Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O.Klepanchuk, O.Petryk, S.Lisovsky, S.Romanyuk, L.Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A.Emelyanova, S.Loboyko, O.Maevska, A.Semenchenko, V.Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y.Starylov, J.Sobko, I.Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D.Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks; unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online; distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state. ; Проаналізовано проблеми, притаманні сучасному суспільству у зв'язку зі стрімкими процесами діджиталізації, що відбулися за останній рік. На прикладі діяльності органів юстиції розглянено впливи діджиталізації на формування і реалізацію публічної політики. Базуючись на результатах анкетування державних службовців та посадових осіб місцевого самоврядування, які були проведені автором, визначено основні тенденції, проблеми і перспективи надання публічних послуг он-лайн. Крізь призму готовності надавати та споживати публічні послуги он-лайн вивчено вплив процесів діджиталізації на формування публічної політики.

A search for phenomena beyond the standard model in final states with two oppositely charged same-flavor leptons and missing transverse momentum is presented. The search uses a data sample of proton-proton collisions at p s = 13TeV, corresponding to an integrated luminosity of 137 fb−1, collected by the CMS experiment at the LHC. Three potential signatures of physics beyond the standard model are explored: an excess of events with a lepton pair, whose invariant mass is consistent with the Z boson mass; a kinematic edge in the invariant mass distribution of the lepton pair; and the nonresonant production of two leptons. The observed event yields are consistent with those expected from standard model backgrounds. The results of the first search allow the exclusion of gluino masses up to 1870 GeV, as well as chargino (neutralino) masses up to 750 (800) Ge V, while those of the searches for the other two signatures allow the exclusion of lightflavor (bottom) squark masses up to 1800 (1600) GeV and slepton masses up to 700 GeV, respectively, at 95% confidence level within certain supersymmetry scenarios. ; We congratulate our colleagues in the CERN accelerator departments for the excellent performance of the LHC and thank the technical and administrative staffs at CERN and at other CMS institutes for their contributions to the success of the CMS effort. Measurements are presented of differential cross sections for the production of Z bosons in association with at least one jet initiated by a charm quark in pp collisions at p s = 13TeV. The data recorded by the CMS experiment at the LHC correspond to an integrated luminosity of 35.9 fb−1. The final states contain a pair of electrons or muons that are the decay products of a Z boson, and a jet consistent with being initiated by a charm quark produced in the hard interaction. Differential cross sections as a function of the transverse momentum pT of the Z boson and pT of the charm jet are compared with predictions from Monte Carlo event generators. The inclusive production cross section 405.4 ± 5.6 (stat) ± 24.3 (exp) ± 3.7 (theo) pb, is measured in a fiducial region requiring both leptons to have pseudorapidity |_| 10 GeV, at least one lepton with pT > 26 GeV, and a mass of the pair in the range 71–111 GeV, while the charm jet is required to have pT > 30 GeV and |_| < 2.4. This research explores landowner preferences for various land use options suitable for Māori land in Te Tairāwhiti, on the East Coast of the North Island of Aotearoa-New Zealand (henceforth Aotearoa). A particular emphasis is placed on the applicability and feasibility of native forest carbon farming within the New Zealand Emissions Trading Scheme (NZ ETS) and opportunities, barriers and risks associated with this land use. Alongside this focus, is a wider investigation into the socio-cultural, environmental and economic co-benefits Māori landowners associate with traditional and emerging land uses in Te Tairāwhiti. This study uses a transformative research approach that is rooted in the spirit of kaupapa Māori research. Some 90 percent of Māori land in Te Tairāwhiti has severe limitations which restrict land use options to plantation forestry or pastoral farming for most landowners. A response to these limitations, and a land development option favoured by government agencies, and the academy, is for 'unproductive' Māori land to be retired into permanent native forest carbon sinks – a solution frequently proffered as a positive means to address national climate change commitments and local environmental and socioeconomic issues. Whilst these objectives, and the land use preferences of Māori seemingly converge, the wider history of land loss and alienation influences perceptions of fairness and equity for Māori landowners who may feel pressured by the lack of attractive land use options to establish permanent carbon sinks, which can effectively constrain land use options for future generations. Through case study analysis of a Māori sheep and beef farming incorporation participating in the NZ ETS, this study suggests an economic case for carbon farming in Te Tairāwhiti. However, institutional and socio-cultural barriers hinder the participation of Māori landowners in the NZ ETS. The second focus of this thesis has been an investigation into how native forest carbon farming is viewed when compared to other novel and existing land uses suitable for Māori land in the Waiapu catchment (a highly erodible catchment in Te Tairāwhiti). Interviews with key informants were employed to curate a set of land use options for Māori landowners to appraise, using multi-criteria analysis, at two wānanga. Four land use models were created for appraisal by 16 Māori landowner participants. The strength of association between a co-benefit and a land use was collectively deliberated upon in each of these models, and ratings were assigned to reflect this association. These ratings have aided in assessing the wider value of land uses for Māori in the region. The results from this research indicate an overwhelming preference for native forests when compared to other suitable land uses. Native forests are most closely associated with environmental co-benefits (erosion control, water quality, biodiversity and withstanding and limiting climate change) and social and cultural co-benefits (skills development, employment, reconnecting with the land, and self-determination/autonomy). The strong performance of native forestry stands in stark contrast with other land uses under consideration such as exotic forestry (Pinus radiata within the study scenario) and sheep and beef farming which occupy the majority of 'productive' land in Te Tairāwhiti. Exotic forestry and sheep and beef farming are associated with few benefits beyond employment and skills development. There is also a clear perception in the quantitative and qualitative data that these uses disconnect Māori landowners from their land and reduce the ability of communities to be self-reliant. Interestingly, other novel land uses under consideration such as perennial horticulture (including blueberries, macadamia nuts and apples), medicinal cannabis and hemp, and hunting and tourism were also valued more than exotic forestry and sheep and beef farming. These results indicate that existing land uses, sometimes implemented without express input from local communities, are now the least preferred land uses. In addition, novel and untested land uses such as medicinal cannabis and hemp, which do not exist at any scale in the region, are preferred over existing uses - even when there is scant evidence of success at any scale. These results push back at the prevailing Pākehā dominated orthodoxy, which has existed from the early days of colonisation and holds that monoculture land uses, for profit above all else, are best suited to the land and the people. It is clear, from this study, that Māori landowners wish to move back to a vibrant multi-faceted land use regime – exemplified by diversity over homogeneity – that characterised the pre-colonisation Māori economy. This research accordingly introduces and explores a value articulating process that increases understanding of the aspirations and values of Māori landowners, and can assist Māori in progressing their land use futures.

