International audience ; Pour reprendre l'intitulé de cette journée d'études, on pourrait se demander en quel sens peut-on dire d'Else Lasker-Schüler qu'elle fut une « poétesse juive de langue allemande ». Interroger ce syntagme pourra signifier que l'on considère qu'il forme grosso modo un tout indissociable. Pas indissociable en soi, mais justement peut-être, parce que cette indissociabilité a pu faire question dans le contexte socio-historique où s'inscrit la production laskérienne: la première moitié du 20ème siècle dans sa quasi-intégralité (1899-1945). On sait que cette période vit se concentrer un lot impressionnant de négations particulièrement actives touchant à l'ensemble des termes du syntagme « poétesse/juive/de langue allemande » et on rappellera, pour mémoire, que ces négations, à leur acmé, se conjoignirent en un antiféminisme et un antisémitisme qui déniaient aux femmes et aux Juifs toute créativité intellectuelle et artistique véritable, rajoutant pour ces derniers, réputés éminents « destructeurs de culture » (Kulturzersetzer), le déni de toute aptitude à faire produire de l'authentique littérature à la langue qu'ils s'étaient indûment appropriés 1. Les appellations de « juif » de « femme » et de « poètesse » s'en trouvèrent durablement ébranlés dans leurs fondements notionnels identitaires et leur inscription ou réinscription dans un contexte historique particulier. Face à ces multiples dénis devenus doctrine et politique d'Etat en 1933, il faudra aux « poétesses juives de langue allemande », dans leurs pérégrinations intellectuelles et existentielles imposées entre l'exil et l'extermination, une subjectivité proprement borroméenne pour continuer à oeuvrer comme telles : comme pour les fameux noeuds du même nom, elles savaient que la déliaison de l'un entraînerait immédiatemment celle des autres et, d'un même mouvement, la chute sans rémission de l'ensemble. Pour Else Lasker-Schüler aussi, aucune rupture de cette chaîne d'identités menacées ne saurait altérer la pratique poétique du sujet en se légitimant de la funeste césure de 1933. Pas plus qu'elle n'avait jamais renoncé, dans sa période allemande, à tendre vers une écriture poétique féminine où circule toute une culture juive revisitée et syncrétisée, il ne sera pas non plus question pour elle d'oublier, dans les vicissitudes de l'exil, que la langue qui lui était au plus au point maternelle 2 avait pu, dans ses fondements luthériens, se nourrir intimément du grand texte hébraïque. Ce fut peut-être la principale des raisons pour lesquelles elle a toujours refusé, dans sa dernière patrie palestinienne, d'écrire et de publier dans une langue autre que l'allemand. A moins qu'elle n'ait eu le sentiment, comme le lui confirmaient « les théologiens », qu'elle « écrivait l'allemand comme l'hébreu ou l'arabe » 3. Car c'était peut-être à ses yeux la seule « symbiose » judéo-allemande qui ne souffrît pas de contestation et ce bilinguisme poétique a pu la protéger mieux que tous ceux, venus du judaïsme, qui avaient fait de la 1 On sait que ce déni a pu être partagé par des auteurs juifs comme Kafka ou Max Brod qui pouvaient ressasser pour leur propre compte les énoncés du biologisme de l'époque. The Utah legislature passed Senate Bill 203 in 1975, requiring all public secondary schools to offer instruction on the essentials and benefits of free enterprise. The problem is that no evaluation has been made to determine if the specific requirement is being fulfilled. The purpose of this study is to determine interpretations and implementations of Senate Bill 203. Questions in four areas were studied. 1. Administrators: (a) how did administrators of the districts interpret the guidelines, (b) how did the administrators decide upon the approach followed, (c) how did the administrators justify the approach followed, (d) what instructional materials did the administrators decide to use to fulfill the bill requirements, and (e) what are the attitudes of the school systems' administrators about nonfunding of instruction on the free enterprise system. 2. Courses: (a) what courses are being taught, (b) do the courses contain content in the seven areas described as essential by the National Task Force, (c) what are the materials being used or being sought for use in conjunction with the materials prescribed by the state superintendent of public instruction, and (d) what teaching methods are being used for instruction of free enterprise. 3. Instructors: (a) what are the qualifications of the instructors teaching the classes in free enterprise and (b) what are the instructors' backgrounds in economic education. 