For more than a decade, Africa has enjoyed a mineral boom. is the growth mostly happening in isolated places, sectors and periods? The approach adopted in this study is two-pronged. First, through case studies, including the results of fieldwork, mining's impacts are examined in a country-specific context for each of three countries, Ghana, Mali, and Tanzania; and second, a statistical analysis is used to test whether the indicators of welfare improve with proximity to a mine.

The competition for space in urban areas due to an exponential growth of population makes derground engineering plays a crucial role in the development of cities. Urban underground infrastructures deal with variables such as cost, duration, safety, and management; faces political, social, economic and environmental issues; and guarantees future sustainability, maintenance, and energy efficiency. To do so, all these concepts and variables must be kept in mind during the whole construction process: (I) project design, (II) project construction and (III) project exploitation. This thesis aims to demonstrate how the construction cycle deals with the various impacts produced by the interaction of underground constructions with groundwater at each stage of the process, with a view to providing improved processes. During the project design previous data is collected, new data is generated, created and processed, helping to understand the context and to design the infrastructure. There are very advanced tools to store and process hydrogeological data, but most of these tools are not common in infrastructure projects. Often most of the constructions only perform the minimum legal requirement to characterize the ground: a pumping test. Therefore, there is a need to provide the constructors with a set of methods and tools to allow them to increase the quality of their hydrogeological analysis, which will allow early detection problems associated with the groundwater. The interaction of underground constructions with groundwater generates impacts. These impacts can usually be minimized by using mitigation measures. The most common impacts caused by underground constructions are the groundwater barrier effect and the groundwater pressure distribution and limitation under the bottom slab. In the literature there are many examples and designs to mitigate both groundwater barrier effect and groundwater pressure distribution impacts. However, there is no design that integrates both solutions. This thesis presents an innovative groundwater by-pass design that enables the groundwater to flow through the structure and provide a homogenous distribution of the water pressure under the bottom slab. The new integrated design was applied to the largest underground infrastructure of Barcelona: La Sagrera railway station. A hydrogeological model was implemented to test the original and the integrated designs in three different scenarios. This new solution mitigates the groundwater barrier effect and optimizes the bottom slab, considerably reducing the costs and increasing safety during the construction phase. Monitoring is required when dewatering underground constructions in order to anticipate unexpected events and preserve nearby existing structures. The most accurate and spread monitoring method to measure displacements is levelling, a pointlike surveying technique that typically allows for tens of discrete in-situ sub-millimetric measurements per squared kilometer. Another emerging technique for mapping soil deformation is the Interferometric Synthetic Aperture Radar (InSAR), which is based on SAR images acquired from orbiting satellites or by ground-based stations (GB-SAR). This remote sensing technique can provide better spatial point density than levelling, more extensive spatial coverage and cheaper acquisitions. Both satellite and ground-based SAR systems have been used and tested in a variety of analyses. However, nobody has applied this technology as a monitoring tool during construction works yet. This thesis contributes to data storing and data analysis software that implies new and significant method developments for increasing the quality of the hydrogeological analysis; it provides new approaches to address the groundwater corrective measures definition during the design stage, and it develops and applies new methods of nfrastructure monitoring using ground-based and satellite SAR sensors during the construction stage. ; Degut al creixement exponencial de la població i tenint en compte que l'espai dins les àrees urbanes és finit és, necessari la construcció d'infraestructures subterrànies. A la literatura hi ha molts dissenys que permeten mitigar l'efecte barrera i millorar la distribució de les subpressions, però no hi ha cap disseny que integri les dues solucions. Aquesta tesi presenta un disseny innovador per bypassar les aigües subterrànies a través de l'estructura proporcionant una distribució homogènia de les subpressions sota la llosa de fons. Aquesta nova solució minimitza l'efecte barrera de les aigües subterrànies i optimitza la llosa de fons, reduint considerablement els costos i augmentant la seguretat durant la fase de construcció. Quan una construcció rebaixa el nivell freàtic cal auscultar els nivells i la deformació del terreny per tal d'anticipar esdeveniments inesperats i preservar les estructures properes existents. Una tècnica emergent és el Radar d'Obertura Sintètica Interferomètrica (InSAR), que es basa en imatges SAR adquirides des de satèl·lits en òrbita o bé des d'estacions al terra (GB-SAR). Aquesta tècnica de detecció remota proporciona una major cobertura espacial i més econòmica que els mètodes d'auscultació tradicionals. Tot i que la tecnologia SAR s'ha utilitzat i validat en una gran varietat d'anàlisis, ningú ha aplicat encara aquesta tecnologia com a eina d'auscultació durant la construcció d'infraestructures. Esta tesis tiene como objetivo principal saber cómo el ciclo constructivo (diseño del proyecto, construcción y explotación de proyectos) procesa las problemáticas inducidas por la interacción de las nuevas infraestructuras subterráneas urbanas con las aguas subterráneas para luego mejorarlo. Durante el diseño del proyecto (fase I) se recogen los datos históricos, se generan nuevos datos (pozos, pruebas de campo, muestras químicas .) y se procesa conjuntamente, lo que ayuda a entender el contexto y el diseño de la infraestructura. Existen herramientas muy avanzadas para almacenar y procesar información geológica, hidroquímica e hidrogeológica, aunque la mayoría de estas herramientas no son comunes en los proyectos de infraestructuras subterráneas ya que es común que la mayoría de las construcciones sólo se realice una prueba de bombeo para caracterizar el subsuelo. Por lo tanto, hay una necesidad de proporcionar un conjunto de métodos y de herramientas a los constructores para que puedan aumentar la calidad de su análisis (como pruebas de bombeo), para aumentar así la detección temprana de problemas asociados a las aguas subterráneas. La interacción de las construcciones subterráneas con las aguas subterráneas genera impactos. Estos impactos generalmente pueden minimizarse mediante el uso de medidas correctoras. Los impactos más comunes causados por las construcciones subterráneas son el efecto barrera (impacto en las aguas subterráneas) y la distribución y limitación de subpresiones bajo la losa de fondo (impacto en la construcción subterránea). En la literatura hay muchos ejemplos de diseños para