학위논문 (석사) -- 서울대학교 대학원 : 국제농업기술대학원 국제농업기술학과, 2020. 8. 서교. ; Greenhouse gases (GHGs) are considered key factors driving climate change, and electric vehicles (EVs) are proposed as a potential solutions. EVs represent eco-friendly modes of transportation that do not emit carbon dioxide and other GHGs into the atmosphere. In addition, the energy sources associated with EVs would reduce GHG emissions, which have steadily increased over the last several decades. The energy sector accounts for 93% of the total national GHG emissions among five sectors, including industrial processing, agriculture, land-use change and forestry, waste, and energy. Although all of these sectors contribute to GHG emissions. the energy sector is the major source of GHG emissions. Among the numerous sub-sectors under the energy sector, GHG emissions of the road transport sub-sector accounted for 95.9% of the total emissions in the transport sector, with 94,270 Gt CO2e in 2017. The Korean government proposed the adoption of eco-friendly vehicles to achieve the GHG reduction goals in line with the Paris Climate Agreement, which goes into effect in 2021. In addition, the government have proposed promoting eco-friendly vehicles as a strategy of achieving a 37% reduction of the 851 million ton CO2e GHG emissions forecast by 2030. The Korean government has proposed various policies to increase the adoption of EVs, as eco-friendly cars, with the aim of reducing GHG emissions. The government has set a goal of 3 million EVs by 2030, and has provided various incentives such as tax exemptions, purchase subsidies, highway tolls, and discounts on parking fees in public parking facilities to promote the purchases of eco-friendly cars in Korea. Despite these favorable government policies, the rate of EV adoption in Korea has fallen short of expectations. Compared to the goal of 3 million EVs by 2030, the number of EVs registered in Korea in 2019 was only approximately 8.8t thousand which was far below the high goal set by the government. In 2019, only 0.5% of all passenger vehicles in Korea were EVs. According to a survey to evaluate the perceptions of actual buyers of EVs in Korea and the willingness of prospective buyers to purchase EVs, in general, current owners reported that they would not repurchase EV. Prospective buyers reported that they would not purchase EVs for reasons such as reduced subsidies, long charging times, and the short driving range of EVs. In terms of charging, which is a key factor for EV owners, KEPCO's detailed plan for the electricity supply include significantly increasing charging fees for EVs starting in the second half of 2020. Consequently, the charging costs that purchasers of EVs need to pay will increase further and will negatively affect intention to purchase. However, following implementation of the government's policy of propagation of EVs and according to various studies, the EV adoption is still expected to increase, and improvements in power generation could lead to an increase in EV purchases. Although no pollutants are emitted while driving EVs, policies that promote an increase in EVs do not take into account the life cycles of EVs from pre-manufacturing to the disposal, and thus, they do not adequately predict the potential environmental impacts. In the life cycle of EVs, the production of the electricity required for the operation of EVs generates the highest amount of GHG emissions during the use stage. Thus, production of EVs still has a major impact on the environment. Since such environmental impacts depend on the energy mix, environmental impact assessments should consider the national energy mix. New environmental impact assessment activities are needed and such activities should consider changes in the energy mix and changes in the propagation of EVs. These activities would impact the outcomes in two categories, global warming potential and particulate matter potential, which are both linked to automobile use and energy production. As interest in EVs has increased, numerous studies on the propagation of EVs have been conducted. As a result, various factors that influence the spread of EVs have been identified. In the majority of the studies that have examined the factors influencing the spread of EVs, panel analysis has been conducted using annual data at the national level. Subsidies, which is a major factor influencing EV uptake in Korea, are divided into the national subsidy and regional subsidies. Therefore, regional characteristics should be taken into account and analyzed at the regional level since different regions (e.g., Jeju Island) have unique operational environments for EVs. In addition, few studies have examined the balance of subsidies or the change in the number of supportable EV residuals based on monthly data rather than annual data. Several studies have also focused on the propagation of EVs using system dynamics, but, most studies have been qualitative research rather than quantitative research. In addition, numerous studies have evaluated environmental effects by applying changes in the energy mix. However, few studies have considered both the propagation of EVs and their environmental impacts. Therefore, the present study evaluates the impact of subsidy policies on the propagation of EVs by region and environmental improvement effects. First, we investigated the factors influencing the propagation of EVs using monthly panel data by region. Changes in EV uptake were then analyzed by region based on identified factors. Lastly, to analyze the environmental implications of EV propagation, the environmental improvement impacts of EV propagation were analyzed considering the national grid power supply plan based on a life cycle assessment (LCA). Our analysis of EV propagation based on monthly time series data by region aimed to quantitatively analyze the factors influencing the spread of EVs in Korea. This study confirmed the stationarity of the factors considering the influence of seasonality in the monthly time series data based on regional characteristics. In addition, an EV propagation model was designed based on panel fixed effect and panel random effect models, using the Hausman test. Analysis of the factors influencing EV propagation in 16 cities and provinces in Korea using panel fixed effect and panel random effect models, revealed that the EV propagation models had explanatory powers of 48% and 50%, respectively. The factors classified in the five categories had different effects depending on the model, and the panel fixed effect using the Hausman test was more appropriate for describing the model. However, more variables in the panel random effect model were analyzed as significant factors than in the fixed effect model. The number of newly registered diesel vehicles and the total number of newly registered passenger vehicles in the vehicle category had negative and positive effects on EV propagation, respectively, in both the panel fixed effect model and the panel random effect model. However, in the random effect model, the prices of diesel and gasoline vehicles also influenced EV propagation. In the panel fixed effect model, only the national subsidy and regional subsidies showed positive effects on the propagation of EVs. The random effect model also showed that a tax exemption, which had a positive effect on the spread of EVs, was also a factor influencing EV propagation. The population density in the census category, the number of vehicles per capita, and the PM10 concentration, representing environmental factors, were analyzed as influential factors in both models. In addition, the monthly average and minimum temperatures in the climate category, which could reveal whether weather conditions in each region influence EV spread, were found to be influential in the panel fixed effect model. However, in the panel random effect model, all factors in the climate category were not influential. The system dynamics model of EV propagation was based on factors influencing the spread of EVs. The present study used the Stella Architect software platform to analyze dynamic changes in the spread of EVs by region. system dynamics is a technique that identifies dynamic change mechanisms of targets, and shows systemic trends with a non-linear feedback system and simulates and analyzes them based on various factors. In the present study, we used system dynamics to estimate the number of EVs propagated by region. A bull's eye diagram, causal loop diagram, and stock-flow diagram were constructed, and factors such as subsidies, charging facilities, fuel prices, electricity prices, and the number of vehicles by fuel applied. The system dynamics modeling was conducted based on correlations between variables. The system dynamics model of EV propagation by region was applied using the number of new EVs registered as the dependent variable to reveal differences based on regional characteristics. The subsidy variables were divided into national and regional variables, and the number of newly registered EVs was set as the dependent variable and multiple regression analysis was conducted. In addition, four policy scenarios – Subsidy Cliff, Phase-out, Phase-in 50%, and Phase-in 350% – were adopted to verify whether the 2030 EV goal set by the government could be achieved. According to the analysis, 1.37 million EVs would be adopted in 2030 under the Subsidy Cliff scenario, 1.40 million under the Phase-out scenario, 1.87 million under the Phase-in 50% scenario, and 3.01 million under the Phase-in 350% scenario. The results from these scenarios show that three scenarios, excluding the Phase-in 350% scenario, in which subsidies would increase to 350% by 2030, would require an additional 1.63 million, 1.60 million, and 1.13 million EVs, respectively, to achieve the national EV propagation goal. Under the four scenarios, the regions where the largest number of EVs would be adopted by 2030 were Jeju, Seoul, Gyeonggi, and Daegu. However, the result of the analysis of the spread of EVs compared to the number of residents were contrary to the results of the analysis of the number of EVs based on region. Jeju, Ulsan, Gangwon, and Jeonnam would have the largest number of EVs per capita by 2030. Except for Jeju, the three other regions did not have many EVs compared to the total number of EVs, but the regions would have many EVs compared to the relatively low populations (i.e., EV per capita). Ulsan was projected to have the lowest number of EVs in Korea. However, considering the population, Ulsan would have the largest number of EVs per capita, except for Jeju, which is considered an effect similar to that observed in Ulsan, where an automobile factory is located. The results illustrate the potential propagation of EVs in regions where EVs are produced or where factories are located. The life cycle assessment (LCA) used to analyze the environmental impacts of EV propagation was based on the national power supply plan. LCA is an analysis method that quantifies the environmental impact of products or services. Prior to analyzing the propagation of EVs, the LCA of electricity production of EVs was evaluated at the goal and scope stages, and 1kWh of electricity production was set as a functional unit for the LCA. In addition, the inventory of pollutants generated during electricity production was analyzed. With regard to the environmental impact of the number of EVs propagated, the annual mileage provided by the KOSIS was applied based on an 11-year vehicle lifespan of EVs. In addition, the 8th Power Supply and Demand Plan and the additional energy transition option of coal-fired power generation to renewable energy were applied for comparative analyses. The 8th Plan was calculated based on the rated capacity presented as an environmental option, and the application of the energy transition to renewable energy. The GHG emissions of EVs were 81.7g CO2e/VKT under the 8th Plan option, and 37.2g CO2e/VKT for the energy transition option to renewable energy. The energy transition option, showed the lowest GHG emissions, with emissions that were 3.1 times lower than emission of the actual energy mix in 2016, and 4.57-fold and 4.25-fold lower compared to gasoline and diesel-powered vehicles, respectively. In addition, considering the recent rise in particulate matter-related issues, the environmental impact of particulate matter emissions from vehicles was analyzed. EVs. EVs emitted 20.7 mg PMe/VKT per 1km of driving. When the energy transition plan option was applied, PM emissions were less than those emitted by internal combustion engine vehicles. In the present study, monthly regional panel data were used to analyze factors influencing the propagation of EVs. However, panel analysis was conducted using monthly data rather than annual data. However, there were data acquisition limits that varied across regions. In particular, major factors such as the charging facilities and charging price, which affect the spread of EVs, were not included. Future studies and models should include monthly data on charging facilities for each region. In addition, in the present study, the PM10 variable was applied in the analyses, but if the monthly particulates on bad days were applied as mentioned in a previous study, more accurate results could be obtained for the environmental aspect. The second part of the three analyses conducted in the study using system dynamics was analyzed under four scenarios. The scenario that increases the current budget by 35% per year to achieve a 350% increase by 2030 could help meet the national EV propagation goal. However, given that Korea has implemented a policy of suspending EV subsidies as of 2023, it will be challenging to maintain the current budget for 35% subsidies per year for 10 years. Therefore, it is necessary to collect fees such as an environmental pollution tax from internal combustion engine vehicles to return the subsidies or give rebates for eco-friendly car such as EVs. In the future, more reliable research will promote the spread of EVs. The effects of feebate programs could also be considered. ; 기후변화와 관련하여 온실가스는 주요한 영향을 미치는 요인으로 인식되며, 꾸준히 증가하는 온실가스를 감축하고자 에너지 부문 중 수송부문에서도 탄소를 배출하지 않는 친환경 자동차로서 전기차는 해결책으로 제시되고 있다. 