agenta gospodinjstva - proizvajalca/porabnika energije in primerjava dveh scenarijev - "gospodinjstva izklopljena iz omrežja" in "gospodinjstva na omrežju". Dodatni cilj je ovrednotiti vpliv javne podpore sončni elektriki na ekonomsko učinkovitost proizvajalcev/porabnikov energije). Zasnova / metodologija / pristop: model je strukturiran kot model na mikro ravni, ki predstavlja eno gospodinjstvo. Model ima naslednje splošne značilnosti: eno gospodinjstvo z lastno proizvodnjo električne energije (fotonapetost­ne plošče), akumulator in v primeru "gospodinjstva na omrežju" tudi priključek na omrežje. Glavni cilj agenta je, da pokrije porabo električne energije v gospodinjstvu z minimalnimi stroški. Model agent je preizkušen in validiran na osnovi empiričnih podatkov. Rezultati: Najvišja raven subvencij pri izbranih scenarijih pomembno vpliva na ekonomske kazalnike. Na začetku projekta zahteva nižje investicijske stroške in posledično krajše obdobje vračila (3-4 let prej), rezultira pa tudi v po­zitivni kumulativni denarni tok, neto sedanjo vrednost in IRR pa sta dosežena v krajšem obdobju (približno 5-10 let prej, odvisno od scenarija). Zaključek: Državi priporočamo, da nadaljuje s sedanjim sistemom subvencij, saj prispeva k boljšim gospodarskim kazalnikom posameznih projektov sončne elektrike. Po drugi strani bi morala biti raven subvencije najmanj enaka kot v tekočem letu 2017, da bi predstavljala pomemben del naložbenih stroškov. Nizka stopnja subvencije ima za­nemarljiv vpliv na ekonomske kazalnike gospodinjstev - projekte prosilcev. Model razvitega agenta je primeren za ocenjevanje gospodarskega vpliva javne podpore na gospodinjstva – proizvajalce/porabnike energije.

Background and Purpose: Part-time employment could be seen as a modern form of employment or a type of innovative organizational change. The average share of part-time jobs in the Czech Republic in the observed period of 2004-2016 was 3.9 % according to the OECD, in comparison to the average OECD value of 16.6%. The main question to arise was, are there any regional differences? The presented conclusions are based on a regional study in the Moravian-Silesian Region (MSR) in the Czech Republic where the median value of part- time jobs is 10%. The main goal is to evaluate the regional level of part-time job offers and identify the main opportunities and obstacles which cause the low number of these job positions. Design/Methodology/Approach: The paper is based on a quantitative study using a questionnaire-based survey, comprising 215 respondents – owners of small and medium-sized enterprises (SMEs) in the Moravian-Silesian Re- gion in the Czech Republic. The survey consists of 16 questions in three main areas: (i) Entrepreneurial motivation (1 item), (ii) External factors – Labour market problems (4 items), and (iii) Internal factors. Secondary information such as the results of earlier studies and regional government websites were used for data results comparison. All variables are compared in the context of the branch of business, number of employees, turnover, and age. Finally, a factor analysis was used to find the main way how to improve part-time job offers. Results: The variety of businesses and different regional locations opens up space for discussion regarding part- time job support. A factor analysis found five significant issues, which could affect local labour market and company behaviour. Conclusion: The added value of the paper can be seen in the factor identification, where internal willingness to sup- port part-time employment and qualification growth as organizational change must be in first place. ; Ozadje in namen: Zaposlitev s krajšim delovnim časom lahko obravnavamo kot sodobno obliko zaposlitve in kot vrsto inovativnih organizacijskih sprememb. Povprečni delež delovnih mest s krajšim delovnim časom na Češkem v opazovanem obdobju 2004-2016 je po OECD znašal 3,9%, v primerjavi s povprečno vrednostjo OECD 16,6%. Glav­no vprašanje, ki se je pojavilo, je, ali obstajajo regionalne razlike? Predstavljeni zaključki temeljijo na regionalni študiji v Moravsko-Šlezijski regiji (MSR) na Češkem, kjer je srednja vrednost zaposlitev za krajši delovni čas 10%. Glavni cilj študije je oceniti regionalno raven ponudb za zaposlitev s krajšim delovnim časom in prepoznati glavne priložnosti in ovire za majhno število teh delovnih mest. Zasnova / metodologija / pristop: Prispevek temelji na kvantitativni študiji, za katero smo podatke zbrali z anketo, na katero je odgovorilo 215 anketirancev - lastnikov malih in srednje velikih podjetij (MSP) v Moravsko-Šlezijski regiji. Vprašalnik je bil sestavljen iz 16 vprašanj s treh glavnih področij: (i) podjetniška motivacija, (ii) zunanji dejavniki - te­žave s trgom dela in (iii) interni dejavniki. Za primerjavo rezultatov so bili uporabljeni sekundarni podatki, kot so rezul­tati prejšnjih študij in podatki z regionalnih vladnih spletnih strani. Vse spremenljivke primerjamo v okviru poslovne panoge, števila zaposlenih, prometa in starosti. Na koncu je bila uporabljena faktorska analiza, da bi našli pot, kako izboljšati ponudbo zaposlitev za krajši delovni čas. Rezultati: Raznolikost podjetij in različnih regionalnih lokacij odpira prostor za razpravo o podpori za krajši delovni čas. Faktorska analiza je identificirala pet pomembnih dejavnikov, ki bi lahko vplivali na lokalni trg dela in ravnanje podjetij. Zaključek: Dodana vrednost članka se kaže v identifikaciji dejavnikov, ki vplivajo na zaposlovanje s skrajšanim de­lovnim časom, kjer izstopa notranja pripravljenost za podporo zaposlitvi s krajšim delovnim časom in rast kvalifikacij kot tudi organizacijske spremembe.

