All ASEAN member states intend to establish the ASEAN Economic Community (AEC) by 2015, in order to make ASEAN a single market and production-based with the alleged purpose of making ASEAN a more dynamic and competitive region. This study aims at identifying the impacts of this single market and the production base policy of the AEC on oil palm producers in Thailand. In order to study the impacts of the AEC on oil palm producers in Thailand, we shall resort to qualitative and quantitative research methods. These methods have applied in three provinces in Southern Thailand: Surat Thani, Krabi, and Chumphon. More specifically, the negative and positive impacts of the single market and production-based policy of the AEC on oil palm producers will concern economic and social aspects, the production system, the environment, and food security. Primary data were collected using 400 semi-structured questionnaires, were using purposive and snowball selection. The analytical tool was the Analytic Hierarchy Process (AHP) containing goals, criteria, and specified impacts of the AEC on oil palm producers in Thailand. The result reveals that the economic impacts, such as an increase in investment opportunities in oil palm and employment, are the most critical positive impacts, while social impacts are the most significant negative impacts, especially prejudice in solving by the government. The preparation for entering the AEC for oil palm in Thailand should focus on increasing production and extracted oil efficiency so that that palm oil can compete with other countries. In addition, there should be cooperation with the main producing countries in ASEAN regarding the quality of standardized palm oil and palm oil-based products (ASEAN Sustainable Palm Oil: ASPO) as well as pushing the production of oil palm and palm oil in accordance with the ASPO quality standards or RSPO standards to increase trade channels outside the region; RESUMO: Todos os estados membros da ASEAN pretendem estabelecer a Comunidade Económica da ASEAN até 2015, a fim de tornar a ASEAN um mercado único e baseado na produção, com o objetivo de tornar a ASEAN uma região mais dinâmica e competitiva. Este estudo tem como objetivo identificar os impactos desse mercado único e a política de base de produção da Comunidade Económica da ASEAN (AEC) sobre os produtores de dendezeiros na Tailândia. Para estudar os impactos da Comunidade Económica da ASEAN (AEC) nos produtores de dendezeiros da Tailândia, recorreremos a métodos de pesquisa qualitativa e quantitativa. Esses métodos foram aplicados em três províncias do sul da Tailândia: Surat Thani, Krabi, e Chumphon. Mais especificamente, os impactos negativos e positivos do mercado único e da política de produção da Comunidade Económica da ASEAN (AEC) sobre os produtores de dendezeiros envolverão aspectos económicos e sociais, sistema de produção, meio ambiente e segurança alimentar. Os dados primários foram recolhidos usando 400 questionários semiestruturados, usando seleção proposital e de bola de neve. A ferramenta analítica foi o Processo de hierarquia analítica (AHP), contendo objetivos, critérios e impactos especificados da Comunidade Económica da ASEAN (AEC) nos produtores de dendezeiros na Tailândia. O resultado revela que os impactos económicos, como o aumento das oportunidades de investimento no dendezeiro e no emprego, são os impactos positivos mais críticos. Embora os impactos sociais sejam os impactos negativos mais significativos, especialmente os preconceitos na solução por parte do governo. A preparação para entrar na Comunidade Econômica da ASEAN (AEC) para o óleo de palma na Tailândia deve concentrar-se no aumento da produção e na eficiência do óleo extraído, para que o óleo de palma possa competir com outros países. Além disso, deve haver cooperação com os principais países produtores da ASEAN no que diz respeito à qualidade de produtos padronizados de óleo de palma e óleo de palma (ASEAN Sustainable Palm Oil: ASPO), além de impulsionar a produção de óleo de palma e óleo de palma de acordo com a os padrões de qualidade ASPO ou RSPO para aumentar os canais de comércio fora da região.

Este trabajo final de Maestría en Administración aborda el fenómeno de la corrupción desde tres enfoques teóricos: psicosocial, económico y legal, con el fin de comprender el fenómeno en diversas dimensiones de asociar la revisión teórica con el desarrollo del fenómeno dentro del marco de la contratación pública en Colombia. Se hace un análisis del proceso de contratación de la concesión vial Ruta del Sol sector 2, adjudicada al Consorcio Ruta del Sol – Consol, integrado por Odebrecht, Episol y CSS Constructores. La revisión del proceso de contratación se hace bajo el marco de la Ley 80 de 1993 y la Ley 1150 de 2007 que la modifica, donde se establecen las modalidades de contratación de acuerdo con el monto y el objeto a contratar y las etapas del proceso para cada modalidad. Las prácticas corruptas asociadas a este proceso se determinan a través de estudios previos realizados en el país, basados en encuestas a empresarios y datos estadísticos de los casos de corrupción investigados en Colombia. En el marco de metodológico se propone una matriz de caracterización del caso, donde se vinculan todos los factores hallados en el marco teórico para cada uno de los enfoques y las prácticas corruptas asociadas al proceso de contratación. A partir de la línea de tiempo del caso, donde se relacionan 51 eventos desde el proceso de contratación de la concesión y las posteriores investigaciones hasta el primer semestre de 2020. Se desarrolla la matriz de caracterización, con el análisis de los factores por enfoque para cada uno de los involucrados. De la matriz es posible determinar, la calidad de los involucrados, su posible motivación, el riesgo asumido por cada uno, la condición de poder de estos, la afinidad política y social, las prácticas corruptas utilizadas, los objetivos del actuar corrupto y el tipo de corrupción en el que cada uno incurrió, elementos que son considerados igualmente en las conclusiones de este trabajo final de