Recently, studies of various types of discourse have been carried out in the context of their actualization in a situation of speech interaction considering cognitive and communicative factors, therefore this work is focused on the analysis of the functional features of electoral discourse. In modern linguistic works, electoral discourse is defined as an interactive speech and mental activity, limited by the institutional framework of the political sphere and controlled by a global communicative intention – influencing voters to retain power through self-presentation and creating their own positive image, as well as discrediting the opponent's image. Among the problems that were considered by researchers in the analysis of electoral discourse are its constitutive features, communicative orientation, issues of genre diversity, determination of communicative strategies and tactics etc. However, the problem of the pragmatic and stylistic specifics of this type of discourse has not yet received fundamental coverage in the relevant works, which justifies the urgency of the given study. The material for the analysis was 1578 contextological fragments of video recordings of the presidential election debates between D. Trump and H. Clinton and D. Trump and J. Biden. As a result of the study, it was found that speakers use various stylistic means to achieve a certain pragmatic goal – self-presentation or discrediting an opponent. Among the most common means of creating a positive self-image are positively colored vocabulary, epithets, parallel constructions and repetitions. The most frequent stylistic means of implementing the strategy of discrediting the opponent are negatively colored vocabulary, epithets, parallel constructions, repetitions and metaphors. In this regard, we can state a qualitative similarity in the means of implementing both strategies; while quantitative data allow us to assert that a greater number of stylistic means are used to discredit the opponent, which creates a special expressiveness of such speech. ; В последнее время исследования различных видов дискурса ведутся в контексте их актуализации в ситуации речевой интеракции с учетом когнитивных и коммуникативных факторов, поэтому данная работа сфокусирована именно на анализе функциональных особенностей электорального дискурса. В современных лингвистических работах электоральный дискурс дефинируется как интерактивная рече-мыслительная деятельность, ограниченная институциональными рамками политической сферы и управляемая глобальной коммуникативной интенцией – оказание влияния на избирателей для удержания власти путем самопрезентации и создания собственного положительного имиджа, а также дискредитации имиджа оппонента. Среди проблем, которые рассматривались исследователями при анализе электорального дискурса, его конститутивные признаки, коммуникативная направленность, вопросы жанрового разнообразия, определение коммуникативных стратегий и тактик. Однако проблема прагмастилистической специфики данного вида дискурса еще не получила фундаментального освещения в соответствующих работах и обуславливает актуальность проведения подобного исследования. Материалом анализа послужили 1578 контекстологических фрагментов видеозаписей предвыборных президентских теледебатов Д. Трампа – Х.Клинтон и Д. Трапма - Дж. Байдена. В результате исследования было установлено, что говорящие используют различные стилистические средства для достижения определенной прагматической цели – самопрезентации или дискредитации оппонента. Среди самых распространенных средств создания положительного селф-имиджа - положительно окрашенная лексика, эпитеты, параллельные конструкции и повторы. Самые частотные стилистические средства реализации стратегии дискредитации оппонента – отрицательно окрашенная лексика, эпитеты, параллельные конструкции, повторы и метафоры. Учитывая это, можно констатировать качественное сходство средств реализации обеих стратегий; в то время как количественные данные позволяют утверждать, что для дискредитации оппонента задействовано большее количество стилистических средств, что создает особую выразительность такой речи. ; Останнім часом дослідження різних видів дискурсу ведуться у контексті їхньої актуалізації у ситуації мовленнєвої інтеракції з урахуванням когнітивних та комунікативних факторів, тому ця робота сфокусована саме на аналізі функціональних особливостей електорального дискурсу. У сучасних лінгвістичних працях електоральний дискурс визначається як інтерактивна мовленнєво-розумова діяльність, яка обмежена інституційними рамками політичної сфери і керована глобальною комунікативною інтенцією – здійснення впливу на виборців задля утримання влади шляхом самопрезентації та створення власного позитивного іміджу, а також дискредитації іміджу опонента. Серед проблем, що розглядалися дослідниками при аналізі електорального дискурсу – його конститутивні ознаки, комунікативна спрямованість, питання жанрового розмаїття, визначення комунікативних стратегій і тактик тощо. У результаті дослідження було виявлено використання мовцями різних стилістичних засобів для досягнення певної прагматичної мети – самопрезентації або дискредитування опонента. Серед найпоширеніших засобів створення позитивного селф-іміджу – позитивно забарвлена лексика, епітети, паралельні конструкції та повтори. Найчастотніші стилістичні засоби реалізації стратегії дискредитації опонента – негативно забарвлена лексика, епітети, паралельні конструкції, повтори та метафори. З огляду на це, можна констатувати якісну схожість засобів реалізації обох стратегій; в той час як кількісні дані дозволяють стверджувати, що для дискредитації опонента вживається більша кількість стилістичних засобів, що створює особливу виразність такого мовлення.

