La figura de l'emprenedor tecnològic ha guanyat especial rellevància en el món contemporani. Històries d'èxit reconegudes, com les d'Steve Jobs, Bill Gates i Mark Zuckerberg, han popularitzat l'imaginari del jove estudiant que comença una empresa de garatge amb res més que la pròpia passió, intel·ligència i determinació, i es converteix en una celebritat mundial i un multimilionari en pocs anys. No obstant això, els discursos i les produccions culturals que donen forma a aquesta figura no sempre obeeixen a conseqüències empíriques i dades fàctiques del sector empresarial, sinó que, de fet, són el resultat d'alguns processos determinats pels desitjos i les fantasies dels qui construeixen i transmeten aquesta figura (emprenedors, gurus i experts en emprenedoria, publicistes, agències governamentals, etc.), així com d'aquells que la consumeixen (joves amb aspiracions d'emprenedoria). En el procés d'anàlisi de la dimensió "material/empírica" de la figura de l'emprenedor, en contrast amb la dimensió "simbòlica/imaginària", aquest article proposa una discussió teòrica entre la Teoria de l'Actor-Xarxa, la psicoanàlisi lacaniana i la teoria dels imaginaris socials. Partint del treball de Lacan, Latour i Taylor, i recorrent a entrevistes aplicades a emprenedors de tecnologia a Colòmbia en diferents etapes de desenvolupament, es conclou que allò simbòlic/imaginari té un paper fonamental en l'estructuració de la figura contemporània de l'emprenedor de tecnologia, amb importants repercussions en la realitat material/empírica en la mesura que modela accions i objectes. Sin embargo, los discursos y las producciones culturales que dan forma a esta figura no siempreobedecen a consecuencias empíricas y datos fácticos del sector empresarial, sino que, de hecho, son el resultado de algunosprocesos determinados por los deseos y las fantasías de quienes la construyen y transmiten (emprendedores, gurús y expertos enemprendimiento, publicistas, agencias gubernamentales, etc.), así como de aquellos que la consumen (jóvenes con aspiraciones deemprendimiento). En el proceso de análisis de la dimensión "material/empírica" de la figura del emprendedor, en contraste con ladimensión "simbólica/imaginaria", este artículo propone una discusión teórica entre la Teoría del Actor-Red, el psicoanálisis lacanianoy la teoría de los imaginarios sociales. Con base en el trabajo de Lacan, Latour y Taylor, y recurriendo a entrevistas aplicadasa emprendedores de tecnología en Colombia en diferentes etapas de desarrollo, se concluye que lo simbólico/imaginario juega unpapel fundamental en la estructuración de la figura contemporánea del emprendedor de tecnología, con importantes repercusionesa nivel de la realidad material/empírica en la medida en que moldea acciones y objetos. In this process of analyzing the "material/empiric" dimension of the figure of the tech entrepreneur in contrast with the "symbolic/imaginary" dimension, this article proposes a theoretical discussion between the Actor-Network-Theory, the Lacanian psychoanalysis and the Social Imaginaries theory. Based on the work by Lacan, Latour and Taylor and recurring to interviews applied to tech entrepreneurs in Colombia in different stages of development, it is concluded that the symbolic/imaginary dimension plays a fundamental role in structuring the contemporary figure of the tech entrepreneur with important implications at the level of the material/empirical reality, insofar as it shapes actions and objects. The global environmental crisis has identified the need for the emergence and development of environmental policies, both internationally and nationally. At the same time, political science studies on environmental issues in Ukraine are carried out very rarely - to a greater extent, environmental issues are of interest to jurists, economists and specialists in public administration. The purpose of this article is to identify the main categories of environmental policy, to analyze the basics and principles of its operation, to determine its subjects and mechanisms. Environmental policy can be defined as the systematic activity of the state and society in the field of rational use of nature, environmental protection and achievement of sustainable development. The basic principles to be followed in the formulation and implementation of ecopolitics are enshrined, first of all, in such international instruments as the Stockholm Declaration, the Rio Declaration and the United Nations Framework Convention on Climate Change. The basic principles are: everyone has the right to live in a healthy environment; States are responsible for the state of the environment; sustainable development concepts must be followed when developing policies; an important principle of environmental policy integration; Due to the different nature and intensity of environmental impact, states have a common but differentiated responsibility. The paper deals with the tools of ecopolitics and their classification. It is noted that in the context of modern environmental policy based on the theory of ecological modernization, the economic approach to solving environmental problems is the most popular. The use of economic instruments (payments for the use of natural resources, fees for environmental pollution, compensation for environmental damage, penalties for violations of environmental legislation, green tax) allows you to create incentives for environmentally sound behavior, to form environmental funds to solve problems. Основные принципы, которые необходимо соблюдать при формулировании и реализации экополитики, закреплены, прежде всего, в таких международных документах, как Стокгольмская декларация, Рио-де-Жанейрская декларация и Рамочная конвенция ООН об изменении климата. Зазначено, що в умовах сучасної політики в сфері довкілля, яка базується на теорії екологічної модернізації, економічний підхід до вирішення екологічних проблем є найпопулярнішим. Застосування економічних інструментів (платежі за користування природними ресурсами, збори за забруднення довкілля, відшкодування збитків за порушене довкілля, штрафи за порушення екологічного законодавства, зелений податок) дозволяє створювати стимули екологічно доцільної поведінки, формувати екологічні фонди для вирішення проблем. Для України властиве використання нормативно-регулюючого підходу, тоді як застосування гнучких фінансових та економічних інструментів залишається декларативним.