mitigar tanto el efecto barrera y como para mejorar la distribución de las subpresiones bajo la losa de fondo. Sin embargo, no hay ningún diseño que integre ambas soluciones. Es ilógico diseñar una medida correctora sin tener en cuenta todos los factores que intervienen en el problema. Esta tesis presenta un diseño innovador de by-pass para las aguas subterráneas que permite el flujo de agua subterránea a través de la estructura a la vez que proporciona una distribución homogénea de las subpresiones bajo la losa de fondo. El nuevo diseño se ha aplicado en la infraestructura subterránea más grande de Barcelona: la futura estación de tren de La Sagrera. Se ha realizado un modelo hidrogeológico para probar los nuevos diseños en tres escenarios diferentes. Esta nueva solución mitiga el efecto barrera de las aguas subterráneas y optimiza la losa de fondo, lo que reduce considerablemente los costes y aumenta la seguridad durante la fase de construcción. Durante la construcción (fase II) se genera una gran cantidad de nuevos datos. Es necesario auscultar los niveles y la deformación del terreno cuando una construcción rebaja el freático con el fin de anticiparse a acontecimientos inesperados y a preservar las estructuras y / o edificios cercanos existentes. [spa] Esta investigación trata sobre la evolución de la pobreza y la desigualdad social en el marco territorial del Estado de Ceará (Brasil). Se inscribe en el contexto de una de las temáticas más estudiadas y debatidas en Ceará, el Brasil y en todo el mundo, tanto desde el punto de vista académico como en lo que se refiere a la implementación de políticas públicas de superación de la pobreza y la desigualdad. La investigación profundiza diversos aspectos ya tratados en el proyecto de investigación sobre Desequilibrios Regionales realizado en el marco del DEA, y responde también a mi formación académica como economista y mi actuación profesional en el ámbito de la consultoría y la elaboración de planes directores sociales y territoriales. El objeto de estudio de la tesis tiene un carácter multidisciplinar que abarca la geografía, la economía, la historia y la sociología. La hipótesis principal parte de la base de que durante el período 1990 - 2010, el Estado de Ceará ha reducido de manera significativa sus niveles de pobreza y desigualdad, pero que esta reducción ha sido muy desequilibrada y desigual desde el punto de vista territorial entre los diversos municipios del Estado. La investigación se desarrolla en dos partes: la primera sitúa el marco teórico mediante el análisis y la valoración de las ideas, conceptos y contribuciones realizadas por varios autores en relación con el problema del desarrollo, la pobreza y la desigualdad. Se valoran especialmente las aproximaciones geográficas (espaciales, territoriales y demográficas) y económicas (indicadores de pobreza y desigualdad). La segunda parte tiene un carácter aplicado, y consiste en analizar la evolución de los indicadores de pobreza y desigualdad desde una perspectiva temporal (periodo 1991-2010) y a escala de los 184 municipios de Ceará. El objetivo general es detectar los desequilibrios territoriales en la evolución de la pobreza y la desigualdad en Ceará durante el período de estudio. Entre los objetivos específicos cabe señalar los siguientes: la naturaleza de los conceptos de desarrollo, la economía del desarrollo, la formación histórica del territorio y los condicionantes macros de la evolución económica de Ceará, de Brasil y del mundo. El análisis de los niveles de desarrollo de los municipios cearenses evaluados por IDHM muestra una notoria y considerable reducción de la pobreza entre 1991 y 2010, pero este importante avance ocurre de forma desequilibrada y los municipios con índices de desempeño más bajos consiguen mejorar a un ritmo más acelerado que los que se sitúan en lo alto de la pirámide. En cuanto a desigualdad, la evolución del índice de GINI muestra que ha habido una mejora, aunque proporcionalmente menor que la reducción de la pobreza. Finalmente, se señalan las cuestiones que habría que profundizar en nuevos trabajos académicos. ; [eng] This research concerns the evolution of poverty and social inequality in the physical territory of the State of Ceará (Brazil). It is insered into the context of one of the most studied and debated topics in Ceará, Brazil and the world, both in academia and in relation to public policy to overcome poverty and inequality. The research delves into various aspects dealt with in the research project on Regional Disparities held in DEA's mark and is coherent with my academic background as an economist and my professional experience within the consultancy and master social and territorial plans. The object of study has a multidisciplinary project involving Geography, Economics, History and Sociology. The Main Hypothesis assumes that during the period 1990-2010, the State of Ceará has significantly reduced its levels of poverty and inequality, but this reduction was very unbalanced and uneven from the territorial point of view among the towns of State. The research is developed in two parts: the first one refers to the theoretical framework and includes the analysis and valuation of ideas, concepts and contributions of various authors on the problems of development, poverty and inequality. It is valued especially the geographical approximations (spatial, territorial and demographic) and economic indicators (poverty and inequality). The second part has an applied nature, and consists in analyzing the evolution of indicators of poverty and inequality from a temporal perspective (1991-2010) and the scale of the 184 towns. The main goal is to detect the territorial unbalances during the evolution of the poverty and inequality in Ceará during the period of study. Among the specific goals, the following are highlighted: the natur of the development concepts, development's economy, historic forming of the territory and the conditional marks of th economic development of Ceará, Brazil and the world. The analysis of the levels of development of towns in Ceará evaluated by IDHM shows a remarkable and considerable reduction in poverty between 1991 and 2010, but this important breakthrough occurs unevenly where towns with lower levels of performance can improve in a faster pace than those at the top of the pyramid. Regarding inequality, the evolution of the GINI index shows that there was an improvement, but in a smaller proportion than in poverty reduction. Finally, it presents some issues to be probed in new academic papers. ; [cat] La present recerca tracta sobre l'evolució de la pobresa i la desigualtat social en el marc territorial de l'Estat de Ceará (Brasil). S'inscriu dins el context d'una de les temàtiques més estudiades i debatudes a Cearà i al Brasil i tot el món, tant des del punt de vista acadèmic com pel que fa al desplegament de polítiques públiques de superació de la pobresa i la desigualtat. La recerca aprofundeix diversos aspectes ja tractats en el projecte d'investigació sobre Desequilibris Regionals realitzat en el marc del DEA, i respon també a la meva formació acadèmica com a economista i a l'actuació professional desenvolupada en l'àmbit de la consultoria i l'elaboració de plans directors socials i territorials. En l'àmbit acadèmic, l'objecte d'estudi de la tesi té un caràcter multidisciplinari que comprèn la geografia, l'economia, la història i la sociologia. La hipòtesi principal parteix de la base que durant el període 1990 - 2010, l'Estat