A search is presented for a Higgs boson that is produced via vector boson fusion and that decays to an undetected particle and an isolated photon. The search is performed by the CMS collaboration at the LHC, using a data set corresponding to an integrated luminosity of 130 fb-1, recorded at a center-of-mass energy of 13TeV in 2016-2018. No significant excess of events above the expectation from the standard model background is found. The results are interpreted in the context of a theoretical model in which the undetected particle is a massless dark photon. An upper limit is set on the product of the cross section for production via vector boson fusion and the branching fraction for such a Higgs boson decay, as a function of the Higgs boson mass. For a Higgs boson mass of 125 GeV, assuming the standard model production rates, the observed (expected) 95% confidence level upper limit on the branching fraction is 3.5 (2.8)%. This is the first search for such decays in the vector boson fusion channel. The CP-violating weak phase φsand the decay width difference sbetween the light and heavy B0smass eigenstates are measured with the CMS detector at the LHC in a sample of 48 500reconstructed B0s→J/ψφ(1020) →μ+μ−K+K−events. The measurement is based on a data sample corresponding to an integrated luminosity of 96.4fb−1, collected in proton-proton collisions at √s=13 TeVin 2017–2018. To extract the values of φsand s, a time-dependent and flavor-tagged angular analysis of the μ+μ−K+K−final state is performed. The analysis employs a dedicated tagging trigger and a novel opposite-side muon flavor tagger based on machine learning techniques. The measurement yields φs=−11 ±50 (stat)±10 (syst)mradand s=0.114 ±0.014 (stat)±0.007 (syst)ps−1, in agreement with the standard model predictions. When combined with the previous CMS measurement at √s=8 TeV, the following values are obtained: φs=−21 ±44 (stat)±10 (syst)mrad, s=0.1032 ±0.0095 (stat)±0.0048 (syst)ps−1, a significant improvement over the 8TeVresult. ; We congratulate our colleagues in the CERN accelerator depart-ments for the excellent performance of the LHC and thank the technical and administrative staffs at CERN and at other CMS in-stitutes for their contributions to the success of the CMS effort. The main legislative and regulatory acts of Ukraine and the European Union (EU), which establish environmental requirements for agricultural and forestry vehicles, analyzed the components of exhaust gas pollutants emitted by engines, studied the nature of changes in their volume during the establishment of environmental standards. classes, a promising model of stages of implementation of European environmental standards for these vehicles in Ukraine.The purpose of the work. Development of approaches to the creation of a national model for the implementation of environmental requirements in Ukraine in the field of agricultural and forestry vehicles, taking into account the relevant technical legislation of the EU.The research methods are to analyze, compare, summarize and evaluate data, including statistical and graphical composition of pollutants for different environmental classes of requirements for emissions of pollutants from engines of agricultural and forestry vehicles, stages of implementation of such requirements in Ukraine and EU countries.Results. Legislative and regulatory acts of the EU and Ukraine have been identified, the provisions of which should be taken into account when developing national environmental requirements for agricultural and forestry vehicles. The emission standards in force in the EU countries and in Ukraine, the stages of their implementation, composition, content of the main components, the nature of changes in the maximum permissible values of individual components of pollutants for which emission standards are set are considered and analyzed. The ways of approximation of national ecological requirements to the European norms with gradual stages of their introduction in Ukraine are offered.Conclusion. The results of the research will be used to adapt national legislation in the field of environmental safety of agricultural and forestry vehicles to the new European requirements in order to increase the safety of such vehicles and reduce the negative impact on the environment, human and animal health and remove technical barriers. in trade. ; Рассмотрены основные законодательные и нормативно-правовые акты Украины и Европейского Союза (ЕС), которые устанавливают экологические требования к сельскохозяйственным и лесохозяйственным транспортным средствам, проанализированы компоненты загрязняющих веществ отработанных газов, выбрасываемых двигателями, исследован характер изменений их объема при установке норм для различных экологических классов, предложено перспективную модель этапов внедрения европейских экологических стандартов для указанных транспортных средств в Украине.Цель работы. Разработка подходов к созданию национальной модели внедрения экологических требований в Украине в сфере сельскохозяйственных и лесохозяйственных транспортных средств с учетом норм соответствующего технического законодательства ЕС.Методы исследования заключаются в анализе, сравнении, обобщении и оценке данных, в том числе графическим способом, состава загрязняющих веществ для различных экологических классов требований к объему выбросов загрязняющих веществ двигателями сельскохозяйственных и лесохозяйственных транспортных средств, этапов внедрения таких требований в Украине и странах ЕС.Результаты. Определены законодательные и нормативно-правовые акты ЕС и Украины, положения которых следует учесть при разработке национальных экологических требований к сельскохозяйственным и лесохозяйственным транспортным средствам. Рассмотрены и проанализированы нормы выбросов, действующих в странах ЕС и в Украине, этапность их внедрения, состав, содержание основных компонентов, характер изменений предельно допустимых значений отдельных компонентов загрязняющих веществ, в отношении которых устанавливаются нормы выбросов. Предложены пути приближения национальных экологических требований к европейским нормам с постепенными этапами их внедрения в Украине.