에너지 부문은 다섯 개 부문인 산업공정, 농업, 토지이용 변화 및 임업, 폐기물, 에너지 부문 중 국내 총 온실가스 배출량의 93%를 차지하여 온실가스 배출에 있어 크게 기여하고 있으며, 이로 인해 에너지 부문은 주요 온실가스 배출원으로 지목되었다. 그중 도로수송부문의 온실가스 배출량은 2017년 94,270 Gg ton CO2e로 전체 수송부문의 95.9%를 차지하며, 2021년부터 효력이 발생하는 파리기후협약에 따라 온실가스 감축 목표를 달성하고자 2030년 온실가스 배출전망량 851백만 ton CO2e 대비 37% 감축 달성을 위한 방안으로 친환경 자동차 보급을 제시하였다. 우리나라 정부는 온실가스 감축을 목표로 친환경 자동차 중 전기차 보급확대를 위해 다양한 정책을 제시하였다. 정부는 2030년 전기차 보급목표 대수를 3백만 대로 설정하며, 국내 친환경 자동차 보급확대를 위해 세제감면과 구매보조금 지급, 고속도로통행료, 공영주차장 주차비 할인 등의 다양한 혜택을 제공하고 있다. 하지만 이러한 정부의 다양한 정책적 노력에도 불구하고 국내 전기차 보급속도는 기대에 못 미치고 있다. 정부는 2030년까지 배출되는 온실가스를 감축하기 위해 수송부문의 경우 2030 전기차 보급목표를 300만 대로 설정하였지만, 우리나라의 2019년 전기차 등록 대수는 약 8.8만 대에 불과하며 정부가 설정한 높은 목표 대수에 한참 못 미치는 수준이다. 이는 국내 전체 승용차의 0.5% 수준이다. 우리나라 전기차 실구매자의 재구매 의사와 예비구매자의 전기차 구매 의사와 관련하여 진행된 설문조사에 따르면, 보조금 축소와 긴 충전시간, 짧은 항속거리 등과 같은 이유로 전기차 재구매 혹은 구매를 하지 않겠다는 의견을 제시하였다. 주행을 위해 꼭 필요한 요소인 충전과 관련한 사항은 민감한 사항이지만 한국전력의 전기공급 시행세칙 변경안에 따르면, 2020년 하반기부터 전기차 충전료가 대폭 인상추진 중이다. 이로 인해 전기차 실구매자가 부담해야 하는 충전비용은 더욱 늘어나며 구매의향에 영향을 미칠 것으로 조사되었다. 전기차 보급을 위한 정부의 정책 시행과 다양한 연구가 진행되는 흐름 속에서 전기차의 보급이 증가할 것으로 전망됨에 따라 전기차의 연료인 발전의 변화도 중요성이 높아지고 있다. 전기차는 주행 중에 배출되는 오염물질이 없다는 점에서 환경성이 부각되며 장려되고 있지만, 전기차의 제조 전 단계부터 폐기단계까지의 생애주기를 고려한 환경영향은 포함되지 않은 채 전기자동차는 장려되고 있다. 전기차의 생애주기 중 전기차 운행을 위한 전력 생산단계는 생애주기 중 사용단계에서 가장 많은 탄소량이 배출되며 이로 인해 전력생산은 전기차의 환경영향에 주요한 영향을 미친다. 전원믹스 구성에 따라 환경영향이 달라지기 때문에 국가 전원믹스를 고려한 환경영향평가가 이루어져야 한다. 자동차 보급과 에너지 생산과 관련된 중요한 두 카테고리인 온실가스와 미세먼지에서 상반된 결과를 보이기에 전원믹스구성의 변화와 전기차 보급 변화에 따른 환경영향평가가 필요하다. 전기차를 향한 관심의 증가하며 전기차 보급 관련 다양한 연구들이 수행되며, 전기차 보급에 영향을 미치는 다양한 인자들을 제시하였다. 그중 충전시설, 인구밀도, 유가, 온도, 전력가격, 보조금, 1인당 보유차량 대수 등이 전기차 보급의 주요 인자로 알려져 있다. 전기차 보급의 영향인자를 연구한 대다수의 연구에서 국가 단위의 연간자료를 사용하여 패널 분석을 진행하였다. 하지만, 우리나라는 주요 영향인자 중 보조금이 국고 보조금과 지자체 보조금으로 나뉘어 지급되고 있기에 지역적 특성이 고려되어야 하며, 제주도와 같은 전기차에 특수성을 띄고 있는 지역이 있기에 지자체 레벨에서 분석이 되어야 한다. 이와 더불어, 연간자료가 아닌 월간 자료 사용에 따라 보조금의 잔액 혹은 잔여 대수 변화를 적용한 연구는 찾아보기 어렵다. 시스템 다이내믹스를 이용한 전기차 보급 관련 다양한 연구들이 있었지만, 정량적인 연구보다는 정성적인 연구에 초점을 둔 연구들이 대부분이었다. 또한, 전기차 전원믹스 구성 변화를 적용하여 환경영향을 평가한 연구들은 많았지만, 전기차 보급량과 환경영향을 모두 고려한 연구는 찾아보기 어렵다. 따라서 본 연구에서는 지역별 전기차 보급에 대한 보조금 정책의 영향과 환경개선효과에 대해서 평가하였다. 먼저, 지역별 월간 패널자료를 이용하여 전기차의 보급 활성화에 영향을 미치는 인자를 분석하였으며, 분석된 인자들을 바탕으로 시스템 다이내믹스를 이용한 보조금 정책에 따른 지역별 전기차 보급량 변화를 분석하였다. 마지막으로 전기차 보급에 따른 환경성 분석을 위해 전과정평가를 이용하여 국가전력수급계획에 따른 전기차 보급의 환경개선효과를 보고자 하였다. 본 연구의 첫 번째 전기차 보급 분석을 통해 지역별 월별 시계열 자료를 바탕으로 우리나라의 전기차 보급에 영향을 미치는 요인을 정량적인 분석을 하고자 하였다. 먼저 지역적 특성을 고려한 월 단위의 시계열 자료에서 나타나는 계절성 등에 대한 영향을 고려하기 위해 인자의 정상성을 확인하였다. 또한, 하우즈만 검정을 통해 패널고정효과모형과 패널확률효과모형에 대한 전기차 보급 모형을 설계하였다. 패널고정효과모형과 패널확률효과모형으로 국내 17개 시·도를 대상으로 전기차 보급 영향인자를 분석한 결과, 각각 48%와 50%의 설명력을 갖는 전기차 보급 모형을 확인하였다. 5개의 카테고리인 차량관련과 정책, 인구조사, 기후, 환경에 분류된 인자들은 모형에 따라 각기 다른 영향을 보이는 것으로 나타났으며, 하우즈만 검정을 통해 패널고정효과가 모형을 설명하기에 더욱 적절한 것으로 분석되었으나, 고정효과 모형보다 패널확률효과모형에서 더 많은 변수가 통계적으로 유의한 영향인자로 분석되었다. 차량 관련 카테고리의 신규등록 디젤차량 대수와 전체 신규등록 차량 대수는 패널고정효과모형과 패널확률효과모형 모두에서 각각 부(-)의 영향과 정(+)의 영향을 미치는 것으로 분석되었다. 하지만 확률효과모형의 경우, 디젤의 가격과 가솔린의 가격 또한 영향인자로 분석되었다. 패널고정효과모형에서는 국고 보조금과 지자체 보조금만이 영향인자로 각각 부(-)의 영향과 정(+)의 영향을 미치는 것으로 확인되었으나 확률효과모형은 전기차 보급에 긍정적 영향을 미치는 세금감면도 영향인자로 나타났다. 인구조사 카테고리의 인구밀도와 1인당 차량보유대수, 환경적 요인을 대변하는 미세먼지지수는 두 모형 모두에서 영향인자로 분석되었다. 각 지역의 기상조건이 전기차 보급 활성에 영향을 미치는지를 볼 수 있는 기상카테고리의 인자 중 월평균 온도와 월최저온도가 패널고정효과모형에서 영향력이 있는 것으로 나타났다. 하지만 패널확률효과모형에서는 기상카테고리의 모든 인자가 영향인자가 아닌 것으로 분석되었다. 앞서 분석된 전기차 보급에 영향을 미치는 인자들을 바탕으로 시스템 다이내믹스를 이용하여 지역별 전기차 보급의 동태적 변화를 보기 위해 Stella 플랫폼을 이용하였다. 시스템 다이내믹스는 시스템적 거동을 보이는 대상의 역동적인 변화메커니즘을 비선형적인 피드백 시스템으로 파악하고, 이를 다양한 요인을 고려하여 시뮬레이션하여 분석하는 기법이다. 본 연구에서는 시스템 다이내믹스를 이용한 지역별 전기차 보급대수 추정을 위해 Bull's eye diagram과 causal loop diagram, stock-flow diagram을 구축하고 보조금, 충전시설, 유가, 전력가격, 연료별 차량 대수 변수로 적용하였다. 이러한 시스템 다이내믹스 모델링을 통해 변수 간의 상관관계를 수식화하였다. 지역별 전기차 보급의 시스템 다이내믹스 모델은 지역별 특성에 따른 차이를 보고자 보조금 변수를 제외한 모든 변수는 신규 전기차 등록대수를 종속변수로 pooled OLS 회귀분석을 하여 수식을 적용하였으며, 보조금 변수는 지역별로 구분하여 신규 전기차 등록대수를 종속변수로 설정하고 다중회귀분석을 진행하였다. 이와 더불어 네 가지 정책시나리오-Subsidy Cliff, Phase-out, Phase-in 50%, Phase-in 350%-를 구축하여 우리나라 2030년 전기차 보급목표인 3백만 대 달성 가능 여부를 확인하였다. 이러한 분석을 통한 결과에 따르면, 2030년 국내 전기차는 Subsidy Cliff 시나리오일 경우 1.37 백만 대와 Phase-out일 경우 1.40 백만 대, Phase-in 50%일 경우, 1.87 백만 대, Phase-in 350%일 경우 3.01 백만 대가 보급될 것으로 분석되었다. 해당 시나리오의 결과를 보면, 보조금이 2030년 350%까지 인상되는 Phase-in 350% 시나리오를 제외한 세 가지 시나리오인 Subsidy Cliff와 Phase-out, Phase-in 50%가 국가 전기차 보급목표에 각각 1.63백만 대, 1.60 백만 대, 1.13 백만 대의 전기차가 추가적으로 보급되어야 하는 것으로 나타났다. 구축된 네 가지 시나리오를 지역별 전기차 보급 대수로 보면, 2019년 가장 많은 전기차가 보급된 지역은 제주, 서울 경기 대구 순이었으며, 2030년은 제주 경기 서울 대구 순으로 분석되었다. 시간이 지나며 2019년 대비 많은 전기차가 보급되었음에도 전기차 보급이 활성화된 지역은 순서의 차이는 있었으나 동일하였다. 하지만 전기차 보급을 거주 인구수와 대비하여 분석한 결과, 지역별 전체 전기차 보급 대수를 분석한 결과와 상반된 결과가 산출되었다. 2030년에 가장 많은 1인당 전기차 대수가 나온 지역은 제주, 울산, 강원, 전남 순이었다. 제주를 제외한 세 지역은 전체 보급대수로 보았을 때는 많은 전기차가 보급된 지역이 아니었지만 적은 인구수 대비 많은 전기차가 보급된 것으로 나타났다. 울산의 경우, 전체 전기차 대수를 보면 16개 시도에서 가장 적은 전기차가 보급되는 것으로 분석되었지만 인구대비로 보았을 경우는 특수케이스인 제주를 제외한 제일 많은 1인당 전기차 대수가 보급된 곳으로 분석되었다. 이는 자동차 공장이 있는 울산이 기존연구에서 전기차의 생산지나 공장이 있는 지역의 전기차 보급이 높게 나타난 것과 같은 생산지 효과로 사료된다. 본 연구의 세 번째 전기차 보급 분석인 국가전력수급계획에 따른 전기차 보급의 환경영향을 보기 위해 사용된 전과정평가는 제품이나 서비스의 환경영향를 정량화하는 분석 방법이다. 전기차 보급에 따른 분석을 하기에 앞서 목적 및 범위설정 단계에서 전기차의 연료생산 시의 전과정평가를 실시하였으며, 전과정평가시 1kWh의 전력 생산 시를 기능단위로 설정하였다. 이와 더불어 전력생산 시에 발생하는 오염물질의 인벤토리를 분석하였으며, 본 연구에서는 전기차의 보급에 따른 환경영향을 분석하기 위해 차량의 수명인 11년과 통계청에서 제공하는 연간 주행거리, 두 번째 분석에서 산출된 정책별 전기차 보급 대수를 적용하여 보급 대수에 따른 환경영향을 분석하였다. 또한, 제8차 전력수급계획 옵션과 석탄화력발전의 신재생에너지로의 추가적 전환 옵션을 적용하여 비교 분석하였다. 환경 옵션으로 제시된 정격용량을 기준으로 산출한 제8차 계획과 신재생에너지로의 전환을 적용하여 전기차의 온실가스와 미세먼지 배출량을 보면, 온실가스는 8차 계획 옵션 시 81.7g CO2e/VKT가 배출되며, 신재생에너지로의 전환 옵션 시, 37.2g CO2e/VKT의 온실가스가 배출되는 것으로 나타났다. 온실가스 배출량이 가장 낮게 나온 신재생에너지로의 전환 옵션은 2016년의 실질 전원구성과 3.1배 차이가 나며, 내연기관차인 휘발유차와 경유차와는 각각 4.57배와 4.25배 차이가 나는 것으로 분석되었다. 또한, 최근 미세먼지 관련 이슈가 크게 대두됨에 따라 차량에서 배출되는 미세먼지 배출량의 환경영향을 분석해보았다. 휘발유와 경유, 전기차 중 가장 많은 미세먼지 배출량을 보였던 전기차는 8차수급계획 옵션을 적용 시 1km 주행 시 20.7mg PMe를 에너지 전환 옵션을 적용 시 9.4mg PMe/VKT를 배출하는 것으로 산출되어 12.4mg PMe/VKT의 배출량을 보인 내연기관차(휘발유) 보다 1.32배 적을 것으로 나타났다. 본 연구에서 전기차 보급에 영향을 미치는 인자분석을 위해 월간 지역패널자료를 이용하여 분석을 진행하였다. 하지만, 일반적인 연간자료를 이용한 패널분석이 아닌 월간 자료를 이용한 패널 분석을 하며 지역별 자료 구득에 있어 한계가 존재하였다. 특히, 전기차 보급에 영향을 미치는 충전시설이나 충전전력요금과 같은 주요 영향인자가 포함되지 않았다는 점에서 향후, 지역별 충전시설의 월간 자료의 구축이 요구된다고 판단된다. 이와 더불어 본 연구에서는 미세먼지 변수를 농도로 적용하여 분석을 진행하였지만 향후, 기존의 연구에서 언급된 바와 같이 월별 미세먼지 나쁨 일수를 적용할 경우, 환경성 부분에서보다 더 정확한 결과 도출이 가능할 것이라 사료된다. 본 연구에서 진행한 세 가지의 분석 중 시스템 다이내믹스를 이용한 두 번째 파트의 분석은 다양한 시나리오 중 현재 예산을 매해 35% 증액하여 2030년 350% 인상에 도달하는 시나리오가 적합한 것으로 분석되었다. 하지만, 2023년을 기점으로 전기차 보조금 지급을 중단하는 정책을 시행하고 있는 우리나라의 입장에서는 현재 전기차 보조금을 위한 예산을 매년 35%씩 10년 동안 지속하는 것에는 어려움이 있기에 내연기관차로부터의 환경오염세와 같은 fee를 징수하여 친환경차인 전기차의 보조금을 rebate하는 피베이트 제도 (Feebate)를 해야 할 필요가 있다고 사료된다. 향후, feebate와 전기차 보급을 연계하여 연구가 학위논문 (석사) -- 서울대학교 대학원 : 국제농업기술대학원 국제농업기술학과, 2020. 8. 서교. ; Greenhouse gases (GHGs) are considered key factors driving climate change, and electric vehicles (EVs) are proposed as a potential solutions. EVs represent eco-friendly modes of transportation that do not emit carbon dioxide and other GHGs into the atmosphere. In addition, the energy sources associated with EVs would reduce GHG emissions, which have steadily increased over the last several decades. The energy sector accounts for 93% of the total national GHG emissions among five sectors, including industrial processing, agriculture, land-use change and forestry, waste, and energy. Although all of these sectors contribute to GHG emissions. the energy sector is the major source of GHG emissions. Among the numerous sub-sectors under the energy sector, GHG emissions of the road transport sub-sector accounted for 95.9% of the total emissions in the transport sector, with 94,270 Gt CO2e in 2017. The Korean government proposed the adoption of eco-friendly vehicles to achieve the GHG reduction goals in line with the Paris Climate Agreement, which goes into effect in 2021. In addition, the government have proposed promoting eco-friendly vehicles as a strategy of achieving a 37% reduction of the 851 million ton CO2e GHG emissions forecast by 2030. The Korean government has proposed various policies to increase the adoption of EVs, as eco-friendly cars, with the aim of reducing GHG emissions. The government has set a goal of 3 million EVs by 2030, and has provided various incentives such as tax exemptions, purchase subsidies, highway tolls, and discounts on parking fees in public parking facilities to promote the purchases of eco-friendly cars in Korea. Despite these favorable government policies, the rate of EV adoption in Korea has fallen short of expectations. Compared to the goal of 3 million EVs by 2030, the number of EVs registered in Korea in 2019 was only approximately 8.8t thousand which was far below the high goal set by the government. In 2019, only 0.5% of all passenger vehicles in Korea were EVs. According to a survey to evaluate the perceptions of actual buyers of EVs in Korea and the willingness of prospective buyers to purchase EVs, in general, current owners reported that they would not repurchase EV. Prospective buyers reported that they would not purchase EVs for reasons such as reduced subsidies, long charging times, and the short driving range of EVs. In terms of charging, which is a key factor for EV owners, KEPCO's detailed plan for the electricity supply include significantly increasing charging fees for EVs starting in the second half of 2020. Consequently, the charging costs that purchasers of EVs need to pay will increase further and will negatively affect intention to purchase. However, following implementation of the government's policy of propagation of EVs and according to various studies, the EV adoption is still expected to increase, and improvements in power generation could lead to an increase in EV purchases. Although no pollutants are emitted while driving EVs, policies that promote an increase in EVs do not take into account the life cycles of EVs from pre-manufacturing to the disposal, and thus, they do not adequately predict the potential environmental impacts. In the life cycle of EVs, the production of the electricity required for the operation of EVs generates the highest amount of GHG emissions during the use stage. Thus, production of EVs still has a major impact on the environment. Since such environmental impacts depend on the energy mix, environmental impact assessments should consider the national energy mix. New environmental impact assessment activities are needed and such activities should consider changes in the energy mix and changes in the propagation of EVs. These activities would impact the outcomes in two categories, global warming potential and particulate matter potential, which are both linked to automobile use and energy production. As interest in EVs has increased, numerous studies on the propagation of EVs have been conducted. As a result, various factors that influence the spread of EVs have been identified. In the majority of the studies that have examined the factors influencing the spread of EVs, panel analysis has been conducted using annual data at the national level. Subsidies, which is a major factor influencing EV uptake in Korea, are divided into the national subsidy and regional subsidies. Therefore, regional characteristics should be taken into account and analyzed at the regional level since different regions (e.g., Jeju Island) have unique operational environments for EVs. In addition, few studies have examined the balance