Gefahrenvorstellungen spielen seit jeher eine zentrale Rolle in der Außenpolitik. Dieser Band geht der Bedeutung der Angst für außenpolitische Entscheidungsprozesse anhand von ausgewählten Fallbeispielen in der Neuzeit nach. Nach theoretischen Vorüberlegungen differenziert der erste Themenkomplex die verschiedenen mit Angst verbundenen Emotionen, anschließend steht die Angst als Perzeptionsfaktor im Fokus. Die Instrumentalisierung von Angst wird ebenso in den Blick genommen wie die Angst der Regierenden vor der Angst der Regierten. Abgeschlossen wird der Band durch zwei historische Längsschnitte: Hier werden Angstmotive in den Blick genommen, deren Wirkung sich über mehrere Jahrhunderte erstreckte. Mit seinen vielseitigen Perspektiven gibt der Sammelband neue Impulse für die Untersuchung von Entscheidungsprozessen in den Internationalen Beziehungen und hebt die Notwendigkeit der historischen Analyse von emotionalen Faktoren hervor.

For over fifty years there has been international co-operation in the control of narcotic drugs. This co-operation has expanded in scope and depth as the years have passed since January 23, 1912, when the International Opium Convention was signed at The Hague. Four more conventions and three protocols deal with the international control of narcotics, and two agreements aim at suppressing opium-smoking in the Far East. The most recent convention, the Single Convention on Narcotic Drugs signed at New York on March 30, 1961, does little to advance the steps already taken but rather consolidates much of the work accomplished in the preceding years.

The Arctic has emerged as a region in international cooperation during the past 20—30 years, as manifest in the creation of the Arctic Council and its predecessor, the Arctic Environmental Protection Strategy, and in the incidence of a host of scientific and political cooperation projects. The region now includes eight states over the circumpolar area; namely, the United States, Russia, Canada and the Nordic countries. How this international region has developed over time is investigated with reference to the conception of regions as understood in region-building discourse. Accordingly, the Arctic as a region that is not natural or given but as constructed by and for particular actors and interests is studied. It is concluded that the regional superstructure includes conceptions of the North that draw on images developed in historical exploration and research, shaped by a discourse of the Arctic representing North American more than Nordic understandings.
