This collection examines the inquiries into the historical abuse of children in care which have proliferated across Western countries over the last twenty years, positioning them as a new area within the field of transitional justice. Drawing on the experience of care-leaver advocates, historians, archivists, museum professionals, social workers, lawyers and psychologists who have been involved in, or researched investigation, apology and redress processes in Australia, Canada, Denmark, Ireland, the Netherlands, Norway, Scotland and Sweden it traces the growth of the movement and identifies differences in the ways in which it has played out in specific locations. Writing from their experiences the authors are able to identify the opportunities and challenges which face the different professional groups who have been drawn into such work.

Despite the magnitude of the problem of child sexual abuse and the concomitant range of behavioural, emotional, and interpersonal problems in child victims, there is a dearth of services available to respond to this client population. Interventions that do exist tend to be sparse and piecemeal in approach, with no systematic follow-up or evaluation. Often, services are available to specific target clients (usually victim and perpetrator seen separately), with little consideration directed to other family members or to the social environment in which the abusive behaviour has occurred. In rural areas these problems are compounded - hampered by travel distances, diverse population bases, and limited service resources. Coordinating Child Sexual Abuse Services in Rural Communities reports on a three-year project concentrating on the design and implementation of a coordinated program for the treatment of child sexual abuse in rural Manitoba. The project was unusual in that it followed a rigorous research design which incorporated a matched comparison of test and control communities and assessed the impact of a 'coordinated service model' at family, agency, and community levels. In the past 20 years, the progressive uncovering of child sexual abuse in institutional settings has reverberated across the globe with simultaneous investigations across Europe and the English-speaking world. However, most books on child sexual abuse are narrowly focused and do not situate this most distressing of human behaviours within a social or historical context. Children, Sexuality, and Child Sexual Abuse examines child sexual abuse from a broader perspective in order to understand how and why child sexual abuse is perpetrated, by whom, under what circumstances, and with what societal consequences for victims and perpetrators. This book will be an essential reference for all those working in the field of child sexual abuse. Beginning with histories of childhood and sex, and their intersections, the book goes on to analyze sexual development, sexuality, and sexualized behaviour in children and adolescents. This is followed by an examination of the extent of child sexual abuse in the English-speaking world, including its prevalence in the Indigenous communities of Australia, New Zealand and Canada, and in once-trusted societal institutions including the Church, orphanages, and schools. The book focuses on issues of concern to all those who encounter the problem of child sexual abuse and addresses questions such as: How and when do children disclose child sexual abuse? What are the characteristics of memory that affect reporting? How are disclosure claims assessed? What are the effects of having experienced child sexual abuse? Finally, there is an examination of young people who offend sexually.

Abstract
The aim of the e‐Justice strategy is to improve the implementation of the right to justice, cooperation between judicial authorities and the effectiveness of justice itself. Much attention has been paid to the computerization of court proceedings. Remote court hearings were recognized and described in the legal acts of the European Union and Lithuania already at the beginning of the second decade of the 21st century. However, this approach has not been widely used due to technical problems and insufficient regulation. The Covid‐19 pandemic affected all life and the economy. In order to preserve the human right to justice, not to interrupt the work of courts, remote court hearings were held. It has been found that in administrative justice, especially when organizing the work of quasi‐judicial structures, such hearings can be applied almost without problems. Therefore, the organization of remote meetings in administrative courts and quasi‐judicial organizations was continued during the non‐ quarantine year, depending on the wishes of the participants in the proceedings. However, the widespread use of teleconferencing and videoconferencing in the work of courts has identified the need to improve Lithuania's legal framework. The article analyses the peculiarities of remote administrative procedure and legal regulation.

Purpose
– The purpose of this paper is to clarify the relationship between administrative reform in Portugal and the impacts on the dependence of local governments in the face of budgetary resources of state and local municipal revenue collection, which is understood as a form, among others, participation civil society in local public policies.


Design/methodology/approach
– The study opts for an exploratory analysis using the grounded theory approach, including the use of data relating to local government structures and partnerships with the private sector, based on the main lines of the public administration reform. The data were supplemented by documentary analysis, including legislative documents and papers in specialized area of administrative decentralization and civil society participation in local public policies.


Findings
– The paper provides empirical insights about how the increased participation of civil society in local public policies is associated with less reliance on state budgets and a greater number of local managerial structures.


Research limitations/implications
– Due to the chosen research approach, the results cannot be generalized. A comparative study between several countries could bring several interesting insights.


Social implications
– The paper includes implications for economic and social development of new public policies in the context of administrative reforms.


Originality/value
– This paper makes several theoretical and empirical contributions on this research field specially about local public manager's decisions for financial resources transfers within the active policy of sustainable local development.

The purpose of this paper is to show that the administration of a modern welfare state is a complex thing. The statemeets the challenge of the "trilemma". Social policy formation does fundamentally relay on the outcome of the debateabout the future of the European welfare state. From the perspective of the political-economic approach, social policyformation is a dependent variable to both European integration policy and national administrative traditions. However,the national state does not act in a sovereign manner neither in relation to the European Union (EU) nor to domesticmember actors. All of them confronted with a so-called "trilemma" aspect, a term first introduced by the US socialscientist Torben Iversen (2005). In this paper, I follow up his analysis and shows the difficult choices that confrontspolicy-makers on the different administrative levels because of this trilemma and its trade-offs. New PublicManagement ideas are dominant and for the time being confront the other ruling administrative social traditions ofWestern Europe. In this paper, I conclude that a European agreement on a social choice, related to the overcome oftrilemma, must be accomplished to save the welfare state model as we know it. The traditional Nordic welfare statemodel gives an example.