4. Comparative responses: (a) does the stated use of materials by instructors compare with the stated use of materials by administrators and (b) how do instructors' academic and economic education backgrounds relate to conditions in the courses taught. The survey covered the entire state of Utah and an overall 92 percent return was achieved. Conclusions drawn from findings are as follows. The administrators generally interpreted the guidelines to mean that economic principles should be injected into current courses. Over half of the administrators interpreted the guidelines to mean implementation by fall, 1977. Another quarter of the number of administrators indicated that the instructional requirement was to be implemented immediately. The approach to be followed for determining the fulfillment of the requirement will basically be organized by instructors. An almost equal number of programs will be organized under a cooperative effort of local school personnel. The approach being followed was justified largely by curriculum directors, school boards, or a combination of other local school administrators. Concerning the use of state prescribed materials, the majority of the administrators believed that the materials could be used for references but few indicated that the materials must be used to structure the free enterprise instruction. The lack of interest was indicated as a reason for more classes in economic education not being offered, for little workshop participation by instructors, and for lack of curriculum development. It was indicated that present economic education programs are not sufficient, and that adequate programs are not possible without additional funding. There are few classes being taught in Utah entirely devoted to free enterprise. When the principles are integrated into classes, those classes are social studies, business education and other vocational education classes. The content specified by the National Task Force is generally indicated a third of the time to be taught very little or not at all. Half of the state's economic education instructors are teaching those concepts some of the time. Very few instructors completely cover the concepts. Texts used in economics classes are of a wide variety. The main materials in teaching free enterprise concepts are textbooks. Methods of instruction are mostly lecture and large group instruction. Most instructors of free enterprise education have social studies or business education undergraduate majors. Few graduate degrees have been earned. A low number of instructors have taken economics classes. Also, few have participated in workshop or in-service training. The biggest reasons were lack of funding and lack of time. Over half of the instructors have been teaching for over 10 years and over half belong to the social studies department. Instructors with more in-service or workshop training are more likely to teach an economics class and cover the concepts indicated by the Task Force more thoroughly. Instructors with strong basic economics were also more likely to cover the Task's Force concepts more completely.
L'auteur se propose de rechercher dans quelle mesure la crise énergétique mondiale commencée fin 1973 peut expliquer les diverses mesures restrictives, la hausse des prix et l'aggravation du déficit de la balance commerciale au cours de l'année 1974 en Pologne. Dans une première partie, consacrée au bilan énergétique des pays du C.A.E.M., il apparaît que, dans l'immédiat, cette communauté économique dans son ensemble se suffit à elle-même, surtout grâce aux ressources de l'U.R.S.S. dont les livraisons, de pétrole notamment, sont faites à des prix constants, valables jusqu'à la fin de 1975. Cependant, dans quelques pays, l'insuffisance des investissements dans l'énergie électrique depuis la fin de la guerre a créé parfois des situations de pénurie. Par contre, à moyen terme, la situation est moins claire : en effet, d'une part, les centrales nucléaires en nombre important, n'entreront en service qu'à la fin des années 1980 et, d'autre part, les disponibilités en pétrole de PU.R.S.S. ne paraissent pas, dans la connaissance actuelle des réserves, suffisantes pour continuer au même rythme l'expansion des exportations, même vers ses partenaires du C.A.E.M. ; au surplus, leur mise en valeur pose des problèmes technologiques et de financement qui font l'objet de négociations difficiles avec les pays occidentaux. Aussi PU.R.S.S. incite-t-elle ses associés à développer dès maintenant les achats de pétrole aux autres pays producteurs. Dans le cas