IT IS PERHAPS A SIGN OF THE GREATER MATURITY OF THE DISCIPLINE OF POLITICAL SCIENCE TODAY THAT THE 'GREAT DEBATE' OF THE IMMEDIATE POSTWAR PERIOD ON THE ESSENTIAL NATURE OF THE SUBJECT HAS NOW DIED DOWN. THE VAST QUANTITIES OF INK THAT WERE SPILLED DID NOT RESULT IN A VICTORY FOR EITHER OF THE TWO GREAT CAMPS - THE TRADITIONALISTS OR THE BEHAVIOURISTS - BUT IN A RECOGNITION, THAT THE SUBJECT OF THE STUDY OF POLITICS WAS TOO GREAT, AND TOO COMPLEX, TO BE APPROACHED ONLY FROM THIS ANGLE OR THAT, BUT REQUIRED THE APPLICATION OF MANY DIFFERENT METHODS, AND OF MANY DIFFERENT KINDS OF MINDS, IF PROGRESS WAS TO BE MADE TOWARDS THE BETTER UNDERSTANDING OF THE WAYS IN WHICH MAN PROVIDED FOR HIS OWN GOVERNANCE. Disease is a transnational phenomenon which pays no heed to territorial state boundaries; yet it rarely features in the discussion of International Relations. It is important that the discipline should address the issue of disease and more broadly, health, not simply to facilitate containment of disease transmission across international borders but also because central notions of justice, equity, efficiency and order are involved.

Just as the study of economics moved ahead by distinguishing between modes of production, International Relations (IR) may profit from distinguishing modes of foreign relations. In this way, IR can perhaps be saved from virtual irrelevance in a world in which state boundaries are increasingly permeable to all but the poor. Also, the prehistory of the Westphalian state system, which is everywhere around us, may be properly integrated into the understanding of world politics & global political economy. In this paper, two modes of foreign relations prior to relations of multiple sovereignty (IR properly speaking) will be distinguished: tribal relations, & empire! nomad relations. It will be argued that far from have been overcome by later history, these modes still inform the contemporary reality of world politics/global political economy. Adapted from the source document.