maestría. ; This final paper to obtain the Masters' degree in Administration addresses the corruption phenomenon through three theoretical approaches: psychosocial, economical, and legal ones. The objectives aim to comprehend this phenomenon on diverse dimensions and to associate the theoretical review bearing in mind the public hiring in Colombia. An analysis was made about the hiring of the road concession Ruta del Sol, sector 2, awarded to Consorcio Ruta del Sol – Consol, composed by Odebretch, Episol and CSS Constructores. The hiring review is made under the framework of the Law 80 of 1993 and the Law 1150 of 2007 which modifies it. In this law, the modality of hiring is established according to the amount and the object to hire, and the stages of the process in each modality. The corrupt practices connected with this process are determined by prior studies made in the country, based on surveys applied to entrepreneurs and statistical data from corruption cases researched in Colombia. Regarding the methodological framework, a characterization matrix is proposed, in which all the factors found are connected in the theoretical framework, for each approach and the corrupt practices associated with the hiring process. From the time frame of the case, 51 events were related since the concession's hiring, and the subsequent researches until the first semester of 2020. Then, the characterization matrix is developed with the analysis of the factors per approach for everyone involved. From the matrix, it is possible to determine the role of the people involved, their possible motivation, the risk assumed by everyone, their conditions of power, their political and social affinity, the corrupt practices used, the objectives of acting while being corrupted, and the kind of corruption that was committed. Aim. To develop a methodological approach and a conceptual model for organizing pharmaceutical provision for the prevention and treatment of disorders of the psyche and behavior in conditions of an emergency situation of radiation origin.Materials and methods. Methods of observation and generalization, synthesis and formalization, content analysis were used in the research process. The subject of the study were clinical protocols and schemes for the prevention and treatment of neuropsychiatric disorders, regulatory documents relating to the medical and social principles of public administration of pharmaceutical supply to the population.Results. Based on the analysis of the current state of radiation protection of the population and the studies conducted the necessity to create reserves of medicines to provide medical care to the affected population with mental illness and behavior in case of the military situation and elimination of the consequences of emergency situations of radiation origin has been substantiated. The methodical approach to the organization of pharmaceutical provision for the prevention and treatment of mental and behavioral disorders in conditions of an emergency situation of radiation origin has been developed. The conceptual model for organizing pharmaceutical supply of the population with mental and behavioral disorders in conditions of an emergency situation of radiation origin has been offered.Conclusions. The conceptual model for organizing pharmaceutical provision of the population with mental disorders and behavior in conditions of an emergency situation of radiation origin can be used to improve the existing system of pharmaceutical provision of the population in conditions of elimination of the consequences of natural, man-made and military emergencies in order to prevent the development of mental illness and behavior disorders in victims preserving their efficiency and social adaptability. ; Цель: разработка методического подхода и концептуальной модели организации фармацевтического обеспечения профилактики и лечения расстройств психики и поведения в условиях чрезвычайной ситуации радиационного происхождения.Материалы и методы: использовались методы наблюдения и обобщения, синтеза и формализации, контент-анализа. Предметом исследования были клинические протоколы, схемы профилактики и лечения нервно-психических расстройств, нормативно-правовые документы, касающиеся медико-социальных принципов государственного управления фармацевтическим обеспечением населения.Результаты исследования. На основе анализа современного состояния противорадиационной защиты населения и проведенных исследований обоснована необходимость создания резервов лекарственных средств для оказания медицинской помощи пострадавшему населению с расстройствами психики и поведения на случай военного положения и ликвидации последствий чрезвычайных ситуаций радиационного происхождения. Разработан методический подход к организации фармацевтического обеспечения профилактики и лечения расстройств психики и поведения в условиях чрезвычайной ситуации радиационного происхождения. На основі аналізу сучасного стану протирадіаційного захисту населення та проведених досліджень обґрунтована необхідність створення резервів лікарських засобів для надання медичної допомоги постраждалому населенню з розладами психіки і поведінки на випадок воєнного стану та ліквідації наслідків надзвичайних ситуацій радіаційного походження. Опрацьований методичний підхід до організації фармацевтичного забезпечення профілактики і лікування розладів психіки і поведінки в умовах надзвичайної ситуації радіаційного походження. Запропонована концептуальна модель організації фармацевтичного забезпечення населення з розладами психіки та поведінки в умовах надзвичайної ситуації радіаційного походження.Висновки. Концептуальна модель організації фармацевтичного забезпечення населення з розладами психіки та поведінки в умовах надзвичайної ситуації радіаційного походження може бути використана для удосконалення існуючої системи фармацевтичного забезпечення населення в умовах ліквідації наслідків надзвичайних ситуацій природного, техногенного і воєного походження з метою попередження розвитку розладів психіки і поведінки у постраждалих, збереження їх працездатності та соціальної адаптованості.