International audience ; Since 2009, the European Commission through "The Task Force for Smart Grid" deliberate the agenda of Smart Grid & Smart Meter, digital technology solution is set to make energy systems across the European countries more connected, intelligent, and sustainable and more importantly are capable to tie the new and renewable energy within the network. The advances in data analytics, connectivity and interoperability are enabling a range of new digital applications such as smart appliances (Interview TL Smart Grid DG Energy, EU, 2018). In 2012, EDF launched smart meter experimentation project in Lyon metropolis area. The project established a consortium named Smart Electric Lyon (SEL). The main purpose of SEL is to analyze the rapid stream of data that are being generated from the smart meter equipment sensor installed in 25,000 homes in Lyon. These devices could produce fine-grained data of household electricity consumptions in a real time basis. It reveals the new "data revolution" [Kitchin 2014, Townsend 2013, Cukier and Mayer-Schoenberger 2013] shifted beyond traditional quantifying methods (Desrosières 2000), and englobe both the traceability and the interoperability of people's behaviors [Boullier 2015, Lupton 2016]. Entitled as the biggest project in terms of investment, it hybrids the fund both EDF and national government via the l'ADEME (The Environment and Energy Management Agency). It aims to provide a wider choice for city managers to develop city energy tools [Ademe Smart Grid Report, 2011]. While in the meantime, the Greater Lyon is pushing the bar high to institutionalized digital intelligent governance. New direction, the "Energy Mission (EM)" and its instrument Schema Directeurs des Energies (SDE) were established. Lyon is reshaping their internal institutional structure towards the new way to conduct public action with the purpose to keep pace with the inevitable digital ecosystems that comes penetrating every aspect of the city' activities (Severo and Romele 2015). This paper is drawn mainly by the support of theories: the Tools of government in the "new governance" approach (Salamon 2002) Governing by the instrumentation & public action through the prism of its instruments [Lascoumse & Le Gales, 2004, 2011, 2013], and furthermore the concept and context of Smart City (Batty 2012; Meijer and Bolívar 2016) and contemporary big data in contrast with the sociology of quantification [Boullier, 2015]. The result illustrates, instead of integrating the previous experience of SEL to the SDE, the EM Project Director rather triggered "Lyon Living Lab (LLL) Smart Grid". We figured out the intention of Lyon Metropolis has gone beyond the utmost utility of big data as merely quantitative sources. The interplay of big data discourses is veiled under the banner of Smart City programs. The set principle of strategy is carrying the goals to construct the new economic model of "digital energy ecosystem" to provide an added value to Lyon Metropolis as Living Platform test bed. A fairly governance adjustment within Lyon Metropolis is being occurred, the political agenda setting through the appointment of legislative members responsible for the thematic, the craft of the new direction of Smart City and Big Data, as well as hiring professionals in digital innovation and digital marketing coming from various facades of the private digital industry. Profound and intense observations, which are empirically conducted closely within the governance structure of Greater Lyon authority related to the subject, e.g. The Energy Mission & Lyon Smart City Project combined along with the result of in-depth interview with Task Force for Smart Grid-Directorate Energy, EU, the SEL and LLL consortium and its instigators and l'Ademe as the national governmental agency in favor of Smart Grid development are constituted as the primary source to construct this paper.