particulier de la Pologne, examiné ensuite, ce pays ne dispose que de faibles ressources en pétrole et en gaz naturel, en revanche, sa production croissante de houille et de lignite permet des exportations en progression constante et à des prix en augmentation à l'égard de clients occidentaux; il n'en demeure pas moins que dans son bilan énergétique la Pologne dépendra de plus en plus des importations. Tout d'abord, les deux trains de mesures prises en novembre 1973 et en décembre 1973 pour économiser l'emploi de l'essence, du fuel et aussi des autres matières premières sont justifiés par la nécessité de redresser la balance commerciale ; elles ont aussi un caractère préventif en vue du renchérissement attendu des importations de ces produits au cours des années prochaines et s'inscrivent d'ailleurs dans le cadre plus vaste de lutte contre le gaspillage des matières premières menée depuis des années sans succès décisif jusqu'à présent. Mais l'analyse de la balance commerciale prouve que la détérioration de son bilan, essentiellement avec les pays occidentaux développés, et ce depuis 1971, tient à la politique du nouveau gouvernement (nommé après les événements de décembre 1970) tendant à améliorer le niveau de vie et plus encore à moderniser rapidement l'équipement industriel du pays par des achats massifs à l'Ouest. Ce changement de la politique commerciale joint à un endettement extérieur croissant s'est produit malencontreusement au moment où augmentaient les prix des matières premières et des produits finis, livrés par le monde occidental, et le rapport des termes de change n'a fait qu'empirer en 1974. Simultanément, et en partie sous la pression de la base, le gouvernement a adopté le 19 janvier 1974 un vaste programme de mesures sociales — relèvements catégoriels des salaires, amélioration des prestations sociales et des retraites, etc., ainsi qu'en faveur de l'agriculture — la plupart en avance sur l'échéancier fixé en 1971-1972, d'un tel coût financier qu'il a fallu augmenter substantiellement certains prix de sorte que l'indice des prix de détail de biens et de services a augmenté de 0,7 % du dernier trimestre 1973 au second trimestre de 1974, fait exceptionnel dans les pays de l'Est. Cette hausse a été justifiée par la redistribution des revenus et c'est le cas évidemment de l'augmentation des prix de l'essence de 70-80 % puisque les prix du brut qui est totalement importé de 1'UJl.S.S., de même que la plus grande partie des produits traités, n'ont pas changé en principe. Aussi, face au danger d'inflation, les autorités ont lancé de nouvelles campagnes pour l'accroissement de la productivité, l'abaissement des prix de revient, la concentration des investissements et la discipline dans les salaires. On trouvera en annexe le détail des mesures d'économie des carburants et des matières premières et, surtout du programme social : à l'occasion de celui-ci, de nombreuses précisions chiffrées ont été données que l'on ne trouve pas — ou difficilement — dans les publications statistiques officielles.
RESUMEN: Al crecer entre cubanos de generaciones anteriores, muchos de nosotros no pudimos evitar la proverbial frase " más se perdió en la guerra ". Ya sea en respuesta a la caída accidental de la porcelana más preciada en el suelo de la cocina o al desempeño mediocre de un niño en un examen en la escuela, nuestras abuelas y tía-abuelas especialmente parecían encontrar consuelo en la comparación de decepciones relativamente menores con las profundas cicatrices sufridas cuando Cuba había estado en guerra. Sin duda, cuatro siglos de esclavitud, tres luchas independentistas contra España, intervenciones militares de Estados Unidos e innumerables protestas armadas para derrocar o transformar gobiernos no representativos, dejaron recuerdos imborrables de dolor y una sed de justicia política cuyo legado perdura. Después de más de dos años de aislamiento impuesto por la pandemia y de una innumerable serie de crisis que han ido engullendo a la isla de Cuba, compartimos esta pequeña colección de diez documentos inéditos y prácticamente desconocidos procedentes de dos de las colecciones de archivos y manuscritos más importantes de Cuba. ABSTRACT: Growing up among Cubans of older generations, many of us could not escape the proverbial phrase más se perdió en la Guerra (far more was lost in the war). Whether responding to the accidental crash of cherished porcelain on the kitchen floor or a child's lackluster performance on an exam at school, our abuelas and tía-abuelas especially seemed to find solace in comparing relatively minor disappointments with