Background :Occurrences of the COVID-19 outbreak has appeared in 215 countries worldwide, one of which includes the country of Indonesia. Indonesia has been dealing with daily fluctuations of new cases of COVID-19. The death toll of patients is steadily present, yet leveled by the fact that the number of recovered is also relevant. Wonosobo is a regency with a higher increase in COVID-19 patients than its neighboring cities and regencies in the province of Central Java. The number of positive COVID-19 patients in Wonosobo currently (May 2020) stands at 64 documented cases. As an effort to reduce the increase in the number of new cases, all layers of the public and government are required to take part. Compulsory knowledge of the disease is a vital factor for the general public to act and make decisions regarding appropriateness in reducing the spread of COVID-19. Subject and Method : This research is quantitative with an analytical correlation design. The sample count is 144 respondents which were randomly chosen to fill in a Google Form which was distributed via, the application, WhatsApp to the general public of the regency of Wonosobo. The data was analysed using the Spearman Analytical Correlation method. Results :Results show that the public of Wonosobo regency who are included into the category who possess a good knowledge of COVID-19 is (90%) with only (10%) are in the category with enough knowledge. As to how the public of Wonosobo in regards with dealing with the COVID-19 pandemic, such as wearing a mask, practising hand hygiene, and physical/ social distancing shows a percentage of (95,8%) included in the good category with only (4,2%) in the enough category. There is a significant correlation between knowledge and behaviour of the public surrounding the COVID-19 pandemic with a p-value of 0,047. Conclusion :The knowledge and behaviour of the majority of the public of Wonosobo regency were categorized as good. This condition is expected to support efforts to handle the COVID-19 cases in Wonosobo to be carried out effectively. Kabupaten Wonosobo merupakan salah satu kabupaten yang memiliki peningkatan kasus positif covid 19 yang tinggi dibandingkan dengan kabupaten dan kota laindi Jawa Tengah. Jumlah kasus terkonfirmasi positif covid 19 di Kabupaten Wonosobo saat ini (Mei 2020) berjumlah 64 kasus.Untuk itu diperlukan upaya pemutusan rantai penularan covid 19 yang melibatkan seluruh elemen masyarakat.Pengetahuan tentang covid 19 ini sangat penting dimiliki oleh masyarakat sehingga masyarakat mampu untuk mengambil keputusan dalam berperilaku yang tepat dalam rangka memutus rantai penularan covid 19. Subjek dan Metode : Penelitian ini merupakan penelitian kuantitatif dengan desain analitik korelasi. Sampel berjumlah 144 responden yang diambil dengan cara random melalui aplikasi google formyang disebar melalui whatsap kepada masyarakat Kabupaten Wonosobo. Data dianalisis menggunakan analisis korelasi spearman. Hasilmenunjukkan pengetahuan masyarakat Kabupaten Wonosobo tentang Covid 19 berada pada kategori Baik (90%) dan hanya 10% berada pada kategori cukup. Untuk perilaku masyarakat Kabupaten Wonosobo terkait Covid 19 seperti menggunakan masker, kebiasaan cuci tangan dan physical / social distancing menunjukkan perilaku yang baik sebanyak 95,8% dan hanya 4,2% masyarakat berperilaku cukup baik. Terdapat hubungan bermakna antara pengetahuan dengan perilaku masyarakat tentang Covid 19 dengan p-value 0,047 Kesimpulandidapatkan bahwa pengetahuan dan perilaku sebagian besar masyarakat Kabupaten Wonosobo sudah baik.Kondisi ini diharapkan dapat mendukung upaya penanganan kasus Covid-19 di Kabupaten Wonosobo dapat dilakukan dengan baik.Namun demikian, pemantauan dari pemerintah dan masyarakat tetap diperlukan guna mempertahankan situasi yang kondusif dalam upaya pemutusan rantai penularan Covid 19. Business education is understood as the improvement of the mental faculties of each individual, it should be noted that, to create, develop and innovate, in the first place, their professional preparation generates people with sufficient character of decision and objective determination, always based on technological and intellectual training, focusing on decision making that are necessary throughout working life. At present, humanity participates in a competitive environment, in which it is not only enough to finish a third level degree, but rather to opt for a postgraduate degree. Therefore, the student community is forced to continue with its academic training in universities in Ecuador, which have created postgraduate degrees for professionalization purposes in order to contribute to social, human and technological development. There are offers of studies with the necessary approaches to promote growth and personal evolution with approaches to operations management promoting the creation, development and organization of the production function in order to achieve competitive advantages. The purpose of the University is to develop the objective thinking of its students, thus meeting the needs of the national environment, structuring higher education, previously conducting a market analysis, which evaluates the significant growth of companies between 2012 and 2016 being of great importance the staff working in such companies and professionals trained to hold such positions covering such job competition. In this context, universities play an important role in creating fertile and knowledge-intensive environments to support the exploration and exploitation of innovative ideas and ventures, where governments have created grants to promote entrepreneurial innovation through mandatory university partnerships. Based on these ideas, the purpose of this documentary research is to analyze and analyze the role of universities in business education in operations management integrated with the development of new innovative ventures in relation to the quality of the professional. ; Se entiende como educación empresarial al perfeccionamiento de las facultades mentales de cada individuo, cabe indicar que, para crear, desarrollar e innovar, en primer lugar, su preparación profesional genera personas con el suficiente carácter de decisión y determinación objetiva, basándose siempre en la formación tecnológica e intelectual, enfocándolas en la toma de decisiones que son necesarias a través de la vida laboral. En la actualidad la humanidad es partícipe de un ambiente competitivo, en el que no solo basta con terminar una carrera de tercer nivel sino más bien optar por un posgrado por ende la comunidad estudiantil se ve forzada a continuar con su capacitación académica en universidades del Ecuador mismas que han creado posgrados con fines de profesionalización a fin de contribuir al desarrollo social, humano y tecnológico. Existen ofertas de estudios con los enfoques necesarios que impulsen el crecimiento y la evolución personal con enfoques a la gestión de operaciones impulsando la creación, desarrollo y organización de la función de producción con el objetivo de alcanzar ventajas competitivas. La Universidad tiene por finalidad de desarrollar el pensamiento objetivo de sus educandos logrando de esta manera satisfacer las necesidades del entorno nacional, estructurando la educación superior, realizándose previamente un análisis de mercado, donde se evalúa el crecimiento significativo de las empresas entre los años 2012 y 2016 siendo de gran importancia el personal que labora en dichas compañías y profesionales capacitados para ejercer puestos cubriendo dicha competencia laboral. En este contexto, las universidades desempeñan un papel importante en la creación de entornos fértiles y de gran densidad de conocimientos para apoyar la exploración y explotación de ideas innovadoras y emprendimientos, donde los gobiernos han creado subvenciones para promover la innovación empresarial a través de asociaciones universitarias obligatorias. Basándose en estas ideas, el propósito de esta investigación documental es analizar el papel de las universidades en la educación empresarial en gestión de operaciones integrada al desarrollo de nuevos emprendimientos innovadores con relación a la calidad del profesional.