Выводы. Полученные результаты исследований будут использованы для адаптации национального законодательства в сфере экологической безопасности сельскохозяйственных и лесохозяйственных транспортных средств к новым европейским требованиям с целью повышения безопасности таких средств и снижения негативного воздействия на окружающую среду, на здоровье людей и животных, а также устранения технических барьеров в торговле. ; Розглянуто основні законодавчі і нормативно-правові акти України та Європейського Союзу (ЄС), які установлюють екологічні вимоги до сільськогосподарських і лісогосподарських транспортних засобів, проаналізовано компоненти забруднювальних речовин відпрацьованих газів, які викидаються двигунами, досліджено характер змін їхнього обсягу під час установлення норм для різних екологічних класів, запропоновано перспективну модель етапів упровадження європейських екологічних стандартів для зазначених транспортних засобів в Україні. Визначено законодавчі і нормативно-правові акти ЄС та України, положення яких слід урахувати у розробленні національних екологічних вимог до сільськогосподарських і лісогосподарських транспортних засобів. Розглянуто та проаналізовано норми викидів, які діють в країнах ЄС та в Україні, етапність їх запровадження, склад, вміст основних компонентів, характер змін гранично допустимих значень окремих компонентів забруднювальних речовин, стосовно яких установлюються норми викидів. Запропоновано шляхи наближення національних екологічних вимог до європейських норм з поступовими етапами їх запровадження в Україні. Висновок. Отримані результати досліджень будуть використані для адаптації національного законодавства у сфері екологічної безпеки сільськогосподарських і лісогосподарських транспортних засобів до нових європейських вимог для підвищення безпечності таких засобів та зниження негативної дії на довкілля, на здоров'я людей і тварин, а також усунення технічних бар'єрів у торгівлі.

Cette thèse de doctorat s'inscrit dans le champ des relations industrielles. Elle a pour objet d'analyser la relation entre la financiarisation des économies, le pouvoir de négociation syndicale et la qualité de l'emploi. Elle présente une analyse comparative dans treize pays de l'OCDE sur une période de vingt-sept ans [1990-2017]. La recherche vise à comprendre dans quelles mesures la financiarisation des économies des pays de l'OCDE modifie le pouvoir de négociation syndicale et par voie de conséquence la qualité de l'emploi. Sur le plan théorique, nous avons mobilisé les concepts de la théorie de la régulation. Sur le plan méthodologique, la recherche utilise une méthodologie quantitative basée sur des modèles en données de panel dynamique. L'hypothèse de départ est que le processus de financiarisation et, particulièrement, la montée en puissance des investisseurs institutionnels en tant que composante principale des nouveaux systèmes financiers ont changé non seulement le dynamisme des marchés du travail et les relations de travail, mais aussi la qualité de l'emploi et le rapport de pouvoir entre les parties négociantes. Cette thèse propose, alors, des indicateurs synthétiques multidimensionnels du pouvoir de négociation syndicale et de la qualité de l'emploi. Le pouvoir de négociation syndicale est agrégé en deux pouvoirs : le pouvoir économique de négociation syndicale et le pouvoir politique de négociation syndicale. Nos principaux résultats montrent que, dans l'ensemble, la montée en puissance des investisseurs institutionnels affaiblit le pouvoir de négociation syndicale et réduit la qualité de l'emploi. Toutefois, les résultats sont mitigés si nous comparons des groupes de pays appartenant à trois types de capitalisme à savoir le capitalisme dominé par les marchés et la finance, le capitalisme familial et le capitalisme social-démocrate. Les résultats sont aussi mitigés quant à l'impact du pouvoir de négociation syndicale estimé sur la qualité de l'emploi. Le pouvoir estimé de négociation syndicale, affaibli par la montée en puissance des investisseurs institutionnels, ne réduit pas toujours la qualité de l'emploi. Par ailleurs, les résultats des tests de causalité montrent que dans l'ensemble le pouvoir de négociation syndicale est lié aux variables indicatrices des investisseurs institutionnels. Autrement dit, la montée en puissance des investisseurs institutionnels, la déréglementation et la libéralisation des marchés financiers se sont traduites par un affaiblissement du pouvoir de négociation syndicale. De plus, un pouvoir de négociation syndicale faible peut détériorer la qualité de l'emploi. Le lien de causalité entre les pouvoirs de négociation syndicale et la qualité de l'emploi est bidirectionnel. Plus spécifiquement, un affaiblissement des pouvoirs de négociation syndicale détériore la qualité de l'emploi et une mauvaise qualité de l'emploi affaiblit davantage les pouvoirs de négociation syndicale. ; This doctoral thesis comes within the field of industrial relations. It seeks to analyze the relationship between the financialization of economies, union bargaining power and job quality. It presents a comparative analysis in thirteen OECD countries over a period of twenty-seven years [1990-2017]. The aim of this research is to understand the extent to which the financialization of OECD economies changes the union bargaining power and thus the job quality. At the theoretical level, we have mobilized the concepts of regulation theory. Empirically, the research uses a quantitative method based on dynamic panel data models. The initial hypothesis is that the process of financialization and, in particular, the rise of institutional investors as a main component of new financial systems have changed not only the dynamism of labor markets and employment relationship, but also the job quality and the power relationship between the negotiating parties. This thesis then proposes synthetic multidimensional indicators of union bargaining power and job quality. Union bargaining power is aggregated into two powers: the economic union bargaining power and the political union bargaining power. Our main results show that, overall, the rise of institutional investors weakens union bargaining power and reduces job quality. However, the results are mixed if we compare groups of countries belonging to three types of capitalism: market-based capitalism, family capitalism and socialdemocratic capitalism. The results are also mixed regarding the impact of estimated union bargaining power on job quality. Estimated union bargaining power, weakened by the rise of institutional investors, does not always reduce job quality. Moreover, the results of the causality tests show that, overall, union bargaining power is related to the institutional investor's indicator variables. In other words, the rise of institutional investors and the deregulation and liberalization of financial markets have led to a weakening of union bargaining power. Thus, weak union bargaining power can lead to a deterioration in the job quality. The causal link between union bargaining power and job quality is bidirectional. More specifically, a weakening of bargaining power deteriorates job quality, and poor job quality further weakens union bargaining power.