The article is devoted to the consideration of the role of UNESCO in modern anti-doping struggle. The purpose of the research is to assess the current role of UNESCO in combating doping in sport; an overview of the history of its creation in the context of the world antidoping struggle; to study current experience of UNESCO's international cooperation with other international organizations involved in anti-doping activities; an analysis of the state of legal regulation of international cooperation in this field and the role of UNESCO in this settlement. It is necessary to identify those international instruments whose adoption has ensured the international legal prohibition of the use of doping in sporting competitions, and to determine what place and influence UNESCO's legislative and other activities have in this respect. It is also necessary to outline the network of specialized international organizations active in the field of sports in general and anti-doping activities in particular, and to demarcate their powers with UNESCO.The extreme complexity and importance of the sporting field for the modern world is driving a growing number of violations of the rules established in this field. A large percentage of the total number of violations of sporting rules is the violation of the prohibition on doping in sports, when, in order to increase their chances of winning high-ranking awards, athletes are prepared to neglect any prohibitions, risking not only the principles of «fair sport» but also their own health. and even life. A large number of such violators are opposed by an extensive system of anti-doping organizations, the role of UNESCO among which is extremely important. Further improvement of the existing international anti-doping system requires a detailed study of UNESCO's role in this activity, which will outline further scientific and practical prospects for improving its effectiveness and overcoming the problem of doping in modern sport.Research Methods (Methods): The methods of historicism, comparative and system analysis, as well as the method of formal logic, were used.Results obtained: UNESCO was far from sports and anti-doping issues at its inception in 1945, but has now become one of the leading United Nations institutions in the field of physical education and sport, as well as one of the largest intergovernmental organizations. a world that opposes the use of doping in professional sports. With the participation of UNESCO, several extremely important instruments have been adopted in this area. These include the 1964 Manifesto for Sport (jointly with the International Council on Physical Education and Sports – SICEP); The International Charter on Physical Education and Sports of 1978 (which became the basis for the adoption of many important documents by other international organizations, including the IOC Olympic Anti-Doping Code of 1988 and the 1989 Council of Europe Anti-Doping Convention); and, of course, the 2005 UNESCO International Convention against Doping in Sport. Each of these documents has forever become an integral part of the history of the formation of international sports law and the basis on which all modern international anti-doping struggle in the world of sports is based.UNESCO is currently a key partner of the World Anti-Doping Agency in the fight against doping in sport. UNESCO is responsible for the implementation of the International Convention on the Suppression of Doping in Sport and, in so doing, cooperates mainly with governments. WADA also works with sports movements (IOC, IPC, international sports federations, etc.), as well as with anti-doping organizations to ensure compliance with the World Anti-Doping Code.The practical value of the article: at present, the international system of combating doping in sports is experiencing a systemic crisis caused by inefficient methods of interaction between anti-doping organizations, corruption and the lack of large-scale global organizations that counteract the use of doping in the target doping. Research in this area draws the attention of the scientific community and practitioners in the field of anti-doping to the need to review the anti-doping methods used. It is necessary to change the vector of efforts to find stricter penalties for violations to find ways to encourage lawful behavior. The object of research is the humanitarian context of offset policy, which is studied using the collection of evidence in the field of study-in the defense industry of Europe. One of the most problematic places in the sphere of trade in military goods is the humanitarian factor of economic relations, namely the influence of non-economic factors on the economic effect. The humanitarian aspect of economic relations led to a study of the foundations of the so-called «humanitarian economy» or «humanomics» as a moral and ethical category of economic relations, and military-technical cooperation, as a purely rational category of relations between producers, suppliers and importers of military products. The concept of «humanomics» is formed not so long ago, therefore this topic is not sufficiently disclosed in the literature, making research promising. During the study, the key concepts of the traditional and humanitarian economics, their dialectic unity, interpenetration and interconnection were revealed. In addition to studying the impact of compensation transactions on business processes in small and medium-sized enterprises, a special business model, the so-called compensation transaction model, is developed in this research. The model is based on a three-stage systematic approach: at the first stage, problems associated with compensation agreements at small and medium enterprises are identified, and at the second stage, empirical data are analyzed. At the latter, a theoretical model is proposed that is specially developed for practicing specialists and is tested using practically two specific cases. Thanks to the use of the proposed model, it is possible to support the implementation of compensation agreements at all levels of management, including planning, implementation of tasks and control. For the military-trade cooperation of Ukraine with other weapons-importing countries, offset models will contribute to deepening economic cooperation in the competition on the global arms and military equipment markets. Therefore, it is extremely important, while strengthening the humanitarian aspects of offset policy, at the same time actively developing and implementing mechanisms of competitive counteraction. ; Объектом исследования является гуманитарный контекст офсетной политики, который изучался с помощью сбора фактических данных на местах исследования – в индустрии обороны Европы. Одним из самых проблемных мест сферы торговли товарами военного назначения является гуманитарный фактор экономических отношений, а именно влияние неэкономических факторов на экономических эффект. Гуманитарный аспект экономических отношений обусловил исследования основ так называемой «гуманитарной экономики» или «гуманомикы» как морально-этической категории экономических отношений, и военно-технического сотрудничества, как сугубо рациональной категории отношений между производителями, поставщиками и импортерами военной продукции. Понятие «гуманомикы» сформировалось не так давно, поэтому данная тема недостаточно раскрыта в литературе, что делает исследование перспективным. В ходе исследования в работе были раскрыты ключевые понятия традиционной и гуманитарной экономики, их диалектическое единство, взаимопроникновение и взаимосвязь. Кроме изучения влияния компенсационных сделок на бизнес процессы на малых и средних предприятиях, в работе получила развитие особая бизнес-модель, так называемая модель компенсационных сделок. В основе модели лежит трехэтапный систематический подход: на первом этапе проводится выявление проблем, связанных с компенсационными соглашениями на малых и средних предприятиях, на втором этапе были проанализированы эмпирические данные. На последнем была предложена теоретическая модель, специально разработанная для практикующих специалистов и опробована практически с помощью двух конкретных случаев. Благодаря использованию предложенной модели обеспечивается возможность поддержки процесса реализации компенсационных соглашений на всех уровнях управления, включая планирование, осуществление задач и контроль. При военно-торговом сотрудничестве Украины с другими странами-импортерами вооружений офсетные модели будут способствовать углублению экономического сотрудничества в конкурентной борьбе на мировых рынках вооружений и военной техники. Гуманітарний аспект економічних відносин обумовив дослідження основ так званої «гуманітарної економіки» або «гуманоміки» як морально-етичної категорії економічних відносин, та військово-технічного співробітництва, як суто раціональної категорії відносин між виробниками, постачальниками та імпортерами військової продукції. Поняття «гуманоміки» сформувалось не так давно, тому дана тема не достатньо розкрита в літературі, що робить дослідження перспективним. В ході дослідження в роботі були розкриті ключові поняття традиційної та гуманітарної економіки, їх діалектична єдність, взаємопроникнення та взаємозв'язок. Крім вивчення впливу компенсаційних угод на бізнес процеси на малих і середніх підприємствах, в роботі дістала розвитку особлива бізнес-модель, так звана модель компенсаційних угод. В основі моделі лежить трьохетапний систематичний підхід: на першому етапі проводиться виявлення проблем, пов'язаних з компенсаційними угодами на малих і середніх підприємствах, на другому етапі були проаналізовані емпіричні дані. На останньому була запропонована теоретична модель, спеціально розроблена для практикуючих фахівців і випробувана практично за допомогою двох конкретних випадків. Завдяки використанню запропонованої моделі забезпечується можливість підтримки процесу реалізації компенсаційних угод на всіх рівнях управління, включаючи планування, здійснення завдань і контроль. При військово-торговельному співробітництві України з іншими країнами-імпортерами озброєнь офсетні моделі сприятимуть поглибленню економічної співпраці в конкурентній боротьбі на світових ринках озброєнь та військової техніки. Тому вкрай важливо, посилюючи гуманітарні аспекти офсетної політики, водночас активно розробляти та впроваджувати механізми конкурентної протидії.