de Ceará ha reduït de manera significativa els seus nivells de pobresa i desigualtat, però que aquesta reducció ha estat molt desequilibrada i desigual des del punt de vista territorial entre els diversos municipis de l'Estat. La recerca es desenvolupa en dues parts: la primera situa el marc teòric mitjançant l'anàlisi i la valoració de les idees, conceptes i contribucions realitzades per diversos autors en relació amb el problemes del desenvolupament, la pobresa i la desigualtat. Es valoren especialment les aproximacions geogràfiques (espacials, territorials i demogràfiques) i econòmiques (indicadors de pobresa i desigualtat). La segona part té un caràcter aplicat, i consisteix en analitzar l'evolució dels indicadors de pobresa i desigualtat des d'una perspectiva temporal (període 1991-2010) i a escala dels 184 municipis de Cearà. L'objectiu general és detectar els desequilibris territorials en l'evolució de la pobresa i la desigualtat a Ceará durant el període d'estudi. Entre els objectius específics cal assenyalar els següents: la naturalesa dels conceptes de desenvolupament, l'economia del desenvolupament, la formació històrica del territori i els condicionants macros de l'evolució econòmica de Ceará, del Brasil i del món. L'anàlisi dels nivells de desenvolupament dels municipis cearencs avaluats pel IDHM mostra una notòria i considerable reducció de la pobresa entre 1991 i 2010, però aquest important avanç ocorre de forma desequilibrada i els municipis amb índexs d'acompliment més baixos aconsegueixen millorar a un ritme més accelerat que els que se situen al capdamunt de la piràmide. Pel que fa a desigualtat, l'evolució de l'índex de GINI mostra que hi ha hagut una millora, encara que proporcionalment menor que la reducció de la pobresa. Finalment, s'assenyalen les qüestions que caldria aprofundir en nous treballs acadèmics. ; [por] Esta investigação trata da evolução da pobreza e da desigualdade social no marco territorial do Estado do Ceará (Brasil). Está inserida no contexto de uma das temáticas mais estudadas e debatidas no Ceará, no Brasil e no Mundo, no que se refere às políticas públicas para superação da pobreza e da desigualdade. A pesquisa aprofunda diversos aspectos tratados no projeto de investigação sobre Desequilíbrios Regionais, realizado no marco do DEA, e está coerente com a minha formação acadêmica como economista e com a minha atuação profissional no âmbito da consultoria e da elaboração de planos diretores sociais e territoriais. O objeto de estudo possui um caráter multidisciplinar, envolvendo a Geografia, a Economia, a História e a Sociologia. A análise dos níveis de desenvolvimento dos municípios cearenses avaliados pelo IDHM mostra uma notável e considerável redução na pobreza entre 1991 e 2010, porém esse importante avanço ocorre de forma desequilibrada, uma vez que os municípios com índices de desempenho mais baixos conseguem melhorar em um ritmo mais acelerado que aqueles que estão no topo da pirâmide. No que se refere à desigualdade, a evolução do Índice de GINI mostra que houve uma melhora, porém em menor proporção que na redução da pobreza. Finalmente, apresentam-se algumas questões que devem ser aprofundadas em novos trabalhos acadêmicos. ; [fra] Cette recherche porte sur l'évolution de la pauvreté et de l'inégalité sociale dans la limite territoriale de l'Etat du Ceará (Brésil). Elle se déroule dans le contexte de l'un des sujets les plus étudiés et débattus dans le Ceará, dans le Brésil et dans le Monde, en ce qui concerne les politiques publiques pour vaincre la pauvreté et l'inégalité. La recherche approfondit plusieurs aspects traités dans le projet d'investigation sur les Déséquilibres Régionaux. Elle est réalisée dans le cadre du DEA, est cohérente avec ma formation académique en tant qu'économiste et ma fonction professionnelle comme conseiller et dans le domaine de l'élaboration de plans directeurs sociaux et territoriaux. L'objet de l'étude a un caractère multidisciplinaire, impliquant la Géographie, l'Economie, l'Histoire et la Sociologie. L'Hypothèse Principale suppose qu'entre 1990 et 2010, l'Etat du Ceará présente la réduction significative des niveaux de pauvreté et de l'inégalité sociale, mais cette réduction s'est produite de façon déséquilibrée et inégale du point de vue territorial, parmi les municipalités de l'Etat. L'investigation se divise en deux parties : dans la première l'étude du repère théorique et comprend l'analyse et la valorisation des idées, les concepts et les contributions de divers auteurs sur des thèmes liés avec le développement, la pauvreté et l'inégalité, valorisant notamment les approches géographiques (spatiales, territoriales et démographiques) et économiques (indicateurs de pauvreté et d'inégalité). La deuxième partie a un caractère appliqué, qui consiste à analyser l'évolution des indicateurs de pauvreté et d'inégalité dans une perspective temporelle (1991-2010) et dans l'échelle municipale de 184 municipalités du Ceará. L'objectif général est de détecter les déséquilibres territoriaux dans l'évolution de la pauvreté et de l'inégalité dans le Ceará durant la période en question. Parmi les objectifs spécifiques, on doit mettre en relief notamment la nature des concepts de développement, l'économie du développement, la formation historique du territoire et les déterminantes macros de l'évolution économique du Ceará, du Brésil et du Monde. L'analyse des niveaux de développement des municipalités cearenses, évalués par l' IDHM montre une grande et considérable réduction dans la pauvreté entre 1991 et 2010, cependant cet important progrès est en déséquilibre, puisque les municipalités qui ont une performance plus basse s'améliore dans un rythme plus accéléré que celles qui sont au sommet de la pyramide. En ce qui se concerne l' inégalité, l'évolution de l'indice de GINI montre qu'il y a eu une amélioration, mais dans une proportion inférieure à la réduction de la pauvreté. Pour finir je présenterai quelques questions qui devraient être approfondies dans de nouveaux travaux académiques. ; [ale] Diese Untersuchung beschäftigt sich mit der Entwicklung von Armut und sozialer Ungleichheit auf dem Gebiet der Staates Ceará (Brasilien). Sie versteht sich im Kontext einer der meist untersuchten und diskutierten Themen im Ceará, in Brasilien und in der Welt, nämlich auf die Betrachtung öffentlicher Maßnahmen zur Überwindung von Armut und Ungleichheit. Die Untersuchung vertieft verschiedene Aspekte des Forschungsprojektes "Regionale Ungleichgewichte" im Rahmen von DEA und entspricht der Ausrichtung meiner akademischen Ausbildung als Ökonom sowie meiner aktuellen beruflichen Tätigkeit im Bereich der Beratung und Entwicklung von sozialen und territorialen Steuerungsplänen. Der Gegenstand der Untersuchung hat multidisziplinären Charakter und involviert u.a. die Bereiche Geographie, Ökonomie, Geschichte und Soziologie. Die Hauptthese geht aus von der Prämisse, dass der Staat Ceará zwischen 1990 und 2010 das Ausmaß von Armut und Ungleichgewicht signifikant verringert hat. Dies geschah jedoch in ungleichem und unausgewogenen Maße, was die Ergebnisse in den verschiedenen Städten und Gemeinden des Staates betrifft. Die Untersuchung wurde in zwei Teilen entwickelt: der erste Teil bezieht sich auf den theoretischen Rahmen und beinhaltet Analyse und Bewertung von Ideen, Konzepten und Beiträgen verschiedener Autoren mit Bezug zu den Problemen der Entwicklung, Armut und Ungleichheit. Hierbei stehen besonders die geographischen (räumlich, territorial