Korean unification and the false promise of strategic bargains with China

China's rising regional influence, North Korea's intractable challenges to peace and stability, and a US president fond of 'big deals' and skeptical of overseas deployments in allied countries—these factors and others have intensified speculation about a strategic bargain regarding Korean unification. Washington would withdraw troops from South Korea, Beijing would end its support of the North Korean regime, and Seoul and Pyongyang would proceed with integration. This article finds that such strategic bargain proposals tend to suffer three major flaws: mistaken historical analogies with Cold War Europe, disregard for domestic political variables, and sacrifice of international norms while accommodating China. Washington pursuing a grand bargain with Beijing regarding Korea would deepen misperceptions in Asia, damage US alliances, and deny Seoul productive agency for transforming the security, economy, and diplomacy of the Korean peninsula. "In Japan haben sich bei einer stärker vorangeschrittenen Bildungsexpansion nicht die gravierenden Arbeitsmarktprobleme für die Absolventen weiterführender Bildungsgänge eingestellt, die in der BRD vielfach befürchtet werden. Das Ausmaß der Privilegien, die früher mit höheren Bildungsabschlüssen verbunden waren, scheint sich zu verringern, nicht jedoch die Wahrscheinlichkeit, einen relativen Vorteil zu erhalten. Ferner läßt die Analyse von Arbeitskräfte-, Bildungsplanung und Personalpolitik in Japan den Schluß zu, daß die Beziehung zwischen beruflichen Qualifikationsanforderungen und den Leistungen des Bildungssystems in Japan weitaus offener zu sein scheint, als in der "Bedarfs"-Diskussion in der BRD gewöhnlich angenommen wird." About face: the relational dimension in Chinese IR discourse

The preservation of face is an important concept in Chinese behavioral patterns, both at individual and national levels. Beyond national interest considerations, modern-day diplomacy between China and the world also involves substantially the exchange of face. This article will argue that face represents a relational understanding of how China views and interacts with the world. By linking face to three themes that international relations scholars frequently use in describing how China sees the world, namely, the tribute system, the Chinese memory of historical humiliation and China's distrust of the American-led international system, the article hopes to show how the understanding of face-as a crucial element of Chinese identity-can inform scholars and practitioners in their attempts to engage China. Ausgehend von der These, Luftverkehr finde am Boden statt, entwickelt die am Institut für Kulturwissenschaft verteidigte Dissertation eine spezifische Geopolitik des Luftverkehrs. Der Luftverkehr wird dabei über seine Operationen am Boden und an Flughäfen untersucht. Der genaue Blick auf die technischen Details bei der Implementierung dieser Anlagen in machthistorisch entscheidenden Momenten des 20. Jahrhunderts ermöglicht eine Revision geopolitischen Denkens und eröffnet einen innovativen Zugang für eine Genealogie der Globalisierung. Die Dissertation analysiert die Bewegungen in der Luft auf ihre stets lokalen und immanent territorialen Dimensionen – und widerlegt so den vermeintlichen und häufig wiederholten Anspruch an den Luftverkehr, er sei das globale, raumvernichtende Verkehrssystem par excellence (Carl Schmitt, Paul Virilio, Martin Heidegger). Die Dissertation ist auch ein Beitrag zur Genealogie von Medientheorie, insofern sie unter Rückgriff auf Harold A. Innis die Übertragung nicht von Zeichen, sondern von Personen und Gütern zum Gegenstand hat. Historisch geht sie von der Kriegslogistik der USA im Zweiten Weltkrieg aus. Sie bezieht heterogene Quellen ein: politische Programme und Debatten, internationale Beziehungen; philosophische, juridische, ökonomische und urbanistische Diskurse; ingenieurstechnische Entwicklungen und militärische Doktrinen. Sie nimmt den Leser mit auf eine Reise über alle Meere und Kontinente mit Fokus auf Saudi-Arabien, Zentral- und Südafrika, Brasilien und den Nahen Osten, untersucht Ereignisse von den 1930er bis 1970er Jahren und endet mit einem Epilog zu den Anschlägen vom 9. September 2011. ; This dissertation develops a specific geopolitics of aviation, taking an original perspective as it starts with the assumption that air travel happens on the ground. The focus is on a thorough examination of the technical details for implementing the facilities of airports at moments decisive for the distribution of power in the 20th century. Geopolitical discourses are revised to enable an original understanding for the genealogy of globalisation. The dissertation analyses movements in the air with view on their immanent local and territorial dimensions. It breaks with the overcome understanding of aviation as a traffic system that is global and that destroys space as no other (Carl Schmitt, Paul Virilio, Martin Heidegger). The dissertation was disputed at the Institute for Cultural Studies. It is also a contribution to the genealogy of media theory, following in the footsteps of Harold A. Innis, as it focuses on the neglected transmission of goods and people instead of signs and codes. Starting point is the US military logistics in World War II. The heterogeneous material under review includes political programmes and debates; international relations; philosophical, juridical and economic discourses; urbanism, engineering and military doctrines. It takes the reader on a journey around the world, with focus on Saudi-Arabia, Central and Southern Africa, Brazil and the Near East, taking into account events from the 1930s to 1970s, and concluding with an epilogue on the events of 9/11.

