International Relations as an academic discipline is faced with three major convergent challenges: a historical challenge from the end of the Cold War and from new forms of internationalism and fragmentation; an institutional challenge from the growing preoccupation of other social sciences with the international; and a theoretical challenge both from these cognate disciplines and from within. Ranging widely over the discipline, Fred Halliday's book powerfully reaffirms the specificity of International Relations and lays the basis for a long-overdue reformulation

Abstract
Based on adecision of the German Federal Supreme Court on the qualification of the destruction of cryopreserved sperm as bodily injury, my contribution explores the question of how law in the age of biomedicine redefines the boundaries of the human body against the background of its fragmentation and genotyping. To cope with the complexity of these processes, law makes use of both old and new techniques, thus proving to be the first technology of life ever.

De la déclaration de Bologne de juin 1999 aux mesures de contraction budgétaire des années 2010 et 2020, l'enseignement supérieur et la recherche sont aux prises depuis une vingtaine d'années avec une contre-réforme d'ampleur, d'inspiration néolibérale. Les étudiants et les personnels ont résisté à ces réformes, mais souvent en ordre dispersé. L'expérience des luttes conduites à partir de 2007 montre en particulier le rôle que pourrait jouer le syndicalisme pour tenter de dépasser la fragmentation de cet univers professionnel.

AbstractDespite the existence of a rich literature on Chinese partial household division, there is still limited evidence of its effect on land and capital accumulation and well‐being. In this study, contrary to the dominant view, we find that household property size peaked around 1800s–1830s, suggesting that equal‐share system did not necessarily lead to land fragmentation. We find evidence that this rise in farm sizes is related to the opposing forces of increased well‐being and increased inequality.

Il s'agit dans cette contribution de porter l'attention sur le statut de l'historien et de l'histoire dans une Algérie post-indépendance tiraillée entre la force symbolique et politique du passé immédiat (celui Guerre de libération nationale) et l'émergence de nouveaux acteurs mémoriels. Cette articulation est analysée à l'aune de la narration officielle de l'histoire (le roman national), des tentatives de fragmentation du roman national (la « tragédie nationale » des années 1990), et enfin, de l'émergence du mouvement citoyen du 22 février 2019 (le Hirak).

This chapter looks at the implementation of interna- tional protection policies (especially asylum procedures and refugee protec- tion) in the EU as well as in non-EU countries and underline four findings that are evident across country cases: 1) a highly restrictive and complex legal framework; 2) the proliferation and fragmentation of forms of protec- tion and asylum procedures; 3) the ambiguous role of multiple actors; and 4) the failure of the hotspot approach and the Dublin Regulation.

Carolin Anthes investigates how and why the Food and Agriculture Organization of the United Nations (FAO) struggles with systematically integrating a right to food approach in its operations. She analyzes multi-dimensional institutional roadblocks that prevent human rights from being fully mainstreamed. These barriers are shaped by a powerful state of fragmentation and disconnection: a silo culture. The book also offers valuable insights which go beyond the FAO and suggests a fairly unconventional avenue for systemic organizational change in (international) public administrations.

Globalization challenges the state-centric realist view of space and authority within International Relations. Using multifaceted concepts of territoriality and non-territoriality, this article goes into three versions of current territorial fragmentation or connectivity – deterritorialization, extraterritorialization and reterritorialization. They are to enable us to reveal the proliferation of globally relevant social and power dynamics above, below and within the state domain. The main theme that I address in this paper is the boycott as a form of political solidarity. Recalling one of the primary objectives of Black and Third World feminist activists and scholars, I explore how BDS is one of the primary ways of building solidarity with Palestinians living under occupation. The logic of BDS is that of a unified, anti-racist and anti-colonial politics, which counters the logic of the Oslo Accords, one of fragmentation along multiple axes.

The Oslo Accords have failed. The fragmentation of the West Bank and the absorption of East Jerusalem by Israel have rendered the classic two-state solution impossible. To get out of this rut, a new solution must be envisioned, one of confederal states and porous borders. Such a solution has no chance of achieving peace unless the strong party, Israel, accepts that if the status quo is maintained the Zionist project will come to nothing.
