Legal Aspect of the Freedom of expression was fundamental human rights which was now a concern with the action Monitoring and screening access to information and heavy surveillance application that eventually break the privacy rights of the netizens by government apparatus, whether those acts are done by law or against the law. Freedom of expression was a state authority and its enactment needs to be using Pancasila values in accordance with the law of Law No.11 of 2008 on Information and Electronic Transactions. While ensuring to access information, any citizen could use actualize themselves and express opinions without hatred towards society. This legal research was made using the juridic-normative approach with the secondary data by legal literature study with analyzing between legislation applicable to legal theories and important practices of positive law which will be discussed. This legal research to find out about the regulation of freedom of expression on social media according to law and regulation and the application in Indonesia. This study needs to be developed and discussed in more detail the freedom of expression in social media. The right to freedom of expression was one of the important features of a democratic country that upholds the high sovereignty of the people to realize the implementation of that state well, and the state has jurisdiction to determine, apply, and judge upon anyone who damages Pancasila. Freedom of expression through social media was a fundamental human right that must be protected. However, in the case of the fulfilment of rights, there will also be an obligation to respect the rights of others, the exercise of those rights may be decided by law. Various cases of freedom of expression through social media become a process of enforcing this Human Rights. Prevention by education from government and private sectors were needed in other to decrease the hate speech and defamation's content in social media.

"Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. How has memory - collective and individual - influenced European politics after the Second World War and after 1989 in particular? How has the past been used in domestic struggles for power, and how have 'historical lessons' been applied in foreign policy? While there is now a burgeoning field of social and cultural memory studies, mostly focused on commemorations and monuments, this volume is the first to examine the connection between memory and politics directly. It investigates how memory is officially recast, personally reworked and often violently re-instilled after wars, and, above all, the ways memory shapes present power constellations. The chapters combine theoretical innovation in their approach to the study of memory with deeply historical, empirically based case studies of major European countries. The volume concludes with reflections on the ethics of memory, and the politics of truth, justice and forgetting after 1945 and 1989

The concept of social capital has been recognized as one of the key aspect of public administration and is an essential part of local urban policy. From the point of view of the inhabitants, it conveys a sense of subjectivity, achievement, participation and co-government. Much more important is that social capital will be characterized by a measurable impact in terms of civic engagement in local affairs. Racibórz was selected as a case study due to the city's proximity to the border. On the one hand, it is regarded with a long tradition of self-government, self-organization, belonging to different legal and administrative systems throughout history, and on the other hand, with a marginal position in the territory and in the administrative structures of the country and the region. All these factors have, over the course of history, given rise to inhabitants' behavioral patterns and created the basic forms and structures of civil society and/or social capital. Based on qualitative and ethnographic field studies, the authors presents the experiences of the COVID-19 pandemic phenomena, which changes the structures of social capital in Raciborz by reducing/destroying it and ask the question how it can be rebuilt in the future. The aim of the article is to present one of the current challenges for urban policy in Poland: social participation, especially in the context of the concept of social capital, in Raciborz town at the time of the (post) Covid-19 pandemic.

The purpose of this study is to understand the perspective of students at the campus of Social and Economic and Administrative Sciences and Humanities of the Autonomous University of Yucatan regarding the impact the university had on their development as citizens. Through in-depth interviews and content analysis, information was obtained from 40 students enrolled at different colleges at the campus with different levels of participation in civil society. I found that the university experience allows access to resources and experiences that promote the development of citizenship, but that formal university requirements often curb or limit this development. ; En este estudio se tuvo como propósito comprender la perspectiva de los estudiantes del Campus de Ciencias Sociales, Económico-Administrativas y Humanidades de la Universidad Autónoma de Yucatán, México, sobre el impacto que el centro universitario ha tenido en su desarrollo ciudadano. Por medio de entrevistas a profundidad y análisis de contenido se obtuvo información de cuarenta estudiantes de las facultades del campus con diferentes niveles de participación ciudadana. Se encontró que la experiencia universitaria permite tener acceso a recursos y a experiencias que promueven el desarrollo de ciudadanía, pero que los mismos requerimientos formales universitarios podrían frenar o limitar este desarrollo.