Аналіз широкого спектра завдань розвідки та спостереження у воєнних конфліктах із застосуванням оперативно-тактичної безпілотної розвідувальної авіації ХХ ст. викликав потребу систематизації особливостей, умов і проблемних питань щодо її застосування.Мета статті. Систематизувати особливості, умови та проблемні питання застосування оперативно-тактичної безпілотної розвідувальної авіації у воєнних конфліктах ХХ ст.Основними завданнями, що вирішувалися за допомогою БпЛА, були: виявлення цілей; оцінювання втрат, нанесених противнику повітряними ударами; проведення спільних операцій з пілотованими літаками і наземними частинами. До того ж, БпЛА використовували для відстеження у прикордонних районах підрозділів терористів і бойових машин реактивної артилерії. Це були примітивні, на погляд сьогодення, але актуальні на той час, завдання, які й обумовили початок першого етапу розвитку БпЛА.Воєнний конфлікт у зоні Перської затоки надав військовим значного досвіду щодо використання БпЛА на різних стадіях конфлікту – як на стадії підготовки, так і під час бойових дій. США та їх союзникам уперше вдалося створити єдину глобальну інформаційно-ударну систему, одним з основних елементів якої стали розвідувальні БпЛА.Вважається, що першим повномасштабним випробуванням для безпілотних апаратів стала операція "Союзницька сила", яку провели об'єднані збройні сили (далі – ОЗС) НАТО в Югославії у 1999 р.Оперативно-тактичні розвідувальні БпЛА довели, що у складних умовах сучасних воєнних конфліктів вони результативніше, ніж пілотовані літаки, вирішують завдання розвідки. Такі переваги БпЛА, як низька вартість, відсутність небезпеки для льотчика, відносна невимогливість до умов експлуатації тощо примусили військових частіше використовувати БпЛА під час виконання розвідувальних завдань.Подальші дослідження мають відбуватися за такими актуальними напрямами: розвиток тактики застосування оперативно-тактичних БпЛА в різних умовах ведення бойових дій; удосконалення системи підготовки фахівців з безпілотної авіації за всією лінійкою спеціальностей; зменшення помітності БпЛА для протиповітряних засобів знищення противника та ін. ; Анализ широкого спектра задач разведки и наблюдения в военных конфликтах с применением оперативно-тактической беспилотной разведывательной авиации ХХ века вызвал потребность систематизации особенностей, условий и проблемных вопросов по ее применению.Цель статьи. Это были примитивные, но актуальные в то время, задачи, которые и обусловили начало первого этапа развития БПЛА.Военный конфликт в зоне Персидского залива предоставил военным значительный опыт по использованию БПЛА на разных стадиях конфликта ‑ как на стадии подготовки, так и во время боевых действий. США и их союзникам впервые удалось создать единую глобальную информационно-ударную систему, одним из основных элементов которой стали разведывательные БПЛА.Считается, что первым полномасштабным испытанием для беспилотных аппаратов стала операция "Союзническая сила", которую провели объединённые вооруженные силы НАТО в Югославии в 1999 году.Оперативно-тактические разведывательные БПЛА доказали, что в сложных условиях современных военных конфликтов они результативнее, чем пилотируемые самолеты, решают задачи разведки. TheUnited Statesand its allies for the first time managed to create a single global information and strike system, one of the main elements of which was reconnaissance UAVs.It is believed that the operation "Allied Force", which was conducted by the NATO combined forces inYugoslaviain 1999, was the first full-scale test for unmanned vehicles.Operational-tactical reconnaissance UAVs proved that in the difficult conditions of modern military conflicts, they are more effective than manned aircraft and solve reconnaissance tasks. Such advantages of the UAV as low cost, no danger to the pilot, relative undemanding of the operating conditions, etc. forced the military to use UAVs more frequently during reconnaissance missions.Further research should be carried out in such topical areas: the development of tactics for the use of operational-tactical UAVs in various conditions of warfare; improving the system of training specialists in unmanned aircraft for the entire line of specialties; reducing the visibility of the UAV for anti-aircraft means of destroying the enemy, etc.

The globalization policy assert that the public service of the developing countries must be restructured to comply with new technology i.e. the information and communication technology for efficiency and productivity. This is to say that the public servants must have a basic knowledge of ICT usage in their organization or otherwise they will lose their job and replace with high skilled employees. The systematic review of relevant literature on ICT and public service restructuring was conducted by this study and come up with methodological result. The findings show that the idea of introduction of new technology the (ICT) in public service was supported by the theory of new public management (NPM). It calls for the rationalization and restructuring of public service in line with globalization. This practice encourages the engagement of highly skilled workers with ICT education to be retained into the public service, to replace low skilled and manual employees. Finally, the paper recommends the need to improve service quality in public sector through the training and retraining of employees in line with new technology. It has since after independence in 1960 transformed to a gigantic and complex system for harnessing the country's resources to facilitate economic development (Inyang, 2008). The Nigeria public service role is "to carry out the burden of planning and with the problems of growth and development to transform our natural resources into goods and services that would meet the rising expectations of the people†(Mamser, 2012:298). After independence Nigerian public service bedevilled with many problems. These problems are mostly due to lack of accountability, transparency, high cost of administration, wastage and lack of commitment in making services work for the citizenry (Africa, 2012). In view of the above, the task of good delivery of service affects public who demand for better quality services from public service. There is no doubt that the trials and difficulties of service delivery are broadening in the Nigerian public sector. This call for restructuring of public service for better delivery of service with application of information and communication technology (ICT). The advent and deployment of information communication technology (ICT) in Nigerian public services presents opportunities for its use to facilitate effective service delivery as many countries have embraced it as a way forward (Ewuim, Nkomah, & Justine, 2016). To this end, ICT is seen as a tool to support the work of governmental institutions and agencies with the objective of delivering public services and information in a more convenient, citizen centric and cost-effective manner. Thus, in Nigerian public service, ICT can be an effective tool to ensure increased access to government services, improved value for money as well as increased productivity, transparency and better service delivery (Achimuju, 2010). Findings Base on the findings of this study from the literature of information and communication technology (ICT) and restructuring of Nigerian public sector, the new technology (ICT) encourage good delivery of service to Nigerian citizens. It helps in reducing the leakages and corruption in public service through the e-government system. This study also found that information technology application is useful to the public service in Nigeria because it improved performance of personnel. Таке твердження розглядається в контексті кризи метафізичного дискурсу, матеріал для якої дає постметафізична філософія. На противагу картезіанської парадигми спостерігається звернення філософії до осмислення багаторозмірного топосу людського буття, до його зовнішнім, просторовим формам і проявам. Постметафізичний дискурс свідчить також про зміни в мисленні сучасної людини. Між сприйняттям Світу та думкою, яка оформлює його, існує зв'язок. The change in ideas about the World indicates a change in the