Keywords: medical research, ethical aspects of research, patient rights, as the objectof research, informed consent In the article, the author conducted a study of medical research with human participation, analyzed the legislation of Ukraine and international documents and found that there is no unified conceptof «medical research», but uses different terms, such as biomedical experiment, clinicaltrial, clinical trials, etc. The legal acts of Ukraine provide for a variety of terms, but dothey all mean the same concept. It would be appropriate to enshrine at the level of thelaw the concept of broad meaning «medical research», which would include such types as:«medical and biological experiments», «clinical trials» and so on. Referring to internationalinstruments on the search for the concept of «medical research» also revealed differencesin the conceptual understanding of the concept of «medical research». Instead, itwas found that all the legal acts analyzed in the article stipulate that medical examinationswith human participation, as the object of research, begin only after the person hasgiven voluntary informed consent to conduct research on him.The procedure for conducting medical examinations with the participation of a personas an object of study in all legal documents referred to in the article provides for themandatory voluntary consent of the person who is the object of research. Article 10, paragraph2, of the Convention for the Protection of Human Rights and Dignity of Biologyand Medicine: The Convention on Human Rights and Biomedicine guarantees everyonethe right to access any information collected about their health. However, the desire ofindividuals not to receive such information must also be respected. The rights of patientsduring medical research, as the object of research, including the study of their biologicalmaterial and data, regardless of the country in which they live and where medical researchtakes place, national laws must guarantee ethical standards at the highest levelof medical research and ensure strong legal basis for future medical research. Providing the population of Ukraine with quality, effective and, at the same time, economically affordable medicines is a priority task of the healthcare system. Taking into account the relatively low cost of their development generic drugs are available to the majority of the country's population; thus, bioequivalence studies are needed to obtain data on their efficacy and safety. Ukraine is currently in the process of harmonizing domestic regulatory requirements for generic drugs and conducting bioequivalence studies with global ones. Therefore, it is important to find out the differences in approaches to the registration of generics and studies of their bioequivalence in Ukraine and other countries. Another important aspect is to provide the policy of "transparency" of bioequivalence research results, which contributes to the use of better drugs. Aim. To analyze domestic and global approaches to the organization of the bioequivalence research and provide the policy of "transparency" of their results. Materials and methods. A comparative analysis of approaches to drug registration, requirements for generic drugs and bioequivalence studies and ways to provide the policy of "transparency" of their results in Ukraine, the United States and the European Union was conducted. Results. The analysis has revealed that the methods of registration of drugs in Ukraine, the United States and the EU are the same. Approaches to providing the "transparency" of the results of bioequivalence studies differ since in Ukraine the publication of such information is not mandatory and is at the discretion of pharmaceutical manufacturers. Conclusions. Domestic regulatory requirements for assessing generic drugs are harmonized with the world ones. Today, there is a need to introduce a mandatory requirement for the publication of bioequivalence studies, and it will contribute to providing an effective "transparency" policy. ; Обеспечение населения Украины качественными, эффективными и одновременно экономически доступными лекарственными средствами является первоочередной задачей системы здравоохранения. Генерические лекарственные средства (ЛС), учитывая сравнительно низкую стоимость их разработки, доступны для большей части населения страны, поэтому для получения данных об их эффективности и безопасности необходимо проведение исследований биоэквивалентности. Украина сейчас находится в процессе гармонизации отечественных нормативных требований к генерическим ЛС и проведению исследований биоэквивалентности с мировыми. Поэтому важно выяснить, в чем заключаются различия в подходах к регистрации генериков и исследований их биоэквивалентности в Украине и других странах мира. Также важным аспектом является обеспечение политики «прозрачности» результатов исследований биоэквивалентности, что способствует применению более качественных ЛС. Цель. Проанализировать отечественные и мировые подходы к организации исследований биоэквивалентности и обеспечению политики «прозрачности» их результатов. Материалы и методы. Нами был проведен сравнительный анализ подходов к регистрации ЛС, требований к генерических ЛС и проведения исследований биоэквивалентности и способов обеспечения политики «прозрачности» их результатов в Украине, Соединенных Штатах Америки и странах Европейского Союза. Результаты. В ходе проведенного анализа установлено, что способы регистрации ЛС в Украине, США и странах ЕС одинаковы. Подходы к обеспечению «прозрачности» результатов проведенных исследований биоэквивалентности отличаются, ведь в Украине обнародование такой информации не является обязательным и происходит на усмотрение фармацевтических производителей. Выводы. Отечественные регуляторные требования по оценке генерических ЛС являются гармонизированными с мировыми. На сегодняшний день существует потребность во внедрении обязательного требования относительно обнародования результатов исследований биоэквивалентности, что будет способствовать обеспечению эффективной политики «прозрачности». ; Забезпечення населення України якісними, ефективними та водночас економічно доступними лікарськими засобами є першочерговим завданням системи охорони здоров'я. Генеричні лікарські засоби (ЛЗ) з огляду на порівняно нижчу вартість їх розробки доступні для більшої частини населення країни, тому для отримання