of subsidies or the change in the number of supportable EV residuals based on monthly data rather than annual data. Several studies have also focused on the propagation of EVs using system dynamics, but, most studies have been qualitative research rather than quantitative research. In addition, numerous studies have evaluated environmental effects by applying changes in the energy mix. However, few studies have considered both the propagation of EVs and their environmental impacts. Therefore, the present study evaluates the impact of subsidy policies on the propagation of EVs by region and environmental improvement effects. First, we investigated the factors influencing the propagation of EVs using monthly panel data by region. Changes in EV uptake were then analyzed by region based on identified factors. Lastly, to analyze the environmental implications of EV propagation, the environmental improvement impacts of EV propagation were analyzed considering the national grid power supply plan based on a life cycle assessment (LCA). Our analysis of EV propagation based on monthly time series data by region aimed to quantitatively analyze the factors influencing the spread of EVs in Korea. This study confirmed the stationarity of the factors considering the influence of seasonality in the monthly time series data based on regional characteristics. In addition, an EV propagation model was designed based on panel fixed effect and panel random effect models, using the Hausman test. Analysis of the factors influencing EV propagation in 16 cities and provinces in Korea using panel fixed effect and panel random effect models, revealed that the EV propagation models had explanatory powers of 48% and 50%, respectively. The factors classified in the five categories had different effects depending on the model, and the panel fixed effect using the Hausman test was more appropriate for describing the model. However, more variables in the panel random effect model were analyzed as significant factors than in the fixed effect model. The number of newly registered diesel vehicles and the total number of newly registered passenger vehicles in the vehicle category had negative and positive effects on EV propagation, respectively, in both the panel fixed effect model and the panel random effect model. However, in the random effect model, the prices of diesel and gasoline vehicles also influenced EV propagation. In the panel fixed effect model, only the national subsidy and regional subsidies showed positive effects on the propagation of EVs. The random effect model also showed that a tax exemption, which had a positive effect on the spread of EVs, was also a factor influencing EV propagation. The population density in the census category, the number of vehicles per capita, and the PM10 concentration, representing environmental factors, were analyzed as influential factors in both models. In addition, the monthly average and minimum temperatures in the climate category, which could reveal whether weather conditions in each region influence EV spread, were found to be influential in the panel fixed effect model. However, in the panel random effect model, all factors in the climate category were not influential. The system dynamics model of EV propagation was based on factors influencing the spread of EVs. The present study used the Stella Architect software platform to analyze dynamic changes in the spread of EVs by region. system dynamics is a technique that identifies dynamic change mechanisms of targets, and shows systemic trends with a non-linear feedback system and simulates and analyzes them based on various factors. In the present study, we used system dynamics to estimate the number of EVs propagated by region. A bull's eye diagram, causal loop diagram, and stock-flow diagram were constructed, and factors such as subsidies, charging facilities, fuel prices, electricity prices, and the number of vehicles by fuel applied. The system dynamics modeling was conducted based on correlations between variables. The system dynamics model of EV propagation by region was applied using the number of new EVs registered as the dependent variable to reveal differences based on regional characteristics. The subsidy variables were divided into national and regional variables, and the number of newly registered EVs was set as the dependent variable and multiple regression analysis was conducted. In addition, four policy scenarios – Subsidy Cliff, Phase-out, Phase-in 50%, and Phase-in 350% – were adopted to verify whether the 2030 EV goal set by the government could be achieved. According to the analysis, 1.37 million EVs would be adopted in 2030 under the Subsidy Cliff scenario, 1.40 million under the Phase-out scenario, 1.87 million under the Phase-in 50% scenario, and 3.01 million under the Phase-in 350% scenario. The results from these scenarios show that three scenarios, excluding the Phase-in 350% scenario, in which subsidies would increase to 350% by 2030, would require an additional 1.63 million, 1.60 million, and 1.13 million EVs, respectively, to achieve the national EV propagation goal. Under the four scenarios, the regions where the largest number of EVs would be adopted by 2030 were Jeju, Seoul, Gyeonggi, and Daegu. However, the result of the analysis of the spread of EVs compared to the number of residents were contrary to the results of the analysis of the number of EVs based on region. Jeju, Ulsan, Gangwon, and Jeonnam would have the largest number of EVs per capita by 2030. Except for Jeju, the three other regions did not have many EVs compared to the total number of EVs, but the regions would have many EVs compared to the relatively low populations (i.e., EV per capita). Ulsan was projected to have the lowest number of EVs in Korea. However, considering the population, Ulsan would have the largest number of EVs per capita, except for Jeju, which is considered an effect similar to that observed in Ulsan, where an automobile factory is located. The results illustrate the potential propagation of EVs in regions where EVs are produced or where factories are located. The life cycle assessment (LCA) used to analyze the environmental impacts of EV propagation was based on the national power supply plan. LCA is an analysis method that quantifies the environmental impact of products or services. Prior to analyzing the propagation of EVs, the LCA of electricity production of EVs was evaluated at the goal and scope stages, and 1kWh of electricity production was set as a functional unit for the LCA. In addition, the inventory of pollutants generated during electricity production was analyzed. With regard to the environmental impact of the number of EVs propagated, the annual mileage provided by the KOSIS was applied based on an 11-year vehicle lifespan of EVs. In addition, the 8th Power Supply and Demand Plan and the additional energy transition option of coal-fired power generation to renewable energy were applied for comparative analyses. The 8th Plan was calculated based on the rated capacity presented as an environmental option, and the application of the energy transition to renewable energy. The GHG emissions of EVs were 81.7g CO2e/VKT under the 8th Plan option, and 37.2g CO2e/VKT for the energy transition option to renewable energy. The energy transition option, showed the lowest GHG emissions, with emissions that were 3.1 times lower than emission of the actual energy mix in 2016, and 4.57-fold and 4.25-fold lower compared to gasoline and diesel-powered vehicles, respectively. In addition, considering the recent rise in particulate matter-related issues, the environmental impact of particulate matter emissions from vehicles was analyzed. EVs. EVs emitted 20.7 mg PMe/VKT per 1km of driving. When the energy transition plan option was applied, PM emissions were less than those emitted by internal combustion engine vehicles. In the present study, monthly regional panel data were used to analyze factors influencing the propagation of EVs. However, panel analysis was conducted using monthly data rather than annual data. However, there were data acquisition limits that varied across regions. In particular, major factors such as the charging facilities and charging price, which affect the spread of EVs, were not included. Future studies and models should include monthly data on charging facilities for each region. In addition, in the present study, the PM10 variable was applied in the analyses, but if the monthly particulates on bad days were applied as mentioned in a previous study, more accurate results could be obtained for the environmental aspect. The second part of the three analyses conducted in the study using system dynamics was analyzed under four scenarios. The scenario that increases the current budget by 35% per year to achieve a 350% increase by 2030 could help meet the national EV propagation goal. However, given that Korea has implemented a policy of suspending EV subsidies as of 2023, it will be challenging to maintain the current budget for 35% subsidies per year for 10 years. Therefore, it is necessary to collect fees such as an environmental pollution tax from internal combustion engine vehicles to return the subsidies or give rebates for eco-friendly car such as EVs. In the future, more reliable research will promote the spread of EVs. The effects of feebate programs could also be considered. ; 기후변화와 관련하여 온실가스는 주요한 영향을 미치는 요인으로 인식되며, 꾸준히 증가하는 온실가스를 감축하고자 에너지 부문 중 수송부문에서도 탄소를 배출하지 않는 친환경 자동차로서 전기차는 해결책으로 제시되고 있다. 에너지 부문은 다섯 개 부문인 산업공정, 농업, 토지이용 변화 및 임업, 폐기물, 에너지 부문 중 국내 총 온실가스 배출량의 93%를 차지하여 온실가스 배출에 있어 크게 기여하고 있으며, 이로 인해 에너지 부문은 주요 온실가스 배출원으로 지목되었다. 그중 도로수송부문의 온실가스 배출량은 2017년 94,270 Gg ton CO2e로 전체 수송부문의 95.9%를 차지하며, 2021년부터 효력이 발생하는 파리기후협약에 따라 온실가스 감축 목표를 달성하고자 2030년 온실가스 배출전망량 851백만 ton CO2e 대비 37% 감축 달성을 위한 방안으로 친환경 자동차 보급을 제시하였다. 우리나라 정부는 온실가스 감축을 목표로 친환경 자동차 중 전기차 보급확대를 위해 다양한 정책을 제시하였다. 정부는 2030년 전기차 보급목표 대수를 3백만 대로 설정하며, 국내 친환경 자동차 보급확대를 위해 세제감면과 구매보조금 지급, 고속도로통행료, 공영주차장 주차비 할인 등의 다양한 혜택을 제공하고 있다. 하지만 이러한 정부의 다양한 정책적 노력에도 불구하고 국내 전기차 보급속도는 기대에 못 미치고 있다. 정부는 2030년까지 배출되는 온실가스를 감축하기 위해 수송부문의 경우 2030 전기차 보급목표를 300만 대로 설정하였지만, 우리나라의 2019년 전기차 등록 대수는 약 8.8만 대에 불과하며 정부가 설정한 높은 목표 대수에 한참 못 미치는 수준이다. 이는 국내 전체 승용차의 0.5% 수준이다. 우리나라 전기차 실구매자의 재구매 의사와 예비구매자의 전기차 구매 의사와 관련하여 진행된 설문조사에 따르면, 보조금 축소와 긴 충전시간, 짧은 항속거리 등과 같은 이유로 전기차 재구매 혹은 구매를 하지 않겠다는 의견을 제시하였다. 주행을 위해 꼭 필요한 요소인 충전과 관련한 사항은 민감한 사항이지만 한국전력의 전기공급 시행세칙 변경안에 따르면, 2020년 하반기부터 전기차 충전료가 대폭 인상추진 중이다. 이로 인해 전기차 실구매자가 부담해야 하는 충전비용은 더욱 늘어나며 구매의향에 영향을 미칠 것으로 조사되었다. 전기차 보급을 위한 정부의 정책 시행과 다양한 연구가 진행되는 흐름 속에서 전기차의 보급이 증가할 것으로 전망됨에 따라 전기차의 연료인 발전의 변화도 중요성이 높아지고 있다. 전기차는 주행 중에 배출되는 오염물질이 없다는 점에서 환경성이 부각되며 장려되고 있지만, 전기차의 제조 전 단계부터 폐기단계까지의 생애주기를 고려한 환경영향은 포함되지 않은 채 전기자동차는 장려되고 있다. 전기차의 생애주기 중 전기차 운행을 위한 전력 생산단계는 생애주기 중 사용단계에서 가장 많은 탄소량이 배출되며 이로 인해 전력생산은 전기차의 환경영향에 주요한 영향을 미친다. 전원믹스 구성에 따라 환경영향이 달라지기 때문에 국가 전원믹스를 고려한 환경영향평가가 이루어져야 한다. 자동차 보급과 에너지 생산과 관련된 중요한 두 카테고리인 온실가스와 미세먼지에서 상반된 결과를 보이기에 전원믹스구성의 변화와 전기차 보급 변화에 따른 환경영향평가가 필요하다. 전기차를 향한 관심의 증가하며 전기차 보급 관련 다양한 연구들이 수행되며, 전기차 보급에 영향을 미치는 다양한 인자들을 제시하였다. 그중 충전시설, 인구밀도, 유가, 온도, 전력가격, 보조금, 1인당 보유차량 대수 등이 전기차 보급의 주요 인자로 알려져 있다. 전기차 보급의 영향인자를 연구한 대다수의 연구에서 국가 단위의 연간자료를 사용하여 패널 분석을 진행하였다. 하지만, 우리나라는 주요 영향인자 중 보조금이 국고 보조금과 지자체 보조금으로 나뉘어 지급되고 있기에 지역적 특성이 고려되어야 하며, 제주도와 같은 전기차에 특수성을 띄고 있는 지역이 있기에 지자체 레벨에서 분석이 되어야 한다. 이와 더불어, 연간자료가 아닌 월간 자료 사용에 따라 보조금의 잔액 혹은 잔여 대수 변화를 적용한 연구는 찾아보기 어렵다. 시스템 다이내믹스를 이용한 전기차 보급 관련 다양한 연구들이 있었지만, 정량적인 연구보다는 정성적인 연구에 초점을 둔 연구들이 대부분이었다. 또한, 전기차 전원믹스 구성 변화를 적용하여 환경영향을 평가한 연구들은 많았지만, 전기차 보급량과 환경영향을 모두 고려한 연구는 찾아보기 어렵다. 따라서 본 연구에서는 지역별 전기차 보급에 대한 보조금 정책의 영향과 환경개선효과에 대해서 평가하였다. 먼저, 지역별 월간 패널자료를 이용하여 전기차의 보급 활성화에 영향을 미치는 인자를 분석하였으며, 분석된 인자들을 바탕으로 시스템 다이내믹스를 이용한 보조금 정책에 따른 지역별 전기차 보급량 변화를 분석하였다. 마지막으로 전기차 보급에 따른 환경성 분석을 위해 전과정평가를 이용하여 국가전력수급계획에 따른 전기차 보급의 환경개선효과를 보고자 하였다. 본 연구의 첫 번째 전기차 보급 분석을 통해 지역별 월별 시계열 자료를 바탕으로 우리나라의 전기차 보급에 영향을 미치는 요인을 정량적인 분석을 하고자 하였다. 먼저 지역적 특성을 고려한 월 단위의 시계열 자료에서 나타나는 계절성 등에 대한 영향을 고려하기 위해 인자의 정상성을 확인하였다. 또한, 하우즈만 검정을 통해 패널고정효과모형과 패널확률효과모형에 대한 전기차 보급 모형을 설계하였다. 패널고정효과모형과 패널확률효과모형으로 국내 17개 시·도를 대상으로 전기차 보급 영향인자를 분석한 결과, 각각 48%와 50%의 설명력을 갖는 전기차 보급 모형을 확인하였다. 5개의 카테고리인 차량관련과 정책, 인구조사, 기후, 환경에 분류된 인자들은 모형에 따라 각기 다른 영향을 보이는 것으로 나타났으며, 하우즈만 검정을 통해 패널고정효과가 모형을 설명하기에 더욱 적절한 것으로 분석되었으나, 고정효과 모형보다 패널확률효과모형에서 더 많은 변수가 통계적으로 유의한 영향인자로 분석되었다. 차량 관련 카테고리의 신규등록 디젤차량 대수와 전체 신규등록 차량 대수는 패널고정효과모형과 패널확률효과모형 모두에서 각각 부(-)의 영향과 정(+)의 영향을 미치는 것으로 분석되었다. 하지만 확률효과모형의 경우, 디젤의 가격과 가솔린의 가격 또한 영향인자로 분석되었다. 패널고정효과모형에서는 국고 보조금과 지자체 보조금만이 영향인자로 각각 부(-)의 영향과 정(+)의 영향을 미치는 것으로 확인되었으나 확률효과모형은 전기차 보급에 긍정적 영향을 미치는 세금감면도 영향인자로 나타났다. 인구조사 카테고리의 인구밀도와 1인당 차량보유대수, 환경적 요인을 대변하는 미세먼지지수는 두 모형 모두에서 영향인자로 분석되었다. 각 지역의 기상조건이 전기차 보급 활성에 영향을 미치는지를 볼 수 있는 기상카테고리의 인자 중 월평균 온도와 월최저온도가 패널고정효과모형에서 영향력이 있는 것으로 나타났다. 