und demographisch) und die ökonomischen Betrachtungen (Indikatoren für Armut und Ungleichheit) im Vordergrund Der zweite Teil hat eher Anwendungscharakter und besteht in der Analyse der Entwicklung von Indikatoren für Armut und Ungleichheit unter zeitlichen Aspekten (1991-2010) und bezogen auf den Vergleich der 184 Gemeinden des Staates Ceará. Das Hauptziel ist es, territoriale Ungleichheiten in der Entwicklung von Armut und Ungleichheit während des Untersuchungszeitraumes im Ceará zu identifizieren. Unter den spezifischen Zielen sind hervorzuheben: das Wesen der Entwicklungskonzepte, die Ökonomie der Entwicklung, die historische Herausbildung des Territoriums und der Makrobedingungen für die wirtschaftliche Entwicklung des Ceará, Brasiliens und der Welt. Die Analyse der Entwicklungsstadien der Gemeinden im Ceará, so wie vom IDHM evaluiert, zeigt eine deutliche und beachtliche Verringerung der Armut zwischen 1991 und 2010. Diese verlief jedoch in unausgewogener Form, was sich daran zeigt, dass Gemeinden mit weniger diesbezüglichem Engagement sich schneller verbessern konnten als diejenigen an höherer Position der Pyramide. Bezogen auf die Ungleichheit zeigt der GINI Entwicklungsindex ebenfalls eine Verbesserung, dies jedoch proportional geringer als die Verringerung der Armut. Schließlich werden noch einige Fragen aufgezeigt, die in weiteren akademischen Arbeiten vertieft werden müssen.

Policies that enable rural communities to participate in expanding economic opportunities can be central to inclusive growth in Myanmar. Rural communities are home to the majority of Myanmar's population, the majority of its many ethnic groups, and 70 percent of its poor. Development in rural areas is constrained by low returns to agriculture, and significantly lower levels of public service delivery and human development outcomes relative to urban areas. Reforms to enhance agriculture productivity are necessary though not sufficient for improving the welfare and livelihoods of rural communities. These have to be complemented with increased access to social and economic services that can raise human and physical capacity to create the conditions necessary for the growth of a dynamic rural non-farm sector. These reforms could help to not only reduce the drag on rural growth and poverty reduction, but also contribute to structural economic transformation so that the welfare of all people in Myanmar can grow together.

This paper reviews the linkages between urbanization and economic development. It articulates the relationship between urban density and potential increases in productivity, through specialization, complementarities in production, through the diffusion of knowledge and mimicry, and simply through size and scale. The factors limiting the efficient sizes of cities are analyzed. The paper reviews empirical knowledge, from underdeveloped countries as well as high-income industrial societies, about the importance and magnitudes of these productivity gains. The analysis documents the close link between gains in economic efficiency and the urbanization of populations in most parts of the world.

This housing policy in developing countries, conjectures and refutations article discusses housing policy in developing economies. It examines recent research findings in light of earlier arguments as to the benefits of more market-oriented approaches. It also looks at whether the recommendations of earlier work have been refuted or developed in subsequent analyses and policy measures. In particular, it reviews the empirical analysis of the effects of policy on housing supply, the richer understanding of the effects that land market regulations have on housing affordability and the functioning of urban areas, and the alleged mysterious effects that researchers claim effective property rights have on housing policy and on development more generally. It also examines the effects of the increased emphasis on community participation, showing how it helps to more fully reconcile the incentives faced by beneficiaries of housing policy and donors. Finally, it examines recent literature on the welfare effects of rent control. The article shows that some of the conjectures as to the likely benefits of more market-based policy have been refuted, but large welfare gains for poor people can still be realized by adapting this approach. Furthermore, this approach appears to be gaining ground as the consensus approach to effective housing policy.

La grave situación de las áreas de montaña, su despoblación, aislamiento, déficits de infraestructuras y de equipamientos, han provocado, en la mayoría de países europeos, la intervención del Estado, que ha elaborado políticas específicas tendentes tanto a mantener la población de estas zonas, como a eliminar sus déficits. En esta línea, el Parlament de Catalunya aprobó el 23 de febrero de 1983 la "Llei d'Alta Muntanya", marco específico para la política de Montaña que, entre diversos objetivos, pretende frenar la regresión demográfica de la zona. Como primer paso en la consecución de este objetivo, el Centre d'Estudis Demogràfics fue el encargado de elaborar el estudio demográfico de las nueve comarcas del área (Alt Urgell, Berguedà, Cerdanya, Garrotxa, Pallars Jussà, Pallars Sobirà, Ripollès, Solsonès y Val d'Aran), así como de las tres zonas de montaña (Prades-Montsant, Montsec y Montseny-Guilleries-Lluçanès) que definía la Llei d'Alta Muntanya. El esquema seguido para cada uno de estos estudios comprende siete grandes apartados: 1. Estudio del poblamiento; 2. La evolución de la población; 3. La evolución de las viviendas y familias; 4. El movimiento natural de la población; 5. El movimiento migratorio; 6. La estructura de la población; 7. Conclusiones: Balance de la situación demográfica y perspectivas. Finalmente, se realizó un estudio conjunto de todas las zonas y comarcas de montaña que se proponía, en primer lugar, investigar las relaciones entre la evolución de la población y factores físicos y económicos básicos; en segundo lugar, desarrollar una cartografía adecuada a la escala del estudio; y, por último, realizar una tipología de áreas, profundizando en aquellos aspectos teóricos y metodológicos que permitían avanzar en el conocimiento de las áreas de montaña. Los primeros resultados del estudio permitieron extraer ciertas conclusiones que, aunque provisionales, daban ya una idea, más o menos ajustada, sobre las características del área que se estaba estudiando: A. Existe una variedad de situaciones pero, en conjunto, el crecimiento poblacional es y ha sido muy bajo. En el período 1950-1981, sólo tres comarcas (Berguedà, Cerdanya y Garrotxa) han aumentado de población. B. La estructura de la población de montaña es muy desfavorable para su crecimiento futuro, tanto demográfico como económico (envejecimiento importante, población mayoritariamente masculina, elevado índice de soltería). C. Hay una gran conexión entre dinámica poblacional, estructura demográfica y tamaño de la población: El crecimiento natural y el migratorio son tanto más negativos cuanto menor es el tamaño del municipio, el grado de envejecimiento es inversamente proporcional al tamaño, también la relación de masculinidad crece al disminuir éste y el potencial de crecimiento de la población activa varía en proporción directa al tamaño. D. Las tendencias en el poblamiento son bastante parecidas en el conjunto de las comarcas y zonas: la capital gana peso demográfico, se reduce el peso del poblamiento disperso y