An inclusive neighbourhood is a key facilitator enabling older adults to age in place. Neighbourhoods have been identified as a dimension of social exclusion important to older adults, and it has been argued that older adults are particularly vulnerable to neighbourhood change. The aim of this study was to explore older adults' experiences of neighbourhood exclusion within the context of neighbourhood change. Focus groups were undertaken in the urban and rural areas of a metropolitan borough in England involving a total of 41 older adults, with data analysed via thematic analysis. Urban areas in the borough studied have transformed following the closure of the mining industry, with a high level of deprivation in many areas, while some rural areas have undergone gentrification. Within the context of structural neighbourhood change, four themes were identified: community cohesion, political agency, feelings of safety and the physical environment. The themes were interlinked, which calls for collaboration across traditional lines of professional responsibility, and for research that encompasses different aspects of neighbourhood exclusion. This study contributes with knowledge on older adults' experiences of exclusion, including novel findings on the importance of political agency and collective memory, and identifies actions to combat exclusion. An active involvement of older adults in the development of initiatives to tackle social exclusion is recommended.

Transfer of innovation on allergic rhinitis and asthma multimorbidity in the elderly (MACVIA-ARIA) - EIP on AHA Twinning Reference Site (GARD research demonstration project) ; The overarching goals of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA) are to enable European citizens to lead healthy, active and independent lives whilst ageing. The EIP on AHA includes 74 Reference Sites. The aim of this study was to transfer innovation from an app developed by the MACVIA-France EIP on AHA reference site (Allergy Diary) to other reference sites. The phenotypic characteristics of rhinitis and asthma multimorbidity in adults and the elderly will be compared using validated information and communication technology (ICT) tools (i.e. the Allergy Diary and CARAT: Control of Allergic Rhinitis and Asthma Test) in 22 Reference Sites or regions across Europe. This will improve the understanding, assessment of burden, diagnosis and management of rhinitis in the elderly by comparison with an adult population. Specific objectives will be: (i) to assess the percentage of adults and elderly who are able to use the Allergy Diary, (ii) to study the phenotypic characteristics and treatment over a 1-year period of rhinitis and asthma multimorbidity at baseline (cross-sectional study) and (iii) to follow-up using visual analogue scale (VAS). This part of the study may provide some insight into the differences between the elderly and adults in terms of response to treatment and practice. PurposeThe article seeks to contribute to a better understanding of older people's situation in the labour market in three Baltic countries – Estonia, Latvia and Lithuania. Three Nordic countries are taken as a reference point to compare the countries in order to better understand the situation from a comparative point of view. The article asks the questions: Does a longer working life for older people contribute to their better economic situation? How satisfied are they with a longer working life and their working conditions? Do they experience any discrimination in the labour market because of their age?Design/methodology/approachIn order to understand the situation of older people in the labour market, the authors employ welfare state models and the Active Ageing Index. The welfare state models help us to understand the context in which the working life of older people is taking place. The Active Ageing Index helps to gain a better understanding of the employment domain of active ageing. The analysis is based on several Europe-wide data sources: statistics on earnings from Eurostat database, information on income, job prospects, occupational safety and health, training, working life perspectives from the European Working Conditions Survey as well as a special survey, conducted by the authors, of Lithuanian, Latvian and Estonian residents aged 50 years and older.FindingsAnalysis conducted reveals that in the Baltic countries older employees, although actively participating in the labour market, face unfavourable material, physical and psychological situation in the labour market more frequently than their younger colleagues. The findings show that the most important factors influencing older employees' decision to stay longer in the labour market in the Baltic countries are linked mostly to welfare state-related issues, i.e. financial benefits, healthcare, possibility to reconcile work and family obligations. These welfare state-related issues are even more important for those who are going to stay longer in the labour market after reaching the retirement age.Originality/valueThis article contributes to a better understanding of older (50+) people's situation in the labour market. It suggests that, while the increasing employment of older people increases the Active Ageing Index and is generally viewed positively, in some countries with less developed welfare states high employment rates of older employees, although providing them with an additional means of livelihood, do not ensure a higher quality of life and, on the contrary, act as a factor reducing the quality of work and, at the same time, the quality of life.