Abstrak:Sosialisasi yang tepat tentang Program KB yang dipelopori oleh BKKBN dan Bidan Puskesmas perlu dilakukan dengan terjun langsung dalam lingkungan masyarakat dan melalui media massa untuk memberikan pemahaman, informasi-informasi program KB kepada seluruh masyarakat tanpa mengenal tingkat pendidikan, agama, serta strata sosial sebagai upaya pemerintah mengentaskan kemiskinan dengan cara mempersuasi masyarakat lebih dekat agar mereka dapat mengatur perkawinan, reproduksi, jarak kelahiran, serta memiliki jumlah anak yang ideal. Kendala sosialisasi program KB kadangkala selalu ditemukan, salah satunya di Desa Bonto Lojong Kecamatan Ulu Ere Kabupaten Bantaeng, yang mana memiliki Jarak dari ibu kota kecamatan + 2,5 km dan jarak dari ibu kota Kabupaten + 23 km. Jarak tempuh wilayah Desa Bonto Lojong dari Ibu kota Kabupaten Bantaeng + 35 menit. Desa Bonto Lojong memiliki luas wilayah 4.039,21 km2 dengan jumlah Penduduk 2.890.Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deksriptif, dengan pendekatan teori persepsi disajikan secara deskritif analitik kualitatif. Dengan sumber data primer dan sekunder yang dimiliki, serta teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi, akan cukup digunakan untuk mencapai tujuan penelitian ini yaitu untuk menggambarkan secara konprehensif tentang berbagai pandangan masyarakat terhadap sosialisasi program KB di Desa Bonto Lojong Kecamatan Ulu Ere Kabupaten Bantaeng. Kesimpulan dari penelitian ini di dapat bahwa laki-laki di Desa Bonto Lojong Kecamatan Ulu Ere Kabupaten Bantaeng belum pernah mendapatkan sosialisasi secara langsung dari pihak tertentu mengenai program KB sehingga pemahaman mereka tidak begitu banyak mengenai program KB. Sedangkan untuk mengenai sosialisasi iklan KB di televisi, dianggap belum efektif dan kurang berpengaruh bagi masyarakat di desa itu.Kata Kunci: Program KB, Sosialiasasi, Teori Persepsi Abstract : Socialization properly of family planning (KB) programs spearheaded by BKKBN and Puskesmas's Midwives needs to be done in the community directly and through the mass media to provide understanding, information of KB programs to all communities without knowing the level of education, religion, and social strata, as a government efforts for alleviate poverty by closer persuading to the people so that they could regulate their marriage, reproduction, birth spacing, and have the ideal number of their children. Constraints on the socialization of KB programs are sometimes always found, one of which is in the village of Bonto Lojong, Ulu Ere Subdistrict, Bantaeng Regency, which has a distance from the capital of the subdistrict + 2.5 km and the distance from the capital of the District + 23 km. Distance of Bonto Lojong Village from Bantaeng Regency + 35 minutes. Bonto Lojong Village has an area of 4,039.21 km2 with a population of 2,890.This research uses qualitative research methods, with a perception theory and approach presented with qualitative analytical descriptive. Primary and secondary data sources that are owned, as well as data collection techniques through observation, in-depth interviews and documentation, it will be sufficient to be used to achieve the objectives of this research, namely to describe comprehensively the various views of the community towards the socialization of KB programs in the village of Bonto Lojong, Ulu Ere District Bantaeng.The conclusion of this research are that men in Bonto Lojong Village, Ulu Ere Subdistrict, Bantaeng District have never received direct socialization from certain parties regarding the KB program so that their understanding is not so much about the KB program, also for the socialization of KB advertisements on television, it is considered ineffective and less influential for the people in the village.Keywords: KB Program, Socialization, Perception theory

Since Rio 1992, consultation has become an essential political and social practice. It responds to a request from citizens to participate in public debate, decision-making, local management and the city's factory. Consultation, which has become regulatory and brings together a plurality of actors, is the place and time when issues of governance, territorial management and urban sustainability are at stake. The thesis seeks to answer the following questions: to what extent are governance processes, put into practice through consultation and resulting from environmental public policies, effective in territorial planning strategies ? How to measure the effects of these processes? What roles do these processes play in the development of land-use patterns? The scientific approach used was based on observation of consultation meetings. The surveys were carried out in the territories of the Greater Paris Metropolis, which is changing as a result of the metropolization of the territory and the application of the principles of urban sustainability.The survey made it possible to compare the representations of the in habitants and those of the project leaders with regard to the evaluation of participation, the objects that make up the territory and the spatial representations. This confrontation of representations highlights the dissonances and meeting points between these categories of actors. Another part of the thesis attempted to understand the inhabitants' motivation for participation, their expectations and spatial practices. As a result of these surveys, it appears that the "city factory" can no longer be built without the inhabitants - users who want to be informed about urban projects and heard by project leaders. However, when consultation is taken seriously by all stakeholders, it tends to best meet the principles of urban sustainability. ; Depuis Rio 1992, la concertation est devenue une pratique politique et sociale incontournable. Elle répond à une demande des citoyens de participer au débat public, à la prise de décision, à la gestion locale et à la fabrique de la ville. La concertation, devenue réglementaire et réunissant une pluralité d'acteurs, est le lieu et le moment où se posent des enjeux de gouvernance, de gestion territoriale et de durabilité urbaine. La thèse cherche à répondre aux questions suivantes : dans quelles mesures les processus de gouvernance, mis en pratique par la concertation et issus des politiques publiques environnementales, sont-ils efficaces dans les stratégies d'aménagement territorial ? Comment mesurer les effets de ces processus ? Quels rôles ces processus jouent-ils dans l'élaboration des modes d'habiter des territoires? La méthodologie mise en œuvre s'est appuyée l'observation de réunions de concertation. Les enquêtes ont été menées dans des territoires de la Métropole du Grand Paris qui se transforme sous l'effet de la métropolisation du territoire et de l'application des principes de durabilité urbaine. L'enquête a permis de mettre en regard les représentations des habitants et celles des porteurs de projet quant à l'évaluation de la participation, aux objets qui font territoire et aux représentations spatiales. Cette confrontation des représentations souligne les dissonances et les points de rencontre entre ces catégories d'acteurs. Un autre volet de la thèse a tenté d'appréhender la motivation des habitants à la participation, leurs attentes et leurs pratiques spatiales. À l'issue de ces enquêtes, il apparaît que la «fabrique de la ville» ne peut désormais se faire sans les habitants - usagers qui veulent être informés des projets urbains et entendus par les porteurs de projet. Cependant, quand la concertation est prise au sérieux par tous les acteurs, elle tend à répondre au mieux aux principes de la durabilité urbaine.