prosigue la disminución de la población en los núcleos pequeños. E. Algunos resultados son menos clásicos que los reseñados hasta aquí, como los siguientes: A) Pese al estancamiento o decrecimiento del número de habitantes, el número de familias aumenta. B) El número de viviendas muestra un crecimiento espectacular, muy superior al del numero de familias, traduciendo una magnitud inesperada en la importancia de la segunda residencia o, quizás también, de otros factores como un posible fraccionamiento de los núcleos familiares. C) El número, en términos absolutos y relativos, de jóvenes de 15 a 24 años, era en 1981 superior al de cualquier otro momento desde 1950. D) A partir de 1975, el decrecimiento de la población de las zonas de montaña se ha reducido de forma inequívoca. ; In most European countries, the critical situation in mountain areas, their depopulation, isolation and lack of infrastructure and facilities amongst other things, has led the State to intervene with policies specifically aimed at maintaining the population level and improving the lot of these zones in general. On 23rd Frebruary, 1983, the Catalonian parliament passed a "High Mountains Law" on which Catalan policy regarding mountainous regions is based and which, as one of its objectives, aims to arrest demographic decline throught the area involved. As a first step in fulfilling this objective, the Centre d'Estudis Demogràfics was engaged to carry out a population study of 9 regions (Alt Urgell, Berguedà, Cerdanya, Garrotxa, Pallars Jussà, Pallars Sobirà, Ripollès, Solsonès and Vall d'Aran) along with three mountainous zones (Prades-Montsant, Montsec and Montseny-Guilleries-Lluçanès) which are all covered under the "High Mountains Law'. The format followed for each of these areas consists of four major sections: 1. Study of settlement. 2. Population development. 3.The growth of homes and families. 4. Natural population movements. 5. Migration. 6. The structure of population. 7. Conclusions: Summary of demographic situation and future outlook. Finally, an overall study of all mountainous regions and areas was carried out which aimed firstly, to investigate the relationship between populations development and physical and economics factors ; secondly, to work out a system of mapping to suit the scale of the study and; finally, to classify the areas, thus deepening in points of theory and methodology which will help to advance our knowledge of mountainous areas. Certain conclusions can be drawn on the basis of the first results which, although provisional, do provide a more or less correct picture of characteristics of the area being studied: 1. There are so many different situations but, overall, growth has been very low. During the 1950-81 period, the population increased in only three districts (Berguedà, Cerdanya and Garrotxa). 2. The population structure in mountainous areas is highly unfavourable where future demographic and economic growth is concerned (significant aging, a pre-dominantly male population, large number of single people, .). 3. Dynamics, demographic structure and size of population are all closely linked: -the smaller the town is, more negative is the natural increase and migratory movements; aging is inversely proportional to town size; the predominance of males is greater than smaller is the size of the town; the working population's growth potential is directly proportional to town size. 4. Population trends are similar for all areas and districts: the capital is gaining in demographic importance, the population is becoming less disperse. 5. Not all of the results are as classical as those already outlined thus, for instance: In spite of the halt or decrease in the number of inhabitants, the number of families is on the increase in general; the number of houses is growing at a spectacular rate - far greater than the number of families - something undoubtedly due to the undexpectedly high demand for second homes but also, perhaps, to other factors (such as a possible splitting up of family units); In absolute, relative terms, the number of young people between the ages of 15 and 24 was higher in 1981 than it had ever been since 1950; Since 1975, population decrease in mountain areas has clearly reduced. ; La grave situation des zones de haute montagne -leur dépeuplement, leur isolement, leur déficit d'infrastructure et d'équipement entre autres- a conduit dans la plupart des pays européens à l'intervention publique tendant au maintien sur place de leurs population et à la réduction de ces déficits. Dans ce cadre, le Parlement Catalan a approuvé la Loi de Haute Montagne du 23 février 1983, cadre spécifique d'intervention publique dans les zones de montagne catalanes visant à freiner leur régression démographique. Dans le cadre des études préalables à la consécution de cet objetif, le Centre d'Estudis Demogràfics fut chargé de l'étude démographique des zones de montagne telles que définies par cette loi (les neuf "comarques" pyrénéennes de l'Alt Urgell, du Berguedà, de la Cerdanya, de la Garrotxa, du Pallars Jussà, du Pallars Sobirà, du Ripollès, du Solsonès et du Val d'Aran, ainsi que les trois zones de montagne de Prades-Montsant, Montsec et Montseny-Guilleries-Lluçanès) Le schéma suivi pour chacune des études de zone est le suivant: étude du peuplement, évolution de la population, évolution du logement et des ménages, mouvement naturel, mouvement migratoire, structure de la population, conclusions sur le bilan démographique et les perspectives futures. De plus une étude globale de toutes ces zones a été réalisée avec comme objectifs d'étudier en premier lieu les rapports entre l'evolution démographique et l'environnement physique et la structure economique, deuxièmement la mise au point d'une méthode de cartographie adaptée et finalement la réalisation d'une typologie spatiale avec une orientation méthodologique et théorique qui permette de faire progresser nos connaissances sur ces zones. Les premiers résultats de l'étude permettent de formuler certaines conclusions, qui bien que de nature provisoire permettent de se faire déja une idée globale des caractéristiques des zones étudiées: malgré une grande variété des situations, la tendance générale est plutôt à la stagnation (trois zones sur douze seulement ont vu augmenter leur population entre 1950 et 1981); la structure démographique est très défavorable pour l'acroissement futur tant démographique qu'économique (vieillissement, manque de femmes, fort célibat, .); il y a une forte relation inverse entre la taille des agglomérations et leur dynamisme démographique; on observe des tendances comparables dans toutes les zones à la concentration de la population vers la capitale de la zone et corrélativement à la réduction du poids de la population éparse et à l'isolement croissant de celle-ci; quelques notes contradictoires pourtant: l'augmentation du nombre de ménages malgré la régression démographique, l'augmentation spectaculaire du nombre de logements bien supérieur à celle des ménages, cette dernière évolution devant sans doute être attribuée à un développement quelque peu inattendu des résidances secondaires des habitants des autres zones, et peut-être aussi à un fractionnement des ménages traditionnels. D'autre part, le chiffre des jeunes de 15 à 24 ans est plus fort en 1981 qu'à tout autre date depuis 1950, tant absolument que relativement et depuis 1975 la régression démographique s'est ralentie de façon inéquivoque dans ces zones de haute montagne.