nature of human thinking, and therefore we faced with the fact of ontological, vital and cognitive transformations. In the modern geometry of the World, the transversal mind finds its realization, which activates the phenomenon of communications. Therefore, the spatial metaphor of the World, its geometry and style of thinking, intertwining, influence each other. However in the late nineteenth and early twentieth centuries. The spherical ontology of the world begins its decline, and since the middle of the twentieth century, such a steady as if the world began to shake. The loss of the roots of a spherical nature touches, and then shakes the wider layer of subjective qualities: it broadly captures the mental, cultural, social and economic spheres of man. Introduction Over the decades, the US Federal Government has invested billions of dollars, intellectual resources, and human capital to assist partners both domestically and internationally with addressing challenges related to global development and human welfare. This support has reached across many sectors, including agricultural and food security, human rights and governance, health, water and sanitation, and education (USAID, 2018). Accordingly, federal agencies have sought efficient models for accomplishing the work in light of an increasing world population relying on finite resources. To this end, this case study presents a framework employed by a team of Extension and Education Specialists to work with the US Department of Defense Education Activity (DoDEA) instructional leaders to develop a process for continuous improvement within their schools. The goal of this effort is to equip educators with the knowledge and skills needed to effectively prepare students to enter the supply pipeline as skilled workers through a college and career readiness curriculum in the DoDEA schools, which are in 9 states and US territories as well as 11 countries in Europe and Asia. The improvement planning framework emerged by drawing from a variety of leadership theories and practices that focus on change and improvement (Dufour, Dufour, Eaker, & Many, 2006; Forman, Stosich, & Bocala, 2017; Kirkpatrick & Kirkpatrick, 2016; Park, Hironaka, Carver, and Nordstrum, 2013). The themes for the continuous improvement framework are: 1) a focus on purpose; 2) a recognition of change as a continuous and complex process; 3) utilizing data-based practices, structures, and systems; 4) capitalizing on relationships and professional collaboration; and 5) building capacity. Project Methods Guided by the five points of the continuous improvement framework, the project team, in close collaboration with DoDEA leadership, developed face-to-face and virtual professional learning activities and offered them over the course of a two-year period to instructional leaders that made up the three regional (i.e., Americas, Europe, and Pacific) Centers for Instructional Leadership (CILs), a newly developed instructional support structure for DoDEA school administrators. These activities included job-embedded learning, research-grounded implementation, follow-up support, and supplemental job-aids related to developing professional learning communities and implementing transformative coaching in order to create a culture of continuous improvement in schools. After implementation of the professional learning for CIL personnel, key procedural documents, meeting notes, personal communications between the project team and DoDEA, and focus group transcripts were analyzed to evaluate the fidelity of implementation of the continuous improvement framework. Project Outcomes According to the documents analyzed, purpose is the driving force of the organization; it is the overarching goal that informs improvement initiatives. DoDEA developed and used Community Strategic Plans (CSPs) to coordinate and communicate their overarching purpose and initiatives towards that purpose throughout the organization. Additionally, the current CSP focuses on change as a continuous and complex process by highlighting the progress being made and explicit next steps in the change process, specifically related to changes to the organizations Vision and Core Values. In order to assist with this systemic process of change, the CILs have received professional learning on focused collaboration and transformative coaching, which they have begun to roll out data-driven practices, structure and systems that support continuous improvement globally based on the organizations stated priorities, stakeholder needs, and assessment data. Additionally, the CILs help to create consistency with the implementation of strategic initiatives that build capacity of instructional leaders throughout the three regions by capitalizing on relationships and professional collaboration both internal and external to DoDEA. Implications While continuous improvement is not new to education or international development initiatives, implementing it with fidelity in various contexts remains difficult (Park et al., 2013). The 5-point framework presented in this case study is based on current literature in the field of leadership development and education and provides the necessary components that Extension Specialists can implement when planning and facilitating continuous improvement in international education and training programs. DoDEA serves as an adequate case to explore this framework because it operates schools worldwide and as a result of being exempted from the educational mandates of US public schools, has removed levels of regulation that often impact change and improvement efforts in those schools. To this end, we believe that the framework is readily transferable to a variety of different contexts making it a feasible innovative model for Extension Specialists to use in international settings to create a culture of continuous improvement. Sobre la Habitablidad del mundo en un sentido cosmopolita, reivindicando el valor de la experiencia estética generadora de comunidad estética y política, desde la Crítica del Juicio de Kant: una invitación a constituir un entorno Habitable en el planeta Nuestro objetivo es brindar una interpretación filosófico pedagógica, basada en la Crítica del Juicio de Kant, desde el análisis completa de la obra, nos interesa resaltar la impronta de Comunidad Política que está inscrita en clave de Comunicabilidad, Sensus communis (primera parte), Finalidad y moralidad (segunda parte). En base a esas nociones, pensamos el aporte de Kant como posibilidad de pensar un Mundo Habitable común cosmopolita, cuyo impulso motor sea la estética, la teleología y la política en sentido comunitario, seguimos el rastro que deja explícitamente Kant en su obra, pero ponemos el aporte de valor en todo lo que puede generar dicha interpretación. En un entorno complejo como el actual, el desarrollo imparable de la revolución tecnológica, nos conduce a plantear una transformación de nuestro contexto político, social cultural y laboral, se tiene que pensar cómo garantizar una sustentabilidad económica, social y política en la era digital, estimulado por la tecnología, la robótica, el internet, la inteligencia artificial; para algunos estudiosos el futuro es incierto y para otros esperanzador. Se está reconfigurando nuestro entorno social, económico y político, en ese torbellino de cambios la filosofía tiene una tarea esencial: recordar a las personas lo que son y la grandeza que están llamados a ser , es decir tener consciencia de la dignidad y el valor de la vida de todo ser humano , la única llave que permitirá a las personas a no perderse en ese constante cambio vertiginoso y efímero es la consciencia crítica, la cual tiene que ser desarrollada mediante la educación filosófica que permitirá anclar en suelo firme y seguro , la personalidad de todo sujeto. El Síndrome de Estrés Tibial Medial (SETM) es una de las patologías más reportadas e incapacitantes en el personal militar. Debido a que los músculos de la extremidad inferior desempeñan una labor importante en la atenuación de las fuerzas de impacto al correr y aterrizar, la deficiencia y las asimetrías en la función neuromuscular, se asocian con un mayor riesgo de presentar lesiones