Ministarstvo kulture 2013. godine provodi istraživanje o stanju u medijima, a 2015. godine započinje raspravu o medijskoj politici te donosi deset dokumenata koji služe kao temelj za medijske politike u RH od 2015. do 2020. godine. Nemoguće je tvrditi da je samo ekonomska kriza uzrok krize u medijima, iako postoji sveza jer je pad broja oglasa u medijima za sobom donio i pad broja zaposlenih. Manji broj novinara u redakcijama utjecao je na pad kvalitete novinskih uradaka, a ekspanzija društvenih medija te jačanje portala na internetu, usmjerili su novinarstvo u drugom smjeru. Erozija demokratske funkcije medija termin je s kojim se danas susrećemo kada govorimo u "krizi" ili stanju u medijima. Iako je prethodno održano nekoliko tematskih prosvjeda Hrvatskoga novinarskog društva, u ožujku 2019. godine organiziran je opći prosvjed nazvan Oteli ste medije, novinarstvo ne damo. Prosvjed je imao za cilj uručiti Vladi osam zahtjeva koji se odnose na sudske tuže, pritiske politike i oglašivača, prijetnje novinarima, ugrožavanje profesionalnih standarda, nepoštivanje medijskih zakona kao te izostanak ozbiljne medijske politike. Iako rasprava o medijskoj politici završava u 2020. godine, sami novinari navode izostanak adekvatne strategije. S obzirom na završetak petogodišnjega razdoblja rasprave o medijskoj politici, u radu će se prikazati rekapitulacija protekloga razdoblja. Je li sve navedeno uzrok daljnje krize u medijima te erozije funkcije medija, autori će nastojati utvrditi u radu. Za potrebe rada provedena je anketa među novinarima dostupnim na društvenoj mreži LinkedIn. Također će se napraviti komparacija s početnim stanjem rasprave o medijskoj politici i dobivenih rezultate. Slijedom slogana prosvjeda, pokušat će se dati odgovor tko je oteo medije te kakva je ocjena novinarstva u Hrvatskoj. ; The Ministry of Culture in 2013 conducts research on the media situation, and in 2015 begins discussions on media policy and adopts ten documents that serve as the basis for media policies in the Republic of Croatia in the period 2015 to 2020. It is impossible to argue that only economic crisis is the cause of the crisis in the media, although there is a link because the decrease in the number of advertisements in the media has also led to a decrease in the number of employees. Fewer journalists in newsrooms have affected the decline in the quality of news articles, and the expansion of social media and the strengthening of online portals have directed journalism in another direction. Erosion of the democratic function of the media is a term that we come across today when we speak in a "crisis" or situation in the media. Although several thematic protests have been held by the Croatian Journalist Society, a general protest called "You kidnapped the media, we don't give journalism" was organized in March 2019. The protest was intended to deliver to the Government of eight claims relating to the largest number of lawsuits, political PR and prints and advertisers' pressures, threats against journalists, jeopardizing the professional rights and standards, failure to comply with media laws and the lack of serious media policy. Stjecanjem povlastica slobodnoga i kraljevskoga grada započelo je novo razdoblje osječke povijesti. Promjene su se ponajviše ticale funkcioniranja gradske uprave u novim pravnim i društvenim okolnostima. Dosadašnja rijetka istraživanja onovremene osječke upravne povijesti u pravilu su se zadržavala na ustrojstvu i nadležnostima tamošnje gradske općine. U ovom radu autori su se bavili pitanjem sastava i značajki prve uprave slobodnoga i kraljevskoga grada Osijeka, koja je s radom počela u kolovozu 1809. godine. Na temelju gradiva osječkoga poglavarstva autori daju povijesni i pravni kontekst izboru i imenovanju članova uprave te analizu njihovih sociodemografskih karakteristika zabilježenih primarno u evidencijama građana. ; When the city of Osijek received the charter of privileges and became a free and royal city in 1809, a new stage in its historical and legal development began. Although the citizens' request for the charter from the Emperor Francis I was probably mainly motivated by the presumed prospects of the economic development, as it arrived rather late, i.e. some four decades before the feudalism was abolished in the Habsburg lands, its effects were mostly of legal and administrational nature. This is probably why the few works that cover the topic of Osijek's municipal history in the first half of the 19th century mainly deal with issues such as legal status of the Free and Royal City of Osijek and its citizens, the organisation of the local authority, etc. Although these historical aspects are indeed crucial to understanding the role of the local authority in the broad system of public (state) administration, as well as in the community, there are others that could complement our knowledge in that respect, such as the influence of different political, ideological, demographic and cultural factors. Among them are sociodemographic characteristics of the members of the city government. Besides an overview of the historical events prior to the election and appointment of the first government of the Free and Royal City of Osijek, the legal context and its organisation, as well as the very process of election, the authors analyse the sociodemographic characteristics of its highest-ranking members. The analysis included 57 officials and administration officers, i.e. 7 members of the City Council (Magistrate), 40 members of the Elected Commune (Assembly) with its President, and 9 other heads and deputies of the most important offices and services. Characteristics recorded in the registries of Osijek's citizens that were in focus of the research were the nobility status, religion, profession and place of origin. Combining the results and the official criteria for the election of the local authority officials and officers, the authors suggest that the leading criteria were the education and former work experience in the public administration. This is, of course, related to the social standing of the individuals, because the elites traditionally had better education and better overall access to public positions. Consequently, the majority of nobles and intellectual workers among the citizens were elected or appointed to a position in the local authority. Two most represented groups (equal in numbers) were merchants and craftsmen, but if we look at the overall population of people with citizen status, there were three times more craftsmen than merchants, which means that the latter were, relatively speaking, more represented in the local administration, as their social status was generally better. The only two religious groups that could apply for Osijek's citizenship were members of the Roman Catholic and Eastern Orthodox communities. The latter, as a minority, was a slightly underrepresented, but within the limits of the obligatory one quarter of the representatives in the Elected Commune. The place of origin had little or no influence on the election and appointment of members of the local authority, but it clearly portrays the City of Osijek as a multi-ethnic and multi-cultural community in which the citizens that came from other parts of the Habsburg Monarchy or even outside of it were well integrated.