Barranquilla, a city located in an intertropical geographical latitude on the left bank of the Magdalena's River mouth, is constituted as a conglomerate of pieces due to its urbanization processes. Processes that began an accelerated urban development during the first decades of the 20th century, without an Urban Plan for the management of its vast territory. In the absence of this, bourgeois neighborhoods are drawn up to allocate European Immigrants by the time that other informal neighborhoods appear spontaneously to allocate local and regional immigrants. Among the bourgeois neighborhoods, El Prado neighborhood stands out, developed according to the urbanistic principles of the Modern Movement, following the Garden City model, it constitutes the main urban landmark of the city in the 20th century. That is how El Prado is planned with a continuous urban layout and built in each of its properties, houses, and buildings of architectural styles like those built in the north American and British cities. Among these buildings, which are now patrimonial, stands out: the construction of fifty-four isolated houses for the Barranquilla elite, the El Prado Hotel and the opening of the Country Club. The passing of time has generated functional transformations in the El Prado neighborhood that have modified its symbols and imaginaries. However, the declaration as an Asset of National Cultural Interest, through Resolution 0087 on February 2, 2005, has prevented the structural modification of its architectural heritage pieces, front gardens, courtyards, and most of the plant species, as well as the urban layout. Nowadays there are a confluence of integrated and complementary manifestations that can be lived in the neighborhood and are conjugated with cultural activities developed in the urban space, activities that are linked with cultural and artistic scenarios which by the passing of the time have been set up in the neighborhood. This confluence has generated a synergy between the Garden City model, the typical daily residential life of the Caribbean that inhabits part of the architectural heritage, the culture hosted in heritage buildings and the wide open public spaces, reaffirming the living as a condition to be considered from the heritage understanding as a matter of future. An understanding that, also puts in value the human manifestations that are less recognized, since with it, the territory acquires other potentials. This is how the initiative of the Museo Vivo El Prado promotes this value as a process of urban regeneration. The potential value of the living, structured under the concept of Museum, through the process of urban regeneration, includes the El Prado neighborhood as a territory of key opportunities in cultural management and innovation, through the startup of other economic models that exclude the possibility of gentrification. That is how this research is immersed to an in-depth study of urban regeneration, the understanding of the image of the city as a piece of art and the research on the significance of museums in different instances. Concretizing this way, the conception of the Living Museum as the meaning of urban space that firstly, does not take its collection out of context, but in opposition, is generated around itself, taking advantage of the dynamic, symbiotic, socially balanced spatial and cultural systems in which democratic and spontaneous dynamics that develop, grounds and support an economic, natural and cultural equilibrated system. It is not a matter of creating an untouchable inert environment, but to allowing actions and relationships between visitors and inhabitants that enhance those dynamics.This is how The Museo Vivo El Prado, proposed as a cultural and creative innovation district, will not only generate impact and economic retribution, but it will also make possible the transformation of collective imaginaries, founding their identities and consolidating their image. That will be favored by its initial urban planning energized by the ways of living that happens in this heritage environment, letting it being recognized as its "own brand", from the territorial marketing, in terms of recognition and promotion within the city, by the incentive of the 'Orange economy' that is one of the Colombian National Government goalsIn this way, the Museo Vivo El Prado is projected from the understanding of the heritage as a matter of future, standing apart from the traditional concept of a museum, this is, as a static, inert and inanimate concept that takes out the collection of its context and uses the buildings as a supports for other artwork. In Opposition the Museo vivo El Prado places the concept of the museum in the dimension of urban management and regeneration combined with creative economy processes, to be handed over to a democratic, public, open-air space. That is how the urban space is the museum itself, its limits are the territory on which the heritage is administratively placed and the sky as its upper border. ; Barranquilla, ciudad ubicada en una latitud geográfica intertropical en el margen izquierdo de la desembocadura del Río Magdalena, se constituye como un conglomerado de trozos debido a sus procesos de urbanización. Procesos que inician un desarrollo urbano acelerado durante las primeras décadas del siglo XX, sin contar con un Plan Urbanístico para la ordenación de su vasto territorio. En ausencia de ello, se trazan, por un lado, barrios burgueses para alojar las migraciones europeas y por el otro, gracias a ese desarrollo, aparecen de manera espontánea, los barrios informales consolidados debido a la migraciones locales y regionales. Entre los barrios burgueses se distingue el Barrio El Prado, desarrollado a partir de los principios urbanísticos del Movimiento Moderno, siguiendo el modelo de Ciudad Jardín, constituyéndose de esta manera, como el principal hito urbano de la ciudad en siglo XX. Es así como el Prado se caracterizó por la continuidad de su trazado y por erigir sobre cada uno de sus terrenos, edificaciones de estilos arquitectónicos equiparables a las que se construían en ciudades norteamericanas e inglesas de la época. Entre estas edificaciones, hoy patrimoniales se destacan la construcción de cincuenta y cuatro viviendas aisladas para la élite de Barranquilla, el Hotel El Prado y la puesta en funcionamiento del Country club. El transcurrir del tiempo ha generado en el Barrio El Prado transformaciones funcionales que fueron modificando sus símbolos e imaginarios. Sin embargo, su declaratoria como Bien de Interés Cultural de carácter Nacional, a través de la Resolución 0087 el 2 de febrero de 2005, ha impedido la modificación estructural de sus piezas arquitectónicas patrimoniales, antejardines, patios y la mayoría de las especies vegetales, así como tampoco el trazado urbano. Actualmente en el barrio se vive una confluencia de manifestaciones integradas y complementarias, partiendo de aquellas propias del uso residencial en el Caribe, conjugadas con el desarrollo de actividades culturales en el espacio público, las cuales se articulan con escenarios culturales y artísticos que, con el tiempo se han establecido en el barrio. Esta confluencia ha generado una sinergia entre el modelo de Ciudad Jardín, la cotidianidad residencial propia del Caribe que habita