Another part of the thesis attempted to understand the inhabitants' motivation for participation, their expectations and spatial practices. As a result of these surveys, it appears that the "city factory" can no longer be built without the inhabitants - users who want to be informed about urban projects and heard by project leaders. However, when consultation is taken seriously by all stakeholders, it tends to best meet the principles of urban sustainability. ; Depuis Rio 1992, la concertation est devenue une pratique politique et sociale incontournable. Elle répond à une demande des citoyens de participer au débat public, à la prise de décision, à la gestion locale et à la fabrique de la ville. La concertation, devenue réglementaire et réunissant une pluralité d'acteurs, est le lieu et le moment où se posent des enjeux de gouvernance, de gestion territoriale et de durabilité urbaine. La thèse cherche à répondre aux questions suivantes : dans quelles mesures les processus de gouvernance, mis en pratique par la concertation et issus des politiques publiques environnementales, sont-ils efficaces dans les stratégies d'aménagement territorial ? Comment mesurer les effets de ces processus ? Quels rôles ces processus jouent-ils dans l'élaboration des modes d'habiter des territoires? La méthodologie mise en œuvre s'est appuyée l'observation de réunions de concertation. Les enquêtes ont été menées dans des territoires de la Métropole du Grand Paris qui se transforme sous l'effet de la métropolisation du territoire et de l'application des principes de durabilité urbaine. L'enquête a permis de mettre en regard les représentations des habitants et celles des porteurs de projet quant à l'évaluation de la participation, aux objets qui font territoire et aux représentations spatiales. Cette confrontation des représentations souligne les dissonances et les points de rencontre entre ces catégories d'acteurs. Un autre volet de la thèse a tenté d'appréhender la motivation des habitants à la participation, leurs attentes et leurs pratiques spatiales. À l'issue de ces enquêtes, il apparaît que la «fabrique de la ville» ne peut désormais se faire sans les habitants - usagers qui veulent être informés des projets urbains et entendus par les porteurs de projet. Cependant, quand la concertation est prise au sérieux par tous les acteurs, elle tend à répondre au mieux aux principes de la durabilité urbaine.

