Although a long tradition of research shows that the correlation between economic growth and well-being is imperfect, the sociology of development continues to focus on economic growth. In this paper we take a first step toward a sociology of social development by defining which indicators other than economic growth best capture different facets of citizen well-being, theorizing what social phenomena explain the variance in these indicators, and specifying causal mechanisms that connect the two. We show quantitatively that one main predictor of social development is basic sanitation, and that a key correlate of poor sanitation is corruption in law enforcement. We use direct measures of experiences with corruption, rather than subjective measures of perceptions of corruption. We then draw on qualitative data to suggest why and how corruption in the judiciary enables poor sanitation. Where the state does not efficiently deliver municipal services, intermediaries facilitate illegal access to services, and can only perform their work if law enforcement can be bribed. But by providing access to some citizens and not all, these intermediaries fragment citizens' interests. Politics develops around lines of patronage rather than programmatic policies, and those who do not have the material resources to bypass the poor municipal systems, or the political resources to participate in patronage, are left without access to basic sanitation.

Thе аrticle is devoted to the problems in the medical field and media coverage of information on overcoming the systemic crisis due to the spread of coronavirus COVID-19 as a global problem today, namely as an indicator of the state of medicine in the country.The problem faced today by the whole civilized world has become number one in all countries, the prevention of chronic diseases and timely and high-quality diagnosis is the key to saving lives. The sensitivity of the media to the coverage of information on the provision of medical care to patients with coronary heart disease SARS CoV-2 (COVID-19), the state of health care facilities, provision of drugs, ancillary equipment, test systems and clear action to address urgent issues is necessary human rights as a basis for values and the prevention of discrimination and xenophobia. Communication between a doctor and a person is of great importance for the consumer of an information product, and the position of the Minister of Health of Ukraine M. V. Stepanov as the main communicator is important here. Daily briefings are a guarantee of a clear position of the government, reasonable and considered actions; is a primary source of information that helps raise public awareness of the progress of medical reform, current changes in legislation and health care.One of the main reasons for the spread of SARS CoV-2 coronavirus is the lack of public accountability, but the media, through proper coverage, must be particularly effective in delivering key messages to reach the public. The coronary crisis is the key main indicator of the whole situation in medicine, and the discussion of these issues in the media is a public search for a way out of the crisis in the medical sector of Ukraine. ; Статья посвящена проблемам в области медицины и освещению в СМИ информации по преодолению системного кризиса из-за распространения коронавирусной болезни COVID-19 как мировой проблемы современности, а именно, как индикатора состояния медицины в стране.Проблема, с которой сегодня столкнулся весь цивилизованный мир, стала номером один во всех странах, профилактика хронических болезней, своевременная и качественная диагностика является залогом сохранения жизни человека. Чувствительность СМИ к освещению информации об оказании медицинской помощи больным коронавирусной инфекцией SARS CoV-2 (COVID-19), состоянии учреждений здравоохранения, обеспеченности лекарственными препаратами, вспомогательной аппаратурой, тест-системами и четкие действия по решению неотложных вопросов необходимы для соблюдения прав человека как ценностной основы и предотвращения дискриминации и ксенофобии. Большое значение для потребителя информационного продукта является коммуникация между врачом и человеком, и здесь важна позиция министра здравоохранения Украины Степанова М. В. как главного коммуникатора. Ежедневные брифинги доказывают четкую позицию правительства, обоснованные и взвешенные действия; являются первоисточником информации, способствующей повышению осведомленности населения о ходе реформы медицины, текущих изменений в законодательстве и сохранении здоровья.Одной из основных причин распространения вируса SARS CoV-2 является недостаточная ответственность граждан, но именно средства массовой информации через корректное освещение должны быть особенно эффективны в предоставлении ключевых сообщений для достижения резонанса с общественностью. Именно коронакризис является ключевым, главным показателем всей ситуации в медицине, а обсуждение этих вопросов в СМИ — публичным поиском выхода из кризиса медицинской отрасли Украины. ; Стаття присвячена проблемам у медичній галузі та висвітленню в ЗМІ інформації щодо подолання системної кризи через поширення коронавірусної хвороби COVID-19 як світової проблеми сьогодення, а саме, як індикатора стану медицини в країні. Проблема, з якою сьогодні зіткнувся увесь цивілізований світ, стала номером один у всіх країнах, профілактика хронічних хвороб та своєчасна і якісна діагностика є запорукою збереження життя людини. Чутливість ЗМІ до висвітлення інформації про надання медичної допомоги хворим на коронавірусну інфекцію SARS CoV-2 (COVID-19), стану закладів охорони здоров'я, забезпеченості ліками, допоміжною апаратурою, тест-системами та чіткі дії щодо вирішення невідкладних питань є необхідними для дотримання прав людини як ціннісної основи й запобіганню дискримінації та ксенофобії. Велике значення для споживача інформаційного продукту є комунікація між лікарем та людиною, і тут важливою є позиція міністра охорони здоров'я України Степанова М. В. як головного комунікатора. Щоденні брифінги є запорукою чіткої позиції уряду, обґрунтованих та зважених дій; першоджерелом інформації, що сприяє підвищенню обізнаності населення щодо ходу реформи медицини, поточних змін у законодавстві та збереження здоров'я.Однією з основних причин поширення коронавірусу SARS CoV-2 є недостатня відповідальність саме громадськості, але засоби масової інформації через коректне висвітлення повинні бути особливо ефективні в наданні ключових повідомлень для досягнення резонансу серед громадськості. This book takes an ethnographic approach to discuss the policy practices within Chinas broadcasting industry. Exploring the gap between the contemporary policy regime and its implementation in national broadcasters and streaming services, taking into account the interplay between broadcasters, political bodies, producers and audiences, Zhu explains the contemporary role of Chinese national broadcasters in mediating the public discourse, the collective reimagining of Chinas national identity, and the newly-found policy initiative of using state media as a means of nation branding. Cases investigated include China Central Television (CCTV) Documentary, China Global Television Network (CGTN), and the Shanghai Media Group (SMG), as well as co-productions made by CCTV and international media firms, including the BBC, Discovery and the Japan Broadcasting Corporation (NHK), in a book that will interest scholars of Chinese politics, media studies, and sociology. Dr. Yanling Zhu is an assistant research professor at the Institute of Public Policy (IPP), South China University of Technology (SCUT). She completed her PhD in Media and Cultural Policy, at the Centre for Cultural Policy Research (CCPR), University of Glasgow. She received her BA degree in Broadcasting and Television from East China Normal University (ECNU) and her MSc degree (with distinction) from the University of Glasgow. She is currently looking into Chinas soft power and cultural diplomacy, focusing on the digital regulatory regime, national identity and global communication.