the profound scars suffered when Cuba had been at war. No doubt four centuries of slavery, three independence struggles against Spain, US military interventions, and countless armed protests intended to topple or transform nonrepresentative governments left indelible memories of pain and a thirst for political justice, the legacies of which live on. In the wake of more than two years of pandemic-imposed isolation and an innumerable array of crises that have steadily come to engulf the island of Cuba, we share this small collection of ten previously unpublished and virtually unknown documents from two of Cuba's most important archival and manuscript collections. Read together, these forgotten, seldom-heard voices encompass the many ways war, militarism, and violence immersed Cubans' individual hopes and identities in the collective search for salvation and what one might call "the generational task of saving the world by saving the nation." Below follow startling examples of letters that anonymous citizens wrote to Cuba's legendary general Máximo Gómez as well as the writings and personal correspondence received by several great female patriots like "la Cubanita," Ritica Suárez del Villar y Suárez del Villar (1862–1961), María Cabrales Viuda de Maceo (1842–1905) and "La Delegada" Magdalena Peñarredonda (1846–1937), captain of the Liberating Army of Cuba whom José Martí appointed to represent the Partido Revolucionario Cubano in the pivotal province of Pinar del Río as well as the strategic operative and personal friend of General Antonio Maceo. Together these documents reveal not only an all-encompassing politicization that some may find surprising but an explicit sense of pride and gender equality already achieved in the camaraderie of crisis, activism, and war. Although predominantly drawn from the cycle of struggle and trauma produced during Cuba's last War for Independence in 1895 and the subsequent US military occupation (1898–1902), we have also included three striking documents from the personal collection of Ofelia Domínguez Navarro, a Communist Party militant and lawyer from Cienfuegos known for her work on behalf of women's rights and her election to Cuba's 1940 Constitutional Convention. Although made famous by her early activism and persecution in the fight to oust Cuba's president-turned-dictator Gerardo Machado, Domínguez Navarro's three-year-stint as Fulgencio Batista's minister of propaganda during Batista's only elected presidency (1940–1944) is almost entirely erased from history. From 1941, when Cuba joined the Allied powers to fight the Nazis and Japanese, no soldiers ever served in any front. However, Domínguez Navarro not only oversaw the organization and training of a Civil Defense corps; she also broadcast weekly radio shows detailing the nature of the Third Reich's genocidal policies and the radical threat that fascism represented in this hemisphere. One of the highlights of this selection of documents is a poster designed under Domínguez Navarro's watch that ascribes direct historical links between the anti-racist, anti-imperialist, and democratic vision of nation Cubans espoused during their nineteenth-century independence wars and the kind of unconditional support for the Allied cause needed to defeat modern-day totalitarianism. Today, few historians of Cuba would dispute the pronounced shifts in once-accepted narratives that have marked the past few decades in our field. Astonishing discoveries of new knowledge and bold interpretations of hidden archives have cracked open and sometimes demolished long-standing taboos. Perhaps no greater strides have been made in the historiography of Cuba than those related to the centrality, agency, leadership, intellectual contributions, resistance, and repression of Black Cubans, the enslaved and others of African descent. Remarkably, female Cubans' experience, whatever their class, racial identity, or heritage, remains less examined, subsumed—some might argue—into the often gargantuan task of simply gaining access in Cuba to any archives or library's primary source collections. This is especially true when it comes to certain periods of history, such as the 1930s to the 1950s, let alone key topics, such as Cuba's postcommunist history of agrarian reform, industrial relations, punitive use of labor camps, property confiscations, and the like. For this reason, it is often as challenging as it is tantalizing to encounter unexpected voices from the past that speak in ways that are familiar while also exotic and unknown. We hope that this dossier of Forgotten Voices inspires readers to examine further the unceasing faith in Cuba's ability to correct the failings of the past and abiding— even relentless—optimism in the future that their words evoke.