At the beginning of the 21st century, we have seen the emergence of a new kind of politics of death. This is a politics that now merges with aggressive and violent efforts to silence dissent, analysis, and the very conditions of critical thought. People who are black, brown, poor, and weak are now excluded from the rights and guarantees, and their efforts to mobilize have been met with murderous police crackdowns and deportations. In this neoliberal context, the essays approaches how a politics of disposability provides a theo-retical and political narrative that connects the crisis produced in Puerto Rico (after the devastating effects of Hurricane Maria), to the crisis surrounding Trump's revoking of the Deferred Action for Childhood Arrivals program. Then, it analyzes how Trump's support of state-sanctioned violence norma-lizes a culture and spectacle of violence, one that creates a climate of lawless-ness not unrelated to the mass shooting that took place in Las Vegas with its death toll of 50 individuals and the wounding of over 850 individuals. In brief, this essay analyzes how young children are groomed for violence by educational programs sponsored by the gun industries, how military recrui-ting and training have moved into public schools, how video games and other aspects of a militarized culture are used to teach youth to be insensitive to the horrors of real-life violence, and how the military-industrial complex makes a living from killing through defense contracts, weapons manufacturing and endless wars. In short, I explore all those facts as a systemic example of both state violence and a politics of disposability and social abandonment. ; A principios del siglo XXI, hemos visto el surgimiento de un nuevo tipo de política de la muerte. Esta es una política que ahora se fusiona con esfuerzos agresivos y violentos para silenciar la disidencia, el análisis y las condiciones mismas del pensamiento crítico. Las personas que son negras, morenas, pobres y débiles están ahora excluidas de los derechos y garantías, y sus esfuerzos de movilización se han visto enfrentados a medidas policiales asesinas y a deportaciones. En este contexto neoliberal, los ensayos abordan cómo una política de disposición proporciona una narrativa teorética y política que conecta la crisis producida en Puerto Rico (después de los devastadores efectos del huracán María), con la crisis que rodea a la revocación por parte de Trump del programa de Acción Diferida para las Llegadas de la Infancia. Luego, analiza cómo el apoyo de Trump a las normas de violencia sancionadas por el estado - que clasifica una cultura y un espectáculo de violencia, que crea un clima de ilegalidad no ajeno al tiroteo masivo que tuvo lugar en Las Vegas con un saldo de 50 muertos y más de 850 heridos. En resumen, este ensayo analiza cómo los niños pequeños son preparados para la violencia por programas educativos patrocinados por las industrias de armas, cómo el reclutamiento y entrenamiento militar se ha trasladado a las escuelas públicas, cómo los videojuegos y otros aspectos de una cultura militarizada se utilizan para enseñar a los jóvenes a ser insensibles a los horrores de la violencia de la vida real, y cómo el complejo militar-industrial se gana la vida matando a través de contratos de defensa, fabricación de armas y guerras interminables. En resumen, exploro todos esos hechos como un ejemplo sistémico tanto de la violencia estatal como de una política de disposición y abandono social.

During 1950s – 1960s in connection with beginning of mass housing building in the USSR, conceptually – on a state level – approach changed to furnitures as such: there was a transition from primitive of their production – to industrial, standardised, conveyer. This was due to the new course of the Soviet leadership, which after the death of J. Stalin (1953) began to somewhat shift the economic priorities and emphases from the military-industrial complex for the production of consumer goods, the so-called the Group B industry. However theme of production of furniture on territory of Ukraine so far did not become the separate article of research of domestic historians. One of the reasons for this is the lack of the elaboration of appropriate sources, one of the components of which is the publications in the satirical and humorous magazine the Perets, which, according to its genre specificity, has focused much attention on the domestic aspects of the existence of the inhabitants of Soviet Ukraine. The main thesis of the article is a demonstration on the example of the quality of domestic furniture in the Ukrainian SSR of the value of the Perets magazine as a source of the history of the everyday life of Ukraine in the Soviet period.In particular, it was determined that during the mid-1950s – mid-1960's, furniture problems on the pages of the Perets magazine in one form or another were interpreted almost 80 times. The main directions of these publications are excess of demand over supply for domestic furniture (deficit), as well as the extremely low quality (defect) of products available for sale.The last problem was mass and systemic: on the pages of Perets magazine during 1954–1965 in the negative context, the products of 47 furniture enterprises (their complete list is given in the original article) from the nearly 200 available at that time in the Ukrainian SSR was mentioned. These are, first of all, wardrobes, bedrooms (beds and sofas), chairs, kitchen tables and writing tables, kitchen cupboards.However, despite the apparent systematic nature of the phenomenon, none of authors of the Perets magazine did not make an attempt analyse the similar situation. Everything was limited only to the statement of facts filed in a satirical-humorous clue. At the same time, the deepening in the cause-and-effect relation would inevitably lead to the conclusion that the whole Soviet system as such and, in particular, its economic component, were fallaciousness.Thus, using inductive and quantitative methodologies, on the example of a local topic (the quality of domestic furniture in Soviet Ukraine), it was possible to prove the thesis that the satirical-humorous the Perets magazine is an important public source for studying the history of everyday life. Moreover – in any of its segments. ; У статті розглядається проблема забезпечення побутовими меблями жителів України у середині 1950 – середині 1960‑х рр. на тлі розгорнутого у той час масового будівництва малогабаритного житла (т. зв. «хрущівок»). Зроблено це на основі публікацій журналу «Перець», який, в силу його жанрової специфіки, визначено важливим джерелом з історії повсякдення України другої половини ХХ ст. Детально висвітлено і проаналізовано два ключові моменти: незадоволеність попиту на гостродефіцитні меблі та тотально низьку якість (брак) продукції меблевих підприємств УРСР (з переліком цих виробництв). Зроблено висновок про системність цих явищ, які були пов'язані з хибністю радянської соціально-економічної системи загалом, а також – про цінність журналу «Перець» як джерела з вивчення історії повсякдення України за радянських часів.