даних щодо їх ефективності та безпеки необхідним є проведення досліджень біоеквівалентності. Україна наразі перебуває у процесі гармонізації вітчизняних регуляторних вимог щодо генеричних ЛЗ та проведення досліджень біоеквівалентності зі світовими. Тому важливо з'ясувати, у чому полягають відмінності у підходах до реєстрації генериків та досліджень їх біоеквівалентності в Україні та інших країнах світу. Також важливим аспектом є забезпечення політики «прозорості» результатів досліджень біоеквівалентності, що сприяє застосуванню більш якісних ЛЗ. Мета. Проаналізувати вітчизняні та світові підходи до організації досліджень біоеквівалентності та забезпечення політики «прозорості» їх результатів. Матеріали та методи. Нами був проведений систематичний аналіз підходів до реєстрації ЛЗ, вимог до генеричних ЛЗ та проведення досліджень біоеквівалентності та способів забезпечення політики «прозорості» їх результатів в Україні, Сполучених Штатах Америки та країнах Європейського Союзу. Результати. У ході проведеного аналізу з'ясовано, що способи реєстрації ЛЗ в Україні, США та країнах ЄС є однаковими. Підходи до забезпечення «прозорості» результатів проведених досліджень біоеквівалентності відрізняються, адже в Україні оприлюднення такої інформації не є обов'язковим та відбувається на розсуд фармацевтичних виробників. Висновки. Вітчизняні регуляторні вимоги до оцінки генеричних ЛЗ є гармонізованими зі світовими. На теперішній час існує потреба у впровадженні обов'язкової вимоги щодо оприлюднення результатів досліджень біоеквівалентності, що сприятиме забезпеченню ефективної політики «прозорості».

La investigación realizada ha demostrado que la organización y distribución espacial de los lugares sagrados en el complejo arqueológico de Ollantaytambo, mantienen una planificación radial, en función al sistema de ceques que se proyectan a través del paisaje sacralizado y organizan las distintas waqas, semejante a la organización de las waqas en el Cusco. Por ello esta investigación pretendió definir la organización y distribución espacial de los lugares sagrados en relación al templo del sol del complejo arqueológico de Ollantaytambo, que permita comprender a partir de un análisis comparativo con la ciudad del Cusco la planificación del espacio sacralizado. Dada la naturaleza cualitativa de nuestra investigación, optamos por un estudio comparativo en el que se analizan a profundidad los espacios ceremoniales o waqas distribuidas en el complejo arqueológico de Ollantaytambo. Los datos fueron recolectados a través de prospecciones arqueológicas y observaciones del paisaje inmediato que nos permitió identificar las distintas waqas. Se encontró que el espacio físico y social de Ollantaytambo al igual que la ciudad del Cusco estuvo organizada en función a la división dual, el mismo que es un elemento fundamental en la organización social, definido por el Hanan y Hurin, donde el sector de Araqhama Ayllu correspondería a la parte Hanan y el sector Qosqo Ayllu pertenecería a la fracción Hurin, ambos sectores se encuentran divididas por el camino que se proyecta de sur a norte en dirección al valle de Patacancha. La percepción visual de los lugares sagrados en el paisaje social y simbólico de Ollantaytambo determinó la relación de estas waqas con el templo del sol a través de las líneas imaginarias o ceques, las mismas que organizaron las waqas y los grupos de parentesco. En tal sentido, la construcción del paisaje simbólico constituyo una estrategia política del Estado Inka durante su expasion territorial, integrando el culto de los lugares sagrados de Ollantaytambo, que se distribuyen de forma radial a partir del templo del sol, a través del espacio sacralizado, y se organizan por medio de ceques y se vinculan visualmente. Además los caminos se encuentran asociados a waqas y las montañas circundantes a la llaqta de Ollantaytambo son consideradas apus, la construcción de este nuevo espacio simbólico constituyo una estrategia política para legitimar su presencia y control sobre la gente y los recursos de este nuevo territorio. ; TThe research carried out has shown that the organization and distribution of the sacred places in the archaeological site of Ollantaytambo, maintains a radial planning, based on the system of ceques that are projected through the sacred landscape and organize the different waqas, similar to the organization of the waqas in Cusco. For this reason, this research aimed to define the organization and distribution of sacred places in relation to the temple of the sun of the archaeological complex of Ollantaytambo, which allows us to understand the planning of the sacred space from a comparative analysis with the city of Cusco. Given the qualitative nature of our research, we opted for a comparative study in which the ceremonial spaces or waqas distributed in the archaeological complex of Ollantaytambo are analyzed in depth. The data were collected through archaeological surveys and observations of the immediate landscape that allowed us to identify the different waqas. It was found that the physical and social space of Ollantaytambo, like the city of Cusco, was organized according to the dual division, which is a fundamental element in the social organization, defined by Hanan and Hurin, where the Araqhama Ayllu would correspond to the Hanan part and the Qosqo Ayllu sector would be belong to the Hurin fraction, both sectors are divided by the road that projects from south to north in the direction of the Patacancha valley. The visual perception of the sacred places in the social and symbolic landscape of Ollantaytambo determined the relationship of these waqas with the temple of the sun through the imaginary lines or ceques, the same ones that the waqas and kinship groups organized. In this sense, the construction of the symbolic landscape means a political strategy of the Inka State during its territorial expansion, integrating the cult of the sacred places of Ollantaytambo, which are distributed radially from the Temple of the Sun, through the sacred space, and are organized by ceques and linked visually. In addition, the roads are associated with waqas and the mountains surrounding the Llaqta of Ollantaytambo are considered apus, the construction of this new symbolic space constituted a political strategy to legitimize their presence and control over the people and resources of this new territory.