Comparing abled-bodied athletes and Olympic sports with disabled athletes and Paralympic sports, the latter are relatively less popular and receive proportionally less funding from formal sport agencies and government sector. The title, analyze in challenges of Paralympic athletes in Sri Lanka, was described specific objective such as to provide a pathway of eliminate or minimize the impact of the given challenges and identify the sporting needs and desires of Paralympic athlete across the area. Disabled athletes who is represented Paralympic were highlighted. The challenges faced by the athletes in study could be categorized as physical, economic and social. According to analyzed results problem with facility and equipment availability. Study was also concerned about the negative attitude displayed towards then as support of sponsorship and public and media. Especially in Sri Lanka there is lack of disabled athletes' researches. Accordingly, there is a space to be filled up and will be answered by this study. Using the methods of investigative journalism and secondary data analysis were used of this study. As this study is analytical in nature as far as possible an attempt was made to collect secondary data. Previous studies were carried out provide a conceptual background of the study. ; Comparando atletas con discapacidades físicas y deportes olímpicos con atletas con discapacidades y deportes paralímpicos, estos últimos son relativamente menos populares y reciben proporcionalmente menos fondos de las agencias deportivas formales y del sector gubernamental. El título, analizó los desafíos de los atletas paralímpicos en Sri Lanka, se describió como un objetivo específico, para el cual es proporcionar una forma de eliminar o minimizar el impacto de los desafíos presentados e identificar las necesidades y deseos deportivos de los atletas paralímpicos en toda el área. Se destacaron los atletas con discapacidad representados en el deporte paralímpico. Los desafíos que enfrentan los atletas en estudio pueden clasificarse en físicos, económicos y sociales. Según los resultados analizados, el problema está en la disponibilidad de instalaciones y equipos. El estudio también tuvo que ver con la actitud negativa mostrada hacia el patrocinio, el público y los medios. Especialmente en Sri Lanka, hay una falta de investigación sobre atletas con discapacidades. En este sentido, hay un espacio para ser llenado y será respondido por este estudio. El periodismo de investigación y los métodos de análisis de datos secundarios se utilizaron en este estudio. Como este estudio es de naturaleza analítica, en la medida de lo posible, se intentó recolectar datos secundarios. Se han llevado a cabo estudios previos y proporcionan una base conceptual para el estudio. ; Comparando atletas com deficiência física e esportes olímpicos com atletas com deficiência e esportes paraolímpicos, estes últimos são relativamente menos populares e recebem proporcionalmente menos financiamento de agências esportivas formais e do setor governamental. O título, analisado os desafios dos atletas paraolímpicos no Sri Lanka, foi descrito como objetivo específico, para o qual é fornecer um caminho para eliminar ou minimizar o impacto dos desafios apresentados e identificar as necessidades e desejos esportivos dos atletas paraolímpicos em toda a área. Os atletas com deficientes representados no esporte paraolímpicos foram destacados. Os desafios enfrentados pelos atletas em estudo podem ser classificados como físicos, econômicos e sociais. De acordo com os resultados analisados, o problema é com a disponibilidade de instalações e equipamentos. O estudo também se preocupou com a atitude negativa exibida em relação ao patrocínio, ao público e à mídia. Especialmente no Sri Lanka, faltam pesquisas de atletas com deficiência. Nesse sentido, existe um espaço a ser preenchido e será respondido por este estudo. Métodos de jornalismo investigativo e análise de dados secundários foram utilizados neste estudo. Como este estudo é de natureza analítica, tanto quanto possível, foi feita uma tentativa de coletar dados secundários. Estudos anteriores foram realizados, e fornecem uma base conceitual do estudo.