The article analyzes the urgency of the problems of human measurements of global environmental changes taking place in modern society. Analysis of recent researches and publications - the analysis of analytical and statistical studies, which reflects the demographic, economic, cultural and technological factors that have changed and continue to change the components of the physical, chemical and biological systems of the Earth and the interaction between them, are presented in the article. The selection of unexplored parts of the general problem is the level of perception and assessment of global environmental conditions and changes by government officials, managers of industrial enterprises and social groups that influence their reaction and behavior in relation to environmental change. Цель работы – изучить и предложить комплексный подход к формированию правовой политики в сфере здравоохранения.Национальное медицинское законодательство не носит системный характер. Устаревшие, дублирующие и противоречивые нормативно-правовые акты различной юридической силы, чрезмерное количество подзаконных министерских и ведомственных актов требуют проведения систематизации медицинского законодательства, создания стройной, логичной и внутренне не противоречивой системы. Необходимо объединить усилия и знания юристов и медиков для создания надлежащей жизнеспособной нормативно-правовой базы и повышения эффективности и качества законотворческого процесса.При разработке собственной нормативно-правовой базы необходимо учитывать международно-правовые стандарты в сфере здравоохранения, опыт зарубежных стран по медицинскому законодательству, а также национальные особенности, традиции и реалии.Особой, наиболее совершенной и высшей формой проведения систематизации законодательства является кодификация, то есть такое упорядочение законодательного материала, которое направлено на переработку путем исключения повторов, противоречий, восполнение пробелов, преобразование характера и направленности материала, чем в максимальной степени обеспечивается внутренняя согласованность, целостность, системность и полнота правового регулирования существующих общественных отношений.Неотложной задачей является создание Медицинского кодекса Украины, который бы отвечал общим стандартам в области прав человека и соответствующим международно-правовым актам, главное место из которых занимают директивы и другие акты Всемирной организации здравоохранения. ; The purpose of the research is to study and propose an integrated approach to the formation of legal health policy.National medical law is not systemic. It is necessary to combine the efforts and knowledge of lawyers and doctors to create an appropriate viable regulatory framework and improve the efficiency and quality of the law-making process.When developing its own legal and regulatory framework, it is necessary to take into account the international legal standards in the field of health protection, the experience of foreign countries in medical legislation, as well as national peculiarities, traditions and realities.Codification is a special and the most perfect and highest form of systematization of legislation. That is a streamlining of the legislative material, which is aimed at processing by eliminating repetitions, contradictions, filling gaps, transforming the nature and direction of the material, to the maximum extent provided by internal coherence, integrity, consistency and completeness of legal regulation of existing social relations.An urgent task is the creation of the Medical Code of Ukraine, which would meet the general standards of human rights and relevant international legal acts, which is dominated by directives and other acts of the World Health Organization. ; Мета роботи – вивчити та запропонувати комплексний підхід до формування правової політики в галузі охорони здоров'я.Національне медичне законодавство не має системного характеру. Застарілі, дублювальні й суперечливі нормативно-правові акти різної юридичної сили, надмірна кількість підзаконних міністерських і відомчих актів зумовлюють необхідність здійснення систематизації медичного законодавства, створення стрункої, логічної та всередині не суперечливої системи. Необхідно об'єднати зусилля та знання юристів та медиків для створення належної життєздатної нормативно-правової бази й підвищення ефективності, якості законотворчого процесу.Під час розроблення власної нормативно-правової бази потрібно врахувати міжнародно-правові стандарти в галузі охорони здоров'я, досвід закордонних країн із медичного законодавства, а також національні особливості, традиції та реалії.Особливою, найбільш досконалою та вищою формою систематизації законодавства є кодифікація, тобто впорядкування законодавчого матеріалу, яке спрямоване на перероблення шляхом виключення повторів, суперечностей, заповнення прогалин, перетворення характеру та спрямованості матеріалу. Саме цим максимально забезпечується внутрішня узгодженість, цілісність, системність і повнота правового регулювання сучасних суспільних відносин. Нагальним завданням є створення Медичного кодексу України, який відповідав би загальним стандартам у сфері прав людини та відповідним міжнародно-правовим актам, чільне місце з них належить директивам та іншим актам Всесвітньої організації охорони здоров'я.