하지만 패널확률효과모형에서는 기상카테고리의 모든 인자가 영향인자가 아닌 것으로 분석되었다. 앞서 분석된 전기차 보급에 영향을 미치는 인자들을 바탕으로 시스템 다이내믹스를 이용하여 지역별 전기차 보급의 동태적 변화를 보기 위해 Stella 플랫폼을 이용하였다. 시스템 다이내믹스는 시스템적 거동을 보이는 대상의 역동적인 변화메커니즘을 비선형적인 피드백 시스템으로 파악하고, 이를 다양한 요인을 고려하여 시뮬레이션하여 분석하는 기법이다. 본 연구에서는 시스템 다이내믹스를 이용한 지역별 전기차 보급대수 추정을 위해 Bull's eye diagram과 causal loop diagram, stock-flow diagram을 구축하고 보조금, 충전시설, 유가, 전력가격, 연료별 차량 대수 변수로 적용하였다. 이러한 시스템 다이내믹스 모델링을 통해 변수 간의 상관관계를 수식화하였다. 지역별 전기차 보급의 시스템 다이내믹스 모델은 지역별 특성에 따른 차이를 보고자 보조금 변수를 제외한 모든 변수는 신규 전기차 등록대수를 종속변수로 pooled OLS 회귀분석을 하여 수식을 적용하였으며, 보조금 변수는 지역별로 구분하여 신규 전기차 등록대수를 종속변수로 설정하고 다중회귀분석을 진행하였다. 이와 더불어 네 가지 정책시나리오-Subsidy Cliff, Phase-out, Phase-in 50%, Phase-in 350%-를 구축하여 우리나라 2030년 전기차 보급목표인 3백만 대 달성 가능 여부를 확인하였다. 이러한 분석을 통한 결과에 따르면, 2030년 국내 전기차는 Subsidy Cliff 시나리오일 경우 1.37 백만 대와 Phase-out일 경우 1.40 백만 대, Phase-in 50%일 경우, 1.87 백만 대, Phase-in 350%일 경우 3.01 백만 대가 보급될 것으로 분석되었다. 해당 시나리오의 결과를 보면, 보조금이 2030년 350%까지 인상되는 Phase-in 350% 시나리오를 제외한 세 가지 시나리오인 Subsidy Cliff와 Phase-out, Phase-in 50%가 국가 전기차 보급목표에 각각 1.63백만 대, 1.60 백만 대, 1.13 백만 대의 전기차가 추가적으로 보급되어야 하는 것으로 나타났다. 구축된 네 가지 시나리오를 지역별 전기차 보급 대수로 보면, 2019년 가장 많은 전기차가 보급된 지역은 제주, 서울 경기 대구 순이었으며, 2030년은 제주 경기 서울 대구 순으로 분석되었다. 시간이 지나며 2019년 대비 많은 전기차가 보급되었음에도 전기차 보급이 활성화된 지역은 순서의 차이는 있었으나 동일하였다. 하지만 전기차 보급을 거주 인구수와 대비하여 분석한 결과, 지역별 전체 전기차 보급 대수를 분석한 결과와 상반된 결과가 산출되었다. 2030년에 가장 많은 1인당 전기차 대수가 나온 지역은 제주, 울산, 강원, 전남 순이었다. 제주를 제외한 세 지역은 전체 보급대수로 보았을 때는 많은 전기차가 보급된 지역이 아니었지만 적은 인구수 대비 많은 전기차가 보급된 것으로 나타났다. 울산의 경우, 전체 전기차 대수를 보면 16개 시도에서 가장 적은 전기차가 보급되는 것으로 분석되었지만 인구대비로 보았을 경우는 특수케이스인 제주를 제외한 제일 많은 1인당 전기차 대수가 보급된 곳으로 분석되었다. 이는 자동차 공장이 있는 울산이 기존연구에서 전기차의 생산지나 공장이 있는 지역의 전기차 보급이 높게 나타난 것과 같은 생산지 효과로 사료된다. 본 연구의 세 번째 전기차 보급 분석인 국가전력수급계획에 따른 전기차 보급의 환경영향을 보기 위해 사용된 전과정평가는 제품이나 서비스의 환경영향를 정량화하는 분석 방법이다. 전기차 보급에 따른 분석을 하기에 앞서 목적 및 범위설정 단계에서 전기차의 연료생산 시의 전과정평가를 실시하였으며, 전과정평가시 1kWh의 전력 생산 시를 기능단위로 설정하였다. 이와 더불어 전력생산 시에 발생하는 오염물질의 인벤토리를 분석하였으며, 본 연구에서는 전기차의 보급에 따른 환경영향을 분석하기 위해 차량의 수명인 11년과 통계청에서 제공하는 연간 주행거리, 두 번째 분석에서 산출된 정책별 전기차 보급 대수를 적용하여 보급 대수에 따른 환경영향을 분석하였다. 또한, 제8차 전력수급계획 옵션과 석탄화력발전의 신재생에너지로의 추가적 전환 옵션을 적용하여 비교 분석하였다. 환경 옵션으로 제시된 정격용량을 기준으로 산출한 제8차 계획과 신재생에너지로의 전환을 적용하여 전기차의 온실가스와 미세먼지 배출량을 보면, 온실가스는 8차 계획 옵션 시 81.7g CO2e/VKT가 배출되며, 신재생에너지로의 전환 옵션 시, 37.2g CO2e/VKT의 온실가스가 배출되는 것으로 나타났다. 온실가스 배출량이 가장 낮게 나온 신재생에너지로의 전환 옵션은 2016년의 실질 전원구성과 3.1배 차이가 나며, 내연기관차인 휘발유차와 경유차와는 각각 4.57배와 4.25배 차이가 나는 것으로 분석되었다. 또한, 최근 미세먼지 관련 이슈가 크게 대두됨에 따라 차량에서 배출되는 미세먼지 배출량의 환경영향을 분석해보았다. 휘발유와 경유, 전기차 중 가장 많은 미세먼지 배출량을 보였던 전기차는 8차수급계획 옵션을 적용 시 1km 주행 시 20.7mg PMe를 에너지 전환 옵션을 적용 시 9.4mg PMe/VKT를 배출하는 것으로 산출되어 12.4mg PMe/VKT의 배출량을 보인 내연기관차(휘발유) 보다 1.32배 적을 것으로 나타났다. 본 연구에서 전기차 보급에 영향을 미치는 인자분석을 위해 월간 지역패널자료를 이용하여 분석을 진행하였다. 하지만, 일반적인 연간자료를 이용한 패널분석이 아닌 월간 자료를 이용한 패널 분석을 하며 지역별 자료 구득에 있어 한계가 존재하였다. 특히, 전기차 보급에 영향을 미치는 충전시설이나 충전전력요금과 같은 주요 영향인자가 포함되지 않았다는 점에서 향후, 지역별 충전시설의 월간 자료의 구축이 요구된다고 판단된다. 이와 더불어 본 연구에서는 미세먼지 변수를 농도로 적용하여 분석을 진행하였지만 향후, 기존의 연구에서 언급된 바와 같이 월별 미세먼지 나쁨 일수를 적용할 경우, 환경성 부분에서보다 더 정확한 결과 도출이 가능할 것이라 사료된다. 본 연구에서 진행한 세 가지의 분석 중 시스템 다이내믹스를 이용한 두 번째 파트의 분석은 다양한 시나리오 중 현재 예산을 매해 35% 증액하여 2030년 350% 인상에 도달하는 시나리오가 적합한 것으로 분석되었다. 하지만, 2023년을 기점으로 전기차 보조금 지급을 중단하는 정책을 시행하고 있는 우리나라의 입장에서는 현재 전기차 보조금을 위한 예산을 매년 35%씩 10년 동안 지속하는 것에는 어려움이 있기에 내연기관차로부터의 환경오염세와 같은 fee를 징수하여 친환경차인 전기차의 보조금을 rebate하는 피베이트 제도 (Feebate)를 해야 할 필요가 있다고 사료된다. 향후, feebate와 전기차 보급을 연계하여 연구가 One of the goals of privatization in South Korea was to achieve enhancement in efficiency, thereby overcoming some of the limits that the public enterprises bear in general. However, the original intention of privatization policy is yet to be measured based on the following criteria; 1) telecommunication enterprise 2) non-parametric methodology. As the advent of the information age in which now we all live has influenced every aspect of our lives, so has changed the telecommunication industry accordingly. While the dynamics of telecommunication technology and market environment have served as the main factor of the transformation of telecommunication industry, what is of more importance is the growing number of telecommunication companies and the increasing market expansion. The ignorant consumers of the telecommunication service have been well replaced by the young generations who have become the main consumers of the market. Furthermore, Korea Telecom, now a privatized company, illustrates quite clearly how the traditional arena of telecommunication business has expanded—from land-line to mobile and internet. The core of this transition reflects how the future telecommunications will grow, namely in the direction of "convergence" society. The strength of this analysis also lies in the utilization of non-parametric methodology. Common use of various parametric methods has been known to have a few drawbacks that hinder accurate and more realistic result of a performance evaluation. Data Envelopment Analysis (DEA) is the way through which problems from setting unrealistic economic assumptions can be settled. By measuring the efficiency with certain inputs and outputs, this helpful way of measurement can surely contribute to an easier understanding of the degree to which productive efficiencies have been accomplished. Additionally, historical reviews of Korea Telecom and its industry was taken into account in order not to oversee some of the limitations that result from not being able to control variables. With this careful consideration, DEA played its role as another useful tool of analyzing the privatization policy impact of Korea Telecom. The result of the analysis indicated increase in the overall efficiency and decrease in the deviation of each figure before and after the privatization. However, future research should provide refinement and deeper understanding of ex-factors of the conclusion of this analysis. ; 본 논문은 2002년에 이루어진 한국통신(KT)의 민영화의 정책 효과를 '효율성 (Efficiency)'의 측면에서 알아보고자 한다. 국내의 민영화 정책은 경영 효율성을 제고하여 공기업의 생산성을 도모하고자 하는 데에 목표를 두어 다양한 분야의 공기업의 정책 효과에 대한 연구가 있어 왔으나 정보통신분야나 비모수적 (Non-parametric) 연구방법을 이용한 경우는 없었다. 그러므로 본 논문은 현대 사회에서 중요성이 더해지고 있는 정보통신분야의 공기업 민영화의 정책 효과를 비모수적 방법을 통하여 대해서 알아본다는 점에서 의의를 지닌다고 하겠다. KT는 1982년에 한국전기통신공사로 출범하였으나 이후 다양한 대내외적 변화를 겪으며 2002년 완전민영화를 이루었다. 본 논문의 연구대상은 1998년 아시아 금융위기에 따른 IMF 구제금융, 기업 조직 개편 등과 정보통신산업에 경쟁 사업자가 등장하면서 KT가 지닌 독점력이 약화되기 시작한 1998년부터 KT가 모바일 서비스업체인 한솔엠닷컴을 인수하기 직전인 2008년까지의 데이터이다. 총자산, 종업원수 (노동력), 세전이익, 가입자수, 가입자수 (시장 점유율)을 투입요소와 산출요소로 두고 DEA (자료포락분석)의 두 모형인 BCC와 CCR 모델을 이용하여 분석한 결과 2002년 민영화 이후 효율성은 이전보다도 각년도간 효율성 값의 편차가 현저히 줄어드는 것으로 나타났다. 또한 일반적인 예상과는 다르게 종업원수(노동력)보다는 총자산이 효율성에 보다 더 큰 영향을 주는 변수인 것으로 나타났다. 이러한 연구 결과는 향후 정보통신산업 관련 정책 입안시 정부가 얼마나 개입해야하며, 효율성의 측면에서 어떠한 요소를 고려하여야 하는지 시사한다. 하지만 본 연구는 산업 부문 내 다양한 대내외적 환경 변화와 투입 및 산출 요소 이외의 변수의 영향을 최소화하기 위하여 1998년 이전 자료는 배제하였다는 점과 급속도로 성장하는 모바일 서비스 부문을 반영하지 못하였다는 점에 한계가 있으므로 앞으로의 연구에서는 이러한 점을 보완할 필요가 있을 것으로 보인다. ; Cette these évalue la performance de Korea Telecom, avant et après sa privatisation en 2002 dans la perspective spécifique de «l'efficacité». Un des objectifs de la privatisation en Corée du Sud était de parvenir à l'amélioration de l'efficacité, permettant ainsi de surmonter certaines des limites que la entreprises publiques portent en général. Toutefois, l'intention originale de la politique de privatisation n'est pas encore être mesuré sur la base des critères suivants: 1) d'entreprise de télécommunication 2) méthodologie non-paramétrique. Comme l'avènement de l'ère de l'information dans laquelle nous vivons tous aujourd'hui a influencé tous les aspects de nos vies, il a aussi changé l'industrie des télécommunications en conséquence. La dynamique des technologies de télécommunication et de l'environnement de marché ont été le principal facteur de la transformation de l'industrie des télécommunications. Pourtant, le nombre croissant d'entreprises de télécommunications et de l'expansion croissante du marché sont de la plus grande importance. Les consommateurs qui ont ignoré le service de télécommunication ont été bien remplacés par les jeunes générations qui sont devenus les principaux consommateurs du marché. En plus, Korea Telecom, désormais une entreprise privatisée, illustre assez clairement comment l'arène traditionnelle du secteur des télécommunications a étendu. Le coeur de cette transition reflète la façon dont le futur de télécommunications va croître, notamment dans le sens de la société de «convergence». Cela démontre tout l'importance de mesurer l'impact politique d'une entreprise de télécommunications en Corée dans la création de plus d'efficience et d'efficacité pour les «semi-gouvernements». 학위논문 (석사)-- 서울대학교 대학원 : 정치학과, 2012. 2. 박찬욱, 강원택. ; 본 연구는 제18대 국회 전반기 2년간 본회의 표결 기록을 분석하여 개인 의원의 당론이탈투표 행위를 결정하는 유의미한 변수를 찾아내는데 그 목적이 있다. 구체적으로 본 논문은 강한 정당기율의 전통에도 불구하고 국회의원들이 표결 현장에서 당론을 이탈해 독립적으로 행동하는 현상을 목격하고, 이를 결정하는 요인을 분석하고자 한다. 이러한 목적에서 18대 국회 전반기동안 의원직을 유지한 한나라당과 민주당 의원 241명의 본회의 전자표결 기록을 분석하여 이들이 당론과 다른 표결을 하도록 결정하는 요인을 찾는다. 한국의 국회 내 표결행태에 관한 다양한 연구는 의원 행위를 결정하는 다양한 요인 중 정당의 제도적 영향력을 크게 평가한다. 이에 따르면 한국의 정당은 형성기부터 권위주의 시기를 거치면서 그 기율을 강화하였고, 의원들의 행위를 제한하고 통제하는 역할을 수행해왔다. 그러나 국회의원이 단순히 정당기율만을 따라 수동적으로 행동하는 존재가 아니라는 증거 또한 여럿 찾아볼 수 있다. 구체적으로 표결의 영역에서 의원들은 당론에 배치되는 두 가지 선택을 할 수 있다. 즉, 의원은 적극적으로 본회의에서 당론에 일치하지 않는 방향으로 투표하거나 소극적으로 기권이나 표결불참을 택할 수 있다. 비록 많은 비중을 차지하지 않더라도 국회의원들이 당론으로부터 이탈하여 독립적으로 표결하는 경우가 발견된다는 사실은 강한 정당기율만을 강조해왔던 기존의 연구 전통에서 벗어나 새로운 관점에서 의원 표결을 바라볼 필요성을 제기한다. 이러한 관점에서 본 연구는 의원을 전략적 행위자로 가정하고, 18대 국회 전반기에 의원들이 당론을 이탈하여 표결하는 데 영향을 미친 유의미한 결정요인을 찾는데 주목하였다. 이를 위하여 특정 의원의 소속 정당 다수가 투표한 선택지를 당론으로 정의하고, 개인 의원이 모든 표결에 대하여 당론을 이탈하여 투표한 비율을 종속변수로 설정하였다. 연구는 표결불참을 분석대상에 포함한 포괄적 당론이탈투표 모형과 표결불참을 제외한 단순 당론이탈투표 모형의 두 차원으로 구성된다. 의원의 당론이탈투표를 결정하는 요인을 찾기 위하여 제도적, 지역구적, 의원 개인적 요인의 세 가지로 분류된 독립변수를 설정하였고, 가중최소제곱 그룹 로지스틱 회귀분석을 통한 계량 분석을 시행하였다. 연구 결과는 다음과 같이 요약될 수 있다. 첫째, 포괄적 당론이탈투표 모형에서 국회의원들이 당론을 이탈하여 투표하는 데 영향을 미친 유의미한 결정요인은 제도적 변수로 밝혀졌다. 먼저, 국회의원들은 그들이 정당으로부터 자율성을 획득할 때 정당 다수로부터 이탈하여 표결할 가능성이 높다. 구체적으로 당내에서 경험과 연륜을 통하여 비공식적인 리더십을 획득하고 있는 선수가 높은 의원들이 상대적으로 더 자율적이므로 당론을 이탈할 가능성이 높다. 반면, 정당 지도부에 위치한 의원들은 정당 전체를 책임져야 하는 입장에 있으므로 정당으로부터 자유로운 선택을 할 수 없으며 따라서 당론을 고수할 가능성이 높다. 둘째, 단순 당론이탈투표 모형에서 그 동안 크게 주목받지 못하였던 변수 중 하나인 이념이 유의미한 변수로 확인되었다. 분석에 따르면, 진보적인 의원일수록 당론으로부터 이탈하여 표결할 가능성이 높다. 특히, 표결불참을 분석에서 제외했을 때 이념이 중요한 결정요인으로 대두되었다는 사실이 시사하는 바는 크다. 의원들이 표결을 통해 전면적으로 당론에 배치되는 입장을 표명할 수 있는 것은 정당이 줄 수 있는 제도적 인센티브를 뛰어넘는 개인의 강한 이념적 속성 때문이라는 것이다. 그러나 본 연구에서 이념 변수는 정책과 이념과의 연계성 측면에서 해석된 것이 아니라 의원이 당론을 따를 것인가 이탈할 것인가를 결정하는 일반적인 이념성향으로, 이념이 정책과의 연계 속에서 당론이탈투표에 직접적으로 미치는 영향력을 측정하지는 못하였다는 한계를 갖는다. 본 연구는 건강한 대의 민주제도를 수립하는 데 필요한 요인들에 대한 함의를 제공하였다는 점에서 의의를 갖는다. 당론이탈투표의 결정요인을 연구한 결과 당론이탈투표가 의원들의 제도적 자율성에서 비롯된 것임을 알 수 있었다. 이는 그동안 많은 학자들이 한국 국회의 갈등과 비효율성을 고질적인 문제로 지적하면서 그 원인으로 강한 정당기율과 당내 비민주성을 꼽아온 것과도 일맥상통하는 결과이다. 나아가, 이념이 당론으로부터의 이탈을 촉진하는 요소 중 하나임이 밝혀졌다는 점에서 의원들이 보다 자율성을 가질 수 있는 민주적인 원내외 정당구조가 확립된다면 의원들이 보다 이념 등에 기반하여 표결할 수 있는 정치적 환경이 확립될 것이라 예상할 수 있다. ; The purpose of this study is to identify meaningful variables effecting individual national assembly member's party defection votes by analyzing floor voting records for the first two years of the 18th National Assembly of the Republic of Korea. Specifically, the study will analyze the factors that result in party defection voting behavior by assembly members, a practice that betrays the tradition of strong party discipline. To this end, the study analyzes the roll-call voting record of 241 Grand National Party and Democratic Party assembly members having held office during the first half of the 18th National Assembly to analyze the factors that cause party defection votes. Various studies on voting behavior within the National Assembly assess that party is the major influence on assembly member's voting behavior. The logic is that Korean political parties, from their inception, and, experiencing phases of authoritarian government, strengthened party discipline in kind, giving birth to a tradition of party exercising significant control over assemblymen's behavior. However, plenty of evidence indicating that assembly members are more than just passive beings submissive to party discipline is to be found. In the act of voting, two choices in disagreement with the party line are available. The first is active party defection voting, wherein a vote is cast in a direction out of line with one's party. Second is passive defection behavior, wherein one chooses abstention or absence to avoid casting a party-line vote. Although not common, the fact that assembly members on occasion display independent voting behavior, defecting from party majority, raises the need for a new explanation other than strong party discipline, which has been identified in the existing literature as the significant determinant of voting behavior. The study assumes that assemblymen are strategic actors seeking utility through floor voting, and focuses on identifying significant determinants