musculoesqueléticas (LME). OBJETIVO: determinar los factores de riesgo para el SETM asociados a la cinética del countermovement jump (CMJ) en cadetes en formación. METODOLOGIA: una cohorte de 164 cadetes de primer semestre fue seguida prospectivamente durante 24 semanas. Al inicio de la investigación, se registraron los datos antropométricos y demográficos de los participantes, y, se les interrogo acerca de algunos de sus hábitos de vida y antecedentes en el uso de material ortopédico, lesiones en los miembros inferiores y SETM. La altura del salto (cm), la tasa de desarrollo de la fuerza en la desaceleración excéntrica (EDRFD [N/s*kg]), la asimetría de la EDRFD (% y %/VN), la fuerza concéntrica media (CMF [N*kg]), la asimetría de la CMF (% y %/VN), la fuerza pico en el aterrizaje (PLF [N*kg]), y la asimetría de la PLF (% y %/VN), se evaluaron a través del CMJ bilateral con un par de plataformas de fuerza uniaxial. Finalizado el seguimiento, se identificaron los cadetes que presentaron SETM mediante la historia clínica. RESULTADOS: al final del estudio quedaron 91 hombres y 32 mujeres (n= 123). La incidencia del SETM fue de 13% (n= 16). En el análisis bivariado, una mayor asimetría de la EDRFD (9,4% vs. -3,4%), el sexo femenino (RR= 2,84; IC 95%= 1,16-6,94), la procedencia rural (RR= 2,65; IC 95%= 1,04-6,72) y el antecedente de SETM (RR= 5,71; IC 95%= 2,23-14,62), se asociaron de forma significativa con el SETM (p≤0.05). En la regresión logística, una mayor asimetría de la EDRFD (OR= 1,03; IC 95%= 1,00-1,07), el sexo femenino (OR= 4,91; IC 95%= 1,38-13,37) y la procedencia rural (OR= 4,82; IC 95%= 1,04-6,72), se asociaron de forma significativa con el SETM (p≤0,05). El antecedente de SETM fue significativo en p≤0,1 (OR= 8,95; IC 95%= 0,68-118,73). El modelo predictivo fue significativo para el SETM (p≤0,01), tuvo una sensibilidad del 31,3% y una especificidad del 99,1% (pronostico global del 90,2%). CONCLUSIONES: el sexo femenino, la procedencia rural, el antecedente de SETM y una gran asimetría en la EDRFD son importantes factores de riesgo para el desarrollo del SETM. Estos hallazgos permitirán hacer una mejor predicción del SETM en el personal militar, siendo especialmente útiles para la clasificación del riesgo y la implementación de un programa de prevención primaria dirigido a los cadetes que inician su formación militar. ; Medial Tibial Stress Syndrome (MTSS) is one of the most frequent pathologies in military personnel. As the muscles of the lower extremity contribute to the attenuation of impact forces in activities such as running and jumping, neuromuscular performance deficiencies and asymmetries may be associated with an increased risk for musculoskeletal injuries. PURPOSE: to determine the kinetic risk factors associated with MTSS through the bilateral countermovement jump (CMJ) in army cadets. METHODS: ethical approval was granted by the General José María Córdova Military School of Cadets where the study was conducted. This observational study was executed in a cohort of 123 cadets (followed for 24 weeks) who entered to the military school in 2017. Anthropometric, demographic data and MTSS history were recorded. Jump height (cm), peak landing force (N*kg), peak landing force asymmetry (%), concentric mean force (N*kg), concentric mean force asymmetry (%), eccentric deceleration rate of force development (EDRFD [N/s*Kg]) and EDRFD asymmetry (%), were evaluated through the bilateral CMJ on a pair of uniaxial force platforms. After the follow-up, the cadets with MTSS were determined through the clinical history. RESULTS: the incidence of MTSS was 13% (n= 16). Greater EDRFD asymmetry (9,4% vs. -3,4%), female sex (RR= 2.84; 95% CI= 1.16-6.94), rural provenance (RR= 2.65; 95% CI= 1.04-6.72), and previous history of MTSSM (RR= 5.71; 95% CI= 2.23-14.62), were significantly associated with MTSS (p≤0.05). In the logistic regression, greater EDRFD asymmetry (OR= 1.03; 95% CI= 1.00-1.07), female sex (OR= 4.91; 95% CI = 1.38-13.37) and rural provenance (OR= 4.82; 95% CI= 1.04-6.72), were significantly associated with MTSS (p≤0.05). Previous history of MTSS was significant in p≤0.1 (OR= 8.95; 95% CI= 0.68-118.73). The predictive model was significant for the MTSS (p≤0.01), had a sensitivity of 31.3% and a specificity of 99.1% (overall prognosis of 90.2%). CONCLUSIONS: while we identified important non-modifiable risk factors for MTSS in cadets during basic training, we also found that greater EDRFD asymmetry was a significant risk factor. Business dynamism has decreased in western economies, and this has been related to a decline in the rate of entrepreneurship. Various entrepreneurship promotion programs are supported by governments and other actors to turn the trend around. However, the design of these programs is often described as a "black box", and their impact is unclear. If they are to be effective and bring the expected value to society, this must be better understood. Some key identified parts of these programs are how entrepreneurs learn, develop their teams and get help from mentors. The aim of this study was therefore to investigate how the ability of mentors in entrepreneurship promotion programs to assist early-stage entrepreneurial teams in developing entrepreneurial competencies could be improved. A serious gap identified in entrepreneurship literature was the lack of a conceptualization that combines entrepreneurial team processes, mentoring and competency development. To address this, a qualitative explorative case study was done on the Young Sustainable Impact 2019 Global entrepreneurship and innovation program. Thematic analysis was used to analyse 15 participant interviews and 3 summary interviews with mentor pairs. A retrospective mentor-survey was used to create an overview of developmental patterns. Other sources of data were used for triangulation. Teams were analysed with regards to competencies developed, stages of the team formation processes, and mentors on functions deployed and mentoring style used. The study found that the development of entrepreneurial competencies was affected most by the degree to which teams did four identified "required activities for development", or "RAD". Doing more "RAD" gave higher quality and frequency of experiences that could then be transformed into competencies. Further, the teams' ability to do these activities were influenced negatively by storming and positively by performing phases of team processes. Mentoring style of teams' mentors influenced how they handled phases, but also the outcomes of mentor interventions and functions. High levels of involvement combined with a non-directive and listening approach were beneficial, while the opposite was not. A non-directive and listening style was better than other styles. This was related to more reciprocity and trust in the relationship, which in turn influenced everything else mentors tried to do. A preliminary mentoring recommendation framework was made based on the findings. It can be beneficial for incubators, accelerators, entrepreneurship education programs and similar contexts that use mentoring schemes for nascent entrepreneurs, including Young Sustainable Impact. By helping entrepreneurial promotion programs empower entrepreneurs and mentors, they can become more resilient to economic complexity and revive business dynamism. ; Næringslivet i vestlige økonomier har blitt stadig mindre dynamisk. Dette har blitt relatert til en synkende grad av entreprenørskap. Myndigheter og andre aktører har økt støtten til entreprenørskapsfremmende programmer for å snu trenden. Designet av slike programmer er derimot ofte beskrevet som en «black box», og effekten de har er uklar. Dersom de skal være effektive og bidra med den forventede nytteverdien til samfunnet er vi nødt til å forstå dette bedre. Noen identifiserte nøkkeltemaer i programmene er hvordan entreprenører lærer og utvikler seg, hvordan teamene utvikler seg og hvordan de får hjelp fra mentorer. Studiets formål har derfor vært å utforske mulige nye sammenhenger som kan bidra til å forbedre mentorens evne til å hjelpe tidligfase entreprenørielle team i deres kompetanseuvtikling. Et identifisert hull i entreprenørskapslitteraturen var mangelen på en konseptualisering som kombinerer entreprenørielle team-prosesser, mentorering og kompetanseutvikling. For å adressere dette ble det utført en eksplorativ kvalitativ case studie på et globalt entreprenørskaps- og innovasjonsprogram i regi av norske Young Sustainable Impact. 