The piece sketches in brief the history of the Southeast-European Association for Ancient Philosophy, established in Delphi in 2002. It became respected academic community and unites scholars from the region regularly, usually once a year, for several days. Already fifteen such seminars have happened, dedicated to the close reading of (a section of) a writing, belonging to some of the most influential ancient thinkers. The topics of the previous fourteen seminars are mentioned in the text and special attention is paid to the seminar held recently in the Faculty of Philosophy in the Charles University in Prague (19– 22 September 2023). It was entitled Difficulties concerning the soul and was devoted to the Enneads of Plotinus, IV.3.1 – IV.4.5.

Spain has reached a significant milestone in the area of abortion legislation with a new landmark ruling by the Spanish Constitutional Court. Following a long-awaited renewal in January 2023, the court now consists of a progressive majority. Thirteen years after the complaint was filed by 60 congressmen of the conservative party, the ruling finally upholds the constitutionality of Organic Law (LO 2/2010) on Sexual and Reproductive Health and Voluntary Termination of Pregnancy. Departing from the previous indications model, the law allows women to have publicly funded abortions on demand in the first 14 weeks of pregnancy and up to 22 weeks (and in some instances without time limit) in cases of embryopathy and risk to the health or life of the woman.

On May 17th 2023 Advocate General de la Tour handed down the Opinion in case C-402/22. It addresses the meaning of "particularly serious crime" found in Article 14 (4) (b) of the 2011 Qualification Directive, which sets out the grounds for revocation or refusal to grant refugee status under EU law. This provision refers to "refugees delinquents" and introduces security concerns of states as the ground for depriving persons of their refugee status. In practice, it opens the question of how to treat refugees that committed certain crime(s) after they obtained refugee status. In this blog I detail the AG's answer to that question and raise one overriding concern regarding Article 14 QD.

Das Gegenteil eines Durchbruchs: Analyse und Kritik der wichtigsten Aspekte des Ratsbeschlusses zur Asylrechtsreform
Am 8. Juni 2023 einigte sich der Rat für Justiz und Inneres der EU auf eine Reform wesentlicher Teile des europäischen Asylrechts, die als Verhandlungsposition in den Deliberationen mit dem Europäischen Parlament dienen wird (Rat der EU 2023a). Die EU-Kommissarin für Inneres Ylva Johansson bezeichnete die Einigung als "historisch" (Vertretung in Deutschland 2023), ebenso wie die deutsche Innenministerin Nancy Faser (ZDF 2023). Konterkariert wurden dieses Lob von teils fundamentaler Kritik von NGOs wie Pro Asyl und Expert:innen wie dem deutschen Rat für Migration (Pro Asyl 2023; Metzger 2023). Seitdem ist ein Ringen um die Deutungshoheit im Gange, das quer durch das Parteienspektrum ausgetragen wird und ein erhebliches mediales Echo erzeugt. Erste wissenschaftliche Kommentierungen haben den Beschluss bereits eingeordnet und auf einige Problematiken hingewiesen (Glorius 2023; Pichl et al. 2023). Der vorliegende Policy Brief vertieft und erweitert diese Analysen, indem er die bedeutendsten Aspekte und Implikationen des Reformvorhabens ausleuchtet.