This study seeks to offer a historical sociolinguistic reconstruction of Colloquial Singapore English (CSE), a widespread contact variety of English spoken in Singapore, which shows traces of all other ethnic languages spoken in the region such as Chinese, Malay, and Tamil. So far, scholarly work has been dedicated to the phonological and grammatical features of CSE (Deterding 2007; Lim 2004; Wee 2004b), as well as the social conditions that determine their occurrences (Leimgruber, Siemund und Terassa 2018; Lim, Pakir und Wee 2010). Various models have been postulated to capture the emergence of CSE and its relationship to Standard Singapore English (Platt 1975; Gupta 1989; Alsagoff 2007, 2010; Leimgruber 2009, 2013) as well as its Chinese substrates (Bao 2005, 2015; Bao and Hong 2006). However, there is relatively little research that probes into its history, mainly due to a scarcity of historical data. The main purpose of this study is to work towards a diachronic reconstruction of CSE by exploring a novel historical data source, namely the Oral History Interviews held by the National Archives of Singapore (OHI-NAS 2020). The database allows a significant step back in time, as the majority of the speakers sampled were born between the 1890s and 1950s. The study first provides a sociohistorical account of Singapore with personal recollections chosen from OHI, which elucidates the language-related policy and the ethnic dynamics in Singapore. Since it is impossible to provide a comprehensive picture of the development of CSE, the present study focuses on four salient grammatical markers of CSE, namely the aspectual marker already, the additive marker also, the experiential marker ever, and the emphatic marker one. These CSE expressions differ significantly from native Englishes in terms of their semantic functions and syntactic positions, but they mirror – to a large extent – the usages of the Chinese substrates. The study asks to what extent the usages of already, also, ever, and one can be related to their Chinese substrates and which social factors can explain the variation among individual speakers in using CSE markers. Furthermore, this study explores whether CSE speakers replicate a grammaticalization model into CSE that exists in the Chinese substrates based on the use of already, also, ever, and one (Heine and Kuteva 2003, 2005 on replica grammaticalization). The study is based on 100 interviews from OHI conducted between 1979 and 2009 amongst speakers born between 1899 and 1983. These speakers were divided into seven groups depending on their ethnic background, i.e. Chinese, Indian, Peranakan, Malay, British, Eurasian, and other. Furthermore, speakers were further differentiated based on gender and level of education received (low = primary education; medium = secondary education; high = university education). Multiple linear regression analyses were applied to examine the four CSE expressions – already, also, ever, and one – in relation to the social background of the speaker, including gender, year of birth, level of education, and ethnic background. For the establishment of a diachronic reconstruction of these four CSE expressions, the results obtained from OHI were further compared with the Singaporean component of the International Corpus of English (ICE-SG), a well-explored corpus of Singapore English, which represents a more recent sample of CSE among university students starting from 1997 (Nelson 2002:3). Furthermore, the study compares the functional extension and/or grammaticalization of the four CSE expressions with that of their equivalents in Chinese by using corpus data drawn from the Center for Chinese Linguistics (CCL) at Peking University as well as secondary data from the scholarly circle on the grammaticalization of 了le, 过guò, 也/都yě/dōu, and 的de. This study builds on the Dynamic Model of Schneider (2007), which proposes that Singapore English in general has reached stage 4 (endonormative stabilization), in which linguistic innovations become increasingly accepted. It is possible that CSE is moving towards stage 5, in which "internal differentiation" emerges (Schneider 2007:54). Internal differentiation refers to "differences within a society and between individuals with respect to their economic status, social categories and personal predilections" (Schneider 2007:53). The findings of this study suggest that CSE remains relatively