15 deltager-intervju og 3 oppsummeringsintervju med mentor-par ble analysert med tematisk analyse. En retrospektiv spørreundersøkelse av mentorene ble benyttet for å skape en oversikt over mønstrene i team-medlemmenes kompetanseutvikling, og andre datakilder ble benyttet for triangulering. Teamene ble analysert ut fra hvilke kompetanser de utviklet og hvordan de gikk igjennom steg i team-prosessen, mens mentorene ble analysert på utførte funksjoner og benyttet stil. Resultatene indikerte at den entreprenørielle kompetanseutviklingen ble sterkest påvirket av hvor ofte teamene gjorde fire identifiserte «nødvendige aktiviteter for utvikling». Å utføre flere av denne typen aktiviteter ga høyere frekvens og kvalitet på erfaringer, som så kunne bli bearbeidet til kompetanser. Teamenes evne til å utføre slike aktiviteter ble påvirket negativt av storming faser og positivt av performing faser i team-prosessene. Stilen benyttet av teamets mentorer påvirket både hvordan de håndterte fasene og utfallene av innblandinger og funksjoner mentorene utførte. En mentor-stil med høy involvering og lytting og lite retningsgivning var vesentlig mer gunstig enn motsatt, blant annet grunnet bedre tillit og gjensidighet i mentoreringsforholdet, som igjen påvirket andre ting mentorene forsøkte å gjøre. Et tidlig rammeverk for anbefalt tilnæring til mentor-rollen ble laget ut fra funnene i studien. Forhåpentligvis kan det være nyttig for inkubatorer, akseleratorer, entreprenørskapsutdanninger og andre kontekster som benytter mentorering for tidligfase entreprenører, inkludert Young Sustainable Impact. The purpose of the study. The first goal of the study is a comparative analysis of general indicators of information and communication technologies (ICT) development and the principles of their construction, identifying the possibilities of their use for cross-country comparisons. The second goal is cross-country comparisons based on selected indicators and an assessment of the place and prospects of Russia in the context of ICT development. The objectives of the study are due to the growing worldwide interest of the international scientific community, business and government structures to the development of information and communication technologies and the formation of the information society. The Okinawa Charter on the Global Information Society, adopted in 2000, states that information and communication technologies in the 21st century will be one of the most powerful forces and their impact will change people's lifestyles, ways of learning and working, as well as ways and possibilities for governments to interact with citizens. In this regard, the actual issue is the formation of an adequate information base for studying information and communication technologies not only as an independent object, but also as the most important factor in the formation of the functioning of the digital economy and the formation of the information society.Materials and methods. For the study, the methods of multidimensional classification, analysis of variation, as well as a tabular method of visual presentation of the research results were used as statistical tools. For the processing of primary information, application packages of statistical analysis were used: Microsoft Excel and STATISTICA 10.0.Results. Comparison of the indicators revealed the need for their further structuring in order to ensure the comparability of statistical analysis for the largest possible set of countries. Comparison of countries and assessment of the place of Russia was carried out on the basis of the proposed system of indicators using the methods of multidimensional classification, analysis of distributions and studying the dynamics of the indicators. The variety of tasks solved in the study of information and communication technologies and their components predetermined the presence of a large number of generalizing indicators used in cross-country comparisons, as well as a variety of approaches, both to building indicators themselves, and to forming data collection systems that ensure their calculation and comparisons. Considerable scientific and practical interest is the formation of a system of statistical indicators of ICT development, providing multi-level comparability at both country and national levels.Conclusion. According to the results of a statistical research, Russia's positions on the accessibility infrastructure characteristics and the use of information and communication technologies are revealed. The country's lagging behind in terms of the development of both physical and information infrastructure not only from economically developed countries, but also from some BRICS and CIS countries, overcoming of which will make it possible to solve the tasks defined by the Information Society Development Strategy of the country. ; Цель исследования. Первой целью исследования является сравнительный анализ обобщающих показателей развития ИКТ и принципов их построения, выявление возможностей их использования для межстрановых сопоставлений. Вторая цель – межстрановые сопоставления на основе выделенных индикаторов и оценка места и перспектив России в контексте развития информационно-коммуникационных технологий. Поставленные цели исследования обусловлены возрастающим в мире интересом международного научного сообщества, бизнеса и государственных структур к развитию информационно-коммуникационных технологий и формированию информационного общества. В принятой в 2000 г. Окинавской Хартии по Глобальному информационному обществу указывается, что информационные и коммуникационные технологии в 21 веке станут одной из наиболее мощных сил, воздействие которых изменит образ жизни людей, способы обучения и работы, а также способы и возможности взаимодействия правительств со своими гражданами. В этой связи актуальным является вопрос формирования адекватной информационной базы изучения информационно-коммуникационных технологий не только как самостоятельного объекта, но и как важнейшего фактора формирования функционирования цифровой экономики и формирования информационного общества.Материалы и методы. Для проведения исследования в качестве статистического инструментария применялись методы многомерной классификации, анализа вариации, а также табличный метод визуального представления результатов исследования. Для обработки первичной информации использовались пакеты прикладных программ статистического анализа: Microsoft Excel и STATISTICA 10.0.Результаты. Сравнение используемых индикаторов выявило необходимость их дальнейшей структуризации для обеспечения сопоставимости статистического анализа по возможно большей совокупности стран. Сопоставление стран и оценка места России осуществлялась на основе предлагаемой системы индикаторов с использованием методов многомерной классификации, анализа распределений и изучения динамики используемых индикаторов. Разнообразие задач, решаемых при изучении информационно-коммуникационных технологий и их составляющих, предопределило наличие большого количества обобщающих индикаторов, используемых в межстрановых сопоставлениях, а также разнообразие подходов, как к построению самих индикаторов, так и к формированию систем сбора данных, обеспечивающих их расчет и сами сравнения. Значительный научный и практический интерес представляет формирование системы статистических показателей развития ИКТ, обеспечивающих многоуровневую сопоставимость как на страновом, так и национальном уровне.Заключение. По результатам статистического исследования выявлены позиции России по характеристикам инфраструктуры доступности, а также использования информационно-коммуникационных технологий. Выявлено отставание страны по показателям развития как физической, так и информационной инфраструктуры не только от экономически развитых стран, но и от некоторых стран БРИКС и СНГ, преодоление которых позволит решить задачи, определяемые Стратегией развития информационного общества страны.