Aim. To develop a methodological approach and a conceptual model for organizing pharmaceutical provision for the prevention and treatment of disorders of the psyche and behavior in conditions of an emergency situation of radiation origin.Materials and methods. Methods of observation and generalization, synthesis and formalization, content analysis were used in the research process. The subject of the study were clinical protocols and schemes for the prevention and treatment of neuropsychiatric disorders, regulatory documents relating to the medical and social principles of public administration of pharmaceutical supply to the population.Results. Based on the analysis of the current state of radiation protection of the population and the studies conducted the necessity to create reserves of medicines to provide medical care to the affected population with mental illness and behavior in case of the military situation and elimination of the consequences of emergency situations of radiation origin has been substantiated. The methodical approach to the organization of pharmaceutical provision for the prevention and treatment of mental and behavioral disorders in conditions of an emergency situation of radiation origin has been developed. The conceptual model for organizing pharmaceutical supply of the population with mental and behavioral disorders in conditions of an emergency situation of radiation origin has been offered.Conclusions. The conceptual model for organizing pharmaceutical provision of the population with mental disorders and behavior in conditions of an emergency situation of radiation origin can be used to improve the existing system of pharmaceutical provision of the population in conditions of elimination of the consequences of natural, man-made and military emergencies in order to prevent the development of mental illness and behavior disorders in victims preserving their efficiency and social adaptability. ; Цель: разработка методического подхода и концептуальной модели организации фармацевтического обеспечения профилактики и лечения расстройств психики и поведения в условиях чрезвычайной ситуации радиационного происхождения.Материалы и методы: использовались методы наблюдения и обобщения, синтеза и формализации, контент-анализа. How are the security issues perceived and evaluated not only by the global world leaders, experts, and scientists, but also by representatives of different social groups? Can their opinions and ideas change anything and reduce the level of international tension, or nothing depends on them? Answers to these questions are the methodological key to understanding the complexity of what is happening in the contemporary world considering the challenges of its global and local security. There must be something encouraging and reducing misunderstandings and mistrust in the field of peace-keeping and harmonization of international relations, even though we recognize the high level of influence of propaganda on the attitudes of people in different countries to the issues of security and other relevant questions in both Russia and throughout the world. The article presents the results of the analysis of the data of a number of surveys conducted among Russian students to find out their attitudes to the issues of global, regional, information and personal security. Based on the sociological research the authors describe how the younger generations (students) in Russia today react to the news on international security issues, how they interpret basic concepts of security and their meanings, what are their expectations, feelings and intentions, goals and fears. The results of the analysis of the students' ideas and representations of the international security issues prove a more positive perception of the future directions of international cooperation and provide more grounds to hope for the joint efforts of the leading countries of the world to counter security threats than one can expect relying on the mass media information, politicians' forecasts and expert community's estimates. Perhaps, this part of the younger generations worldview can be considered irrational and even naive. However, one should take into account that the current social status of this group will inevitably change in the near future, which promises that the Russian participation in the public and political international activities will help to decrease the level of international tension and confrontation. Thus, there are hopes for the development of dialogue forms of relations and paths to trust and joint efforts to counter threats and challenges of global security. ; Как мыслят и ощущают политику безопасности не только мировые лидеры, эксперты и ученые, но и представители самых разных социальных групп, зависит ли от их мнения что-либо для понижения градуса международной напряженности? Ответы на эти вопросы - методологический ключ к пониманию всей сложности происходящего сегодня в мире в контексте его глобальной и локальной безопасности. На этом пути, несомненно, должно быть что-то обнадеживающее и снижающее градус недопонимания и недоверия в деле поддержания мира и согласия, даже если мы признаем высокий уровень влияния пропаганды на отношение граждан к вопросу безопасности и связанным с ней проблемам как в России, так и во всем мире. В статье представлен анализ данных, полученных в ходе опросов российских студентов на тему глобальной, региональной, информационной и личной безопасности. Показано, как современное молодое поколение (студенчество) в России реагирует на новости по проблемам международной безопасности, как трактует для себя это понятие и его смыслы, чего ожидает в будущем и к чему стремится. Результаты социологического анализа позволяют утверждать, что оценки российских студентов демонстрируют гораздо более позитивное видение перспективных направлений международного сотрудничества и надежд на совместные усилия ведущих стран мира в деле противостояния угрозам безопасности, чем можно было бы ожидать, учитывая доминирующие дискурсы медийного пространства, политических прогнозов и оценок экспертного сообщества. Возможно, данный срез молодежных представлений не рационален и даже наивен. Однако следует учитывать, что лишь пока социальный статус этой группы не высок, но в ближайшем будущем он вырастет, что обещает важную роль российского участия в общественной и политической международной практике с точки зрения понижения градуса международной конфронтации. Все это дает основания надеяться на развитие и утверждение диалоговых форм отношений, укрепление настроя на путь доверия и совместного противодействия угрозам и вызовам глобальной безопасности.