stable, apparently undergoing no substantial changes, at least judging from the use of already, also, ever and one. Furthermore, among the social variables under investigation, the most important factors in determining the frequencies of the substrate-influenced tokens are ethnicity and educational level. To a large extent, the Sinitic languages have provided the extended semantic functions and syntactic features for the CSE expressions. In some cases, the influence from Chinese in the CSE expressions is so strong that the entire CSE sentence no longer meets the surface structural requirements of English (see Bao 2005, 2015 on systemic transfer and lexifier filters). With regards to replica grammaticalization (Heine and Kuteva 2003, 2005), the findings suggest that the pathways of grammaticalization of the aspectual markers already and ever do not match those of their Chinese counterparts. However, emphatic one and additive also seem to have replicated the grammaticalization models into CSE that already existed in Chinese. The sociolinguistic variation found in this study based on the historical data of CSE reveals that social factors such as ethnic background and level of education as well as individual speaker preference may have been present from very early on. It suggests that further studies on CSE and other new varieties of English – both synchronic and diachronic – should continue to investigate these social variables of the individual speakers in the diverse local contexts. ; Diese Studie stellt eine historische soziolinguistische Rekonstruktion des "Colloquial Singapore English" (CSE) dar. Diese Studie baut auf dem "Dynamic Model" von Schneider (2007) auf, der postuliert, dass "Singapore English" generell Phase 4 (endonormative Stabilisierung) erreicht hat, in dem sprachliche Innovationen zunehmend akzeptiert werden. Möglicherweise bewegt sich CSE in Richtung Phase 5, in der eine "interne Differenzierung" auftritt (Schneider 2007: 54, eigene Übersetzung). Interne Differenzierung bezieht sich dort auf "Unterschiede innerhalb einer Gesellschaft und zwischen Individuen hinsichtlich ihres wirtschaftlichen Status, ihrer sozialen Kategorien und ihrer persönlichen Vorlieben" (Schneider 2007: 53, eigene Übersetzung). Die Ergebnisse dieser Studie legen nahe, dass CSE relativ stabil ist und anscheinend keine wesentlichen Veränderungen erfährt, zumindest basierend auf der Verwendung von already, also, ever und one. Abgesehen davon scheint es schon sehr früh zu soziolinguistischen Variationen gekommen sein. Unter den untersuchten sozialen Variablen sind die wichtigsten Faktoren, die die bei Häufigkeit der vom Substrat beeinflussten Tokens determinieren, die ethnische Zugehörigkeit und das Bildungsniveau. Die sinitischen Sprachen haben weitgehend die erweiterten semantischen Funktionen und syntaktischen Merkmale für die CSE-Ausdrücke bereitgestellt. In einigen Fällen ist der Einfluss des Chinesischen auf die CSE-Ausdrücke so stark, dass der ganze CSE-Satz nicht mehr den Anforderungen der englischen Oberflächenstruktur entspricht (vgl. "systemic transfer and lexifier filter" Bao 2005, 2015). In Bezug auf die Replika-Grammatikalisierung (Heine und Kuteva 2003, 2005) legen die Ergebnisse nahe, dass die Wege der Grammatikalisierung der Aspektmarker already und ever nicht mit denen ihres jeweiligen chinesischen Äquivalents übereinstimmen. Bei emphatischem one und additivem also scheinen jedoch die Grammatikalisierungsmodelle in CSE repliziert worden zu sein, die bereits im Chinesisch existierten. Die soziolinguistische Variation, die in dieser Studie auf der Grundlage der historischen Daten von CSE gefunden wurde, zeigt, dass soziale Faktoren wie ethnischer Hintergrund und Bildungsniveau sowie bestimmte Präferenzen einzelner Sprecher und Sprecherinnen möglicherweise schon sehr früh existierten. Diese Erkenntnisse lassen darauf schließen, dass weitere Studien zu CSE und anderen neuen Varietäten des Englischen – sowohl synchron als auch diachron – erforderlich sind, um diese sozialen Variablen der einzelnen Sprecher und Sprecherinnen in den verschiedenen lokalen Kontexten weiter zu untersuchen.