of assembly members' party defection votes in the first half of the 18th National Assembly. For this purpose, the party-line was identified as the voting choice of the majority of assembly members in a party, and party defection voting behavior by individual assembly member was set as the dependent variable. The study is divided into two models: In the comprehensive defection model, absences from floor voti are included in the analysis, where as in the simple defection model, they are not. To identify deciding factors of assembly members party defection votes, independent variables were categorized as institutional, representational, and individual variables. Weighted least squares group logistic regression analysis was performed. The results of the study can be summarized in three points. First, institutional variables were identified as having a significant effect on assembly members' party defection voting. Assembly members are more likely to defect from the party-line in voting when they have autonomy from their party. This is because assembly members having served multiple terms, who are not part of the official party leadership, but who, with relatively more experience, in effect are part of party leadership, can afford to be more autonomous. On the other hand, assembly members who are officially in party leadership are accountable for the entire party, and are relatively less able to vote in a direction not in agreement with the party line. They can therefore be expected to vote in line with the party. Second, in the simple defection model, ideology, a variable that had largely been dismissed in the past was confirmed as having a statistically significant influence. Analysis showed that the more progressive an assembly membern, the higher the likelihood of party defection voting behavior. The fact that the influence of ideology was only visible when absences were not included in analysis has wide implications. This indicates that assembly members' making known their personal standing on issues through floor voting, directly opposing the party-line, is only possible because the strength of individual ideology is such that it outweighs the institutional incentives offered by party. However, in the study, the ideology variable was not interpreted in connection with policy; rather, ideology was defined as a general tendency to defect or vote in line with party majority. Therefore, the direct influence of ideology on party defection in a policy context could not be measured. The study's significance lies in unearthing new implications regarding the building blocks of a healthy representative democracy. The results of the study, which analyzed the deciding factors of party defection votes, showed that party defection was the result of assembly members' institutional autonomy. Such results are in line with existing literature, which points to strong party discipline and undemocratic intra-party structure as the key causes of the Korean National Assembly's chronic inefficiency and confrontations. The study identified ideology as a factor that increases the likelihood of party defection; it can therefore be forecast that once a more democratic party system is established both on and off the floor, assemblymen will be able to exercise greater autonomy, leading to a political environment in which factors such as ideology may have a more pronounced influence on voting behavior. ; Master

To this end, I would like to reconstruct the concept of the general will by focusing on Rousseau's paradoxical expression of 'forcing to be free'. Because I think that it is possible to get a correct understanding of the general will through paying attention to this phrase. There are two kinds of 'forcing to be free' in the theory of Rousseau's General will. One is found in the notorious passage arguing that whoever refuses to obey the general will must be forced to be free in the Book 1 chapter 7 of On Social Contract. The other is implicit one in the passage discussing the conditions of the general will in the Book 2 chapter 3 and Book 2 chapter 7(part 4 chapter 8). I would like to examine these problems respectively and try to show that Rousseau's ultimate point consists in not 'forcing' but 'freedom'. Conclusively, the authentic difficulty of interpreting of Rousseau's logic is that nevertheless 'forcing to be free' is necessary to the production of the general will, he permit the possibility of failure of this process in practice. Rousseau's theory of the popular sovereignty argues that the foundation of legitimacy of the state does not consist in the divine or natural foundation but in the autonomous will of the people. Despite this theoretical postulate, the people appear to not only rational and social unity, but also always potentially the multitude as disordered gathering of individuals who are vulnerable to a capricious passion. On the one hand, the people's general will should make a society legitimate, particular deliberation of the people may be contingent and could make an erroneous decision on the other. As a result, Rousseau introduces the legislator or the civil religion which is external to a people in order to transform a multitude into unified people. However, because of the very reason that people are still and always multitude, they consequently could not obey this foreign authority so the problem regarding difficulty of self-ruling of the people remains unsolved. At a glance, Rousseau's theory of popular sovereignty seems to optimistic assertion that the people should and could govern itself. But Rousseau's pessimistic claim that the ideal people cannot be naturally given, but must be constructed by constant effort should not be overlooked as well. Finally, the introduction of the legislator or the civil religion is not contradictory to the principle of popular sovereignty because the success or failure of this heteronomous agency is uncertain and the popular sovereignty keeps still its autonomy. The problems are described as follows: the general will aiming at common good could fell to mere will of all by acquiring of a particular will possessed by some individuals. In the same way, the people who should be unitary and organic are degenerated into a blind multitude and the citizen who must be active and rational in the collective deliberation into a passive, passionate subject. The principle of the popular sovereignty claiming that good law makes a good people but the origin of the good law must be also the people, and the fact that primitive people does not have any capacity to legislate such good law is the source of the circular logic Rousseau engages. It also suggests that the self-ruling of the people is not easily attainable project by the introduction of the legislator or the civil religion because after the initial social contract, passionate, irrational and apolitical properties of the human being who had had those attributes in the state of nature cannot be completely eradicated. So the state of the society in Rousseau is more vulnerable than the traditional reading in that there is always the danger of reemergence of the state of nature. The fact that the sovereignty belongs to the people but the people do not have such capacity to exert the sovereignty is the central ambiguity derived from the theory of popular sovereignty in Rousseau. Rousseau's democracy as self-ruling of the people, therefore, remains always incomplete, contestable and unfinished democracy. This paradox of Rousseau is deduced from the consistent, thorough accomplishment of the principle of the freedom. In other words, Rousseau's premises arguing that the legitimacy of the politics does not have any transcendent and ultimate ground and its source is a unique source of will of the people as free being even permit the freedom to refuse their freedom. That is to say, individual citizens must be forced to be free but also can have the (natural) freedom not to be forced to have (civil and moral) freedom. In short, as though effective denaturalization is necessarily required to make man into citizen, it remains a process without a priori guarantee. Thus, the binary oppositions which support Rousseau's whole system, such as oppositions between the society and nature, the people and multitude and the general will and the will of all always have the possibility of confusion in practice. That danger renders the general will only transient or temporary in the conflictual process of politics. The fundamental problem of politics suggested by Rousseau is that the passage from the state of nature to the state of society is necessary, but is also very difficult and could not be achieved entirely. 본 연구는 COVID-19 유행 상황에서, 부정적 영향력이 더 크게 보고되는 집단인 한국의 기혼 유자녀 여성의 삶의 질을 확인하고, 삶의 질에 영향을 미치는 관련 요인을 탐색하고자 시행된 서술적 상관성 연구이다. 건강관련 삶의 질 모형을 바탕으로, 기능 상태, 증상, 환경적 요인, 개인적 요인으로 관련 요인을 탐색하였다. 더욱이 자녀의 연령에 따라 유자녀 여성의 삶의 질과 관련 요인들의 특성이 다른 것으로 확인되어, 영유아를 둔 유자녀 여성, 초등학교 저학년 유자녀 여성, 초등학교 고학년 유자녀 여성의 세 집단으로 나누어 삶의 질의 특성과 관련 요인을 확인하였다. 본 연구의 대상자는 25~49세 영유아, 초등학생 자녀를 둔 유자녀 기혼 여성이며, 자료 수집 기간은 2021년 3월 4일부터 18일이었다. 총 참여 대상자는 1,007명으로, 0-6세의 영유아 유자녀 여성 338명, 초등학교 저학년 유자녀 여성 333명, 초등학교 고학년 유자녀 여성 336명을 포함하였다. 자료 수집 방법은 구조화된 자가보고식 질문지를 이용하여 온라인 설문을 시행하였다. 수집된 자료는 SAS 9.4 통계프로그램으로 기술통계량과 t-test, 분산분석 (Scheffe's test), Pearson 상관성 분석, 선형 회귀 분석으로 분석하였으며, 연구의 주요 결과는 다음과 같다. 1. 전체 대상자의 삶의 질 수준은 평균 3.03 점 (가능 점수: 1-5점)이었다. 0-6세의 영유아 유자녀 여성의 삶의 질 수준이 2.90 점으로 초등학교 저학년 및 고학년 유자녀 여성의 삶의 질 수준 3.09 점 보다 유의하게 낮았다(p<.001). 2. 기능 상태인 양육 보호 요인은 매우 강력한 관련성을 보이며, 보호 요인 수준이 올라가면, 총 대상자 뿐 아니라 각 집단에서도 유의하게 삶의 질이 높았다(p<.001). 양육 보호 요인은 교육 수준이 올라갈수록 높았으며 (p=0.003), 초등학교 고학년 유자녀 여성의 경우, 돌봄 서비스의 변화가 있으면, 양육 보호 요인의 수준이 유의하게 낮았다 (p=0.002). 또 다른 기능 상태인 COVID-19와 관련된 양육의 어려움도 대상자 전체(p<.001) 뿐 아니라 각 집단의 여성 (영유아 유자녀 여성: p<.001, 초등학교 저학년 유자녀 여성:p<.001, 초등학교 고학년 유자녀 여성:p<.001)에게서 삶의 질 수준을 낮추었다. 영유아 유자녀 여성의 경우 자녀의 연령이 어릴수록 (p<.001), 돌봄 서비스의 변화가 있을 때 (p=0.046) 양육의 어려움이 높았다. 초등학교 저학년 유자녀 여성의 경우, 주부보다 직장에 나가 일을 하는 경우 (p=0.011) 양육의 어려움이 높았다. 3. 심리적 증상인 불안과 우울은 각각 전체 대상자의 삶의 질 수준과 유의한 관련성을 보였다 (p=0.010, p=0.004). 특히, 불안이 높아지면, 영유아 유자녀 여성의 삶의 질 수준은 유의하게 낮았으며 (p=0.016), 우울이 높아지면, 초등학교 저학년 및 고학년 유자녀 여성의 삶의 질 수준이 유의하게 낮았다 (p=0.006, 0.026). 불안과 우울은 재택근무 등 집에서 일을 하는 여성의 불안 호소 정도가, 주부나 직장에 나가 일을 하는 여성의 경우보다 높았으며, 가계소득이 낮아지면 불안과 우울은 증가하였다. 불안은 초등학교 고학년 유자녀 여성의 경우, 돌봄 서비스의 변화가 있을 때 높았다. 우울은 대상자의 교육 수준이 고등학교 이하일 경우 불안 수준이 높았다. 4. 환경적 요인 중 배우자 지지는 대상자 전체 (p<.001)와 영유아 유자녀 여성 (p<.001)의 삶의 질과 관련성이 있어, 배우자 지지가 상승하면 삶의 질이 유의하게 높아졌다. 가정 환경 혼돈 정도는 상관성 분석에서 삶의 질과 유의한 음의 상관성을 보였으나, 회귀분석에서는 삶의 질에 유의한 영향을 미치지 않았다. 5. 개인적 요인 중 기질적 희망은 그 수준이 올라가면 대상자 전체의 삶의 질을 유의하게 높였다 (p<.001). 그러나 다른 개인적 요인인 COVID-19 위험성 인식은 상관성 분석에서 삶의 질과 유의한 음의 상관성을 보였으나, 회귀분석에서는 삶의 질에 유의한 영향을 미치지 않았다. 6. 대상자의 일반적 특성과 삶의 질을 살피면, 주부보다 집이나 직장에 나가 일을 하는 유자녀 여성일 경우, 가계소득이 500만원 이상일 경우 삶의 질은 높았다. 초등학교 고학년 유자녀 여성의 경우 특히, COVID-19 발생 위험률 (인구 10만명당)이 높은 경우, 삶의 질이 낮았으며, 대상자의 교육 수준이 대학원 이상일 경우에는, 삶의 질이 높았다. 7. 대상자의 COVID-19 관련 경험들 중, COVID-19와 관련한 정신건강서비스를 알고, 이용했는지 등은 삶의 질과 유의한 관련성이 있었다. 본 연구에서 실제 정신건강서비스를 알고 있는 경우는 전체 여성의 25.92%였으며, 이용자는 6.75%였다. 결과의 종합적 고찰을 통해, 삶의 질을 높이기 위한 구체적인 시사점을 살피면 다음과 같이 결론 내릴 수 있었다. 유자녀 여성의 삶의 질을 높이기 위해 자녀의 돌봄 역할 기능을 증진시키는 것이 중요하다. 더욱이 유자녀 여성 중, 취약한 집단을 확인하여 이들에 대한 우선적인 중재가 이루어 져야 한다. 특히, 유자녀 여성의 직업 상태에 따라, 삶의 질에 도움을 줄 수 있는 효과적인 중재가 마련되어야 한다. 자녀의 연령별로 유자녀 여성의 삶의 질을 높이기 위한 전략이 다를 필요가 있으며, 현재의 어린이집, 유치원, 학교 등의 기능을 확대하여 활용하여야 한다. 또한 현재 정부에서 실시하는 정신건강서비스의 기능을 확대하고 이를 적극적으로 활용할 수 있어야 한다. 본 연구는 COVID-19 유행 속에서 기혼 유자녀 여성의 삶의 질을 파악하고, 이들의 관련 요인을 탐색한 국내 첫 연구이다. 통합적 고찰을 통해, 간호 연구와 실무에서 활용할 수 있는 근거와 함께, 구체적인 정책적 제안과 방향성을 제시하였다는 점에서 연구의 의의가 있다. This cross-sectional survey aimed to identify the quality of life (QOL) and its associated factors of Korean women with children, reported as a vulnerable during the COVID-19 pandemic. Based on the health-related QOL model of Ferrans et al. (2005), this study explored the influence of functional status, psychological symptoms, environmental characteristics, and intrapersonal characteristics. Since the factors related to the QOL of women with children were expected to vary depending on the children's age, participants were analyzed in three groups: women with preschoolers (aged 0–6 years), women with lower-elementary school (grades 1–3) children, and women with upper-elementary school (grades 4–6) children. The participants of this study were married women aged 25–49 years with children aged 0–12, and the survey was conducted from March 4 to 18, 2021. The total number of participants was 1,007: 338 women with preschoolers, 333 women with lower-elementary school children, and 336 women with upper-elementary school children participated in online surveys using structured self-reporting questionnaires. The collected data were analyzed using the SAS 9.4 program with descriptive statistics, t-test, ANOVA (Scheffe's test), Pearson's correlation coefficient and. multiple regression. The main results of the study are as follows. 