In this work, its unique capability for studies of hyperons is outlined. We discuss groundstate hyperons as diagnostic tools to study non-perturbative aspects of the strong interaction, and fundamental symmetries. New simulation studies have been carried out for two benchmark hyperon-antihyperon production channels: (p) over barp -> (Lambda) over bar Lambda and (p) over barp -> (Xi) over bar+Xi(-). The results, presented in detail in this paper, show that hyperon-antihyperon pairs from these reactions can be exclusively reconstructed with high efficiency and very low background contamination. In addition, the polarisation and spin correlations have been studied, exploiting the weak, self-analysing decay of hyperons and antihyperons. Two independent approaches to the finite efficiency have been applied and evaluated: one standard multidimensional efficiency correction approach, and one efficiency independent approach. The applicability of the latter was thoroughly evaluated for all channels, beam momenta and observables. Introduction. The actuality of the topic is determined by the emergence of a new institution for Russia – the all-Russian voting, regarding which there is no single interpretation of the scientific community. The reform of the Constitution – amendments in 2020 – solved the urgent questions concerning the value-ideological sphere and also the socio-economic and political ones. The purpose of the article is to determine the justification, effects and perspectives of all-Russian voting as an institution of democracy and a legal institution. We made an attempt to systematically analyze the phenomenon of all-Russian voting and determine its meaning and prospects on the basis of existing regulatory legal acts, scientific developments of sociologists and lawyers. It provides the novelty of the work presented.Methodology and sources. The empirical base of the study is the data of the All-Russian Public Opinion Research Center poll on the awareness of Russians about the nationwide voting on amendments to the Constitution, as well as the results of the All-Russian Public Opinion Research Center electoral forecast on 06.23.2020, materials of the official website of the Central Election Commission of the Russian Federation on the results of the all-Russian vote in 2020. In our work we used the concepts and developments of Russian scientists: Dzidoev R. M., Ilyin V. A., Morev M. V., Khorunzhiy S. N., Khristoforova E. I., Sokolova E. A., Chebotarev G. N. and others. We also used M. Weber's theory of plebiscite democracy and the theory of social institution. The study used the method of systems analysis and general logical methods.Results and discussion. In connection with the conduct of the all-Russian vote on the approval of amendments to the Constitution of the Russian Federation in 2020, new regulatory legal acts were adopted. The emergence of the phenomenon of all-Russian voting has caused discussions in the scientific community and in society about the legitimacy and consequences of this political and legal phenomenon. In the article the author examines the sociological aspects of the all-Russian vote as an institution of democracy regarding the validity, nature, causes, consequences and perspectives. Namely, the forecasts of the institutionalization of the all-Russian vote, the features of this manifestation of democracy in relation to other forms of democracy in Russia, its significance for society are touched upon.Conclusion. Russia is a democratic state, and the forms of manifestation of democracy are enshrined in legislation. The all-Russian voting was held in accordance with the regulatory legal acts specially created for its implementation. A new institution of democracy has been formed. The result of voting for amendments to the Constitution showed the level and dynamics of interaction between the state and society, the timeliness of the questions put to the voting. Withal, the introduction of the all-Russian voting in the legal system of Russia and the question of the final institutionalization of the relevant relationship seems unlikely. ; Введение. Актуальность темы определяется появлением новой для России институции – общероссийского голосования, относительно которого нет единой трактовки со стороны ученого сообщества. Реформа Конституции – внесение поправок в 2020 г. – разрешила назревшие вопросы, касающиеся как ценностно-идеологической сферы, так и социально-экономической, политической. Цель статьи – определить основания, последствия и перспективы общероссийского голосования как института демократии и правового института. Новизна исследования состоит в том, что на основе имеющихся нормативно-правовых актов, научных разработок социологов и юристов предпринята попытка системного анализа феномена общероссийского голосования и определения его значения и перспектив.Методология и источники. Эмпирической базой исследования выступают данные опроса ВЦИОМ, посвященного информированности россиян об общероссийском голосовании по поправкам к Конституции, а также результаты электорального прогноза ВЦИОМ 23.06.2020, материалы официального сайта ЦИК РФ о результатах общероссийского голосования 2020 г. В работе использовались концепции и разработки российских ученых Дзидоева Р. М., Ильина В. А., Морева М. В., Хорунжего С. Н., Христофоровой Е. И., Соколовой Е. А., Чеботарева Г. Н. и др., теория плебисцитарной демократии М. Вебера, теория социального института. В исследовании использовались метод системного анализа, общелогические методы.Результаты и обсуждение. В связи с проведением общероссийского голосования по вопросу одобрения изменений в Конституцию Российской Федерации 2020 г. были приняты новые нормативные правовые акты. Появление феномена общероссийского голосования вызвало дискуссии в научной среде, в обществе по поводу легитимности и последствий данного политико-правового явления. В статье автор рассматривает социологические аспекты общероссийского голосования как института демократии относительно обоснованности, сущности, причин, последствий и перспектив. А именно затрагиваются прогнозы институционализации общероссийского голосования, особенности данного проявления народовластия относительно иных форм демократии в России, его значение для социума.Заключение. Россия является демократическим государством, и формы проявления демократии закреплены в законодательстве. Общероссийское голосование было проведено в соответствии со специально созданными для его проведения нормативными правовыми актами. Сформировался новый институт демократии. Результат голосования за поправки в Конституцию показал уровень и динамику взаимодействия государства и общества, своевременность вынесенных на голосование вопросов. В то же время имплементация общероссийского голосования в правовую систему России и вопрос окончательной институционализации соответствующих отношений представляются маловероятными.