Civilising Globalism: Transnational Norm-Building Networks – A Research Programme
Decentralised, self-organised cross-border activities are increasingly shaping global policymaking. While state actors have lost ground, policy and economic networks have emerged as key actors, transforming international relations as well as national spheres. Academic discourse is following their activity, often focusing on 'advocacy networks' and on the role of transnational actors within the transformation of the world economy and world polity. In contrast to these research activities, the approach proposed here extends the scope of inquiry to include the role of transnational networks in norm-building and norm-implementation. The networks under scrutiny here do not confine themselves to the articulation of particular interests, the resolution of particular conflicts, or compliance with legal norms. It is presumed here that a variety of networks which are fundamentally concerned with the creation of norms have emerged. The predominance of the nation-state, one of the main characteristics of modern democratic thinking, has eroded to the point where the fundamental nexus of voice (democratic participation) and entitlement (legal and social rights and duties) has been weakened or even broken. We presume that this decentration has fundamentally changed the option of voice as one of the most important responses by citizens to crisis and change. This comes to the fore with the emergence and effectiveness of transnational norm-building networks. The article develops a research programme, the outcome of which will shed light on this new resource for the development of a democratised world polity. ; Dezentrale selbstorganisierte, grenzüberschreitende Aktivitäten gestalten zunehmend die globale Politik. Während Staaten an Bedeutung eingebüßt haben, sind politische und ökonomische Netzwerke zu Schlüsselakteuren geworden und transformieren sowohl internationale Beziehungen als auch nationale Politiken. Der akademische Diskurs konzentriert sich bei der Verfolgung von deren Aktivitäten oftmals auf 'Advokaten-Netzwerke' und die Rolle transnationaler Akteure bei der Umgestaltung von Weltökonomie und Weltpolitik. Die hier vorgestellte Forschungsinitiative erweitert demgegenüber den Untersuchungsrahmen auf die Rolle transnationaler Netzwerke bei der Normbildung und -durchsetzung. Die hier untersuchten Netzwerke erschöpfen sich nicht in der Artikulation von Partikularinteressen, der Lösung besonderer Konflikte oder dem Normgehorsam. Angenommen wird vielmehr, dass eine Vielzahl von Netzwerken entstanden ist, denen grundsätzlich an Normschaffung gelegen ist. Die Vorherrschaft des Nationalstaates, ein Charakteristikum modernen demokratischen Denkens, ist soweit erodiert, dass der grundlegende Nexus zwischen 'voice' (demokratischer Beteiligung) und 'Berechtigung/Verpflichtung' (hinsichtlich sozialer und rechtlicher Rechten und Pflichten) geschwächt oder gar gebrochen ist. Wir nehmen an, dass diese Art von Dezentrierung die voice-Option - als eine der wichtigsten Antworten von Bürgern auf Krise und Wandel - von Grund auf verändert hat. Dies kommt im Entstehen und Wirksamwerden transnationaler Normbildungsnetzwerke zum Vorschein. Der Artikel entwickelt ein Forschungsprogramm, das im Ergebnis Licht auf diese neue Ressource für die Entwicklung einer demokratisierten Weltordnung werfen wird.
