The European Union has developed a range of instruments to promote democracy and human rights worldwide. However, the success of its democratization efforts remains questionable in countries that lack an EU membership perspective. The case of post-soviet Central Asia, where the EU declares democracy promotion among its key priorities yet is confronted with unfavorable domestic conditions for democratization and often fails to follow through, is an eye-opening example. Durante los gobiernos de Néstor Kirchner y Cristina Fernández de Kirchner (2003–2015) se instrumentó la Política y Estrategia Nacional de Desarrollo y Ordenamiento Territorial (PENDOT), que permitiría avanzar hacia un modelo de país donde cada habitante y su comunidad lograra, entre otras metas, alcanzar la sustentabilidad ambiental del territorio. En este marco, el artículo tiene como objetivo analizar la incorporación de la dimensión ambiental de la sustentabilidad en la trayectoria de formulación de los tres componentes de la pendot: Sistema de Información, Vinculación y Asistencia para el Desarrollo Territorial; Plan Estratégico Territorial; y Anteproyecto de Ley Nacional de Ordenamiento del Territorio. El estudio realizado aporta al conocimiento de las debilidades detectadas en el proceso de ordenamiento territorial que afectan al bloque ambiental asociado al mismo; ellas son: cierta incoherencia en la lógica políticas/objetivos/estrategias; inconsistencias conceptuales y metodológicas en la elaboración del Modelo Territorial Actual e incongruencia entre este último y el Modelo Deseado de Territorio. ; During the governments of Néstor Kirchner and Cristina Fernández de Kirchner (2003–2015), the National Policy and Strategy for Development and Territorial Planning (PENDOT) was implemented. This policy would make it possible to move towards a model of a country where each inhabitant and their community manage to achieve, among others, the environmental sustainability of the territory. In this framework, the article aims to analyze the incorporation of the environmental dimension of sustainability in the trajectory of the formulation of the three components of pendot: Information, Linkage and Assistance System for Territorial Development; Territorial Strategic Plan; and Preliminary Draft for the National Law of Territorial Planning. The present study contributes to the knowledge of the weaknesses detected in the territorial planning process, that affect the associated environmental block. They are: a certain incoherence in the policies / objectives / strategies logic; conceptual and methodological inconsistencies in the devising of the Current Territorial Model and an incongruity between the latter and the Desired Model of Territory.

Abstract
Considering the new focus of the European Union (EU) trade policy on strengthening the enforcement of trade rules, the article presents the proposed amendments to the EU Trade Enforcement Regulation 654/2014. It analyzes the EU Commission proposal and the amendments suggested by the European Parliament Committee on International Trade (INTA), in particular with regard to uncooperative third parties and the provision of immediate countermeasures. The amendments will be assessed in view of their legality under World Trade Organization (WTO), Free Trade Agreement (FTA), and general international law and in view of their political implications for the EU's multilateralist stance. Finally, the opportunity to amend Regulation 654/2014 to use it for the enforcement of FTA trade and sustainable development chapters will be explored. The analysis shows that the shift towards more effective enforcement should be pursued with due care for respecting existing international legal commitments and with more caution to multilateralism.

"While many claims are made regarding the power of cultural heritage as a driver and enabler of sustainable development, the relationship between museums, heritage and development has received little academic scrutiny. This book stages a critical conversation between the interdisciplinary fields of museum studies, heritage studies and development studies to explore this under-researched sphere of development intervention.