1. The average QOL for all participants was moderate level (3.03), out of a possible range: 1–5). Women with preschoolers had statistically significant lower total QOL (2.90) than elementary school children (3.09) (p < .001). 2. Functional status: Firstly, parents' protective factors were strongly related with QOL, and as the level of protective factors increased, QOL was significantly higher in all groups as well as in participants as a total (p < .001). The scores of parents' protective factors were higher as education levels increased (p = 0.003). In women with upper-elementary school children, those who experienced changing care service due to the pandemic had a lower protective score (p = 0.002). Secondly, parenting difficulties due to COVID-19 lowered the level of QOL in participants as a total (p < .001), as well as in all groups (women with preschoolers: p < .001, women with lower-elementary school children: p = 0.001, and women with upper-elementary school children: p < .001). Women who had preschoolers and had changed care service reported greater difficulties (p = 0.046). For women with lower-elementary school children, those who worked at the workplace had a higher risk than housewives (p = 0.011) 3. Psychological symptoms: Both anxiety (p = 0.009) and depression (p = 0.004) were significantly related to QOL in participants as a total. In women with preschoolers, the QOL level significantly decreased when the anxiety level increased (p = 0.016), but depression was not. In contrast, in women with lower-elementary (p = 0.006) and upper-elementary (p = 0.026) school children, the QOL level significantly decreased when the depression level increased, but not for anxiety. Women who worked from home had higher anxiety (p < .001) and depression (p = 0.001) levels than women who worked at the workplace. Participants with a household income of less than 3 million Korean won (KRW) were more anxious (p = 0.001) and depressed (p = 0.001). In women with upper-elementary school children, those who experienced changing care service after COVID-19 had higher anxiety levels (p = 0.004). Women who were high school graduates or undergraduates were more depressed than the college graduates or postgraduate in participants as a total (p = 0.002) or women with preschoolers (p = 0.009). 4. Environmental characteristics: As spousal support increased, the QOL level increased significantly in participants as a total (p = 0.001) and in women with preschoolers (p < .001 0.0002). Household chaos showed a significant negative correlation with QOL (p < .001); but in the regression analysis it did not significantly affect QOL. 5. Intrapersonal characteristics: When the level of dispositional hope increased, the QOL level also improved in participants as a total but not in other groups (p = 0.001). COVID-19 risk perception showed a significant negative correlation with QOL (p < .001); but in the regression analysis, it did not significantly affect QOL. 6. The QOL level was higher in women who worked from home or worked at the workplace than housewives and also in women with a household income of more than 5 million KRW. In women with upper-elementary school children, those with a graduate degree had higher QOL levels (p = 0.020). Participants who lived in the area with a higher COVID-19 incidence rate, had lower QOL levels (p = 0.047). 7. COVID-19-related experiences: Women who knew and used psychological health services related to COVID-19 significantly reported higher QOL. In this study, 25.92% of the women were aware of psychological health services, and 6.75% of them had used the services. This study is significant as the first attempt to explore QOL and identify associated factors of women with children during the COVID-19 pandemic in Korea. Based on the results, implications to improve QOL are as follows. In order to improve QOL of women with children during the ongoing COVID-19 pandemic, it is important to enhance and support parenting roles. Moreover, vulnerable groups such as women with preschoolers should be identified according to the age group and preferential intervention should be made. Depending on the employment status of women with children, effective intervention should be established to promote their QOL. Moreover, strategies to improve QOL of women with children should vary depending on the children's age, and it is necessary to strengthen the current functions of daycare centers, kindergartens, and schools to assess and reinforce parenting roles. 학위논문(석사)--서울대학교 대학원 :행정대학원 행정학과(정책학전공),2019. 8. 우지숙. ; 본 논문은 브라질의 인터넷권리보호법(Marco Civil da Internet)이 어떠한 전개과정을 거쳐서 지금에 이르게 되었는지 고찰한다. 각국이 인터넷의 자유와 규제의 딜레마 속에서 접점을 찾기 위해 노력하고 있는 가운데, 라틴아메리카의 브라질에서는 1990년대 이래 인터넷 규제에 관한 정책의제가 국가 내부에 존속하다가 오랜 논의 끝에 2014년 3월 25일 인터넷 이용자 표현의 자유, 개인정보보호, 망중립성(Net Neutrality) 보장 등을 골자로 하는 세계 최초의 인터넷 권리장전의 제정으로 이어진다. 연구는 '브라질의 Marco Civil은 어떠한 계기로 다른 정책들을 우선하여 정책결정자가 주목하는 주요 의제로 채택되어 제정으로 이어졌는가?'를 질문하고, 이러한 정책변동 사례를 Sabatier의 ACF 모형과 Kingdon의 MSF 모형의 결합모형에 적용하여 체계적으로 답을 모색하였다. 연구의 결과는 다음과 같다. 먼저, Marco Civil 정책은 각각 '평등주의'와 '시장주의'라는 상충하는 신념체계를 가진 찬반 옹호연합으로 분화되어 정책결정과정에서 첨예한 대립을 펼쳤으며, 정책학습의 기회에도 자신들의 신념체계를 견고화하였다. 둘째, 이들 옹호연합은 브라질 사회의 다양한 외적 변수에 직간접적인 영향을 받아 신념체계를 형성하였다. 셋째, Marco Civil은 수차례 입법 지연을 겪다가 Snowden 사건이라는 강력한 외부적 촉발기제에 의하여 정책의 창이 열리고 정책변동으로 이어질 수 있었다. 넷째, Marco Civil 정책결정과정에서 정책중개자와 정책선도자의 역할이 두드러진 것으로 나타났다. 특히 정책선도자인 Lula 대통령과 Dilma 대통령의 적극적인 역할은 Marco Civil 제정에 있어 결정적인 영향 요인이라고 판단할 수 있다. 연구의 함의는 다음과 같다. 먼저 이론적 함의로는 첫째, 연구는 ACF 모형과 MSF 모형의 적용 사례로서 비교적 새로운 분야인 인터넷 규제정책을 연구대상으로 삼았다. 인터넷 정책은 찬반 옹호연합의 첨예한 갈등이 나타나는 정책이라는 점에서 결합모형에 따른 설명력이 높게 나타났다. 둘째, 모형이 개발된 다원주의적인 서구사회가 아닌 권위주의와 엘리트주의가 뿌리 깊게 작용하고 있는 브라질의 사례를 분석함으로써 ACF 모형과 MSF 모형의 유용성을 입증하였다. 셋째, 일반적으로 대통령의 적극적 관심을 가질 경우 빠른 정책 대안의 마련으로 합리적인 대응 방안을 찾아낸다는 합리적 모형으로는 쉽게 설명되지 않는 사례로서, 룰라 대통령의 적극적인 지원에도 불구하고 임기 내 법안 제정에 실패한 원인을 추적할 수 있다. 넷째, 정책의 흐름이 열려 정책산출에 이르는 데 정치의 흐름은 정책의 창을 여는 데 결정적인 역할을 하지는 않았다. 호세프 정부 시기 정치의 흐름은 법안 제정에 부정적인 영향으로 작용하여 Marco Civil 폐지의 위기에까지 갔으나 외부적 초점사건에 의해 제정에 이르게 된다. 정책적 함의는, 먼저 정책선도자의 리더십과 정책 방향의 중요성을 함의한다. 국민의 인권 보장을 위한 룰라 대통령의 일관된 사회정책과 리더십은 우리나라에도 시사하는 바가 많다. 둘째, Marco Civil 법은 국가가 인터넷을 어느 범위까지, 어떠한 방식으로 규율해야 하는가와 관련된 가치충돌적이고 논쟁적인 쟁점을 되짚어보고 추후 유사한 인터넷 권리법 제정 논의에 적용할 수 있는 교훈적인 사례이다. 셋째, 본 정책은 참여민주주의를 실천한 사례로서 정부에 대한 국민적 신뢰를 반영한다. 마지막으로 한국과 브라질은 공통적으로 2006년도 인터넷상 사이버범죄 규제안을 제정하였으나, 한국의 경우 해당 법이 임기만료로 폐기된 이래 의미 있는 논의가 이루어지지는 않은 반면, 브라질은 사이버범죄법 발의라는 '초점사건'이 휘발되지 않고 정책선도자의 적극적인 의지 아래 인터넷권리법의 제정으로 이어진다. 브라질의 인터넷 정책결정과정에 대해 검토하고 구체적인 법안의 추진 동기, 과정, 정책의 결정요인 등을 모색함으로써 우리나라의 인터넷 규제정책이 어떠한 위치에 놓여 있는지 비교해볼 수 있을 것으로 생각한다. ; One of the most significant policy goals in the internet arena in the last decade has been striving to seek a reasonable balance between freedom and regulation of the Internet. Brazil, as Latin America's economic giant, has also spent a long time finding the balance point between creating economic profits and protecting human rights under the pressure of mediating the conflicting values of regulating and protecting users' behaviors from circumstances of the internet. And it is one of the key policy initiatives associated with this shift to pass the world's first Internet Bills of Right which is called Marco Civil da Internet on March 25, 2014 after years of discussion, which calls for freedom of expression for the Internet users, protection of personal information and guarantee of network neutrality. This case study explores the policymaking process of the Marco Civil da Internet in Brazil. It examines specifically how Brazilian internet policy came into being applying the combination frameworks of Sabatier's Advocacy Coalition Framework and Kingdon's Multiple Streams Framework, in order to learn more about the linkages between research and policy. The study began with a relatively simple question, 'On what occasion was Brazilian Marco Civil da Internet adopted as a major agenda for policymakers, prioritizing other public policies and being eventually enacted after long debate' and systemically sought an answer applying the example of this internet policy change through these policymaking process frameworks. The results of the study are as follows: First, the stakeholders in the policymaking of this legislation were divided into the a pro-MCI coalition and an anti-MCI coalition with a conflicting belief system between 'Equalityism' and 'Marketism' and strengthened their own belief system even in the opportunities of policy learning. Second, these advocacy coalitions formed these belief systems, directly or indirectly being influenced by various external variables in Brazilian society. The Snowden event in 2013 worked as a powerful external trigger mechanism of this policymaking process, as a strong variable that opened the window of policy and lead to policy changes after going through several legislative delays. Third, it was indicated that the role of a policy broker and a policy entrepreneur in MCI policymaking process was shown to be outstanding. In particular, the active role of policy entrepreneurs, the two Brazilian Presidents, Lula da Silva and Dilma Rousseff, could be judged as a decisive factor in enacting this legislation. Next, the implications of the study are twofolds. Firstly, the theoretical implications are as follows. First, the study targeted the Internet regulatory policy which is a relatively new field as an example of the application of the ACF and the MSF. The Internet policy might be highly adequate research topic, given that it is a policy that showed a strong conflict between a pro-MCI and an anti-MCI advocacy coalitions. Second, the study proved the usefulness of the ACF and the MSF by analyzing Brazilian case where authoritarianism and elitism have been deeply rooted rather than a pluralistic western society in which these theoretical frameworks were developed. Third, the study could track the causes for failure to enact this legislation within his term, despite President Lula's active support, which is not reasonably explained with a rational model supposing if the president has a active interest, he could find a reasonable and quick policy alternative. Fourth, Political Stream in this policymaking process did not play a crucial role in opening the window of policy. The political stream during the Rousseff administration had influenced a negative effect on enacting the legislation and reached the crisis of the abolition of the MCI, but an external focus event led it to be enacted in the conclusion. Political and practical implications are as follows: first of all, this study implies the importance of leadership and policy direction of policy entrepreneurs. President Lula's consistent social policy and leadership to ensure the human rights of Brazilian people provide a lot of implications for Korean administration. Second, the MCI is an instructive example that could be applied later in the discussion of enacting an Internet Bills of Right in other countries, which reflects on the value-conflicting and contentious issues concerning how the country should regulate the Internet. Third, as an example of practicing participatory democracy, the MCI policymaking process reflects public trust about the government. Finally, although each Korea and Brazil enacted regulations of cybercrime on the Internet in 2006, no meaningful discussion had been made in Korea since the law was scrapped at the end of its term, while Brazil's 'focus event' of trying to introduce the cybercrime law eventually led to the enactment of the Internet Bills of Right under the active will of policy entrepreneurs. Specifically, this study empirically analyzes how the quantitative and qualitative levels of the resident participation system influenced the democratic performance of local governments. The involvement of residents in the policy process of local government is an essential element for decentralization and actual operation of local autonomy, which is the complementary means of representative democracy. Resident participation plays a role in improving the practical problem-solving ability by preventing local government policies from violating reality. It is also known that civic involvement in the policy process plays a positive role in improving the responsiveness and effectiveness of administration. Therefore, local governments consider various measures to promote participation of residents. There are many ways to promote participation. Among them, the institutional introduction and continuous operation of the means of involvement of the residents has a positive effect on the invigoration of the involvement of the residents, as it provides the basis for the participation of the