It is clear that the important role of labor migration in development reflected through the impacts of remittance currently exists in many countries around the world. The complexed nature of migration that needs to interpret in a dynamic context and a changing society. Reviewing literature demonstrates the discourses of the motives of migration across many migration theories. Then, there are plenty of discussions of the motives of migration added from empirical research. However, there is still a lack of literature that requires discussion on why the domestic migrants leave their homes to work at places considered as exploitative and degrading, like industrial zones. In addition, migration is understood as an in and out process. Attempts have been made to explain the motive of out-migration, but few ones focus on return migration. Furthermore, existing literature focuses more on international return migration than internal return migration and the theories of return migration are subject to various debates. Since 1975, after the reunion of Vietnam, the government enforced a policy to restructure the population which led to inter-province migration. Many studies have been conducted on migration ever since, but few focused on return migration. This research survey 310 migrant workers in Que Vo and Yen Phong industrial zones of Bac Ninh province, and 68 returnees in Van Thang commune, Nong Cong district, Thanh Hoa province of Vietnam. Face to face interviews with two designed questionnaires have been applied to those samples. One is for migrant workers and the other is for returnees. Besides, some qualitative methods are also applied for supplementing the data collected by the questionnaires. Through those principle methods, this study found that the motives of migrant workers are complex. Push and pull theory by itself is not enough to explain these motives. The addition of the new economic theory of migration labor has made the explanation of migration motives more complete. Also, the research illustrated that the factors pushing rural people outmigration are, firstly, the local shortage of non-agricultural jobs, causing migrant workers to find alternatives in Bac Ninh industrial zones. More importantly, there is a shortage of cash for daily consumption. This itself, agricultural production, a prominent feature of rural areas, cannot be solved. Interestingly, the economic status of the household before the migration is not considered clearly as a push factor. But, migration to industrial zones is the rural youths' way of life. Experiencing in these zones aspires those people due to a life different from the areas of origin, acted as a pull factor. Furthermore, migrant workers are all attracted by high labor demand that created easier access to employment in the industrial zones of Bac Ninh. This study also found that social network acts as both push and pull factor for immigrating to the industrial zones. Furthermore, it revealed that migrant workers, a major labor force for industrial zones, now face challenges created by the unstable model of development. The sustainability of the development of industrial zones in Bac Ninh is threatened by the fact that these zones follow the footloose of their development model exposed in the 1990s. Additionally, this study found that migrant workers in industrial zones in Bac Ninh faced a trade-off between accepting a hard life and accumulating capitals as well as experiences for an expected better one afterward. Furthermore, the migration undertaken by migrant workers in industrial zones of Bac Ninh seems to be circular. Regarding return migration, this study demonstrated that the motive to return not only results from potential failures related to the increased living costs of the future married life but also associates with children left behind at the home village with stayers. Returnees are all driven by a filial obligation to their parents, shaped by the norms or culture of the home community. Non-farm employment opportunities around home villages are more of a motive to return for single migrants. This study also found that women play an important role in agriculture development in Van Thang. This sector is likely a buffer for the negative impacts of the return while the returnees seek better nonfarm employment around their home villages. ; Il est clair que le rôle important de la migration de la main-d'œuvre dans le développement, qui se reflète dans les effets des transferts de fonds, existe actuellement dans de nombreux pays du monde. La nature complexe de la migration doit être interprétée dans un contexte dynamique au sein d'une société en mutation. Une analyse de la littérature permet de mettre en évidence les motifs des migrations au travers de nombreuses théories. Par ailleurs, de nombreuses recherches empiriques ont été intégrées aux débats sur les causes des migrations. Cependant, il existe toujours un manque de littérature au sujet des raisons pour lesquelles les migrants domestiques quittent leurs foyers pour travailler dans des sites