parte del patrimonio arquitectónico, la cultura alojada en edificios patrimoniales y sus amplios espacios públicos, reafirmando lo vivo como una condición a considerar desde un patrimonio comprendido como cuestión de futuro. Una comprensión que, también pone en valor las manifestaciones humanas poco reconocidas, ya que con ello el territorio adquiere otros potenciales. Es así como la iniciativa del Museo Vivo El Prado potencia este valor como proceso de regeneración urbana.El potencial valor de lo vivo, estructurado bajo el concepto de Museo, mediante el proceso de regeneración urbana, comprende al Barrio El Prado como un territorio de oportunidades clave en la gestión cultural y de innovación, mediante la puesta en marcha de otros modelos económicos, que excluyan la posibilidad de gentrificación. De esta manera esta investigación se sumerge en una profundización sobre estudios de regeneración urbana, la comprensión de la imagen de la ciudad como obra de arte y la investigación sobre la significación de museo en distintas instancias. Concretando de esta forma, la concepción de Museo Vivo como la definición de espacio urbano que, en primera instancia no saca su colección del contexto, sino que, por el contrario, genera la colección en torno a ella, tomando partida del sistema espacial, cultural dinámico, simbiótico, socialmente equilibrado, en el cual se desarrollan dinámicas democráticas y espontáneas que fundamentan y sustentan un sistema de equilibrios económicos, naturales y culturales. No se trata de crear un medio inerte intocable, sino de permitir acciones y relaciones entre visitantes y habitantes que potencien esas dinámicas.Es así como El Museo Vivo El Prado, propuesto como un distrito de innovación cultural y creativo, no solo generará impacto y retribución económica, sino que posibilitará la transformación de imaginarios colectivos, fundamentando sus identidades y consolidando su imagen. Lo cual se verá favorecido por su planificación urbana inicial y dinamizadas por las formas de habitar que discurren en este entorno patrimonial, pudiéndose reconocer como una "marca propia", desde el marketing territorial en cuanto a su reconocimiento y promoción dentro de la ciudad a partir del fomento de la economía naranja, la cual es una de las metas del Gobierno Nacional Colombiano.De este modo el Museo Vivo El Prado, se proyecta a partir de la comprensión del patrimonio como una cuestión de futuro, separándose de la concepción tradicional de museo, esto es, una concepción estática, inerte, inanimada, que saca la colección de su contexto y que utiliza los edificios como soportes para otras artes. Por el contrario, el Museo Vivo El Prado Ubica el concepto de museo en la dimensión de la gestión y regeneración urbana conjugada con procesos de economía creativa, para ser entregadas a un espacio democrático, de uso público, libre y al aire libre. Es así como el espacio urbano es el propio museo, sus límites, el territorio sobre el cual se posa el patrimonio administrativamente definido y el cielo como su confín superior. ; Barranquilla, ciutat situada a una latitud geogràfica intertropical al marge esquerre de la desembocadura de el Riu Magdalena, es constitueix com un conglomerat de trossos a causa dels seus processos d'urbanització. Processos que inicien un desenvolupament urbà accelerat durant les primeres dècades de segle XX, sense comptar amb un Pla Urbanístic per a l'ordenació del seu vast territori. En absència d'això, es tracen, d'una banda, barris burgesos per allotjar les migracions europees i de l'altra, gràcies a aquest desenvolupament, apareixen de manera espontània, els barris informals consolidats a causa de la migracions locals i regionals.Entre els barris burgesos es distingeix el Barri El Prat, desenvolupat a partir dels principis urbanístics de el Moviment Modern, seguint el model de Ciutat Jardí, constituint-se d'aquesta manera, com el principal fita urbana de la ciutat en segle XX. És així com el Prat es va caracteritzar per la continuïtat del seu traçat i per erigir sobre cadascun dels seus terrenys, edificacions d'estils arquitectònics equiparables a les que es construïen en ciutats nord-americanes i angleses de l'època. Entre aquestes edificacions, avui patrimonials es destaquen la construcció de cinquanta-quatre habitatges aïllats per a l'elit de Barranquilla, l'Hotel El Prado i la posada en funcionament del Country club.El transcórrer de el temps ha generat en el Barri El Prat transformacions funcionals que van ser modificant els seus símbols i imaginaris. Una comprensió que, també posa en valor les manifestacions humanes poc reconegudes, ja que amb això el territori adquireix altres potencials. És així com la iniciativa del Museu Viu El Prat potencia aquest valor com a procés de regeneració urbana.El potencial valor del que viu, estructurat sota el concepte de Museu, mitjançant el procés de regeneració urbana, comprèn a el Barri El Prat com un territori d'oportunitats clau en la gestió cultural i d'innovació, mitjançant la posada en marxa d'altres models econòmics, que excloguin la possibilitat de gentrificació. D'aquesta manera aquesta investigació es submergeix en un aprofundiment sobre estudis de regeneració urbana, la comprensió de la imatge de la ciutat com a obra d'art i la investigació sobre la significació de museu en diferents instàncies. Concretant d'aquesta manera, la concepció de Museu Viu com la definició d'espai urbà que, en primera instància no treu la seva col·lecció de l'context, sinó que, per contra, genera la col·lecció entorn d'ella, prenent partida de sistema espacial, cultural dinàmic, simbiòtic, socialment equilibrat, en el qual es desenvolupen dinàmiques democràtiques i espontànies que fonamenten i sustenten un sistema d'equilibris econòmics, naturals i culturals. No es tracta de crear un mitjà inert intocable, sinó de permetre accions i relacions entre visitants i habitants que potenciïn aquestes dinàmiques.És així com El Museu Viu El Prat, proposat com un districte d'innovació cultural i creatiu, no només generarà impacte i retribució econòmica, sinó que possibilitarà la transformació d'imaginaris col·lectius, fonamentant les seves identitats i consolidant la seva imatge. La qual cosa es veurà afavorit per la seva planificació urbana inicial i dinamitzades per les formes d'habitar que discorren en aquest entorn patrimonial, podent-se reconèixer com una "marca pròpia", des del màrqueting territorial pel que fa al seu reconeixement i promoció dins de la ciutat a partir del foment de l'economia taronja, la qual és una de les metes de Govern Nacional Colombià.D'aquesta manera el Museu Viu El Prat, es projecta a partir de la comprensió de el patrimoni com una qüestió de futur, separant-se de la concepció tradicional de museu, és a dir, una concepció estàtica, inert, inanimada, que treu la col·lecció del seu context i que utilitza els edificis com a suports per a altres arts. Per contra, el Museu Viu El Prat Situa el concepte de museu en la dimensió de la gestió i regeneració urbana conjugada amb processos d'economia creativa, per a ser lliurades a un espai democràtic, d'ús públic, lliure i a l'aire lliure. És així com l'espai urbà és el propi museu, els seus límits, el territori sobre el qual es posa el patrimoni administrativament definit i el cel com el seu confí superior.