residents and broadens the scope of participation. In addition, the resident participation system can serve as a mechanism for maintaining and supporting appropriate resident participation in the policy process. Therefore, institutionalization of participation in local government is meaningful, and this study deals with civic involvement system based on such discussion. If so, is it good to have a lot of participation systems in the policy process at the basic level of local government? In reviewing previous studies, the introduction of a new resident participation system has the effect of activating resident participation or enhancing government performance. Therefore, it emphasizes the necessity of introduction to local governments that have not yet introduced the participatory system, and suggests methods for successful operation of the participant system. Previous studies have shown that the effects after the introduction of the new resident participation system or the qualitative nature of the participation system have a positive effect on the activation of resident participation and government performance. Point out that this will be a helpful option in terms of promoting participation or improving government performance. Yet another preliminary study suggests that the essential reason for local governments to introduce participatory participation systems may not be the expansion of participatory participation or the improvement of government performance. In other words, it is a formal means to show that local government officials are at work, or as a means of demonstrating that they are not falling behind in competition with other local governments. In such cases, the introduction of the resident participation system may have a negative impact on the welfare or government performance. Why is it important to measure government performance at the level of local government, and why do we consider the resident participation system as a major influencer of local government performance in this study? In general, government performance means making policy decisions that respond to citizens' policy needs and implementing them efficiently. Participation through the participatory system as a formal channel of participation not only guarantees the continuity of policy process participation, but can also reflect democratic, transparent, and responsive policies and public services because it can reflect diverse interests and communication. Therefore, the resident participation system is a channel and a means to guarantee continuous and stable resident participation. Most of the existing studies evaluate that participatory participation system acts as a catalyst for local autonomy and is justified in terms of improving government performance. Nevertheless, some studies question the effectiveness of the resident participation system, including the fact that the policy reflection rate through the resident participation system remains low at the local government's policy process and the effectiveness of the resident participation system is low. In addition, some previous studies have cited the inability to accurately measure the effect of citizen participation through resident participation system. In other words, it was difficult to determine whether the resident participation system directly influenced the government performance improvement or whether the resident participation system affected the society and the government performance improved as a result. However, it is clear that the purpose of the resident participation system is to enhance the democratic outcomes of local governments and ultimately improve the quality of life of residents. This fact is more evident when examining the Basic Ordinances on Participation of Residents, which are established by Ordinance by some local governments, which states that the purpose of the citizen participation is to promote administrative transparency and responsiveness. In other words, the purpose of the resident participation system is to improve the democratic performance of local governments. If so, it would be necessary to take a step further from the existing studies and use variables that can measure how transparent, democratic and responsive the administration has been due to the operation of the actual participatory system. Based on the above discussion, this study measured the quantitative level of the resident participation system introduced from 2005 to 2017 when the actual operation of the resident participation system was confirmed for 226 local governments in 2019. Next, the quality of the participation system was measured by categorizing the individual participation system based on the scope and intensity of participation. Type III systems are the ones with the highest intensity of delegation with the participation of the general population among the total residents participation system. Finally, the democratic achievements of local governments were divided into transparency, responsiveness and effectiveness of each basic local government. Transparency of local governments was measured by the Comprehensive Integrity Index, and responsiveness was measured by the total number of complaints handled per government official, and by the share of grievances and other complaints. Effectiveness was measured by the ratio of social welfare budget to the total budget and the quality of life index of residents. As a method of analysis, fixed effect panel analysis was used. The summary of the analysis is as follows. First, the increase in the quantitative level of the resident participation system for the local government at the basic level has a significant negative effect on the transparency of administration, while the increase in the share of the Type III resident participation system has a positive effect on the transparency of the administration. It was also confirmed that the transparency of administration did not decrease as the total number of operation of the resident participation system increased, but that the slope converged to zero when the quantitative level of the participation system reached a certain level. On the other hand, in the local governments at the County level, it was found that when the resident participation system fell short of the average number of operations, it had a negative effect on the transparency of the administration, while exceeding the average number of operations had a positively significant effect on the transparency of the administration. Second, the increase in the quantitative level of the resident participation system has a negative effect on administrative responsiveness, and the increase in the quality level has no statistically significant effect. However, the quantitatively appropriate level of the resident participation system, which improves administrative responsiveness, was confirmed in the case of the District level of local government. Although the total number of operation of the participatory system reached a certain level, it had a negative effect on administrative responsiveness, but beyond that level, it was found to have a positive and significant effect on responsiveness. Third, the increase in the quantitative level of the resident participation system has a positive effect on the effectiveness of administration. As the total number of operation of the resident participation system increased, both the proportion of social welfare budget and the quality of life of the residents increased. However, the statistical significance of the quantitative and qualitatively appropriate levels of the resident participation system to enhance the effectiveness of administration could not be confirmed. Based on this, the implications of this study are as follows. As discussed above, most existing studies analyze the effect of each participatory system implemented by local governments or their impact on the performance of specific sectors of local governments, or the effects of implementing participatory systems on individual municipalities. In addition, existing researches are only on comparative studies between local governments operating specific participatory systems and on the possibility of revitalization of participatory systems. In other words, there is a limitation in that not only the collective effects of various participation systems used in local government policy processes but also the effects of accumulated participation systems over time are not considered. In order to overcome these limitations, this study approached the resident participation system at the collective level and focused on the direct effect of the institutional factor on the government performance. Theoretical implications of this study are as follows. First, this study expanded the spatial and temporal scope of analysis to overcome the limitations of the analytical objects of previous studies. Second, the participation system was analyzed from various angles. Various types of typology of resident participation system suggested in the previous study were summarized, and it was confirmed that the effect on government performance also appeared differently according to the kind of participatory system. Third, this study attempted to measure government performance on a democratic level. Since the ultimate goal of the resident participation system is to realize local autonomy and to promote democracy, this paper analyzes the transparency, responsiveness, and effectiveness of administration focusing on the democratic dimension of government performance. Fourth, this study tried to make the analysis accurate by conducting fixed effect panel analysis that can control individual specificity such as endogenous local government's effect and time effect which was not controllable in the cross-sectional analysis used in the existing research. In terms of policy, the implications of this study are as follows. First, this study considered the quantitative and qualitative level of the resident participation system as a major influencing factor of government performance. Increasing the quantitative and qualitative levels of the resident participation system had a significant influence on the democratic performance of local governments. In particular, it was found that in order for the resident participation system to have its original effect, it must be an institution with an interactive attribute including a means for communicating with the government and delegating authority to the residents. Second, this study diagnosed the quantitative and qualitative levels of the local participation system, which is currently operated by local governments, and suggested the basis for the selection and concentration of future participation system. Third, although the administrative implications of the research on the performance of local governments are considerable, empirical research is insufficient. This seems to be because the performance of local governments is not only objectively measurable, but also limited in obtaining usable variables. Therefore, this study limited government performance to democratic performance, and analyzed total democratic performance of local government using various variables that can be measured. The limitations of this study are as follows. First, since the quantitative and qualitative levels of the resident participation system were measured at the collective level, the individual characteristics of each resident participation system could not be reflected in depth in measuring the quality level. Next, due to the limitations of the data available to local governments at the basic level, this study could only reflect the use of subjective indicators to measure democratic government performance such as 'quality of life of residents' in Seoul Metropolitan Government. In this regard, the results and methods of this study are based, and it will be necessary to approach in various ways how and in what circumstances the participation system has a significant effect on government performance. ; 본 연구의 목적은 주민참여제도가 지방정부의 성과에 미치는 영향력을 확인하는 것이다. 구체적으로는 지방정부가 도입하여 현재 시행 중인 주민참여제도의 양적 및 질적 수준이 지방정부의 민주적 성과에 어떠한 영향을 미쳤는지 실증적으로 분석하고자 한다. 지방정부의 정책과정에서 주민의 참여는 대의민주주의의 보완적 수단인 동시에 지방자치제도 도입의 궁극적 목적이라고 할 수 있는 지방분권과 주민자치의 실질적 작동을 위한 필수적 요소이다. 주민참여는 지방정부의 정책이 현실로부터 유리되는 것을 방지하여 실질적인 문제해결 능력을 향상시키는 역할을 한다. 또한, 정책과정에서 주민참여는 행정의 대응성과 효과성을 향상시키는 긍정적 역할을 한다고 알려져 있다. 그러므로 지방정부는 주민참여를 활성화하기 위한 여러 방안을 고민한다. 주민참여를 활성화하는 방안에는 여러 가지가 있다. 그중에서도 주민참여 수단의 제도적 도입과 지속적 운영은 주민참여가 발생할 수 있는 기반을 마련해주고 참여의 폭을 넓혀주는 역할을 하므로 주민참여 활성화에 긍정적 영향을 미친다. 더불어 주민참여제도는 정책과정에서 적절한 주민참여를 유지하고 지원할 수 있는 기제의 역할을 할 수 있다. 그러므로 지방정부 내 주민참여의 제도화는 의미가 있으며, 본 연구는 이러한 논의를 바탕으로 주민참여제도를 다루고 있다. 그렇다면 다양한 특성을 가진 주민참여제도들이 많이 시행되면 좋은 것일까? 