considérés comme abusifs et dégradants, tels que les zones industrielles. En outre, la notion de migration est considérée comme un processus d'entrée et de sortie. Certains ont tenté d'expliquer le motif de l'émigration, mais peu d'entre eux se concentrent sur celle du retour. De plus, la littérature existante se concentre davantage sur la migration de retour internationale que sur la migration de retour interne et les théories de la migration de retour font l'objet de divers débats. Depuis 1975, après la réunification du Vietnam, le gouvernement a appliqué une politique de réorganisation de la population qui a conduit à une migration interprovinciale. Depuis lors, de nombreuses études ont été menées sur la migration, mais peu d'entre elles se sont concentrées sur la migration de retour. Cette étude porte sur 310 travailleurs migrants dans les zones industrielles de Que Vo et Yen Phong de la province de Bac Ninh, et 68 rapatriés dans la commune de Van Thang, district de Nong Cong, province de Thanh Hoa au Vietnam. Des entretiens en tête à tête avec deux questionnaires spécifiques ont été appliqués à ces échantillons, l'un étant destiné aux travailleurs migrants et l'autre aux rapatriés. Par ailleurs, certaines méthodes qualitatives sont également appliquées pour compléter les données collectées par les questionnaires. Grâce à ces méthodes, cette étude a montré que les motivations des travailleurs migrants sont complexes. La théorie du "push and pull" ne suffit pas à elle seule à expliquer ces motivations. L'ajout de la nouvelle théorie économique de la main-d'œuvre migrante a rendu l'explication des motifs de migration plus complète. De plus, cette recherche a montré que les facteurs qui poussent les populations rurales à quitter le pays sont, en premier lieu, la pénurie locale d'emplois non agricoles, qui pousse les travailleurs migrants à trouver des alternatives dans les zones industrielles de Bac Ninh. Plus important encore, il y a une pénurie d'argent liquide pour la consommation de tous les jours. Ce problème ne peut être résolu par la production agricole, qui est une caractéristique importante des zones rurales. Il est intéressant de noter que le statut économique du ménage avant la migration n'est pas considéré comme un facteur de motivation. Toutefois, la migration vers les zones industrielles est devenue le mode de vie des jeunes ruraux. Le fait de vivre dans ces zones suscite des aspirations chez ces derniers en raison de la possibilité de mener une vie différente de celle de leur région d'origine, ce qui constitue un facteur incitatif au départ. En outre, les travailleurs migrants sont tous attirés par la forte demande de main-d'œuvre qui a créé un accès plus facile à l'emploi dans les zones industrielles de Bac Ninh. Cette étude a également montré que le réseau social agit à la fois comme un facteur d'incitation et d'attraction pour immigrer vers les zones industrielles. Elle a également révélé que les travailleurs migrants, qui constituent une main-d'œuvre importante pour les zones industrielles, sont maintenant confrontés aux défis engendrés par le modèle de développement instable. La durabilité du développement des zones industrielles de Bac Ninh est menacée par le fait que ces zones suivent le modèle de développement instable apparu dans les années 1990. Par ailleurs, cette étude a montré que les travailleurs migrants des zones industrielles de Bac Ninh sont confrontés à un compromis entre l'acceptation d'une vie dure et l'accumulation de capitaux et d'expériences pour une vie meilleure par la suite. En outre, la migration entreprise par les travailleurs migrants dans les zones industrielles de Bac Ninh semble être une migration circulaire. En ce qui concerne la migration de retour, cette étude a démontré que le motif du retour ne résulte pas seulement des échecs potentiels liés à l'augmentation du coût de la vie de la future vie conjugale, mais également des liens entre les enfants laissés au village d'origine et les personnes qui restent. Les migrants de retour sont tous motivés par une obligation filiale envers leurs parents, façonnée par les normes ou la culture de la communauté d'origine. Les possibilités d'emploi non agricole autour des villages d'origine sont davantage un motif de retour pour les migrants célibataires. Cette étude a également montré que les femmes jouent un rôle important dans le développement de l'agriculture à Van Thang. Ce secteur est probablement un tampon pour les impacts négatifs du retour, tandis que les rapatriés cherchent de meilleurs emplois non agricoles autour de leurs villages d'origine.