Purpose. Despite the steady scientific interest in the problems of the great Patriotic war, and the feat of its specific heroes, the post-Soviet historical science often has not yet introduced previously inaccessible sources that significantly Supplement their biographical information. In particular, an attempt is made to reconstruct the biography of the Hero of the Soviet Union G.N. Chernov in the most complete way, using materials that were not previously used in scientific circulation. In addition, the author's research on the values and lifestyle of the Chuvash Diaspora in the Altai region includes, in addition to considering the specific existence of this people in southern Siberia, and reconstructing the life path of its best representatives.Methodology. As a special way of measuring socio-cultural processes in modern science, methods of historical biography are increasingly used, including individual destinies in the context of history. The descriptive and biographical methods and the method of historicism inherent in this auxiliary historical discipline were applied.Results. For the first time in the scientific literature it is described in details the key life episodes of the only Hero of the Soviet Union in the Altai region, Chuvash by nationality, Georgiy Chernov. It has been able to establish that the Chernov family was one of those who had founded the most compact Chuvash residence in the Altai territory. The materials of the investigation on the charges against G.Chernov's father in conspiring against the Soviet authorities have made it possible to supplement information about widespread "SR-rovsowski conspiracy" in Siberia", mass repressions which were begun after the NKVD order № 00447. However, the presence of the repressed father didn't prevent the social biography of Georgiy Chernov. The hero's military path was completed with the act of heroism on August 21, 1944, which was restored from widely available materials as well as from little known recollections of his fellow soldiers.Conclusions. A retrospective review of Georgiy Chernov's life demonstrates the disparity of the interaction of social and concrete historical factors with his personal aspirations and motives. The maximal indoctrination of the Bolshevik state can't prevent the success of the Soviet modernization. As an evidence of it there are the fates of the representatives of the generation whose youth took place during the great Patriotic war. ; Цель. Несмотря на устойчивый научный интерес к проблематике Великой Отечественной войны, и подвигу ее конкретных героев, в постсоветскую историческую науку зачастую ещё не введены недоступные ранее источники, существенно дополняющие их биографические сведения. В частности, предпринимается попытка наиболее полно реконструировать биографию Героя Советского Союза Г.Н. Чернова, используя материалы, до этого не использовавшиеся в научном обороте. Кроме этого, исследование автором ценностей и образа жизни чувашской диаспоры в Алтайском крае, включает в себя, помимо рассмотрения конкретного бытования этого народа в Южной Сибири, и реконструкцию жизненного пути его лучших представителей.Метод и методология. Как особый способ измерения социально-культурных процессов в современной науке все шире используются методы исторической биографики, включающей индивидуальные судьбы в контекст истории. Применялись присущие ей описательный и биографический методы, принцип историзма.Результаты. Впервые в научной литературе детально описываются ключевые эпизоды жизни единственного в Алтайском крае Героя Советского Союза, чуваша по национальности, Г.Н. Чернова. Удалось установить, что семья Черновых была одной из тех, кто основал место наиболее компактного проживания чувашей в Алтайском крае. Материалы следственного дела по обвинению отца Г.Н. Чернова позволили дополнить сведения о широкомасштабно сфабрикованном в Сибири «эсеро-ровсовским заговоре», массовые репрессии по которому начались после известного приказа НКВД СССР № 00447. Однако наличие репрессированного родителя не помешало социальной биографии Г.Н. Чернова. Боевой путь героя, завершившийся подвигом 21 августа 1944 года, восстановлен как по материалам, находящимся в широком доступе, так и по малоизвестным воспоминаниям однополчан Г.Н. Чернова.Выводы. Ретроспективное рассмотрение жизни Г.Н. Чернова демонстрирует неоднозначность взаимодействия социальных и конкретно-исторических факторов с его личными устремлениями и мотивами. Максимальная индоктринация большевистского государства не может отменить успехов советской модернизации, о которых свидетельствуют судьбы представителей поколения, чья молодость пришлась на годы Великой Отечественной войны.

En la Provincia de Corrientes, el 92 % de los productores ganaderos corresponden a la categoría de los pequeños y medianos, que disponen de hasta 500 cabezas. Dentro de este estrato, el trabajo se orientó a aquellos cuyo ingreso principal proviene de la ganadería, aunque con limitaciones en cantidad de tierra, capital, acceso a la tecnología y a la información adecuada sobre mercados. Desde 1995 la Agencia Extensión Rural INTA Mercedes, se lanzó al desafío de mejorar el negocio ganadero de estos productores, a través del trabajo asociativo para la comercialización conjunta de su producción, algo inhabitual en el sector. Para ello, se inició un proceso de innovación hacia el desarrollo local con el fortalecimiento de los productores a nivel organizativo, productivo tecnológico y de las relaciones inter institucionales. El proceso de transferencia tecnológica incluyó la validación del servicio estacionado en dos épocas, la reserva de potreros, la implantación de pasturas y la estratégica suplementación mineral- energética-proteica, entre otras. El armado del sistema comercial del centro sur correntino fue complejo y demandó casi diez años hasta su total puesta en funcionamiento con el trabajo articulado de varias instituciones involucradas en el proceso de comercialización y el apoyo del Estado Nacional, Provincial y Municipal. Se buscó adaptar éste sistema a las características territoriales de producción, al mejoramiento de los aspectos comerciales y del manejo de los sistemas para que el productor pueda planificar su producción y comercialización, al tiempo que cuenta con un espacio social de intercambio de experiencias. ; In Corrientes Province, 92% of small and medum-sized livestock breeders own up to 500 heads of cattle. Within that stratum, this study was focussed on those whose main income is originated by livestock production, however, with restrictions as regards amount of land, capital, access to technology and to appropriate information related to markets. Since 1995, the Rural Extension Agency INTA Mercedes (AER Mdes) has embraced the challenge to increase these farmers' livestock business through working and trading partnership of their own production, which is rather unusual in this area. In order to do this, AER Mercedes has promoted an innovation process for local development such as the strengthening of organizational, technological and inter-institutional relationships between local farmers. The process of technological transference included the validation of seasonal service in two periods, forage reserve, pastures management, and strategic mineral-energy-protein supplementation among others. The assembly process of the commercial system of the central-south Correntinian region was complex as it took almost ten years to be fully operational entailing articulated work of several institutions involved in the commercialization process with National, Provincial and Local Government support. The University governance considered as one among the modern management methods that used by universities for reform of higher education. The latter aims to improve the quality of its services , where interests has increased in adopting university governance after the evolution of the adopted educational systems and the development in International University Rankings criteria. The problem of the quality of education is rightly associated with the development of the information society, in which the advanced development of public intelligence and the education system are becoming a decisive factor in the progress of mankind. Under these conditions, information acquires the greatest value and is a strategic product of states. Realizing the importance of having a quality education, most countries around the world declare this problem a national priority and a prerequisite for their own national security. Education and science, influencing all forms of organization of the macrosocial system without exception, all its structural elements, is a universal factor in the modernization of the country, its technological, military, environmental and axiological security. It is no coincidence