The article shows management process during the implementation of the development strategy of an enterprise's international economic performance (IEP) as a complex system, which includes processes, operations, elements. Strategic management process of IEP is a higher form of informational interaction, which cannot be effective without high-intellectual memory (supported with a computer). It reflects the functioning of strategic management system of IEP and is a complex phenomenon, which contains the target subsystem, providing subsystem, normative and legislative subsystem and management subsystem. In their turn, the subsystems mentioned above consist of partial processes, operations, and elements. Any strategy management will be effective if there are at least two channels: informational (direct and reverse) and energy (motivational) channel. The effectiveness of strategy implementation is determined with the level of sufficient information for managers of all levels and the motivational system. Conceptual model of strategic management process of IEP of an enterprise is suggested, which is based on the system approach and represented as a set of the following basic subsystems: "X" – target subsystem, "Y" – providing subsystem, "ХY" – normative and legislative subsystem, "Z" – management subsystem. The "X" axis – "System goals" – illustrates management cycle during the implementation of IEP strategy (a set of stages, processes, functions which should be carried out to achieve the goal (get the result). The "Y" axis represents the implementation of the goals and processes and defines means of the rational goal achievement. Strategic management subsystem (axis "Z") reflects the implementation of general strategic management functions of IEP on the background of accumulated experience (memory). Such system of relations requires the improvement and stabilization of the system of laws, regulations, instructions, orders, which form normative and legislative framework (axis "ХY"). It will determine and establish the "rules of the game" at competitive international markets. Each of the subsystems mentioned above forms its own technical and economic indicators (TEI-1 TEI-2, TEI-3, TEI-4), which are integrated into synthetic management criteria of IEP (TEI-5). ; У статті показано процес управління при реалізації стратегії розвитку зовнішньоекономічної діяльності підприємства (ЗЕД) як складну систему, що містить у собі складові процеси, операції, елементи. Процес стратегічного управління ЗЕД представляє собою вищу форму інформаційної взаємодії, яка не може бути ефективною без високоінтелектуальної пам'яті (підтриманої комп'ютером). Він відображає функціонування системи стратегічного управління ЗЕД і є складним явищем, яке містить цільову, забезпечуючу, нормативно-законодавчу та керуючу підсистеми, які, у свою чергу, складаються із часткових процесів, операцій, елементів. Будь-яке управління стратегією буде ефективним при наявності як мінімум двох каналів: інформаційного (прямого і зворотного) та енергетичного (мотиваційного). Ефективність реалізації стратегії визначається рівнем інформаційного забезпечення менеджерів всіх ланок та мотиваційної системи. Запропоновано концептуальну модель процесу стратегічного управління ЗЕД підприємства, яка побудована на основі системного підходу і представлена у вигляді таких основних підсистем: «Х» – цільова підсистема, «Y» – забезпечуюча підсистема, «ХY» – нормативно-законодавча підсистема, «Z» – керуюча підсистема. Вісь «Х» – «Цілі системи» – ілюструє управлінський цикл при реалізації стратегії ЗЕД (сукупність етапів, процесів, функцій, які слід здійснити для досягнення мети (отримання результату). Вісь «Y» відображає реалізацію цілей і процесів, які необхідно здійснити, і визначає засоби раціонального досягнення цілей. Підсистема стратегічного управління (вісь «Z») відображає реалізацію загальних функцій стратегічного управління ЗЕД на фоні нагромадженого досвіду (пам'яті). Така система відносин потребує вдосконалення і стабілізації системи законів, підзаконних актів, інструкцій, наказів, тобто усієї нормативно-законодавчої бази (вісь «ХY»), яка буде визначати і встановлювати «правила гри» на конкурентних міжнародних ринках. Кожна із наведених підсистем формує власні техніко-економічні показники (ТЕП-1 ТЕП-2, ТЕП-3, ТЕП-4), які інтегруються в синтетичні критерії управління ЗЕД (ТЕП-5).

Стаття присвячена вивченню історіографії інформаційно-пропагандистського забезпечення у Військово-Морських Силах Збройних Сил України. Вказано на певний інтерес вітчизняних науковців до історії створення Збройних Сил України, Військово-Морських Сил, становлення і розвитку структур виховної роботи та організації морально-психологічного забезпечення. Також предметом наукових пошуків став історичний досвід окремих складових морально-психологічного забезпечення Збройних Сил України. Праці українських вчених за тематикою морально-психологічного забезпечення та виховної роботи в переважній більшості висвітлювали та деталізували ті концептуальні підходи, які вже були закладені в керівних документах. Вони відображали радянсько-російський досвід та мало торкалися питань інформаційно-пропагандистського забезпечення бойових дій.Доведено, що в переважній більшості до вивчення інформаційно-пропагандистського забезпечення зверталися науковці вищих військових навчальних закладів, які готували фахівців відповідного напрямку, а наукові роботи виконувались переважно колективами авторів та використовувались в навчальних цілях. Натомість історичний досвід організації інформаційно-пропагандистського забезпечення Військово-Морських Сил Збройних Сил України впродовж 1992 – 2014 років залишається недослідженим. Малодослідженими залишаються особливості організації інформаційної роботи під час анексії Криму Російською Федерацією у лютому – березні 2014 року.