Introduction. The article examines the formation of a network of Chinese think tanks as a special socio-political institution – a research system, not only aimed at solving the tasks set by the state, but also, due to the specifics of these tasks, exerting an ever-increasing influence on the same state is the customer. This process is been studied from the standpoint of social reflection, determined by the modern "fluid" nature of society, which is becoming in conditions of increasing socio-cultural dynamics and risk. Today think tanks, as a very popular institution in the West, are actively discussed in the scientific community in the context of their engagement and loss of expert independence. At the same time, in China, where such structures appeared later than in the United States and Europe, their influence on political and economic decision-making is recognized as consistently high. The aim of the study is to classify the leading Chinese think tanks and analyze their activities from the perspective of sociological reflection.Methodology and sources. The methodological basis of the study was the approach of reflective sociology, with the help of which was made an attempt to analyze the activities of modern analytical centers in the PRC and their focus. The empirical base was made up of publicly available data on the activities of Chinese think tanks, included in the list of the best, according to the American Go Global Think Tank Index Report, on the basis of which a study of the nature of these organizations and their topics was carried out.Results and discussion. Based on the study of the structural dynamics and research topics of Chinese think tanks, it is argued that the development of such a network since the 2000s is due to the reorientation of Chinese foreign policy from two "superpowers" to Europe and countries lying on the "new silk road" to it. There is a widespread opinion in the West that think tanks are capable of influencing political decision-making only in Western-style democratic societies. An analysis of the activities of modern think tanks in China refutes this opinion and demonstrates that it is there that ideas are discussed, which subsequently form the basis for political decision-making by the leadership of the PRC.Conclusion. Interaction with Europe, as the main foreign policy goal, has led to a social reflection of problems in the construction of comprehensive cooperation with it. Such a reflection combined with social practical rationality, led to an appeal to European rationalism with the aim of both understanding Europe and trying to establish communication with it using a discourse that it understands. The work of Chinese think tanks, whose importance in shaping China's foreign policy is growing, is aimed at solving this problem. ; Введение. Рассматривается становление сети китайских аналитических центров («мозговых центров» (МЦ)) как особого социально-политического института – исследовательской системы, не только нацеленной на решение задач, поставленных ей государством, но и, в силу специфики этих задач, оказывающей все возрастающее влияние на это свое же государство-заказчик. Этот процесс исследуется с позиции социальной рефлексии, определяемой современным – «текучим» – характером социума, находящегося в процессе становления в условиях возрастающей социокультурной динамики и риска. Сегодня «мозговые центры» как весьма популярный на Западе институт активно обсуждаются в научном сообществе в контексте их ангажированности и утраты экспертной независимости. В то же время в Китае, где подобные структуры появились позже, чем в США и Европе, их влияние на принятие политических и экономических решений оценивается как стабильно высокое. Целями исследования являются классификация ведущих китайских МЦ и анализ их деятельности с позиции социологической рефлексии.Методология и источники. Методологической основой исследования стал подход рефлексивной социологии, при помощи которого была предпринята попытка анализа деятельности современных аналитических центров КНР, их направленности. Эмпирическую базу составили находящиеся в открытом доступе данные о деятельности китайских аналитических центров, вошедших в перечень лучших согласно американскому рейтингу Go Global Think Tank Index Report. На этой базе было проведено исследование природы этих организаций и их тематики.Результаты и обсуждение. На основании изучения структурной динамики и тематики исследований китайских аналитических центров утверждается, что развитие такой сети с 2000-х гг. обусловлено переориентацией китайской внешней политики с двух «сверхдержав» на Европу и страны, лежащие на «новом шелковом пути» в нее. Вопреки расхожему на Западе мнению о том, что только в демократических обществах западного образца «мозговые центры» способны оказывать влияние на принятие политических решений, анализ направлений деятельности современных аналитических центров Китая демонстрирует, что именно там обсуждаются идеи, которые впоследствии ложатся в основу принятия руководством КНР политических решений.Заключение. Взаимодействие с Европой как основной внешнеполитической целью привело к социальной рефлексии проблем при построении всестороннего сотрудничества с ней. Такая рефлексия, в свою очередь, в сочетании с социальной же практической рациональностью, обусловила обращение к европейскому же рационализму с целью как понять Европу, так и попробовать наладить общение с ней с использованием понятного ей дискурса. На решение этой задачи направлена работа, в частности, китайских аналитических центров, значимость которых в формировании внешней политики Китая растет.