that indicators of education and research and innovation policy in international practice have long been introduced into the system of national security parameters. The quality of education is a multidimensional model of social norms and requirements for the individual, the educational environment in which it develops, and the education system that implements them at all stages of human learning. The quality of education is assessed, first, as a social ideal of human education; secondly, as a result of her educational activities; and thirdly, as a criterion for the effectiveness of the educational system. This paper aims at presenting the theoretical framework of the university governance, highlighting some experiences of countries as being the first who applied this method. Also, it refers to the total of obstacles that faced universities when applying the governance, as well as the ways to activate this method in future. The study recommended that there is no single model of governance that is valid for all universities, and that is why every university must choose the most appropriate model for it while creating the appropriate environment for it, to ensure its effectiveness in achieving the assigned goals. ; Управління університетом розглядається як один із сучасних методів управління, що використовується університетами для реформування вищої освіти. Останній має на меті покращити якість своїх послуг, де зацікавленість у прийнятті університетського управління зросла після еволюції прийнятих освітніх систем та розробки критеріїв міжнародного рейтингу університетів. Проблему якості освіти справедливо пов'язують з розвитком інформаційного суспільства, в якому випереджальний розвиток суспільного інтелекту та системи освіти стають вирішальним чинником поступу людства. Інформація за цих умов набуває найбільшої цінності та є стратегічним продуктом держав. Усвідомлюючи важливість володіння якісною освітою, більшість країн світу оголошує цю проблему національним пріоритетом і передумовою власної національної безпеки. Освіта і наука, впливаючи на всі без винятку форми організації макросоціальної системи, на всі її структурні елементи, є універсальним фактором модернізації країни, її технологічної, військової, екологічної й аксіологічної безпеки. Не випадково показники освітньої та науково-інноваційної політики в міжнародній практиці вже давно введені в систему параметрів національної безпеки. Якість освіти – це багатовимірна модель соціальних норм і вимог до особистості, освітнього середовища, в якому відбувається її розвиток, та системи освіти, яка реалізує їх на всіх етапах навчання людини. Якість освіти оцінюється, по-перше, як суспільний ідеал освіченості людини; по-друге, як результат її навчальної діяльності; і по-третє, як критерій ефективності функціонування освітньої системи. Ця робота має на меті представити теоретичні основи управління університетом, висвітливши деякі враження країн, які першими застосували цей метод. Також йдеться про загальну кількість перешкод, з якими стикаються університети при застосуванні управління, а також про шляхи активізації цього методу в майбутньому. Дослідження рекомендувало не існувати єдиної моделі управління, яка була б дійсною для всіх університетів, і саме тому кожен університет повинен вибрати найбільш підходящу для нього модель, одночасно створюючи для неї відповідне середовище, щоб забезпечити свою ефективність у досягненні поставлених цілей.

This article is devoted to the study of public control, its role as the main element of interaction between the state and society is defined. It creates the basis for the social orientation of public policy. Among the factors that determine the development of the legal framework of the state, the author noted the feasibility of introducing into the process of rule-making not only authorities that are endowed with law-making functions under the Constitution of the state, but as well as those informal social structures that may not play a decisive role in this process, but will be able to provide arguments "for" or "against" the adoption of certain regulations. The study has found that public authorities require public scrutiny, because in fact the society has given it the power to create the legal field. Conversely public control, in the author's view, is necessary in order to achieve effective communication between the government and civil society. In addition to the above it should be mentioned that during this study was also analyzed the impact of various agencies on public oversight powers. In particular, was indicated the direct dependence of its quality on the state's information policy and the use of modern digital technologies in ensuring public access to public data on the activities of state institutions. The author emphasizes that the right of every citizen to be aware of government affairs and to receive decisions concerning the activities of the community is a fundamental principle of democracy. In turn, the government should provide an easy way for citizens to access data about their work and the legal norms it creates. Therefore the researcher concludes that the level of "transparency" of information about the activities of administrative bodies and access to it is a condition for effective public control. The author also points out that there are shortcomings in the practical implementation of the principle of "transparency" in the activities of state authorities in Ukraine and offers way of it's improvement, based on the experience of the French Republic, which has made significant progress in establishing a legal and technical relationship between the citizens and the State. ; Статтю присвячено дослідженню явища публічного контролю, визначенню його ролі в якості основного елементу взаємодії держави та суспільства, що створює підґрунтя для соціального спрямування політики держави. Так, серед факторів, які зумовлюють розвиток правової бази держави, автором зауважено на доцільності впровадження в процес нормотворення не лише органів влади, які наділені правотворчими функціями за Конституцією держави, а і тих неформальних соціальних структур, які, можливо, не будуть відігравати визначальної ролі в цьому процесі, однак зможуть надати аргументи «за» або «проти» прийняття певних нормативно-правових актів. У дослідженні з'ясовано, що державна влада вимагає контролю з боку громадськості, оскільки фактично саме остання надала їй повноваження для створення правового поля. В свою чергу публічний контроль, з точки зору автора, необхідний саме для досягнення ефективної комунікації між владою та громадянським суспільством. В рамках запропонованого дослідження проаналізовано вплив різноманітних факторів на якість здійснення публічного контролю. Зокрема, зазначено про значну роль інформаційної політики держави та використання сучасних цифрових технологій у забезпеченні доступу громадськості до публічних даних про діяльність державних інституцій. Автор підкреслює, що право кожного громадянина бути обізнаним в урядових справах та отримувати рішення, які стосуються діяльності громади, є основним принципом демократії. Влада повинна забезпечити простий спосіб доступу громадян до даних про свою роботу та правових норм, які вона створює. Саме тому дослідник доходить висновку про те, що рівень «прозорості» інформації про діяльність адміністративних органів і доступ до неї є умовою ефективного публічного контролю. Автором виявлені і недоліки практичного втілення принципу «транспарентності» в діяльності державної влади в Україні та запропоновано шляхи його удосконалення, спираючись на досвід Французької Республіки, яка досягла суттєвих успіхів у сфері нормативно-правового та технічного закріплення взаємовідносин між громадянами і державною владою.