The approach to analysing population ageing and its impacts on the economy has evolved in recent years. There is increasing interest in the development and use of products and services related to gerontechnology as well as other social innovations that may be considered as central parts of the "silver economy." However, the concept of silver economy is still being formed and requires detailed research. This article proposes a typology of models of the silver economy in the European Union (EU) at the national and regional levels. This typology was created by comparing the Active Ageing Index to the typology of varieties and cultures of capitalism and typology of the welfare states. Practical recommendations for institutions of the EU and directions for further research are discussed.

This paper provides an empirical ethics analysis of the goods and bads enacted in EU ageing and innovation policy discourses. It revolves around a case study of the persona Maria, developed as part of the EU's Active and Healthy Ageing Policies. Drawing on Pols' empirical ethics as a theoretical and methodological approach, we describe the variety of goods (practices/situations to be strived for) and bads (practices/situations to be avoided) that are articulated in Maria's persona. We analyse how certain ideas about good and bad ageing—those associated with the use of sophisticated technologies—come to matter more in the solutions proposed for Maria and the framing of her unmet needs, while others which were initially seen as relevant and that describe her dreams, fears and interactions, are marginalised. The paper adds to existing studies of ageing and technology by analysing specific practices that render visible how the idea of technology and data sharing as evidently the right path towards futures of (good) ageing, comes to prevail.

Der Anteil der älteren Bevölkerung in Österreich wächst. Vor allem in ländlichen Regionen, die von Abwanderung betroffen sind, steigt der Prozentsatz von Personen im Alter über 65 Jahren an. Herausforderungen wie gesundheitliche Einschränkungen und erschwerte individuelle Mobilität, die das Alter mit sich bringen, lassen sich dabei vor allem in Orten mit ausgedünnter Infrastruktur und Versorgungseinrichtungen nur schwer überwinden. Im vorliegenden Beitrag werden einerseits Herausforderungen des demografischen Wandels mit dem Fokus auf ländliche Regionen präsentiert, andererseits wird dargestellt, welche Rolle Gebietskörperschaften spielen können, um diese zu meistern. Am Beispiel der Kleinregion Schneebergland werden Ergebnisse aus dem EU-geförderten Projekt »Active Ageing«, in welchem die Herausforderungen des Älter-Werdens intensiv behandelt wurden, präsentiert.

This paper is concerned with the general issues of ageing, learning and focusing on foreign language education for the elderly. Firstly, it examines demographic changes and their consequences. Secondly, it focuses on the phenomenon of "active ageing" and "long-time learning" concept. Furthermore, it studies the more specific issues of why, how and what seniors want to learn when starting or continuing to learn foreign languages. In the paper, the role of an educator is emphasised as well as logistic solutions that institutions providing for seniors adapt.

The new democracies in East Central Europe started the post-communist era with comparatively young populations. After 1989-1990, they have largely spurned a quarter-century long demographic window of opportunity for reform, by insufficiently adapting their policy models to prepare for predicted fast population aging ahead. Especially in Romania, Bulgaria and the Visegrad Four, this is reflected in low active aging and child wellbeing index rankings, relatively small social investment in early human capital, weak improvements in prospective old age dependency ratios, and large-scale emigration. Slovenia and the Visegrad Four, but not the Baltics, also became "pensioners' welfare states," with prematurely strong pro-elderly policy bias. In some cases, massive early exit worsened pension system unsustainability while boosting pensioners' electoral power (political push before demographic pull). However, around the time when the demographic window closed (2010-2015), the political salience of family policies, work-family reconciliation policies, and active aging policy increased, often spurred by the same Christian-conservative and/or nationalist-populist parties that caused significant democratic backsliding. But by then, the relative political power of elderly voters during elections in East Central Europe was among the highest in the world.

In this position paper, we have used Alan Cooper's persona technique to illustrate the utility of audio- and video-based AAL technologies. Therefore, two primary examples of potential audio- and video-based AAL users, Anna and Irakli, serve as reference points for describing salient ethical, legal and social challenges related to use of AAL. These challenges are presented on three levels: individual, societal, and regulatory. For each challenge, a set of policy recommendations is suggested.