The international electromagnetic field (EMF) project of the World Health Organization (WHO) is a collaborative effort of the WHO teams for Environment, Climate Change and Health (ECCH) and Radiation and Health (ionizing and non-ionizing). The purpose of the effort is twofold. Firstly it seeks to create and house a database of legislation pertaining to EMF exposure. Secondly, it seeks to promote dialogue on the risks related to EMF exposure. The establishment of the EMF Project is motivated by the fact that EMF of a very broad range of frequencies represents one of the most common and fastest growing environmental influences on human health. EMF may have notable positive or negative effects on health, depending on the exposure context. EMF has been around since the birth of the universe, with light being its most familiar form. Electric and magnetic fields are part of the spectrum of electromagnetic radiation, which extends from static electric and magnetic fields, through radiofrequency, ultraviolet, and infrared radiation, to X-rays. Various Organs of State have reviewed the research endeavors of the NRF in this emerging field and found that the research is innovative and strongly aligned with South Africa's national interests. The EMF project is a multidisciplinary research endeavor integrating efforts from multiple sectors. Of particular import to South Africa is research into EMF exposure risks, EMF shielding modifications, and bio-adaptation mitigation options related to climate change. The EMF Project is endorsed by the Surgeon General, and the Nation's doctor is provided with the best available scientific information on how to improve health outcomes and reduce the risk of illness and injury. The mission of the EMF Project is to protect, promote, and advance the health of our Nation.

This systematic country diagnostic is structured in two main parts, one backward looking and the other forward looking. The backward-looking analysis aims to draw lessons on the determinants of poverty and sustainable and inclusive growth from (a) stakeholder consultations; (b) a poverty profile; (c) a jobs profile; and (d) a review of Cote d'Ivoire's experience, and a comparison with Ghana and Sri Lanka, countries with similarities to Côte d'Ivoire, but with different growth trajectories. The poverty analysis shows that over the past 25 years, poverty has deepened considerably, in particular in rural areas in the North and West. While the fall in cocoa prices played an important role, consequences of the price shock were amplified by political and social crisis and cuts in social expenditure. The main employment challenge faced by Cote d'Ivoire is a high concentration of employment in low-productivity occupations, such as agricultural and non-agricultural self-employment, particularly among the poor, women and those living in rural areas. Very few individuals hold formal wage jobs, and those who do are concentrated among the more educated in urban areas. In the near- and medium term, job creation will benefit significantly from growth in the self-employment and micro-enterprise sectors. The analysis concludes that Cote d'Ivoire's poor performance can be attributed to its response regarding four sets of policy issues: (a) lack of agricultural development and diversification; (b) lack of structural transformation into agro-business and non-agrobusiness led by the private sector; (c) inequitable social policies; and (d) lack of good governance. Based on this analysis, the forward-looking part outlines Côte d'Ivoire's strategic pathways out of poverty, better jobs creation through private sector-led growth and human capital development, and the prerequisites for achieving those goals. For better jobs creation, the main pathways are increased agricultural productivity and diversification into agribusiness and other types of industries. Addressing constraints under these pathways, in particular access to finance, will also promote microenterprises and self-employment. For human capital development, the main pathways are increased and higher quality social spending and an effective social safety net. The last chapter prioritizes key binding constraints and discusses knowledge gaps.

A relação entre água, energia e alimento é um tema que tem recebido atenção no meio acadêmico. Diante da escassez dos recursos naturais, da degradação que tem ocorrido não somente no Brasil, mas no mundo todo, os recursos naturais têm sérios riscos de esgotarem. E há que se pensar em uma gestão que possibilite a recuperação do meio ambiente de forma eficiente e sustentável. Compreendendo que o debate de nexo envolve um conjunto de inter-relações entre os recursos naturais utilizados como insumo para os serviços básicos da vida humana, neste sentido, a presente pesquisa objetivou analisar se há possibilidade de integrar a floresta ao nexo água-energia-alimentos, com vistas a não comprometer as demandas futuras e como isso pode contribuir para alcançar os Objetivos de Desenvolvimento Sustentável (ODS). Os objetivos específicos são identificar a interligação entre água, energia, alimento e floresta; apontar a necessidade de integrar a floresta ao nexo tradicional visando alcançar um desenvolvimento mais sustentável e controlar, prevenir as consequências dos impactos ambientais. A metodologia da revisão literária ocorreu com o levantamento por termos previamente identificados nas bases de dados Scopus, Web of Science e Periódico Capes, sendo a pesquisa classificada com abordagem qualitativa e método dedutivo. Os resultados apontaram que a floresta possui relação direta com os elementos água-energia-alimentos, sendo possível contribuir com as seguranças hídrica, energética e alimentar. Concluiu-se que vincular as florestas ao nexo existente, proporcionará uma maior preocupação para garantir a sustentabilidade e o equilíbrio ambiental.

The Country Policy and Institutional Assessment (CPIA) Africa report describes the progress African countries are making on strengthening the quality of their policies and institutions. Some of the results from this report include: The overall quality of policies and institutions in countries in Sub-Saharan Africa was unchanged in 2014, but there was much variation in performance across countries. More than half the countries in the region saw a change in their policy environment: 10 countries experienced an improvement in their overall CPIA score, and an equal number saw a deterioration. There were divergent trends across policy clusters. Economic management weekend on the back of continuing fiscal policy slippage, as the sharp drop in commodity prices underscored weaknesses in the fiscal framework of several of the regions countries. By contrast, there was some strengthening in the governance cluster, with nine countries showing improvements in scores, more than twice the number of countries with declines. The greatest progress in this cluster was in the quality of budgetary and financial management.

"Green cities" offer a systematic approach to a significant part of the nowadays urban complexity. The concept dovetails in the "healthy city" idea launched by the World Health Organization, but is equally associated with "sustainable" and "smart cities". During the past decades planning for "green cities" shifted, incorporating new ideas as sustainable development and IT-driven management instruments for smart cities. Contemporary cities continue to face major environmental challenges. Replying to this dynamic context is a main task for cities during the coming decades of the millennium. As most of the (major) cities worldwide are located at the edge of the continents, supporting water-bound activities, they show a significant "blue economy" aspect. This paper reviews the historical context of the science aspects of "green cities" and the related approaches. Four main challenges for livable (coastal) cities today are discussed, taking into account the continuous changes and the almost permanent transition cities face. Climate change effects as sea level rise and extreme weather conditions, affect directly coastal cities; providing enough drinking water is a long standing and increasing problem; ports face particular and specific environmental problems which are in need of a tailored management; and sufficient accessible green areas remain of primary concern for any green city. Cross cutting through these issues are among others mobility and sustainable urban design.These major challenges will necessitate new processes of decision making. Long term planning is essential.