Present-day global political landscape is imbued with populism, a weighty evidence of which is the presence of the "term" populism in public debate, which is aggravated by its semantic and ideological ambiguity, since, embracing a wide range of phenomena and movements, populism has become a kind of umbrella under which all or almost all forms of political discourse can be placed. The debate about populism proves its amalgamous nature and the discrepancies in its evaluation, which take place not only in the media-political, but also in the scientific context. In addition to attempts to conceptualize populism, or at least to reveal its essential features with which the political and politological community would agree, this dissonance generates another desire, namely: to find out what the unbelievable surge of populism in the world is all about and whether it points to the normal development of a society of democracies or to the fact that society is not alright, and the political class must respond accordingly.Approaches to the understanding of populism (E. Laclau, P.-A. Tagieff, M. Kenovan, C. Mudde, P. Rosanvallon, I. Surel and I. Meni, etc.) classify it differently (as a general rule, as normal politics, a subtle ideology, political style, deviation of democracy), but on the basis of the main features of populism, the consent, in spite of the announced polyphony, is possible. Populism is characterized by a simplified understanding of society, the unity of which is based on its identity, the opposition of a dirty corrupt elite to a pure and healthy united people, a subject of common will, a claim to a monopoly of possession of the truth about this will.Of particular interest is the relation between populism and democracy, the study of which usually takes place within the classical debate about the development of democracy in modern societies, where the excessive attention to the democratic procedure is accompanied by an ever-increasing holding the population off the actual participation in making political decisions, which is, according to researchers, the cause of the emergence and success of populist political forces, that is, populism is the answer to the crisis of representative democracy. The unpopular thesis presented in this research consists in a certain shift of emphasis, namely: if populism is a pathology, then democracy itself (in the broad sense of the word, as the setting and the way of considering the development of society) is pathological in its essence, and that populism is nothing else as its epiphenomenon, which needs democracy for its existence, embodies its imperatives, but in no way can be influenced, distorted or perfected. Two attributive characteristics of democracy (the idea of freedom and the idea of equality) generate populism, and the fundamental impossibility of democracy (as an ideal form) ensures its success. Therefore, along with the emergence of democratic thinking there is necessarily a populist thinking, and the multitude of forms of embodiment of a democratic setting prompts proteism of populism. ; Глобальний політичний ландшафт сьогодення пронизаний популізмом, вагомим свідченням чого є усеприсутність «терміну» популізм у публічних дебатах, яка посилюється його смисловою та ідеологічною неоднозначністю, оскільки охопивши широкий спектр явищ і рухів, популізм став парасолькою, під якою можуть бути розміщені усі або майже усі форми політичного дискурсу. Дискусії щодо популізму оприявнюють його амальгамний характер та розбіжності в його оцінках, що мають місце не лише у медійно-політичному, але й у науковому контексті. Цей дисонанс породжує, крім спроб концептуалізувати популізм або принаймні виявити його сутнісні риси, з якими погодилася би політично-політологічна спільнота, й інше прагнення, а саме: з'ясувати, з чим пов'язаний нечуваний сплеск популізму в світі, на що він вказує, на нормальний розвиток суспільства демократій чи на те, що з суспільством не все гаразд, і політичний клас мусить реагувати відповідно.Підходи до розуміння популізму (Е. Лаклау, П.-А. Тагієффа, М. Кенован, К. Мадда, П. Розанваллона, І. Суреля та І. Мені тощо) класифікують його по-різному (як назагал нормальну політику, тонку ідеологію, політичний стиль, девіацію демократії), натомість щодо основних рис, притаманних популізму, згода, попри анонсовану поліфонію, можлива. Популізм характеризується спрощеним розумінням суспільства, чия єдність фундується його ідентичністю, протиставленням брудної корумпованої еліти чистому і здоровому єдиному народу, суб'єкту спільної волі, претензією на монополію володіння істиною про цю волю.Особливий інтерес становить відношення між популізмом та демократією, дослідження якого зазвичай відбуваються в межах класичної дискусії про розбудову демократії у сучасних суспільствах, де перебільшена увага до демократичної процедури супроводжується все більшим відстороненням населення від реальної участі у прийнятті політичних рішень, що і є, на думку дослідників, причиною появи і успіху популістських політичних сил, тобто, популізм є відповіддю на кризу представницької демократії. Непопулярна теза, представлена у цій розвідці, полягає в певному зміщенні акцентів, а саме: якщо популізм – це патологія, то патологічна за суттю сама демократія (в широкому сенсі слова, як установка і спосіб мислити розвиток суспільства), і популізм тому не що інше як її епіфеномен, який потребує демократії для власного існування, втілює її імперативи, але жодним чином не може на неї вплинути, спотворюючи або вдосконалюючи. Дві атрибутивні характеристики демократії (ідея свободи та ідея рівності) породжують популізм, а принципова нездійсненність демократії (як ідеальної форми) забезпечує його успіх. Тому поруч з появою демократичного мислення обов'язково з'являється мислення популістське, а багатоманіття форм втілення демократичної установки спричиняє протеїзм популізму.