선행연구를 검토해보면 새로운 주민참여제도의 도입은 주민참여를 활성화하거나 정부성과를 높이는 효과를 가져오기 때문에, 아직 도입이 안 된 지방정부에는 도입의 필요성을 강조하고, 시행 중인 지방정부에는 참여제도의 실질적 운영을 위한 방법을 제시한다. 그러므로 새로운 주민참여제도를 도입한 이후의 효과 또는 참여제도의 속성이 주민참여의 활성화 혹은 정부성과에 긍정적으로 유의미한 영향을 주었다는 기존의 연구결과들은 지방정부가 앞으로 더 많은 주민참여제도를 도입하는 것이 주민참여의 활성화나 정부성과 제고 측면에서도 도움이 되는 선택이 될 것을 말해준다. 하지만 또 다른 선행연구에 의하면, 지방정부가 주민참여제도를 도입하는 이유가 주민참여의 확대나 정부성과의 제고에 있다는 것은 부차적인 문제일 뿐이라고 주장한다. 그뿐만 아니라 지방정부의 관료가 일하고 있다는 것을 보여주기 위한 형식적 방법, 다른 지방정부와의 경쟁에서 뒤처지지 않고 있다는 것을 증명하는 하나의 수단으로 주민참여제도를 도입, 운영하기도 한다는 것이다. 이럴 때 주민참여제도의 도입은 오히려 주민 복리 또는 정부성과에 부정적 영향을 미칠 수 있다. 한편, 지방정부 수준에서 정부성과를 측정하는 것은 왜 중요하며, 본 연구에서 지방정부 성과의 주요 영향요인으로 주민참여제도를 고려하는 이유는 무엇인가? 일반적으로 정부성과는 시민의 정책적 요구에 반응하는 정책 결정을 하고, 이를 효율적으로 집행하는 것을 의미한다. 참여의 공식적 통로인 주민참여제도를 통한 주민참여는 정책과정 참여의 지속성을 보장할 뿐 아니라 다양한 이해관계와 의사소통을 반영할 수 있으므로 민주적이고 투명하며, 대응성 높은 정책과 공공서비스를 산출할 수 있도록 유도하는 역할을 할 수 있다. 다시 말해 주민참여를 지속적이고 안정적으로 보장할 수 있는 통로이자 수단이 바로 주민참여제도인 것이다. 대부분의 기존연구들은 주민참여제도가 지방자치의 촉매제 역할을 하며, 정부성과 제고 측면에서도 정당성이 높다고 평가한다. 그런데도 일부 연구들은 실제 지방정부의 정책과정에서 주민참여제도를 통한 정책반영비율은 낮은 수준에 머물러 있고, 주민의 참여제도에 대한 효능감도 떨어지는 등 주민참여제도의 효과성에 의문을 제기한다. 또한, 주민참여제도를 통한 주민참여의 효과를 정확히 측정할 수 없기도 하거니와 주민참여제도가 정부성과 제고에 직접적 영향을 미친 것인지, 주민참여제도를 통해 주민참여가 활성화됨으로써 사회에 영향을 미치고 결과적으로 정부성과가 향상된 것인지 판단하는 데 어려움이 있었다. 그러나 확실한 점은 주민참여제도의 목적이 지방정부의 민주적 성과를 제고하여 최종적으로는 주민의 삶의 질 향상에 있다는 사실이다. 이러한 사실은 일부 지방정부가 조례로 제정한 「주민참여에 관한 기본조례」를 살펴보면 더욱 확실히 나타나는데, 주민참여가 행정의 투명성과 대응성을 증진하고자 하는 목적이 있음을 명시하고 있다. 즉, 주민참여제도의 목적은 지방정부의 민주성 성과의 향상인 것이다. 그렇다면 기존연구에서 확인한 바와 같이 주민참여제도가 가지는 효과의 측정을 재정이나 예산자료를 활용하여 양적으로 측정한 연구에서 한 걸음 더 나아가 실제 주민참여제도 운영으로 인해 얼마나 행정이 투명하고 민주적이며 대응적으로 변화했는지를 측정할 수 있는 변수를 활용해야 할 필요가 있을 것이다. 이상의 논의를 바탕으로 본 연구는 2019년 기준 226개 기초단위의 지방정부를 대상으로 주민참여제도의 실제 운영이 확인되는 2005년부터 2017년까지 도입된 주민참여제도의 양적 수준을 측정하였다. 더불어 개별 주민참여제도를 참여의 범위와 강도를 기준으로 유형화하여 시행 중인 전체 주민참여제도 중 일반적 주민이 참여하면서, 권한위임의 강도가 가장 큰 참여제도들(제 Ⅲ형 제도)이 전체 시행 중인 주민참여제도에서 차지하는 비중을 주민참여의 질적 수준으로 측정하였다. 다음으로 지방정부의 민주적 성과를 각 기초 지방정부의 투명성, 대응성, 효과성으로 구분하고 종합청렴도지수, 공무원 1인당 전체 민원처리 건수, 고충 민원과 기타민원의 합이 전체 민원에서 차지하는 비중, 전체 예산대비 사회복지예산의 비중, 주민의 삶의 질 지수로 측정하였다. 분석방법은 고정효과 패널 분석을 활용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 기초단위의 지방정부 전체를 대상으로 주민참여제도의 양적 수준의 증가는 평균적으로 행정의 투명성에 부정적으로 유의미한 영향을 미치지만, 제 Ⅲ형 주민참여제도 비중의 증가는 행정의 투명성에 긍정적으로 유의미한 영향을 미쳤다. 또한, 주민참여제도의 총 운영 건수가 증가할수록 행정의 투명성이 지속해서 감소하는 것이 아니라, 참여제도의 양적 수준이 일정 수준에 이르면 그 기울기가 0에 수렴함을 확인하였다. 한편, 군 단위의 지방정부에서는 주민참여제도가 평균 운영 건수에 미치지 못할 때는 행정의 투명성에 부정적 영향을 미치지만, 평균 운영 건수를 넘어서면 오히려 행정의 투명성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 둘째, 주민참여제도의 양적 수준의 증가는 행정의 대응성에 부정적으로 유의미한 영향을 미치는 것으로 나타났으며, 질적 수준의 증가는 통계적으로 유의미한 영향력을 가지지 못하는 것으로 확인되었다. 그러나 구 단위 지방정부의 경우 행정의 대응성을 제고하는 주민참여제도의 양적 적정 수준이 확인되었다. 참여제도 총 운영 건수가 일정 수준에 이르기까지는 행정의 대응성에 부정적 영향을 미치는 것으로 나타났지만, 그 수준을 넘어서면 대응성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 셋째, 주민참여제도의 양적 수준의 증가는 행정의 효과성에 긍정적으로 유의미한 영향을 미치는 것으로 나타났다. 주민참여제도의 총 운영 건수가 증가할수록 전체 대비 사회복지예산의 비중과 주민의 삶의 질 모두 증가하는 것을 확인하였다. 그러나 행정의 효과성을 제고하는 주민참여제도의 양적 및 질적 적정 수준의 통계적 유의미성은 확인할 수 없었다. 이를 바탕으로 본 연구의 함의를 제시하면 다음과 같다. 앞서 논의한 바와 같이 대부분의 기존연구들은 지방정부에서 시행하는 각각의 주민참여제도가 가지는 효과 또는 지방정부의 특정 부문의 성과에 미치는 영향력을 분석하거나, 개별 지방자치단체를 사례로 참여제도 시행의 효과 분석, 특정 참여제도를 운영 중인 지방정부 간 비교연구, 참여제도의 활성화 가능성에 관한 연구에 머무르고 있다. 다시 말해, 지방정부 정책과정에서 활용되는 다양한 주민참여제도의 집합적 효과뿐 아니라 시간이 흐름에 따라 누적된 참여제도가 미치는 효과 또한 고려하지 못했다는 한계가 있다. 본 연구는 이러한 한계를 극복하고자 집합적 수준에서 주민참여제도에 접근하였고, 주민참여제도라는 제도적 요인이 정부성과에 가지는 직접적 효과에 주목하였다. 구체적으로 본 연구의 함의를 이론적 측면에서 살펴보면 다음과 같다. 첫째, 본 연구는 선행연구가 가진 분석대상의 한계를 극복하기 위해 분석의 공간적, 시간적 범위를 확장하였다. 둘째, 주민참여제도를 다양한 각도에서 분석하였다. 먼저, 선행연구에서 제시한 주민참여제도의 다양한 유형화 방식을 종합적으로 정리하였으며, 어떤 속성을 가진 참여제도인지에 따라서 정부성과에 미치는 효과 또한 차별적으로 나타난다는 것을 확인할 수 있었다. 셋째, 정부성과를 민주적 차원에서 측정해보고자 하였다. 주민참여제도가 가지는 궁극적 목적이 바로 지방자치의 실현과 민주주의의 제고에 있으므로 정부성과의 민주적 차원에 초점을 두어 행정의 투명성, 대응성, 효과성을 분석하였다. 넷째, 본 연구는 기존연구에서 활용한 횡단면 분석에서 통제 불가능했던 개별 지방정부 고유의 효과 및 시간 효과와 같은 개별특이성을 모두 통제 가능한 고정효과 패널 분석을 시행함으로써 분석의 정확성을 꾀하고자 노력하였다. 다음으로 정책적 측면에서 본 연구의 함의는 다음과 같다. 첫째, 본 연구는 정부성과의 주요 영향요인으로서 주민참여제도의 양적, 질적 수준을 고려하였다. 주민참여제도의 양적, 질적 수준의 증가는 지방정부의 민주적 성과에 유의미한 영향력을 미치는 것을 확인할 수 있었다. 특히 주민참여제도를 설계할 때 제도가 본래의 효과를 가지기 위해서는 정부와 주민이 상호작용할 수 있고, 주민에게 권한을 위임할 수 있는 수단이 포함된 교호적 성격을 가진 제도여야 한다는 것을 알 수 있었다. 둘째, 기초 지방정부 수준에서 개별 주민참여제도가 가지는 속성이 민주적 정부성과에 영향을 줄 수 있음을 확인한 바와 같이 지방정부가 현재 시행 중인 주민참여제도 전반의 양적 및 질적 수준을 진단하여 향후 주민참여제도의 선택과 집중에 도움이 될 수 있는 근거를 제시하였다. 셋째, 지방정부 성과에 관한 연구가 가지는 행정학적 함의는 상당한데도 실증연구는 부족한 실정이다. 이것은 지방정부의 성과가 객관적으로 측정하기 어려울 뿐 아니라 활용할 수 있는 변수를 획득함에서도 한계가 있기 때문으로 보인다. 그래서 본 연구는 정부성과를 민주적 성과로 한정하였고, 이를 측정할 수 있는 다양한 변수를 활용하여 지방정부의 민주적 성과를 총체적으로 분석하였다. 한편, 본 연구의 한계는 다음과 같다. 먼저, 주민참여제도의 양적 및 질적 수준을 집합적 수준에서 측정하였기 때문에 질적 수준의 측정에 있어 각각의 주민참여제도가 가지는 개별적 속성을 심층적으로 반영하지 못했다. 다음으로 본 연구는 기초단위의 지방정부에서 활용 가능한 데이터의 한계로 인해 '주민의 삶의 질'과 같은 민주적 정부성과를 측정하는 주관적 지표 활용을 서울특별시 자치구를 대상으로밖에 반영하지 못했다. 이러한 부분에서는 본 연구의 학위논문(박사)--서울대학교 대학원 :공과대학 전기·컴퓨터공학부,2019. 8. 문승일. ; 내부 자원만으로 전력의 자급자족이 가능한 통합형 플랫폼 기술인 마이크로그리드(Microgrid, MG)는 분산에너지자원(Distributed Energy Resource, DER)을 활용하여 전력 수급과 전압/주파수 제어를 수행할 수 있다. 이외에도 다양한 제어 가능한 자원들을 활용하여 신재생에너지의 간헐적 특성 등으로 인한 시스템의 불확실성에 대응함으로써 계통의 신뢰도와 안정도를 향상시킬 수 있다. 특히 독립형 MG 기술은 기존 배전 계통 내 부하의 단독운전은 물론, 도서 지역, 외곽의 농촌 지역, 군사 지역 등 다양한 지역의 고립된 수용가와 더불어 전기 선박, 비행기 등 소규모 전력 시스템에 전력을 효과적으로 공급하기 위해 도입되고 있는 추세이다. 아울러, 에너지저장장치, 연료전지 등 출력 제어가 자유로운 다양한 인버터 연계형 분산에너지자원(Inverter-interfaced DER, IDER)들은 계통의 동적 변화에 빠르게 대응할 수 있어 긍정적 영향을 줄 수 있으므로 최근 상당한 관심을 받고 있다. 특히, IDER이 마스터 역할을 하여 전압과 주파수가 결정되도록 운영하는 인버터 기반 독립형 MG의 연구와 실증이 활발히 진행되고 있으며. 이는 단일-마스터 운영(Single Master Operation, SMO) 과 다중-마스터 운영(Multi-master Operation, MMO) 두 종류로 분류할 수 있다. 또한, MG의 운영을 위한 자율 제어 전략은 지역적 정보만을 기반으로 동작하여 통신으로 인해 발생할 수 있는 문제를 최소화함으로써 독립형 MG의 신뢰도 향상과 구축비용 절감에 도움이 될 수 있다. 본 논문에서는 인버터 기반 독립형 MG에서 SMO와 MMO 구조 각각에 대하여 부하의 전압 의존도를 고려한 자율적 전력 관리 전략을 제안한다. 비통신 기반의 자율적 방식으로 동작하기 위해 마스터 역할을 수행하는 IDER이 생성하는 주파수 신호를 활용하였다. 마스터 IDER에 의해 생성된 주파수는 계통 내 다른 DER 및 제어 가능한 설비에서 측정이 가능한 전역적인 신호로서 사용된다. 제안한 방법은 SMO와 MMO 구조 하에서 전력계통의 예비력을 추가적으로 확보하여 신뢰도를 향상시키기 위해 작동한다. 이를 위해 단순한 구조의 제어기를 도입하여 기존의 제어 방식과 쉽게 호환될 수 있는 자율적 전력 관리 전략을 각각 제시하였다. SMO 구조에서는 주로 하나의 마스터 IDER이 정전압-정주파수 (Constant-Voltage Constant-Frequency, CVCF) 운전을 통해 전력계통의 전압, 주파수 생성은 물론 실시간 전력수급을 모두 담당하도록 제어되어 왔다. 이는 하나의 분산전원의 응답속도가 빠르고 용량이 전체 계통의 큰 부분을 차지할 때 적합할 수 있다. 그러나 발전기 탈락, 급격한 기상 변화 등 심각한 사고나 갑작스러운 부하 증가로 인해 전력 계통의 수요와 공급이 크게 차이가 날 경우 하나의 마스터 IDER만으로는 감당하기 어려운 상황이 될 수 있다. 이같은 문제를 해결하기 위해 본 논문에서는 전압-주파수 비례제어기 (Voltage-Frequency Proportional Controller, VFPC)를 제안하여 일반적인 상황에서는 CVCF 운전으로 계통의 주파수, 전압을 일정하게 유지하되, 전력 수급이 깨지는 상황을 마스터 IDER이 연계된 모선의 전압의 하락을 통해 감지하여 계통 주파수를 낮춘다. 그러면 계통 내 다른 발전기가 f–P 드룹 제어를 통해 전력 공급을 하도록 유도하여 순시 예비력을 추가적으로 확보하여 마스터 유닛의 운영 부담을 덜어줄 수 있다. MMO 구조에서는 여러 대의 IDER과 제어가 가능한 다른 자원들을 협조 제어하기 위해 P–f, Q–V 드룹 제어 방법이 폭넓게 이용되어 왔다. 하지만 이러한 제어 방식은 P, Q 측정을 위한 시지연이 존재하여 인버터 기반 분산전원의 능력을 최대한으로 활용하지 못한다는 문제가 있다. 한편 부하로부터 가상의 예비력을 확보하기 위해 계통의 신뢰도 향상을 목적으로 기존의 전력 계통에서 오래전부터 쓰인 성숙된 기술인 Conservation voltage reduction (CVR)이 기존과는 다른 형태로 MG에 적용이 되고 있는 추세이다. 본 논문에서는 전력 분배를 위한 Id–f, Iq–V 제어기와 주파수 기반의 자율적 CVR을 수행하기 위한 Id–V 제어기를 포함하는 Idq 제어기를 도입하여 전력 계통의 과도 응답을 향상시키면서 부하 증가의 감쇠를 유도하여 인버터 기반 독립형 MG의 신뢰성 있는 운영을 도모한다. 제안한 두 가지의 자율적 전력 관리 전략은 각각 다른 계통을 대상으로 한 MATLAB/SIMULINK 환경에서의 사례연구를 통해 그 효과가 검증되었다. 먼저 SMO 구조에서 제안한 전략의 경우, 한국전력으로부터 제공받은 실제 계통 정보를 바탕으로 한 거차도 MG 모델을 사용하였으며, MMO 구조에서는 3 대의 IDER이 연계된 3 모선 계통을 활용하였다. 먼저 3 모선 계통에서 제안한 제어기의 효과를 기존 제어기와 비교 검증하기 위해 소신호 분석을 수행하였다. 이를 위해 해당 계통의 상태 공간 모델을 수립하였으며, 제안한 제어기와 기존 제어기에서의 근-궤적 분석을 비교하여 분석함으로써 제안한 제어기가 시스템의 안정도, 동특성, 드룹 계수 변동에 대한 견고성이 향상됨을 확인하였다. 사례 연구에서는 동적 모의 실험을 통하여 부하가 계단식으로 증가할 때 제안한 제어기의 효과와 제어 성능이 어떻게 변화하는지를 알아보았으며, 부하의 전압 의존도와 역률에 따라 제안한 CVR 기법의 효과가 어떻게 달라지는 지에 대해서도 분석을 수행하였다. ; Islanded microgrids (MGs) can improve the system reliability and stability by utilizing various controllable resources such as distributed energy resources (DERs), controllable loads, and other units in the MG system. These effects can be achieved by supplementing intermittent power output of renewable energy sources (RESs) and helping power supply from the DERs in the system. MGs are a self-contained integrated platform and have been introduced for power supply not only to conventional distribution system, but also small power systems including electric shipboards, aircrafts, and remote areas such as the oceanic islands, rural areas, and military bases. In addition, inverter-interfaced DERs (IDERs), such as energy storage systems (ESSs), which are capable of output control freely and rapidly, have received considerable attention recently because they can respond quickly to dynamic changes in the system. In particular, many researches and demonstration projects for inverter-based islanded MGs, in which a IDER functions as a master and operates to determine voltage and frequency, have been actively under way in around the world: USA; Europe; Asia; and other continents. The operation strategies for IDERs in MGs can be divided into two types: single-master operation (SMO) and multi-master operation (MMO). In a SMO scheme, one master IDER acts as a voltage source inverter (VSI) and regulates the voltage and frequency. In a MMO scheme, multiple IDERs act as master units. Locally available information such as frequency and bus voltage is used for both SMO and MMO, minimizing the communication problem of centralized control scheme. This approach enables inverter-based islanded MGs can operate autonomously, and help to improve reliability and reduce construction cost of an independent MG. This dissertation presents a new autonomous power management strategy for inverter-based islanded MGs using the load-voltage dependence. The system frequency set by the master IDER is also used as a global signal. the frequency can be measured by other DERs and controllable equipment without communication links. The proposed methods aim to improve the system stability and reliability by securing primary reserve additionally for the MGs under both SMO and MMO structures. To this end, the autonomous power management strategy is proposed. The proposed strategy can be easily compatible with existing control methods by introducing a controller with simple structure. For the SMO scheme, a single master IDER is controlled to take charge of both the frequency and voltage generation of the power system and the real-time power supply and demand balance through constant-voltage constant-frequency (CVCF) operation. This control scheme can be suitable when the dynamic response of IDER is fast and the capacity occupies a large part of the entire system. However, if the power supply and/or demand of the MG varies greatly due to serious event such as the generator trip, it can be difficult to cope with the only one master unit. To solve this problem, this dissertation proposes a voltage-frequency proportional controller (VFPC). Proposed control scheme keeps the frequency and voltage of the system constant under normal conditions by CVCF. On contrast, it detects the voltage drop at the output bus and lowers the system frequency by VFPC. Other DERs then can be induced by ω–P droop control to provide additional primary reserve, which can alleviate the power shortage and the operational burden of the single-master unit. In the MMO architecture, P–ω and Q–V droop control methods have been widely used to coordinate multiple master IDERs and other controllable resources. In recent years, conservation voltage reduction (CVR), a well-known concept and mature technique that has been used for a long time in power systems, is applied to MGs in order to improve the reliability of the system with a virtual reserve from loads. In this dissertation, a new strategy for Autonomous CVR (ACVR), incorporated in the current-based droop control of IDER is proposed to improve the operational reliability and stability of an inverter-based islanded MG. For the proposed ACVR, an Idq controller is developed as an outer feedback controller of each IDER, consisting of Id–V controllers for the ACVR and Id–ω and Iq–V controllers for the power sharing. The proposed two strategies for active power management in SMO and MMO architecture, respectively, are verified by simulations in a MATLAB/SIMULINK environment for different test systems. In the case of the proposed strategy in the SMO structure, a comprehensive MG test model based on the actual grid information provided by KEPCO was used for case studies and demonstrated the effectiveness of the proposed method in improving primary active power control of the MG. On the other hand, in the MMO structure, a three-bus system with three IDERs was used for small-signal analysis and case studies. Small-signal analysis is conducted to verify the performance of the proposed ACVR for variations in the Id–ω and Iq–V droop gains. Case studies are also carried out to demonstrate that the ACVR effectively mitigates an increase in the load demand, improving the operational reliability, under various load conditions determined by power factors and load compositions. ; Chapter 1.