У Військово-Морських Силах Збройних Сил України впродовж 1992 – 2014 років накопичено значний досвід організації інформаційно-пропагандистського забезпечення, який до цього часу не вивчався і не враховувався в сучасних умовах російсько-українського конфлікту. Питання організації інформаційно-пропагандистського забезпечення у Військово-Морських Силах Збройних Сил України в зазначений період не набуло всебічного висвітлення в історичних дослідженнях. ; The main idea of the article is to study the historiography of information and propaganda in the Navy of Ukraine.Information and propaganda support of the Navy of Ukraine during 1992 – 2014 evolved in the anti-Ukrainian environment, in fact under conditions of the information war of the Russian Federation against Ukraine, remaining an important factor in the development of the national navy, the training of military seamen in the national and historical traditions of the Ukrainian people, and the only effective tool for influencing the consciousness of naval servicemen.During the years 1992 – 2014, the Navy of Ukraine gained a considerable experience in organizing information and propaganda support. Unfortunately, ignoring the experience of the previous years of building the national navy has led to the fact that today we are forced to take into account the problems of organizing information work in the forces in the context of hybrid warfare, and to reassess its place in providing troops through the prism of the Russian-Ukrainian conflict.The analysis of the research shows a certain interest of our scientists in the history of the creation of the Armed Forces of Ukraine, its Naval Forces, the formation and development of the structures of moral education and the organization of moral and psychological support. Instead, the historical experience of organizing the information and propaganda support of the Navy of Ukraine during 1992 – 2014 remains unexplored. The peculiarities of the information work organization during the annexation of the Crimea by the Russian Federation in February-March 2014 remain little explored.The study of historiography makes it possible to argue that previous researchers considered information and propaganda support mainly in the field of practical work in specific periods, without touching on a historical retrospective. The organization of information support in the Armed Forces of Ukraine is mainly covered in educational literature. The scientific works mainly covered and detailed those conceptual approaches that were already laid down in the guidance documents, and did not touch on the issues of information and advocacy in the context of the conduct of warfare.

Мета роботи – розглянути новітні інформаційні технології в суспільних та культурних процесах сучасної України. Методологія дослідження. Для забезпечення отримання достовірних результатів дослідження у статті використовується комплекс методологічних принципів та система методів наукового пізнання: загальнонаукових, міждисциплінарних та дисциплінарних. Ці методи відображають процес синтезу знань, використовуваних даним дослідженням та підпорядковуються його меті, стають інструментом аналізу впливу новітніх інформаційних технологій на суспільні та культурні процеси сучасної України. Особлива увага приділяється використанню загальнонаукових підходів, методів і принципів, що забезпечують приріст знань. Як базовий використовується системний підхід. Наукова новизна роботи полягає в розширенні уявлень про рівень впливу новітніх інформаційних технологій на суспільні та культурні процеси у нашій державі. Висновки. Присутність впливу сучасної національної ідеології в соціальних інформаційних комунікаціях сприятиме зміцненню національного патріотизму, культурної складової в усіх сферах суспільного життя. Вихованням патріотизму в свідомості нових поколінь українського народу при цьому буде забезпечено майбутнє України в еволюції інформаційного суспільства. ; Цель работы – рассмотреть новейшие информационные технологии в общественных и культурных процессах современной Украины. Методология исследования. Для обеспечения получения достоверных результатов исследования в статье используется комплекс методологических принципов и система методов научного познания: общенаучных, междисциплинарных и дисциплинарных. Эти методы отражают процесс синтеза знаний, используемых данным исследованиям и подчиняются его цели, становятся инструментом анализа влияния новейших информационных технологий на общественные и культурные процессы современной Украины. Особое внимание уделяется использованию общенаучных подходов, методов и принципов, обеспечивающих прирост знаний. В качестве базового используется системный подход. Научная новизна работы заключается в расширении представлений о степени влияния новейших информационных технологий на общественные и культурные процессы в нашем государстве. Выводы. Присутствие влияния современной национальной идеологии в социальных информационных коммуникациях будет способствовать укреплению национального патриотизма, культурной составляющей во всех сферах общественной жизни. Considering the prospects of the development of information processes in Ukraine, it will be right to state the necessity of their continuity with the operation of preservation and development of social memory, culture. Without it, without elements of remembering and storing in consciousness, no socially significant actions are possible. The set of socio-cultural means and institutions that perform selection and transformation of actual social information into information about the past (retrospective) in order to preserve the accumulated social experience and transfer it from generation to generation, the use of the properties of reproduction of past experience, the long-term storage of information about events of the external world and responses for them - all this is necessary in any socially relevant activity. Accordingly, the consideration of the latest information technologies in the social and cultural processes of modern Ukraine is essential today. Methodology. The article uses a set of methodological principles and a system of scientific knowledge methods: general scientific, interdisciplinary and disciplinary to ensure reliable results of the research. These methods reflect the process of synthesis of knowledge used by this research and are subject to its purpose, become a tool for analyzing the impact of the latest information technologies on the social and cultural processes of modern Ukraine.