The transition to a new technological structure, the intensification of economic processes and globalization have become the reason for the growth of competitive pressure. It requires mobility, modernity, and instant response tomarket challenges by improving existing products and creating a new one. The article summarizes the arguments and counterarguments in the framework of a scientific discussion on the development of a strategy for the output oftheenterprise to the markets of the European Union in order to increase their competitiveness and ensure their entry into the global value added chains. The main objective of the study is to develop theoretical and methodological provisions on the sequence of actions in the output of the company to the markets of the European Union and thedisclosure of key aspects of this process. Analyzing, systematizing and summarizing the work of many scholars onthe subject of research in the article, the essence of marketing policy of the enterprise is disclosed. PE«Autostenterprise» was selected as the object ofthestudy, for which a list of priority strategic measures forthecompany has been formed at the stage of entering the European markets. As a result of the study, the argumentation of needs was made and the peculiarities of the conditions of the exit of PE«Autostenterprise» to the European market were determined. The estimation of the strategic position of PE«Autostenterprise» in the market of charging devices for electric cars is shown, which testifies to the high level of its competitiveness; an estimation of activity of the main competitor ofPE«Autostenterprise» on the European market – the Dutch company ABB – is carried out. The reasons and difficulties ofthePE«Autostenterprise» on the European market are outlined. The main problems, which do not allow to fully realize export potential of the company, are generalized. A set of measures for the enterprise was developed at the exit to the external market in the conditions of European integration. Directions of further researches on the given problem are development of the marketing strategy of the enterprise in order to promote its products to foreign markets. ; Переход к новому технологическому укладу, интенсификация экономических процессов, глобализация стали причиной роста конкурентного давления. Это требует от предприятий мобильности, модерности, моментальной реакции на вызовы рынка путем усовершенствования существующей продукции и создание новой. В статье обобщены аргументы и контраргументы в научной дискуссии по разработке стратегии вывода продукции предприятия на рынки Европейского союза с целью повышения уровня их конкурентоспособности и обеспечения их вхождения в глобальные цепочки создания добавленной стоимости. Основной целью проведенного исследования является развитие теоретико-методических положений по последовательности действий при выводе продукции предприятия на рынки Европейского союза и раскрытия ключевых аспектов данного процесса. Анализируя, систематизируя и обобщая наработки многих ученых по тематике исследования, в статье раскрыта сущность сбытовой политики предприятия. Объектом проведения исследования выбрано ЧП«Автоентерпрайз», для которого сформирован перечень первоочередных стратегических мер для компании на этапе выхода на европейские рынки. В результате исследования осуществлена аргументация необходимости и определены особенности условий выхода ЧП «Автоентерпрайз» на европейский рынок. Проведена оценка стратегического положения ЧП «Автоентерпрайз» на рынке зарядных устройств для электромобилей, результаты которой свидетельствуют о высоком уровне его конкурентоспособности; проведена оценка деятельности основного конкурента ЧП «Автоентерпрайз» на европейском рынке – голландская компания ABB. Выделены причины и сложности выхода ЧП«Автоентерпрайз» на европейский рынок. Обобщены основные проблемы, которые не позволяют в полной мере реализовать экспортный потенциал компании. Разработан комплекс мер для предприятия при выходе на внешний рынок в условиях евроинтеграции. Направлениями дальнейших исследований по данной проблематике является разработка маркетинговой стратегии предприятия с целью продвижения его продукции на внешние рынки. ; Перехід до нового технологічного укладу, інтенсифікація економічних процесів, глобалізація стали причиною зростання конкурентного тиску. Об'єктом проведено дослідження обрано ПП«Автоентерпрайз», для якого сформовано перелік першочергових стратегічних заходів для компанії наетапі виходу на європейські ринки. У результаті дослідження здійснено аргументацію потреби та визначено особливості умов виходу ПП «Автоентерпрайз» на європейський ринок. Наведено оцінку стратегічного положення ПП «Автоентерпрайз» на ринку зарядних пристроїв для електромобілів, що свідчить про високий рівень його конкурентоспроможності; проведено оцінку діяльності основного конкурента ПП«Автоентерпрайз» на європейському ринку – голландська компанія ABB. Виокремлено причини та складнощі виходу ПП«Автоентерпрайз» на європейський ринок. Узагальнено основні проблеми, якінедозволяють повною мірою реалізувати експортний потенціал компанії. Розроблено комплекс заходів дляпідприємства при виході на зовнішній ринок в умовах євроінтеграції. Напрямками подальших досліджень за даною проблематикою є розробка маркетингової стратегії підприємства з метою просування його продукції на зовнішні ринки.

Modernization changes the basic target, functional, structural principles of building public administration, thereby there is a paradigm shift in understanding its place and mission in the state-market-civil society relationship. The bureaucratic model of public administration belongs to the old paradigm, the new government and network models belong to the new paradigm. These models are contradictory intertwined under the influence of globalization and decentralization on modernization processes in public administration, which creates new problems in adapting administrative hierarchies (bureaucracies) to global challenges and the requirements of devolution. The problem arises of integrating new horizontal connections (networks) into traditional vertical structures. At the same time, the problem of the state's ability to increase the efficiency of officials's actions in conditions of rapid environmental transformation is exacerbating. In addition, there is a problem of scale, traditional for public administration, i.e. the correspondence of functions and resources at different managerial levels to the nature and volume of existing tasks. The solution of these problems at the transit stage largely depends on the nature of the emerging institutional paths and the reform strategy, its focus on maintaining a balance of stability and changes based on the experience of previous transformations. The managerial model of priority for many reformers, with its inevitable decentralization carried out in an institutional environment that has not reached the necessary level of self-organization and accountability, will obviously entail the progressive loss of autonomy by the state bureaucracy from special interest groups. Strengthening the role of informal managerial practices in the face of non-established norms of administrative ethics will not provide unbiased impersonal law enforcement. However, criticism of the new government does not make the choice of bureaucratic or network models justified. The priority is not the choice of one or another theoretical model of modernization as its goal, but the process of developing a policy for its implementation. The criterion of manageability, reflecting the development of modernization abilities of public administration, provides guidance for institutional construction. ; Модернизация меняет основные целевые, функциональные, структурные принципы построения государственного управления, тем самым происходит парадигмальный сдвиг в понимании его места и миссии в отношениях государство-рынок-гражданское общество. К старой парадигме относится бюрократическая модель государственного управления, к новой парадигме – модели нового государственного управления и сетевая. Данные модели противоречиво переплетаются в условиях влияния глобализации и децентрализации на модернизационные процессы в государственном управлении, что создает новые проблемы адаптации административных иерархий (бюрократии) к глобальным вызовам и требованиям деволюции. Возникает задача интеграции новых горизонтальных связей (сетей) в традиционные вертикальные структуры. Одновременно обостряется проблема способности государства повышать эффективность действий чиновников в условиях быстрой трансформации окружающей среды. Кроме того, существует традиционная для государственного управления проблема масштаба, т.е. соответствия функций и ресурсов на разных управленческих уровнях характеру и объему имеющихся задач. Решение этих проблем на этапе транзита во многом зависит от характера возникающих институциональных траекторий и стратегии реформы, ее ориентированности на сохранение баланса стабильности и изменений, основанного на опыте предшествующих преобразований. Приоритетная для многих реформаторов менеджериальная модель с ее неизбежной децентрализацией, осуществляемой в институциональной среде, не достигшей необходимого уровня самоорганизации и подотчетности, очевидно, повлечет за собой прогрессирующую утрату государственной бюрократией автономии от специальных групп интересов. Усиление роли неформальных управленческих практик в условиях не сложившихся норм административной этики не обеспечит неангажированного безличного правоприменения. Однако критика нового государственного управления не делает обоснованным выбор бюрократической или сетевой моделей. Приоритет имеет не выбор той или иной теоретической модели модернизации как ее цели, а сам процесс разработки политики ее проведения. Критерий управляемости, отражающий развитость модернизационных способностей государственного управления дает ориентиры институциональному строительству. ; Модернізація змінює основні цільові, функціональні, структурні принципи побудови державного управління, тим самим відбувається парадигмальний зсув у розумінні його місця і місії у відносинах держава-ринок-громадянське суспільство. Крім того, існує традиційна для державного управління проблема масштабу, тобто відповідності функцій і ресурсів на різних управлінських рівнях характеру і обсягу наявних завдань. Розв'язання цих проблем на етапі транзиту багато в чому залежить від характеру інституційних траєкторій і стратегій реформ, що виникають, їхньої орієнтованості на збереження балансу стабільності і змін, заснованого на досвіді попередніх перетворень. Пріоритетна для багатьох реформаторів менеджеріальна модель з її неминучою децентралізацією, здійснюваною в інституційному середовищі, що не досягло необхідного рівня самоорганізації і підзвітності, очевидно призведе до прогресуючої втрати державною бюрократією автономії від спеціальних груп інтересів.