This book reveals the ambivalent repercussions of capitalist culture on interpersonal relationships in the post-communist world. Most observers tend to blame modern corruption, narcissism, and egoism in these new market societies on their communist pasts. This comparative analysis shows how the capitalist present is also squarely responsible.

Together with the national Independence and the free market re-establishment, philanthropic tradition are returning back to the Lithuanian society. However philanthropy already appears in its modern qualities based not only on pure Christian morality, but also having some expressions of corporative social responsibility, strategic action. This paper is dwelling on the analysis of philanthropic phenomenon in post-communist settings revealing the dichotomy between philanthropy as social responsibility and its corporative strategic aspects. The analysis is based on interpretation of empirical and statistical data, as well as theoretical insights.

Information and Communication Technologies (ICT) can enrich the ways in which citizens participate in civic and political matters. Indeed, many theorists on online participation, or eParticipation, proclaim the potential of digital technologies to empower citizens with convenient ways to participate in democratic processes and to hold leaders to account. However, it is not clear if and how digital technologies, notably social media, can contribute to a more democratic system and engaged public in a country where open expression is limited. This thesis studies Social Networking Sites (SNS) as Information Systems (IS) artefacts, including individuals' motivation for using them, how their features enable participation - or not - and the impacts of their use in an authoritarian country. Through personal interviews and focus group discussions in Uganda, this thesis finds that the common enablers of online participation in often-studied, mostly Western democratic countries are rarely translated into the offline world in an authoritarian country with one president for the last 30 years. The thesis proposes ways to increase eParticipation in authoritarian contexts, citing the social accountability sector (where the thesis shows evidence of eParticipation working) as a pathway to greater citizen participation and government responsiveness. Findings also contribute to the Information Systems artefact discourse by illuminating the political, social, technological, and information artefacts in SNS when used for eParticipation. Moreover, the thesis shows how, in contexts with a democracy deficit, resource-based theories such as the Civic Voluntarism Model (CVM) fall short in explaining what motivates political participation. It also explains how social networks contain the various constitutive aspects of the IS artefact – social, technical, informational and political - and how these various aspects need to be aligned for eParticipation to work.

The author of the article made an investigation on Ukrainian and international aspects of the civil society institutions' role in the activities of public administra-tion. Essentially, civil society institutions serve as the in-struments of civil society required to provide democracy, represent different views, participate in the political pro-cess, and others. Accordingly, civil society institutions participate in different fields of public relations, namely: healthcare, justice, finance, education, ecology, interna-tional relations, safety, social politics. Public administra-tion is an institute, by which the stated is governed with. In addition, there is a necessity for a dialogue between these institutes. In this vein, the author gives examples of the legal regulation of the relations between civil soci-ety institutions and public administration, thus focusing on the problems of such relations. Among the main prob-lems are the lack of civic culture, the fact that people are generally hesitant to the possibility of influencing state and political processes, credibility gap, legal nihilism, bu-reaucratic obstacles.Thus, different ways of the stimulation for public ad-ministration synergy within the civil society institutions are represented and characterized. Civil society institu-tions, including public organizations, play an important role in providing the rule of law. This is being done par-ticularly via the public control, audit, legal protection, analysis, and many other methods. Thus, it is the crucial task of the public administration to promote the activities of civil society institutions in various ways.The author therefore concludes that the most essential prerequisite of the rule of law state is the formation of a civil society in which the free and comprehensive develop-ment of each person, the functioning of democratic civil institutions that ensure freedom of speech and informa-tion, are guaranteed though the power of public opinion and public morality, free elections, existence of the le-gal opposition and multi-party system. All the foregoing makes the usurpation of power impossible.The author offers the ways to solve the problematic aspects of public participation in government, especially by improving the regulatory framework, providing an ef-fective mechanism for citizens to appeal, simplifying and ensuring transparency of mechanisms for public partici-pation in public administration, establishing the respon-sibility of public administration entities for avoiding par-ticipation of civil society institutions in activities where it is provided by law, etc. ; Автором статті було проведено дослідження ролі інститутів громадянського суспільства в діяльності пу-блічної адміністрації крізь призму українського та між-народного досвіду.
